한국의 자영업 적정규모 분석방법 개선에 관한 연구 (A Study on Improved Method of Self-Employment Adequacy Analysis in Korea)

  • Purpose - Why, why is it difficult to predict the appropriateness of self-employment, and what are the countermeasures and policy proposals to overcome. This study intends to further develop the field of statistical variables. It is necessary to overcome the limitation of existing proper scale research in Korea. We need to find statistical variables that can determine the appropriateness of self-employment in Korea. These efforts will be helpful in evaluating OECD countries and statistics and developing domestic economic indicators. Research design, data, and methodology - It is the discovery of statistical indicators and complementary indicators that have not been revealed in previous studies. Therefore, we sought to find new statistical parameters based on the statistics of the Korea National Statistical Office, the Bank of Korea, and overseas OECD statistics. (Proper Size of Adequacy) is defined as the specific gravity or number of the self-employed in Korea, which is shown as "Out Put" by statistical analysis of STATA panel statistical data. It is possible to further develop variables such as gross domestic product, gross national product, economic growth rate, unemployment rate, income tax rate, consumer price, tax level, exports, import amount, bill default I want to dig. Results - In addition to expanding economic indicators that can be explained by self-employment determinants, we have developed a variety of methods such as linear and non-linear (U-shaped, inverted U-shaped). It is the improvement of the self-employment determinants and the analysis method to estimate the appropriate scale. Conclusions - The proposed contents are reflected in self - employment appropriateness evaluation data and hope to help the government to select the policy support and to evaluate the government business after the policy support. These efforts are expected to be of great help to operators operating their own businesses, and to government and related institutional practitioners who support them. In this way, self-employment will be created in accordance with the Korean situation, where the happy life of all the people becomes the premise and the inclusive economic activities are guaranteed. It will improve the method of analyzing proper scale of small business owners and self-employed in Korea.

Investigation on the Consciousness in Business Foundation Motives for Small Business Enterprisers in Korean Multi-Cultural Families

  • Purpose - The concept of lifetime job has disappeared, and men are interested in business foundation to work continuously with similar jobs. The value of business foundation is thought to be important in accordance with the viewpoint of society, government, individuals and family. Research design, data, and methodology - The economic exchange between South Korea and China has been expanded, and they are likely to play an important role in entry into China by business foundation in accordance with economic exchange between the two countries. As Korean residents inflow overseas, small businessmen business foundation shall be given attention scientifically and Korean Chinese business foundation shall be given attention as well. Results - The study investigated the effects on psychological characteristics and small business foundation motives upon business foundation will by using models. Self-efficacy and self achievement had positive influence upon small business foundation of Korean Chinese. The use of control variable had explanatory power (29.6%). Conclusions - The findings would help the government's small business foundation system to promote small business foundation and to be a guide for expansion in Korean Chinese's small business markets. An education program should be developed to strengthen Korean Chinese's self efficacy considering psychological characteristics.

지방재정 보전을 위한 정부제도에 관한 연구 (A Study on Local Equalization Scheme for Preservation of Local Government Finance)

  • 지방자치시대를 맞이하여 진정한 지방분권화를 이루기 위해서는 일정 행정 수준의 자주재정 확립이 보장되어야 한다. 현재 우리나라에서는 지방정부가 안고 있는 수직적 $\cdot$ 수평적 재정불균형 문제를 해소하며, 국가차원의 지역균형발전 및 행정의 효율성 및 효과성을 확보하기 위한 수단으로 지방재정조정제도를 시행하고 있다. 지방재정조정제도는 지역 간의 세원편재와 재정불균형의 시정을 통한 지방자치단체의 일정 행정 수준(national minimum standard)을 확보할 수 있도록 재원을 보장해주며 합리적이고 효율적인 제도 운영이 중요하다. 본 연구에서는 지방재정조정제도의 두 가지 수단인 지방교부세와 국고보조금에 대하여 알아보고 재정력이 취약한 자치단체의 재정형평성에 기여할 수 있는 개선방안을 제시하였다. 지방교부세와 국고보조금의 배분방식과 운영형태 등을 조정하여 형평성 원칙에 맞게 운영해 나가야 할 것이다.

시장유인적 어업관리를 위한 산업조직정책에 관한 연구 (A Study on the Industrial Organization Policy for the Market-oriented Fisheries Management)

  • During the past 100 years, Korean fisheries management policies have enforced the license system, it is the most typical regulation system in Korean fisheries. Even now, it has caused resource management failure, it has also invited economic inefficiency and inequity. Accordingly, the Korean government has recently introduced the self-regulatory management system for fishermen with the TAC system. These systems are one of the most market-oriented regulation systems in fisheries management systems. It is defined as regulatory policy tools other than regulations with command and control approach. It is also called “alternatives” which is composed of regulatory alternatives and non-regulatory alternatives. The self-regulatory management system and the ITQ system are cooperative-based co-management between government and fishermen as an alternative management strategy ; it is gaining the increasing attention to improve the effectiveness of fisheries management in Korea. It is expected not only to positively improve function in fisheries regulation, but also to decrease inefficiency in fisheries policies. However, these systems have many problems. The monopolization of rent is one of the typical examples. As solutions for the problem in the aspect of fishery management, fisheries policy is need of approach to industrial organization. For instance, Contestable market theory is one of the good theoretical background, it mean that market is able to free entry and free exit. Thus, fisheries management carry out policies such as revitalization of the used market of capital goods in fisheries, organize of the self-regulatory management group. Conclusively, as the exploiters and managers, fishers and the government should put emphasis on improving economic efficiency so that fishery would grow as an industry that contributes to the increase of social welfare, and the change to that direction will be the only way for our fisheries to preserve its importance.

지방자치단체·LH 협력사업 도출을 통한 거버넌스 구축방안 : 제주특별자치도를 대상으로 (Establishment of governance through development of LH cooperation project with local government: Focusing on Jeju Area)

  • Recently, as the paradigm of regional development has been transformed into characterization, decentralization and cooperation, small and medium scale development is in the spotlight. In particular, as the transfer of planning authority to local governments accelerates, LH is in the process of seeking to transform itself into a system that is in line with local government demand. The purpose of this study is to elaborate the regional pending projects that meet the demand of the region. The Jeju Special Self-Governing Province is the area where land and housing prices have increased more than three times recently, which is the area of interest in recent years due to the various demand for development projects. Another objective is to establish a local government based on LH's system, it is aimed to derive a collaboration method with local government, province corporation and local researchers. The criteria for deriving the cooperation projects between the local government and LH are basically the ones that can be carried out by LH and future-oriented projects. The process of deriving has undergone the process of statutory planning, unscrupulous plan analysis, and consultation of experts' advisory committees. In order to derive the regional cooperation project, four criteria such as local uniqueness, future possibility, business promotion efficiency, and local cooperation project were set. Major projects of the Jeju Special Self-Governing Province are improvement of the surrounding traffic system, construction of the hinterland due to the construction of the second airport, and establishment of Cruise Port(Jeju Port, Seogwipo Port). The role of each entity in the implementation of regional cooperation projects is as follows. Local government should request subsidies for the projects in case of lack of budget support and secure them through competition with other regions. In addition, it should be responsible for the operation and management of the facility once it has been supported and completed smoothly. The Ministry of Land, Infrastructure and Transport affects each region through approval and subsidy of the development plan. After the development project is completed, it evaluates the development project through monitoring and plays a role of continuously improving the system. As a business operator, the provincial corporation will carry out small-scale projects including non-physical projects such as community participation. In the case of LH regional headquarters, the general manager of the region will establish a comprehensive business plan, secure development availability, and carry out large-scale growth promotion projects.

남명(南冥)의 인물평(人物評)을 통해 본 출처관(出處觀)의 기저(基底) (The Basic of Viewpoint of Enter the Government Service and Live in Seclusion from Nam-myoung's a Personal Criticism)

  • 남명에 대한 기존의 연구는 남명학의 특징을 경의(敬義)사상의 실천유학에 초점을 맞추어 왔다. 그러나 엄밀한 의미에서 역사적 인물로서의 남명을, 그의 당대에서나 그의 사후 오늘에 이르기까지, 가장 남명답게 규정짓는 요소는 무엇인가? 경과 의로 정립된 그의 철학인가? 이 점에 있어 필자는 다소 다른 견해를 가지고 있다. 당대나 후세에 남명을 평가한 모든 글들에서는 한결같이 출처(出處)에 있어 처사(處士)로서의 지조를 끝까지 지킨 남명의 출처사상을 가장 높게 평가하고 있음을 알 수 있다. 본고는 그의 출처관을 그 자신의 인물평(人物評)을 통하여 살펴보고, 나아가 그러한 인물평의 저변에 깔려 있는 출처사상의 바탕을 찾아보고자 하였다. 그는 역사적 인물들과 당대의 인물들에 대한 비판적 검토를 통해서 그들의 출처를 논하였다. 남명은 그 출처가 합당한가 아닌가에 대한 기준으로서 기미를 파악하는 선견지명을 꼽았는데, 이때의 '기(幾)'는 바로 선과 악으로 나뉘는 분기점인 것이다. 기미의 순간에 인욕을 배제하고 천리를 잘 보존하게 된다면 바로 길인(吉人)이 되고, 인욕이 천리에 포함되게 되면 바로 악인(惡人)이 되는 것으로 파악한 것이다. 벼슬길에 나아감에 있어서도 일을 '할 수 없는 시기'에 나아가는 것이나, '할 수 없는 일'을 하려고 하는 것은 모두 인욕이 개입된 것으로 보았으니, 곧 그 출처가 잘못된 것이라는 관점이다.

기초지방자치단체별 보급 가능한 재생에너지 시장잠재량을 이용한 에너지 자립률 평가 (Assessment of Energy Self-sufficiency Ratio Based on Renewable Market Potentials for Unit of Local Government)

  • This study estimated the available renewable market potential based on Levelized Cost Of Electricity and then assessed the renewable derived energy self-sufficiency for the unit of local government in South Korea. To calculate energy self-sufficiency, 1 km gridded market renewable generation and local government scale of final energy consumption data were used based on the market costs and statistics for the recent three years. The results showed that the estimated renewable market potentials were 689 TWh (Install capacity 829 GW, 128 Mtoe), which can cover 120% of power consumption. 55% of municipalities can fully replace the existing energy consumption with renewable energy generation and the surplus generation can compensate for the rest area through electricity trade. However, it was confirmed that, currently, 47% of the local governments do not fully consider all renewable energy sources such as wind, hydro and geothermal in establishing 100% renewable energy. The results of this study suggest that energy planning is decentralized, and this will greatly contribute to the establishment of power planning of local governments and close the information gap between the central government, the local governments, and the public.

사내기업가활동이 창업효능감에 미치는 영향 (Exploring the Link between Intrapreneurship and Entrepreneurial Self-efficacy)

  • 최근 정부는 사내벤처 및 분사창업을 집중 육성하겠다며 관련 정책을 발표하였다. 정부가 사내벤처를 장려하는 이유는 궁극적으로 산업과 시장의 개발, 혁신창업의 양적 성장, 일자리 창출 등을 꾀하기 때문이다. 특히 사내벤처 장려에 주목한 이유는 개인이 갖는 실패에 대한 부담을 줄이고 혁신창업 관련 기존 기업 내 자원을 활용하여 개방형 혁신(open innovation)을 확산하고 나아가 새로운 창업으로도 이어질 수 있도록 하겠다는 것이다. 이에 따라 본 논의는 우선 창업효능감과 사내기업가활동에 대한 선행연구들을 살펴보았다. 각각의 개념을 살펴보고 사내기업가활동에 대한 연구 동향을 짚어본 다음 사내기업가활동의 현황을 간단히 살펴보았다. 이후 2015년 Global Entrepreneurship Monitor Adult Population Survey 자료를 기반으로 OECD 가입 국가 27개국 및 한국 응답자 대상 로지스틱 회귀분석을 수행하였다. 그 결과 사내기업가 활동 경험이 궁극적으로 개인의 창업효능감 보유에 긍정적인 영향을 미칠 가능성을 확인할 수 있었다. 창업효능감이 창업에서의 실제 성과에 긍정적인 영향을 미친다고 확인해준 선행연구들과 종합해 정리하면, 사내기업가활동을 한 개인은 창업효능감을 가질 수 있고, 이러한 개인이 실제로 창업을 했을 때 창업성과를 높일 수 있다는 점에서 사내기업가활동을 지원하는 정책을 창업정책의 일환으로도 적극 고려할 만 하다고 볼 수 있다.
