The article proves the idea that the protection and development of Ukraine as an independent, sovereign state requires the education of a patriot citizen who is able to live and work in a democracy, ensure the unity of Ukraine, feel constant responsibility for himself, his people, the country, and strive to make a real contribution to reform processes, especially in unstable, wartime. The main goal of educational institutions in the system of educational work of the modern information space is revealed. The tasks of patriotic education of the individual are presented. The content of patriotic education at the wartime stage and the main characteristics of the content of patriotism are substantiated. The main methodological positions that are taken into account in the construction of the structure and dynamics of the formation of civil responsibility of the individual are highlighted. The structure of civic responsibility as an integral system of the modern information space is drawn, which includes three subsystems that characterize the natural, social and systemic qualities of citizenship, interconnected hierarchically and synergistically. The components of the structural part of the model of civil culture of the individual in the modern information space are analyzed.Modern modernization of the education system in the modern information space, which has led to the emergence of a new type of Educational Institutions, requires the search for new pedagogical technologies that can ensure the formation of a patriotic citizen with an active civic position, which involves not only mastering students' knowledge about the rights and obligations of citizens, convincing them of the expediency of democratic transformations of society, the formation of high moral and strong-willed, patriotic qualities and feelings, but also identifying motivated civic actions, actions that are necessary during martial law in Ukraine.

The development of the education system and the labor market today requires new conditions for unification and functioning, the introduction of an innovative culture in the field of Education. The construction of modern management of innovative development of a higher education institution requires consideration of the existing theoretical, methodological and practical planes on which its formation is based. The purpose of the article is to substantiate the modern paradigm of organizing the mechanism of managing the innovative development of higher education institutions. Innovation in education is represented not only by the final product of applying novelty in educational and managerial processes in order to qualitatively improve the subject and objects of management and obtain economic, social, scientific, technical, environmental and other effects, but also by the procedure for their constant updating. The classification of innovations in education is presented. Despite the positive developments in the development of Education, numerous problems remain in this area, which is discussed in the article. The concept of innovative development of higher education institutions is described, which defines the prerequisites, goals, principles, tasks and mechanisms of university development for a long-term period and should be based on the following principles: scientific, flexible, efficient and comprehensive. The role of the motivational component of the mechanism of innovative development of higher education institutions is clarified, which allows at the strategic level to create an innovative culture and motivation of innovative activity of each individual, to make a choice of rational directions for solving problems, at the tactical level - to form motives for innovative activity in the most effective directions, at the operational level - to monitor the formation of a system of motives and incentives, to adjust the directions of motivation. The necessity of the functional component of the mechanism, which consists in determining a set of steps and management decisions aimed at achieving certain goals of innovative development of higher education institutions, is proved. The monitoring component of the mechanism is aimed at developing a special system for collecting, processing, storing and distributing information about the stages of development of higher education institutions, prediction based on the objective data on the dynamics and main trends of its development, and elaboration of recommendations.

정보보안이 조직의 핵심 가치로 인식되면서, 조직들은 높은 수준의 정보보안 정책 및 기술 도입 등의 활동을 수행하고 있다. 하지만, 정보보안을 업무에 적용해야 하는 조직원에게 엄격한 정보보안 정책은 오히려 부정적 영향을 줄 수 있다. 본 연구는 정보보안이 조직원의 업무 스트레스를 발현시킬 수 있음을 확인하고, 스트레스를 완화하는 방안을 제시하고자 한다. 세부적으로, 조직의 정보보안 조직 공정성과 개인의 사회적 정체성이 제언 행동에 부정적 영향을 주는 업무 스트레스를 감소시킬 수 있음을 확인한다. 연구는 정보보안 규정 및 정책을 과업에 적용한 조직의 근로자들에게 설문하였으며, 318개의 표본을 확보하였다. 그리고, 연구는 구조방정식 모형을 적용하여 가설을 검증하였다. 가설 검증 결과, 정보보안 조직 공정성이 사회적 정체성을 통해 제언 행동을 높였으며, 조직 공정성이 업무 스트레스를 완화하여 부분적으로 제언 행동을 감소시켰다. 또한, 사회적 정체성이 업무 스트레스와 제언 행동 간의 관계를 조절하였다. 본 연구는 조직 및 개인 차원의 업무 스트레스 완화 조건을 제시함으로써, 조직 내부의 정보보안 목표 달성을 위한 전략적 시사점을 제공한다.

The article clarifies the conditions for information, digital and educational accessibility for higher education seekers with disabilities in terms of distance learning caused by quarantine restrictions. It is established that such conditions are regulated by international and Ukrainian legal documents (The Standard Rules on the Equalization of Opportunities for Persons with Disabilities, Convention on the Rights of Persons with Disabilities, Sustainable Development Goals, Law of Ukraine "On Education", Law of Ukraine "On Higher Education", Strategy for the Development of Higher Education in Ukraine 2021-2031, Development Strategy areas of innovation for the period up to 2030, Development strategy of the sphere of innovation activity for the period up to 2030). As a part of information barrierlessness, Higher Education Institutions (HEI) should provide access to information in various formats and using technologies, in particular Braille script, large-type printing, audio description (audio descriptive commenting), sign language interpretation, subtitling, a format suitable for reading by screen access programs, formats of simple speech, easy-to-read formats, means of alternative communication. The experience of Pavlo Tychyna Uman State Pedagogical University is described. In particular, special attention is paid to the study of sign language: in view of this, the initiative group implemented the project "Learning to hear and overcome social isolation together" with the financial support of the British Council in Ukraine. Within the framework of digital accessibility, the official website of the Faculty of Social and Psychological Education has been adapted for the visually impaired in accordance with WCAG 2.0 World Standards. In 2021, Pavlo Tychyna Uman State Pedagogical University implemented the project "Cultural, Recreational and Tourist Cherkasy Region: Inclusive Social 3D Map" funded by the Ukrainian Cultural Foundation; a site with available content for online travel in the region to provide barrier-free access to the historical and cultural heritage of Cherkasy region was created. Educational accessibility is achieved by increasing the number of people with special educational needs, receiving education in inclusive groups; activities of the Center for Social and Educational Integration and Inclusive Rehabilitation Social Tourism "Bez barieriv" ("Without barriers"); implementation of a research topic for financing the Ministry of Education and Science of Ukraine: "Social and psychological rehabilitation of children and youth with special educational needs by means of inclusive tourism"; implementation of the project "Social inclusion of distance educational process"; development of information campaigns to popularize the ideas of accessibility, the need for its implementation, ongoing training programs and competitions, etc.

전라남도는 국내에서 가장 많은 25곳의 연륙·연도교가 있으며, 다도해와 이를 잇는 해상교량을 중심으로 해양 및 관광 자원이 풍부한 지자체이다. 그러나, 해상교량의 경우 강풍, 태풍 등이 발생할 경우에는 교량의 구조적 안전성과는 별개로 교량의 과대진동 등으로 인하여 사용자와 지역주민들의 불안감이 증대되는 현안이 있다. 실제로 최근 2019년에 개통한 신안군의 천사대교의 경우, 강풍과 과대 진동으로 인한 차량 통행 제한이 빈번하게 발생하였고 그로인한 지역주민 및 운전자의 불안감 증대로 민원이 속출되고 있다. 따라서, IoT계측기술을 이용하여 측정된 데이터를 기반으로 정량적이고 정확한 교량의 풍황상황과 통행과 관련된 교량의 진동수준을 실시간으로 지역주민에서 제공함으로써 해상교량의 안전관리에 대한 지역주민 불안감을 해소가 필요하다. 본 연구는 기존의 계측시스템 및 IoT센서를 이용하여 해상교량의 풍속 상황과 진동을 상시적으로 관측하고 이를 지역주민 및 관리자에게 전파함으로써 해상교량의 안전 및 통행에 대한 불안감을 해소할 수 있으며, 강풍 및 대형 재난재해에 대해서도 사전대응이 가능한 기술을 개발하고자 한다.

인공지능이 이미지 편집 기술에 적용되어 조작 흔적이 거의 없는 고품질 이미지를 생성할 수 있게 되었다. 그러나 이러한 기술들은 거짓 정보 유포, 증거 인멸, 사실 부인 등의 범죄 행위에 악용될 수 있기 때문에 이에 대응하기 위한 방안이 필요하다. 본 연구에서는 이미지 조작을 탐지하기 위해 이미지 파일 분석과 모바일 포렌식 아티팩트 분석을 수행한다. 이미지 파일 분석은 조작된 이미지의 메타데이터를 파싱하여 Reference DB와 비교분석을 통해 조작여부를 탐지하는 방법이다. Reference DB는 이미지의 메타데이터에 남는 조작 관련 아티팩트를 수집하는 데이터베이스로서, 이미지 조작을 탐지하는 기준이 된다. 모바일 포렌식 아티팩트 분석은 이미지 편집 도구와관련된 패키지를 추출하고 분석하여 이미지 조작을 탐지하도록 한다. 본 연구에서 제안하는 방법론은 기존의 그래픽적 특징기반 분석의 한계를 보완하고, 이미지 처리 기법과 조합하여 오탐을 줄일 수 있도록 한다. 연구 결과는 이러한 방법론이 디지털 포렌식 조사 및 분석에 유의미하게 활용될 수 있음을 보여준다. 또한, 조작된 이미지 데이터셋과 함께 이미지 메타데이터 파싱 코드와 Reference DB를 제공하여 관련 연구에 기여하고자 한다.

기후변화로 인해 집중호우의 강우 특성은 과거와는 다르게 변화하고 있으며 불확실성 또한 크게 증가하고 있다. 이에 더해 도시개발, 인구집중 등의 변화는 홍수피해를 가중시키고 있다. 대다수의 도심지 침수 원인은 복합적이므로 해당 지역의 여건들을 고려하여 적절한 침수방어계획을 수립하는 것이 매우 중요하다. 이를 위해 정부는 지자체별로 방재성능목표라는 기준을 수립하고 있다. 2010년 처음 방재성능목표 개념이 제시된 이후, 몇 차례 설정 기준 등이 변화하였지만 전체적인 기술, 방법론, 절차 등은 유지되어 왔다. 따라서, 본 연구에서는 도시 방재성능목표 설정 및 전반적인 평가방법에 대한 고찰을 위해 계량정보분석(Scientometric Analysis) 방법을 활용하여 도시 방재성능과 관련된 연구 및 기술을 검토하였다. 계량정보분석은 논문, 문헌 등의 자료를 기반으로 해당 분야의 트렌드를 확인하고 새로운 지식 및 정보를 도출하는 방법으로, 본 연구에서는 1990년부터 2021까지 최근 약 30년동안 Web of Science의 관련 방재성능과 관련된 논문을 수집하였다. 계량정보 분석 소프트웨어인 Citespace를 활용하여 인용분석을 포함한 저자, 연구기관, 국가 및 연구동향 등을 파악하였다. 분석결과, 도시 방재성능의 기술적인 부분 외에도 자산 평가 개념 도입 등 의사결정에 필요한 고려요소들이 파악되었다. 향후 핵심키워드를 구체화하여 각 기술별 방재성능평가에 대한 고찰을 실시한다면 국내의 평가기준 및 절차를 고도화 할 수 있을 것이라 기대된다.

The article examines the formation of the scientific paradigm of transformation of the potential-forming space of the regional economy under the influence of intellectual and innovative determinants. Based on the study of different scientific views on the nature and properties of potential-forming space through the study of approaches to understanding the concept of "space" clarified the complexity and multifaceted nature of the phenomenon and found that its characteristics are relevant to the industrial development model. It is revealed that the leading modern trends related to the spread of globalization and regionalization, rapid development of information and communication technologies, diffusion of innovations accompany the transition from industrial to post-industrial development and its development, which leads to new development: changes production, nature and relations between business entities, etc. It is proved that under such conditions, the region as a key element of the economic system, acquires a leading role in achieving sustainable and balanced development. These processes significantly affect the potential-forming space of the regional economy under the influence of intellectual and innovative determinants, leading to the need for its transformation and change in accordance with modern realities, which is reflected in thorough research on the formation of scientific paradigm based on the formation of its theoretical foundations and methodological basis. This study reveals the essence, role, functions, structure, process of formation of the scientific paradigm of transformation of the potential-forming space of the regional economy under the influence of intellectual and innovative determinants. It is proved that the formation of the modern scientific paradigm of transformation of the potential-forming space of the regional economy under the influence of intellectual and innovative determinants occurs in the context of building a post-industrial model of development, accompanied by consideration of the region as a spatial object territories from the physical plane to the spatial environment in which the development of human capital, innovation and self-development of the region. Taking into account the above, the article outlines the prerequisites and factors of formation of the scientific paradigm of transformation of the potential-forming space of the regional economy under the influence of intellectual and innovative determinants.

The National Agency for Quality Assurance in Higher Education plays a crucial role in education in Ukraine, as an independent entity creates and ensures quality standards of higher education, which allow to properly implement the educational policy of the state, develop the economy and society as a whole.The purpose of the article: to reveal the crucial role of the National Agency for Quality Assurance in Higher Education to create quality management of higher education institutions, to show its mechanism as an independent entity that creates and ensures quality standards of higher education. and society as a whole. The mission of the National Agency for Quality Assurance in Higher Education is to become a catalyst for positive changes in higher education and the formation of a culture of its quality. The strategic goals of the National Agency are implemented in three main areas: the quality of educational services, recognition of the quality of scientific results, ensuring the systemic impact of the National Agency. The National Agency for Quality Assurance in Higher Education exercises various powers, which can be divided into: regulatory, analytical, accreditation, control, communication.The effectiveness of the work of the National Agency for Quality Assurance in Higher Education for 2020 has been proved. The results of a survey conducted by 183 higher education institutions of Ukraine conducted by the National Agency for Quality Assurance in Higher Education are shown. Emphasis was placed on the development of "Recommendations of the National Agency for Quality Assurance in Higher Education regarding the introduction of an internal quality assurance system." The international activity and international recognition of the National Agency for Quality Assurance in Higher Education are shown.

기후변화는 외수침수와 연관이 있는 하천제방 안전성에도 영향을 미친다. 제방의 안전성을 높이기 위해 비탈면 보강에 대한 연구가 활발히 수행되어왔다. 특히 최근에는 순환자원을 재활용하여 호안블록을 제작하는 기술 등이 개발되고 있다. 그러나 호안블록의 재료적인 측면의 연구와 더불어 블록 형상에 의해 제외지의 흐름특성에 미치는 영향을 분석하는 것이 필요하다. 따라서 본 연구에서는 호안블록의 형상에 따라 호안면의 유속 등 수리학적 특성의 영향을 3차원 수치모의를 통해 수행하였다. 호안 블록 형상은 3가지 형상을 제안하였고, 이상적인 하천 수로에 블록을 설치하여 수치해석을 수행하였다. 3차원 수치해석은 FLOW-3D를 사용하였고, 호안블록의 형상에 따른 최대유속, 호안부의 바닥유속, 최대 전단응력의 변화를 분석하였다. 그 결과, 자연석형 식생블록인 블록 A가 요철의 크기와 규모가 불규칙하여 호안에 연결하여 설치할 경우 호안 블록 B, C보다 호안 설치구간의 유속변화가 가장 큰 것으로 분석되었다. 향후 하천의 지형적 특성을 고려한다면 현장적용성을 고려한 호안블록 설계를 수행할 수 있을 것으로 기대된다.
