This article explored the customers protection regulations in electronic payment system by Article 4A of the UCC and EFTA of 1978 and by Electronic Financial Transaction Act of Korea. Both Korea and America have various regulations to protect concerned parties(customers). For examples, the errors of payment order, money-back guarantee, and unauthorized payment order etc. First, this Article focuses on the allocation of risk of loss caused by ambiguous term in payment orders that do not express the subjective intention of the senders. Second, most rights and obligations created by Article 4A of America can be varied with the agreement of affected parties. But there are some exceptions. The exceptions include the money-back guarantee. So Receiving bank have to pay to originator the ordered money included interest. However, Korea also has money-back guarantee but bank do not pay interest to sender. Lastly, Electronic Funds Transfer Act of 1978 and Regulation E has US$ 50 regulation in order to protect customers on the unauthorized payment order. Article 4A imposes duty to detect unauthorized payment orders to originator in relation to the establishment of commercially reasonable security procedure, while Korean law imposes the duty to notify the bank in order to decrease the loss resulted from unauthorized payment order.

Exceptive clause of ambulance stated in Road Traffic Laws of ambulance car accidents is not properly applied and emergency staffs who transfer over 85% of emergency cases are to be forced to start out to the emergency field with unstable conditions which they may be punished on the criminal and civil laws. Hereby this study makes the following suggestions to activate the duties of transferring emergency cases by emergency staffs, promote their morale and diminish the victim of emergency staffs due to traffic accidents. 1) It is prescribed that ambulance car drivers should be protected legally by applying the exceptive clauses thoroughly regulated in special case clauses because ambulance cars are used for the purpose of saving the human life. 2) On the traffic accidents occurred during the transfer of emergency cases, the special insurance system is created for treating the ambulance car accidents, not to bind the emergency staff's mistake to traffic law and the victims are compensated by the nation on the basis of insurance system and emergency staffs have the systematic security. 3) On the road over six lanes, emergency lane is set on the center and ambulance car should be used as the exclusive lane. 4) Ambulance car drivers must have the habit of transferring emergency cases rapidly within the range of legal operation.

This study was pursued for the sake of gathering fundamental information to implement school-based comprehensive oral health care program and for planning oral health care program in consideration of parents. The following results were obtained by investigation of consciousness and favor level of 215 parents, who have elementary school children, regarding school-based comprehensive oral health care program. 1. It appears that many parents are not knowledgeable about school-based comprehensive oral health care program. There were significant differences between recognition level of school-based comprehensive oral health care program and age(PE0.05). 2. The parents acquired information about school-based comprehensive oral health care program; 58.7% by their children, 11.2% by mass-media, 10.0% by dentists and 3.7% by dental hygienists. 3. Most parents are in favor of school-based comprehensive oral health care program (96.7%). 4. Many parents(63.7%) prefer that social security law should budget for oral health care program. There were significant differences by sex(PE0.05) and age(PE0.01) As most parents are not so conscious of school-based comprehensive oral health care program, appropriate education program for dentists, dental hygienists and parents should be developed urgently.

It is the personal information protection law is prepared, in the government, to develop a personal information protection basic plan has been implemented. However, year after year, complaints caused by infringement of personal information in public institutions has increased. In this paper, the recognition level of analysis related to the protection of personal information of local governments, public institutions through a questionnaire survey, raised the need for improvement.

The effect socio-economic contribution effect of the rent-a-driver business industry can be summarized as follows. First, it is an industry that has an operating system utilizing state-of-the-art technology and equipment, and the convergence of creative industries to comply with the market. Second, the effect appears as an industry that creates jobs for the populace to replace the social security system, social safety net is considered as an industry. Third, this is an industry that can be self-reliant in the short term at least political support, the industry is considered in the industry to maximize the effectiveness and efficiency of the support policy.

Bitcoin and other prominent cryptocurrencies have gained much attention since the last several years. Globally known as digital coin and virtual currency, this cryptocurrency is gained and traded within the blockchain system. The blockchain technology adopted in using the cryptocurrency has raised the eyebrows within the banking sector, government, stakeholders and individual investors. The rise of the cryptocurrency within this decade since the inception of Bitcoin in 2009 has taken the market by storm. Cryptocurrency is anticipated as the future currency that might replace the current paper currency worldwide. Even though the interest has caught the attention of users, many are not aware of its opportunities, drawbacks and challenges for the future. Researches on cryptocurrencies are still lacking and still at its infancy stage. This study is to approach e-Trade issues and how to settle the dispute for e-Trade according to on-line Alternative Dispute Resolution (ADR) process. Most on-line systems operate on a limited access basis. The increasing use of the internet to do business brings to light at least important concerns to persons who engage in commerce on-line, or e-Trade. There is some concern about the limits of current internet technology to guarantee the security of e-Trade. The new technology has transformed society and is defining new years of doing business. This revolution in technology has even changed the nature of many of the goods and services that are the subjects of e-Trade. There is also concern about the limits of the legal framework to guarantee the enforcement of e-Trade. A significant issue is how the law should be adapted to reflect business practices regarding such cyberspace agreements as Web site click-on agreements, e-data interchange, and on-line sales. The principal benefits of on-line ADR should typically be faster and less expensive than traditional conciliation arbitration. The on-line ADR system has the several significances, decreasing inappropriate cost as time and burden of ADR, providing an approachable measure of relief and more efficient tool for the settle of dispute. Therefore, on-line ADR could be used as an adjunct resolution process in large class actions where each single claim is small, but varies somewhat, thus requiring some individual fact determination.

The port, differently from general working place, is a closed area to execute security, customs, and quarantine procedures. The loading and unloading is being done differently by cargoes, ships, berths, and equipments. To load and unload a lot of equipments and different types of labor are required, in which work flow is very complicated. As above mentioned the port is very unique and deteriorated working place including danger. The purpose of this thesis is to propose ways to analyze and establish the preventive measure for cargo handling accidents in port. We have collected 923 accidents happened at Incheon Port during the period from 1994 to 2003. And to analyze and establish the preventive measure we have employed an advanced 6sigma DMAIC technology presently in spotlight as the best tool for management innovation. For the purpose of effective safety management of cargo handling in port, this thesis will help to revise and establish the law, system, standard, and standard working manual with respect to the port loading and unloading system. Now frequency of cargo handling accidents in port is highest for the second time among all industries, so we proposed the new safety management system to substitute port safety committee and to take full charge of safety in Ministry of Maritime Affairs and Fisheries.

We want to find a timestamping method which improves efficient performance and have high-level security to send secured messages in the digital signature and the law of e-commerces. Our paper shows a H-binary tree of time stamp to use a time stamp protocol with high suity and performance in the packets of sending messages. We implement and analyze the protocols, show to compare with previous RSA methods. Our proposed protocol has O(log n) time complexity and high-performance.

Foreign and domestic seawater desalination plant market investigation was performed to analyze the worldwide trend of seawater desalination plant market and to establish the activation plan for seawater desalination plant application. Water demand and seawater desalination related laws and regulations were investigated and analyzed for the activation plan. RO type and large scale plants are popular nowadays however there are only small plants in island region in Korea. There will be about $1 million\;m^3/day$ deficit in 2015 according to the water demand forecasting from Ministry of Environment and Ministry of Land, Transportation, and Maritime Affairs in Korea. Therefore, it is necessary to activate the domestic application of seawater desalination plant to secure stable water resources. To activate the domestic application of seawater desalination plant, first, we need to establish regulations, support system in the water service law for seawater desalination plant. Second, related Ministry should increase the support for the operation and management of seawater desalination plant and suggest the construction of seawater desalination plant for water resources security near seaside region.
