As a case study in the field of policy implementation research, this study focuses on how the logic of consumer choice and provider competition operates on the front line of policy processing. To find the implementation process of the program, 39 interview data were analyzed, including voucher users, care workers, social workers in 4 agencies and local public officers in one of the district in Seoul, and relevant officials from the Ministry for Health, Welfare and Family affairs and the Center for Social Service Management. The main results are as follows: In the level of policy implementation, user choice and competition, which was the main logic behind the implementation of the voucher program, did not occur as expected by policy makers. Instead of user choosing his/her provider, it was found that the providers were choosing its users. Secondly, the case study found that providers have formed a caucus which allocated the local users equally amongst the providers. In this process, local public officers have supported the meeting by providing them with a list of users. Such results may be interpreted as a habitual execution from the tradition of supply-side subsidy, rather than the way of implementation in the market system. Thirdly, although voucher users could not choose their preferred agency in the first stage of service, some other choices exists so that users may choose their preferred care-giver and time for service. Finally, the change of agency and care-giver in the way of delivering services were observed.
This study proposes the evolution model of emerging media platform including smart media (M-IPTV, Smart TV) and IPTV, through a spiral evolution model based on the theory of the exploration & the exploitation. Authors suppose that the IP media evolved from IPTV technology, evolution of which has come through the development model of serial circular process. For explanation of this evolution, we propose the research model integrating the spiral model and the exploration & exploitation theory. Researchers define the smart media as the evolved media from IPTV, through this proposed model. We expect this model to be the theoretical base of media regulation and setting direction of future media service. Thus, this research are summed up as follows. To begin with, we classify the evolutionary stage of IPTV from the view points of service feature, regulation frame and technological characters. Secondly, we organize and confirm the research model of IPTV evolution through case analysis of the 3 cycles of each evolutionary stage. As a result, discussion of this study helps understanding mobile IP media and smart media as a post IPTV and leads the solution of various regulation issues and the development of the innovative media service and content. In addition, it can guide the government for the evolutionary direction to promote the media and the content industry.
The development of online funeral services and social issues of eco-friendly funeral culture have raised awareness of the new need for online funeral culture. There have been several attempts to revitalize online funeral services in domestic institutions and companies, but the effect is weak. The purpose of this study is to propose a design that can improve the accessibility and usability of online memorial services by analyzing the usability problem factors through a First Time User Experience analysis of the online memorial platform. Therefore, in this study, in order to identify the problem factors of the online memorial platform, a literature review on the UX, OOBE, and FTUE theories was conducted. The subject of the study was the app 'Memorial'. Before analyzing the First-Time User-Experience, IA was compared and analyzed with other similar services to understand the characteristics of the UX service of the app 'Memorial', which is the subject of the study. In addition, tasks corresponding to the Unpack-Setup/Configure-First Use stage were performed on 10 subjects who had no experience using the online memorial platform. The experimental process was expressed as the UX Curve to identify factors that caused negative experiences. As a result, the major problem factors included unnecessary UI elements, the need for sensitive personal information at the membership stage, and lack of immersion in the service. The improvements included strengthening community functions to facilitate the sharing of emotions and promote smooth communication between users. We proposed UI/UX service developments that enhanced the app by incorporating these insights. In order to verify the effectiveness, serviceability, and value of the developed prototype, an interview with a expert was conducted. The interviewes consisted of three service design experts. This study was conducted to contribute to the quality improvement and activation of the recently emerging online funeral services. The study is significant as it aims to understand the current status of these services and identify the factors necessary to improve service accessibility and usability. Subsequent studies require in-depth user verification of how much the proposed improvement plan affects the actual user experience.

This study based on the 8-step strategy model for change management proposed by J. P. Kotter, tried to check the perception and experience about change management of the librarians at National Library of Korea. Also this study aimed to figure out the understanding of each 8-step strategy model. To this end, the concept and process of change management were presented through literature analysis, and survey was conducted targeting 58 librarians of the National Library of Korea. This study drews five results. First, the majority of librarians at National Library of Korea do not know about change management, and they do not have experience in using change management techniques. Second, the period required for the 8-step change management process is 5 years. Third, during the change management stage, librarians' awareness of the importance of stages 4 and 3 was high. Fourth, there is no difference in the librarians' perceptions of change management by gender, education, major, and tasks. Fifth, there is a significant difference in the age and service years of the librarian in the 3rd, 4th, and 7th stages of change management. Also there is a significant difference in the position of the librarian at the 1st and 3rd stage of change management, and between librarians' department and 1st stage of change management. The findings and results of this study can not only raise awareness of change management but also suggest organizational responses to change at individual or organizational level.
The purposes of this study are to investigate various experience factors of the court security team's occupational socialization process and suggest basic materials which are necessary to establish educational service strategies of preliminary court security and guard. Therefore, in-depth interview and ethnographic study were conducted for 4 court securities whose career is more than 3 years. As the result, the process of occupational socialization process of the court security was divided into preparation period, adaptation period, conflict period and maturity period. In the preparation period, vision of university departments, acquisition of certificates and information of the court security team are the factors of basic stage for becoming court securities. In the adaptation period, they adapt themselves for playing their own roles sincerely and become professional manpower after being court securities, through the university educational program useful for practical duties, certificates for practical duties and occupational satisfaction. In the conflict period, they aware conflicts of the company and job stress, that court securities should experience, and endure them. In the maturity period, they are grown by one more step as court securities, through the motivation, job professionalism, occupational prospect and efforts of self-development.

The purpose of this study is to propose a framework for the introduction and evaluation of artificial intelligence (AI) services not only in general applications but also in public policies. To achieve this, the study explores AI service management and governance toolkits, providing insights into how to introduce AI services in public policies. Firstly, it offers guidelines on the direction of AI service development and what aspects to avoid. Secondly, in the development phase, it recommends using the AI governance toolkit to review content through checklists at each stage of design, development, and deployment. Thirdly, when operating AI services, it emphasizes the importance of adhering to principles related to 1) planning and design, 2) the lifecycle, 3) model construction and validation, 4) deployment and monitoring, and 5) accountability. The governance perspective of AI services is crucial for mitigating risks associated with service provision, and research in risk management aspects should be conducted. While embracing the advantages of AI, proactive measures should be taken to address limitations and risks. Efforts should be made to efficiently formulate policies using AI technology to create high value and provide meaningful societal impacts.

This research aims at developing a teachers' training program to reinforce teachers' capability to perform the action learning program. To accomplish this goal, the key value of the training program based on action learning, the process of the core learning activities, and the elements to support learners and facilitators respectively were deducted on the foundation of documentary research and case study, based on which, the program was developed through the formative test by professionals and application to the field. This research was applied to 105 middle or high school teachers, the participants of the in-service training on creative problem solving hosted by B metropolitan city for one week (30 hours) from 9 a.m. on Monday, January 25th, 2010 to 4 p.m. on Friday, January 29th. The result of this research is as follows. First, as for the key values of this study, (1) the team-based learning centered on the trainees, not lecturers-oriented, knowledge-transmitting training, is possible, (2)for each process, guidelines, related information, tools, and various kinds of media are supported just in time, and (3)a focus is given on fostering facilitators centered on teachers. Second, the process of the core learning activities of the teachers' training program based on action learning consists of the procedure of a prior lecture${\rightarrow}$break${\rightarrow}$investigation into problems${\rightarrow}$clarification of problems${\rightarrow}$drawing possible solutions${\rightarrow}$decision on the priority${\rightarrow}$making an action plan${\rightarrow}$performance${\rightarrow}$evaluation, and on each stage, the contents for the activities of teachers and learners and detailed supportive elements are offered.
Purpose: The purpose of this study was to identify trends of nursing concept development in Korean journal papers to improve accurate understanding of nursing concepts. Methods: A systematic review of 216 concept development articles published from 1970 to 2018 that met the inclusion criteria was conducted using Research Information Sharing Service (RISS) databases. Results: The most common method of concept development was Walker and Avant's concept analysis method, identified in 139 (64.3%) of the 216 studies, followed by 48 examples of hybrid models (22.2%) and 15 examples of evolutionary methods (6.9%). Chinn and Kramer's method, Norris's clarification, Wilson's method, and others were also used. The concepts of "spirituality" and "fatigue" were most frequently analyzed. Among the 139 studies that used Walker and Avant's concept analysis method, 127 studies (91.4%) applied all the recommended steps; the others applied the recommended steps partially, omitting description of model cases/additional cases, antecedents/consequences, and empirical indicators. Among the studies using the hybrid model, among two (5.7%) did not describe attributes, three (8.5%) did not provide definitions, and 16 (45.7%) did not present empirical indicators in the final stage. Conclusion: Among concept development studies published in Korean journals, Walker and Avant's concept analysis method is most commonly used. In case of most studies using Walker and Avant's method a suitable concept analysis process is applied, but in case of other studies using the other concept development method, a suitable concept analysis process is not applied. Therefore, a suitable concept analysis process must be applied for concept development in nursing research.
Purpose: In this study, we apply environmental stress screening (ESS) to battle management system (BMS) of a tank and use the ESS profile based on production process data, guided by MIL-HDBK-781/344/2164. Methods: To optimize ESS Profile of the BMS of a tank, we estimate ESS model parameters (e.g., defect density, screening strength) using primary production failure reporting and corrective action system (FRACAS) data of military supply contract firm. Results: First, we collect the Primary production FRACAS data of military supply contract firm. Second, we compute curve fitting approach to find patent defect density and latent defect density using FRACAS data. Third, we solve the equation of Defect Density(patent defect density + latent defect density)($D_{IN}$) and Screening Strength(SS) Using second step data. As a result of analysis according to the order, we calculate $D_{IN}$(Temperature stress case : 74.02, Vibration stress : 10.252) and : SS(Temperature stress case : 0.4632, Vibration stress : 0.4142) and confirm the Condition II-D based on MIL-HDBK-344. According to Condition II-D, it is necessary to modify existing ESS profile through decreasing the $D_{IN}$ and increasing the SS. Conclusion: Identification of defect causes through ESS approach reduce defect densities for production. It provides feedback to a lessons-learned data base to avoid similar problems on next generation tank BMS.
During the early stage of radioactive disposal programs, important issues related with quality assurance of data sets, methodologies, R&D procedures are recognized as important ones. This paper focused on the development of web-based workflow standards for the QA procedures of the radioactive waste disposal programs. The flow of process was analyzed based on workflow concepts proposed by the Workflow Management Coalition (WfMC). QA system is based on the principles of T2R3. T2R3 Workflow was used to standardize and restructure the business and/or work process in the industry or organization. The WfMC has identified five functional interfaces to a workflow service as part of its standardization program. They are composed of process definition interface, worklist handler, application program interface, interface between workflows, and system management. The task flow and QA program were defined based on the workflow ideas. QA procedures for the R&D results of radiation disoposal were analyzed following the reference model of workflow. In addition, six program run list were created and implemented. The creation, revision, and approval of the test data were designed to be inplemented on the web environment. Through this system, R&D procedures such as planning, research, documentation, internal review and future independent peer review processes could be well organized and stored more systematically on the database and knowledge base. This will encourage the usage and data sharing between interested parties through it's clear and transparent workflow standards.
