Prior Task to Prepare for International Terrorism: Focusing on Multiple-use Facilities (국제테러리즘 대비를 위한 선결과제 : 다중이용시설을 중심으로)

  • As terrorist organizations like ISIL and Al-Qaeda attack multiple-use facilities such as subways and department stores that many unknown citizens are using, the fear and anxiety are expanding. If international terrorism occurs in Korea, it may attack multiple-use facilities. Therefore, we need to have countermeasures against the attack. However, as the concept of multiple-use facilities has multi-faceted meanings and the scope is wide, there is a limitation in the preparation for international terrorism. In this study, it was tried to find the solution through reviewing the multiple-use facilities related laws. First of all, as the multiple-use facilities related laws were legislated by government organizations according to the necessities, the concept and scope are very inclusive. Therefore, it is possible to have controversies on the scope of the review related to anti-terrorism. Next, the department responsible for the international terrorism is not clear, which can make issue of rights and responsibility. To overcome such limitations, this study tried to set the concept and scope of multiple-use facilities and discussed the issue of the responsible department.

  • Recently, various platforms utilizing blockchains have appeared. In order to develop the blockchain, it is required to improve related laws and institutions. In this respect, we analysis of the laws and systems related to domestic blockchains, draw out the limitations, and suggest directions for improvement. The research method was analyzed the literature and related laws through literature review. It is difficult to analyze the whole law and system at one time, so we examined the necessary laws and systems to revitalize the blockchain. It is confirmed that legal improvement is needed on the scope of electronic transactions and electronic financial transactions, electronic commerce, digital signatures, import and export, personal information protection, blockchain industry promotion and research. Through this, we expect a balanced development of effective blockchain revitalization and protection of national fundamental rights. Individual studies on the legal provisions and systems for each item in the future can be conducted.

Overcoming Poverty and Social Inequality in Third World Countries (Latin America, Africa)

  • The relevance of the research is due to the fact that the issue of poverty is one of the most acute social problems of the beginning of the third millennium. The phenomenon of poverty is widespread in third world countries as well as it is observed in relatively developed countries. Poverty rates in Latin America are threatening. Consequently, the issue of social and economic inequality in these countries has become extremely acute. The purpose of the research: to identify the causes of poverty and social inequality and substantiate the main directions of poverty reduction in third world countries. The research methods: comparative analysis; index method; systematization; grouping; generalization. Results. The classification of the causes of poverty has been carried out and the directions of its overcoming in the countries of Latin America on groups of indicators have been defined, namely: 1) political; 2) economic; 3) demographic; 4) regional-geographical; 5) social; 6) qualification; 7) personal. Based on the Net Domestic Product indicator, a comparison of economic indicators of the studied countries has been carried out. It has been revealed that from 1990 to 2018 income inequality increased in 52 of 119 countries studied, and decreased in 57 states. Inequality has increased in the world's most populous countries, particularly China and India. In general, countries with growing inequality are home to more than two-thirds (71%) of the world's population. Trends in the distribution of income in the world have been investigated by applying the Gini index, the high level of which is observed in Latin America (Colombia 48,9%, Panama 46,1%, Chile and Mexico 45,9%). The forecast of the impact of the Covid-19 pandemic on this issue has been outlined; the ways of its impact on the economies of the countries have been studied. As a result of the study, the main directions and mechanisms of the strategy for poverty reduction and social inequality in the third world countries have been identified. The implementation of the poverty reduction strategy presented in this academic paper may have a positive impact on the economic situation of the population of Latin American countries.

Secure De-identification and Data Sovereignty Management of Decentralized SSI using Restructured ZKP (재구성된 영지식 증명을 활용한 탈중앙형 자기 주권 신원의 안전한 비식별화 및 데이터 주권 관리)

  • Decentralized SSI(Self Sovereign Identity) has become an alternative to a new digital identity solution, but an efficient de-identification technique has not been proposed due to the unique algorithmic characteristics of data transactions. In this study, to ensure the decentralized operation of SSI, we propose a de-identification technique that does not remove identifiers by restructuring the verification results of ZKP (Zero Knowledge Proof) into a form that can be provided to the outside by the verifier. In addition, it is possible to provide restructured de-identification data without the consent of data subject by proposing the concept of differential sovereignty management for each entity participating in verification. As a result, the proposed model satisfies the domestic personal information protection law in a decnetralized SSI, in addition provides secure and efficient de-identification processing and sovereignty management.

  • In accordance with the revision of the Data 3 Act, such as the Personal Information Protection Act, it is possible to process pseudonym information without the consent of the information subject for statistical creation, scientific research, and preservation of public records, and unlike personal information, it is legal for personal information leakage notification and personal information destruction There are exceptions. It is necessary to revise the pseudonym information in that the standard for the pseudonym processing differs by country and the identification guidelines and anonymization are identified in the guidelines for non-identification of personal information in Korea. In this paper, we focus on the use of personal information in accordance with the 4th Industrial Revolution, examine the concept of pseudonym information for safe use of newly introduced pseudonym information, and generate / use / provide / destroy domestic and foreign non-identification measures standards and pseudonym information. At this stage, through the review of the main contents of the law or the enforcement ordinance (draft), I would like to make suggestions on future management / technical protection measures.

A Discussion on the Legal Definition and Legislation Methods of Drone Taxis (드론 택시의 법적 정의 및 법제화 방안 논의)

  • There are policies that foster the drone industry, which either put a legal precedent on drones through the "Drone Act" or grant a delay or exemption in applying the safety measures of "the Aviation Safety Act". Yet, the definition of a drone is unclear, requiring further discussion on commercial usage. Therefore, we have studied cases domestically and abroad, and also analyzed issues with the current aviation legislation. It was found that a drone is defined as "an unmanned aircraft where a pilot is not on board, and its net weight is 150 kg or less". However, there are several issues, such as that a drone taxi requires a pilot on board, and its weight is 150 kg or more. Thus, we propose to define a drone as "an unmanned aerial vehicle (provided, that its own net weight should be 300 kg or under, or not be limited to weight) under Article 2 (3) of the "Aviation Security Act" as prescribed by Ordinance of the Ministry of Land, Infrastructure, and Transport, which operates either by remote, automatically, or autonomously; or an unmanned aircraft under Article 2 (6) of the "Aviation Security Act".

A Study on the Safe Use of Data in the Digital Healthcare Industry Based on the Data 3 Act (데이터 3법 기반 디지털 헬스케어 산업에서 안전한 데이터 활용에 관한 연구)

  • The government and private companies are endeavoring to help the digital healthcare industry grow. This includes easing regulations on the big data industry such as the amendment of the Data 3 Act. Despite these efforts, however, there have been constant demands for the amendment of laws related to the medical field and for securing medical data transmissions. In this paper, the Data 3 Act of Korea and the legal system related to healthcare are examined. Then the legal, institutional, and technical aspects of the strategies are compared to understand the issues and implications. Based on this, a legal and institutional strategy suitable for the digital healthcare industry in Korea is suggested. Additionally, a direction to improve social perception along with technical measures such as safe de-identification processing and data transmission are also proposed. This study hopes to contribute to the spread of various convergent industries along with the digital healthcare industry.

  • The article reflects short-term perspectives on the use of information and communication technologies in the training of teachers for higher education. Education is characterized by conservatism, so aspects of systematic development of the industry are relevant to this cluster of social activity. Therefore, forecasting the introduction of innovative elements of ICT training is in demand for the educational environment. Forecasting educational trends are most relevant exactly in the issues of training future teachers of higher education because these specialists are actually the first to implement the acquired professional skills in pedagogical activities. The article aims to consider the existing potential of ICT-based learning, its implementation in the coming years, and promising innovative educational elements that may become relevant for the educational space in the future. The tasks of scientific exploration are to show the optimal formats of synergy between traditional and innovative models of learning. Based on already existing experience, extrapolation of conditions of educational process organization with modeling realities of using information and communication technologies in various learning dimensions should be carried out. Educational trends for the next 3 years are a rather tentative forecast because, as demonstrated by the events associated with the COVID-19 pandemic, the socio-cultural space is very changeable. Consequently, the dynamism of the educational environment dictates the need for a value-based awareness of the information society and the practical use of technological advances. Thus, information and communication technologies are a manifestation of innovative educational strategies of today and become an important component along with traditional aspects of educational process organization. Future higher education teachers should develop a training strategy taking into account the expediency of the ICT component.

Problems of Teaching Pupils of Non-Specialized Classes to Program and Ways to Overcome Them: Local Study

  • The development and spread of IT-technologies has raised interest in teaching programming pupils. The article deals with problems related to programming and ways to overcome them. The importance of programming skills is emphasized, as this process promotes the formation of algorithmic thinking of pupils. The authors determined the level of pupils' interest to programing learning depending on the age. The analysis has showed that the natural interest of younger pupils in programming is decreasing over the years and in the most productive period of its study is minimized. It is revealed that senior school pupils are characterized by low level of interest in the study of programming; lack of motivation; the presence of psychological blocks on their own abilities in the context of programming; law level of computer science understanding. To overcome these problems, we conducted the second stage of the experiment, which was based on a change in the approach to programing learning, which involved pupils of non-specialized classes of senior school (experimental group). During the study of programming, special attention was paid to the motivational and psychological component, as well as the use of game technologies and teamwork of pupils. The results of the pedagogical experiment on studying the effectiveness of teaching programming for pupils of nonspecialized classes are presented. Improvement of the results provided the use of social and cognitive motives; application of verbal and non-verbal, external and internal means; communicative attacks; stimulation and psychological setting; game techniques, independent work and reflection, teamwork. The positive effect of the implemented methods is shown by the results verified by the methods of mathematical statistics in the experimental and control groups of pupils.

International and National Legal Experience in Combating Corruption and the Influence of Information Policy on Improving the Implementation of Anti-Corruption Measures

  • The purpose of the study is to research the legal nature and essence of corrupt behavior, as well as the international and national legal aspects of the fight against corruption. The article discloses the relation between the factual results of the operation of anti-corruption normative and legal acts and the goals and objectives for which they were adopted. The effectiveness of the regulatory effect and quality of anti-corruption legislation is determined by the example of the Russian Federation. The article provides an analysis of theoretical aspects of the theory and history of the formation and development of anti-corruption legislation (on the example of Russia and some other countries, as well as international legal norms) giving several practical examples from foreign legislation demonstrating the structure of the system of government bodies battling against corrupt behavior (including its latent forms). The authors suggest that there is a need for a unified conception of information and propaganda support of state anti-corruption activities. This will make it possible to inform the population that the state is actively working to prevent corruption threats and to bring perpetrators to justice, as well as contribute to citizens' trust in the state policy in this area. At the same time, it is necessary to regularly inform the citizens about the provisions of the anti-corruption legislation, explaining the importance of their observance.
