Analyzing the Challenges for Cloud Computing Business Dissemination in the Service Provider's Perspective (클라우드 컴퓨팅 시장 확산을 위한 공급자 관점의 선결요인)

  • The concept of Cloud computing has been introduced in the IT field over 10 years and industry has been expanding constantly. However, compare to the maturity of global market, Korea cloud computing industry is only in the early stage. Even the Korea has advantages in technology infrastructure; the pace of Korea cloud computing market growth is taking a serious downturn. Under these circumstances, it is needed to be discussing that strategy for expanding the cloud computing market size and for sustaining global competitiveness of local companies. Previous studies on plans for Korea cloud computing market has been conducted since 2009 and most of them are tend to examined in demand perspective. Thus, this study aims at identifying the priority of business challenges for making better performance in the market with service provider aspects. To analyze the important factors in the providing cloud computing service, ANP methodology was applied in this study. The network model including five clusters, security, stability, performance, consumer, and institution, was defined through literature review and expert survey was conducted to collect data. As a result of ANP analysis, 'Securing service reliability' was analyzed as the most important factor and followed by 'Preparing the range of legal liability', 'Preventing personal information leakage' and 'Preventing confidential information data leakage.' The priority of result indicates that service provider needs to focus on to make the secured service environment. This study has significance on analyzing the priority of business challenges in the service provider perspective. This study will provide useful guidelines to for establishing strategies in cloud computing market.

Economic Benefit Analysis of Urban Meteorological Information Service Using Contingent Valuation Method (조건부가치측정법을 이용한 도시기상정보서비스의 경제적 편익 분석)

  • As the concentration of people in urban area become severe and abnormal meteorological disasters such as regional torrential rains, heavy snows, sweltering heat, and so on have been increasing, the interest on the urban meteorological information service, which considers the specific characteristics of metropolitan areas in weather forecasting, are also increasing. The urban meteorological information service is one of up-to-date technologies which observes urban weather in a more microscale perspective compared to the present weather forecasting system and provides useful meteorological information which is specialized for metropolises in real time. Therefore, urban meteorological information service is expected to contribute to the increase in quality of life for citizens and to the development of industry in urban areas. In this study, we estimate the economic benefit of the urban meteorological information service using contingent valuation method with survey data of the citizens who are expected to be the direct customers of this new information service. As a result, we conclude that the household is willing to pay 5,963 Korean won per year on average, during a period of five years, for receiving this meteorological information service, and this willingness-to-pay is varied by the socio-economic characteristics of head of the household.

COVID-19 and IT Service: Challenges and Responses (COVID-19와 IT 서비스: 변화와 대응)

  • Since the first confirmed case in January 2020, Coronavirus disease 2019(COVID-19) has brought many changes to our society, and Korea is no exception. Some changes are direct and immediate such as restrictions on overseas travel and social distancing, but the others are indirect and slowly adapted such as lifestyle changes impacting industries and businesses. IT service sector is tremendously influenced by COVID-19. IT service is used extensively in response to COVID-19 taking advantage of its non-face-to-face characteristics. In that sense, the industry is positively affected and in some sense invigorated, giving birth to new kind of services. This special issue focuses on introducing how the IT services are affected, what kind of transformations are undergoing, and how these are expedited after COVID-19. This special issue expands and extends the case research section by collecting new IT service case studies concerning these topics. After competitive review process, 11 studies are selected for this special issue which deals with four different but closely related aspects: (1) evolutions of private IT services, (2) transformations in public IT services, (3) impacts in the hospitality and tourism industry, and (4) changes of people's behavior along with COVID-19. The first set reports on the evolution of private IT services that have created terms such as foodtech and edutech as we enter a rapid non-face-to-face situation. The second set consists of studies dealing with the evolution of public IT services. Evolution and rapid response to non-face-to-face appear to be no exception in the public sector. The third includes studies of hospitality and tourism which is most strongly affected by COVID-19. The last set deals with the behavioral changes of users such as technostress in telecommuting. Lessons learned through best practices and key problems identified in these studies may help us to actively respond to the coming waves of changes incurred by COVID-19 in our society as well as in the IT service industry.

An Empirical Study of the Tradability caused by the Service Characteristics in Korea : Focusing on hard and soft service (한국의 서비스 특성에 따른 교역가능성에 관한 실증 연구 : 하드 서비스와 소프트 서비스의 비교를 중심으로)

  • The service sector comprises two thirds of world GDP in 2005 and takes 20% of the world trade. As the technologies such as telecommunication technologies advance, the long-distance trades in services is expected to increase. But there are few empirical research on the flows of services between regions. This paper studies the pattern of flows of long-distance trades in services across the regions. Since it is very hard to collect reliable data on long-distance trade in services, we collect data from regional input-output tables of Korea. The results shows that the hard service which can be consumed spatially separated from production tends to have more long-distance trade than the soft service which is consumed simultaneously with production. It also shows that regional gross domestic production is important factor for the pattern of trades in services.

  • The research ais to examine the relationship among service factors, customer's consumption value and revisit intentions in the multiplex cinema industry focusing on multiplex cinema service in Korea and Vietnam. This research also aims to compare the influence of service factors on consumption values and revisit intention between customers in Vietnam and Korea. Data using for this research were collected in Ho Chi Minh, Vietnam and Seoul, Korea through both offline and online survey. Research findings suggest that service factors significantly influence utilitarian values and hedonic values, then both hedonic and utilitarian value have a significant influence on customer's revisit intention in multiplex cinema. Specifically, utilitarian value shows a greater influence on revisit intention in Korea whereas hedonic value shows a greater influence on revisit intention in Vietnam.

  • As the socialization of care is progressing rapidly, the necessity of community-level mental health intervention for older adults with severe social isolation and depression is also increasing. In line with the reorganization of the Individualized Support Services for Older Adults in 2020, the social relations revitalization project for the elderly living alone, which had been conducted as a pilot project in 2014~19, was expanded and reorganized into a separate specialized project within the Individualized Support Services for Older Adults. The purpose of this study is to enhance understanding of the specialized service and to clarify its conceptual framework. The characteristics and conceptual framework of the specialized service were examined through a review of the process of institutionalization of the specialized service, which included analysis of related literature and the pilot projects. Finally, it discussed what to consider in order for the specialized service to proceed as intended in the future, focusing on a couple of situations that occur at the fields.

  • The study aims to derive major factors from the results of needs analysis to develop the reference service model and guidelines at the national level. The literature review and case study enabled investigation of the considerations to develop the reference service model and guidelines. The Needs Analysis revealed librarians' and users' needs about the reference service. The major factors and implications derived from the analysis suggest the directions of the National-level reference service model and guidelines development process. This study has significance because it presented the implications and the development process of the reference service model and guidelines for domestic libraries, and directly contributed to the development of the reference service model and guidelines for the National Library of Korea.

The Study of Causal Model on Science Teachers' Adoption of 'Science' Focusing on the Fusion in the 2009 Revised Curriculum (과학교사들의 2009 개정 교육과정 융합형 '과학' 수용에 관한 인과 모델 연구)

  • This study aims to explore how in-service science teachers adopt newly developed 'Science' focusing on the fusion of science based on 'the diffusion of innovation' model. For this study, we have explored five variables (i.e., perception of need, perception of support, innovativeness, perceived usefulness, self-efficacy of teaching, and intention to adopt) based on literature review and developed survey items to measure the level of five variables that in-service science teachers perceive. In addition, the path model of six variables explaining how in-service science teachers adopt an innovation was hypothesized by the literature review. A total of 349 in-service science teachers have participated in this survey study. First of all, results have illustrated that the levels of six variables have not significantly associated with in-service science teachers' teaching experiences, participation in professional development programs on 'Science' curriculum, and majors. In addition, the statistically acceptable model fit indices have illustrated that path model has been statistically valid to explain how in-service science teachers adopt newly developed 'Science' focusing on the fusion of science. The results have also illustrated that 'perception of support', 'perceived usefulness', and 'self-efficacy of teaching' exhibited strong mediating effects between other variables. For the successful establishment of newly developed curricula, textbook, or policies in science education in school, the level of teachers' intention to adopt innovations should be enhanced. This study will be useful for the development of new science teacher professional development programs to promote the level of teachers' intention to adopt innovations.

A study on the improvement of efficiency for waterworks on the basis of the accidents in the system by setting the example of Chungcheongbuk-do (시스템사고에 기반한 상수도 효율성 개선에 관한 연구: 충청북도를 중심으로)

  • The service for waterworks is important infrastructure structuring the cities and the public properties affecting the health and the abundant lives of the residents at the same time. However, the waterworks project still has many problems in reality in spite of the continuous efforts from the nation, local governments and many related people in waterworks projects. From the aspect of the situation, this purpose of this study is to review the actual operation state and the operation principle on the basis of the accidents in the system and to suggest the policy leverages for accurate diagnosis of the waterworks project and for the efficient operation. The operation structure of the service for waterworks is the complicated system showing the overlapped forms of the relation with other various factors. Moreover, as this has been influenced by other external environments, it has flexible features that can be changed by unexpected factors even if the internally close causality has been established The domestic local operation of waterworks have been divided by an administrative district and it causes inefficiency in the aspect of the country and the local government with small sized of budget faces the insufficient investments. These phenomena have been shown in some small sized areas located in Chungcheongbuk-do and, making a realistic suggestion by the related local government to improve the waterworks operation project is urgent. For this reason, this study is to lead the policy leverages to increase the efficiency of the service for waterworks and to stabilize the structure of virtuous circle in the system. At first, the reformation of the waterworks structure should be performed after the various supports and system maintenance. At second, the service quality should be improved through the creativity in management and the consideration of the efficiency by the participation of private enterprises for waterworks service. At third, through the specialized waterworks operation, the quality improvement of the waterworks and satisfying the standard of natural environment should be related. In this context, the fundamental solutions for the problems of domestic waterworks service and finding realistic alternatives are considered to be the priority for the waterworks project to be operated efficiently.

The New Structure of Police Governance and Its Impact on Police Service Delivery in the UK (치안 거버넌스의 새로운 구조와 경찰 서비스 제공에 미치는 영향: 영국을 중심으로)

  • This article assesses the recent police reform strategy in England and Wales with the Police Reform and Social Responsibility Act 2011. Police and Crime Commissioners have a responsibility not just for the police force but also for reducing crime in their area of responsibility. This ensures that their remit runs much more widely than their predecessor body, the police authority. The article goes on to evaluate the nature and extent of crime by making immediate use of survey of local police commanders. The surveys showed that police commands were swamped with minor crime and anti-social offences. The arrival of Police and Crime Commissioners has meant that now police priorities can be more closely aligned to those of the public and where anti-social behaviour is now recognised as impacting on the lives of many residents more significantly than criminal activity. The article highlights the changes introduced by government following the Winsor Review to police pay, pensions and conditions of service. It reflects on the impact of this on both police morale and professional motivation. It suggests that current government policy is now haemorrhaging the police service as increasing numbers of experienced officers are leaving the police service which could ultimately undermine its long-term resilience as a strategic emergency service.
