Achieving high-level technology in fields such as IT-related industry, semiconductors, mobile phones, LCD, automobile, shipbuilding, etc., Korea has become an international market leader in those fields. In results, there are the increasing numbers of technology leakage attempts in various manners. Recently, technology leakages are not limited to illegal industrial espionage, but also occur during usual corporate proceedings such as technology transfer, joint research and M&A. In fact, there was a technology leakage issue in the M&A between Ssangyong Motors of Korea and Shanghai Motors of China. Current M&A regulations of Korea are not independent laws, but are spread over various laws, such as commercial law, Capital Markets and the Financial Investment Services Act, Foreign Trade Act, etc. This paper focuses on whether the current Korean regulations regarding M&A are able to effectively restrict the leakage of major information of corporate during M&A and seeks the complements.
This research analyzes and evaluates The Korean Security Industry Law(TKSIL) putting the regulation of the present government about the private security industry. It nowadays becomes the important axis of the police services offered in the aspect of 'the national life safety' in connection with 'the materialization of society which is safe from the crime'. TKSIL is one of the national administration strategies which Park Gun-hye government aims on supervision policy. After seeking out the core values of the private security industrial policy which sets up in order to approach the national life safety which Park Gun-hye government aims, we make some assessments of this revised security industry law systematically. Particularly all keynote of policy about the private security of the police tried to be confirmed and the desirable direction of policy tries to be presented as to the security industry law application and real operation. In the site of organized civil complaint, the revised security industry law was revised as the direction which intensifies the administrative regulation as to the partial regulation such as it established the reason of the introduction of the arrangement license system. And grounds for disqualification of security instructor and guard, and rules of punishment is intensified order to intercept previously illegal and violent act of the security company etc. However it has the feature that it accomplishes 'the law principle(principle of statute)' the substantial portion through the effort of them changing a lot the content for the form of the law when being the clauses of the fundamental human rights limit, although it has been prescribed in "the security industry law enforcement ordinance" or "the security industry law enforced regulation". The security industry law revised this time brought from the change of the sharp policy through the revision of 17 clauses or new establishment. It can divide into 4 categorizes. (1) strictness of punishment in the site of organized civil complaint (2) Intensification of throwing out for the violation person in the private security business market time-limitedly (3) Intensification of the legal guide supervision power of police (4) upstream of the capital, name tag attachment under compulsion and the limit about other equipment use etc. Essentially "the security industry law" cannot help regulating the national interference of the private security and regulation with this content. However as to this interference and regulation, the limit has to be possible within reasonable range. As the history proved, excessive regulation by the country is not only due to bring the distortion of the security system of nation but also provoke national social cost. It can't be disregards ever that it premises the harmony which appropriate as well as reasonable in the socio-economic dimension for drawing the best combination that all things which get the compulsory education, it limits the person providing the private security service to the corporation, or it limits to the certificate of qualification holder are the ultimate for 'the safety of the national life'.
This study is aim to research trend of private security and to suggest direction of improvement to sector of private security. This study has been to analyzed to be useful social network analysis(particularly Degree Centrality and Clossness Centrality) for using typical research method about trend of academic subject. As a result of Degree Centrality and Clossness Centrality, Individual factors such as Job Stress and Job satisfaction of private security are more keyword than institutional factors and policy factors such as Security Services Industry Act and training for Private Security guards. It means that research trend of private security are to study Individual factors rather than institutional factors and policy factors. But, this study is a limit as follows; First, An object of study is only to searching article in National Assembly Liberary. A follow-up studies are need to expand the range of an object of study for private security.

Since the Promotion Committee was established on March 25, 2021, urging the enactment of the Detective Business Act, many opinions and attention from all walks of life have been gathered. The Detective Business system, which is also one of the presidential pledges of the current 19th President Moon Jae In, is expected to be significant in that it can promote the development of a welfare state as well as efficient parts such as meeting the demand for security reinforcement services, improving the judicial system, and enhancing internationalization. In accordance with the consensus of the nine judges of the Constitutional Court that the lower part of Article 40 of the "Act on the Use and Protection of Credit Information" which prohibits the use of similar names such as investigating the general life of certain people does not violate the Constitution, detective work became possible regardless of the general life investigation. In particular, the detective job officially appeared on August 5, 2020, and it will be able to provide effective work services to the public by competing with prosecutors, police, and lawyers who have occupied exclusive positions in the field of a criminal investigations. However, although the role of detectives is gradually expanding and society is rapidly changing, illegal activities are prevalent throughout society, and more than 1,600 companies are currently operating suspiciously using the only name of "detectives", but the police are virtually letting go of the situation saying that they are "unauthorized.", and the damage is only going to the people, so at this point, the most worrisome thing is the absence of the law. Meanwhile, amid concerns over institutions overseeing illegal activities caused by the emergence of the detective industry, private security and detectives are similar to each other as in the United States, and it is expected to be able to gain public trust by entrusting the police in charge of managing and supervising private security companies. Therefore, at this time when most OECD countries except Korea legislate the Detective Business Act, prematurely allowing only the detective industry without enacting industry-related laws and systems can further fuel social confusion and hinder the detective industry along with the new fourth industry.
The Korean government has pursued various policies to revitalize the cloud industry since 2009. In particular, the government enacted the 'Cloud Computing and Privacy Security Act' for the first time in the world in 2015, creating institutions and support programs to boost the cloud industry. As a result, the volume of the cloud industry has increased significantly, and the number of companies and professionals have increased. In this paper, the researches analyzed the situation of Korean cloud market, usage of cloud computing in enterprises, effects and problems of cloud-enabled companies based on the industrial survey conducted from 2016 to 2019, In this study, the results showed concerns of security, uncertainty about cost savings, and IT capabilities of enterprises as problems in revitalizing the cloud industry. The researches also propose strategies, perception changes, and development processes for companies to resolve the problems.
According to proliferation of smartphones and extension of various services utilizing location information, markets of Location Based Service(LBS) have been activating all over the world. However, as the privacy violations of personal location information have been continuously increased, interests in the deregulation have been grown as well. While the regulations of location information can protect personal information and privacy, it causes some negative affect in terms of development of diverse services and industry activation. In particular, Korea is the only country that has applied strict restrictions of LBS by making location information related independent 'Location Information Protection Act'. As a result of this, the issues that LBS industry has no longer developed in Korea and it is necessary for us to relax the regulations have been consistently raised. Thus, this study confirmed that there was the negative(-) relationship between the regulations and the market activation of LBS by comparing and analyzing the correlation between the market growth rate of LBS and relevant regulations at home and abroad; the regulations are strengthened, restrictions in market entry and the business performance can occur. In other words, LBS business will be able to be activated if the regulations which have not directly related to the privacy have been relaxed.

Transborder data flow(TBDF) of personal information in Korea has been limited by current Privacy law which request data subject to give consent. As the IT industry is growing at an incredible rate, there is a need to review the existing law to cope with growing industrial demand and increasing numbers of international data transfer. The transfer of personal data overseas not only allow businesses providing IT services including finance, internet, e-commerce to thrive, but also impact every aspect of our lives which are increasingly depended on these technology. Transmitting personal data across borders raises serious questions of privacy protection and restriction of business operation. In ordrer to promote interoperability of personal data in international environment, a considerable amount of research and debate needs to be taken before implementing a sound policy. This paper presents a need for a sound TBDF policy in Korea by examine the main policy challenges associated with TBDF. Finally, the paper identify policy suggestions based on European Union's approach as they have successfully implemented TBDF policy that balanced data privacy and economic agenda.

Prolonged Russia-Ukraine war, and unstable situation of supply and demand of global crops including the COVID-19 pandemic have raised awareness regarding food crisis, and in addition to this situation, export restriction measures imposed by some countries have accelerated the rise in the prices. Since the Republic of Korea depends annual crop consumption (21.32 million tons) mostly on the imports (food self-sufficiency rate in 2020 was 45.8%, crop self-sufficiency rate was 20.2%), our main task is to stably secure food. Now we need to put focus on building capacity to secure stable food supply, and actively manage and respond to risks. To overcome this condition, the Korean government set robust food sovereignty as its policy task, and has been focusing on the policy capacity by providing financial and policy support in parallel. We need to implement mid- to long-term measures to strengthen food security as well as to ensure domestic price stability. While increasing the domestic capacity to supply food in the mid- to long-term perspective, we are implementing projects to bring in crops which are inevitable to be imported by private companies. Specifically, we are making efforts to expand infrastructure for the public reserve and domestic production of wheat and beans which have low self-sufficiency rate, and to secure food sovereignty by providing support to secure global crop supply chain to private companies. The Ministry of Agriculture, Food and Rural Affairs plans to set a target for food self-sufficiency rate and prepare a policy to strengthen mid- to long-term food security by establishing a task force to strengthen mid- to long-term food security in the Ministry. Especially, although wheat is the second staple food, domestic wheat production and the foundation for the industry is poor. Compared to the wheat imports, domestic production of wheat is 30 thousand tons (self-sufficiency rate of 1%), leading to a vulnerable status against internal and external shocks. Through the establishment of the Wheat Industry Promotion Act (Feb. 2020) and the First Master Plan for Wheat Industry Promotion (Nov. 2020), the Korean government has developed a policy basis, and has been providing financial support in overall across the production, distribution and consumption process. In addition, the government established a production complex for Korean wheat and beans in order to supply affordable government-supplied commodities, provide education and consulting services, and create a high-quality stable production system, including facilities and equipment. We are also continuing to increase the public reserve for wheat and beans with the purpose of stable supply and demand as well as food security. The Korean government will establish and implement mid- to long-term measures to strengthen the foundation for domestic production across production, distribution and consumption process, and to stably secure global supply chain including through diversified import channels.
With the revision of the Credit Information Use and Protection Act in August 2020, the MyData service based on open banking policy will take effect in January 2022. Nonetheless, the previous studies focused on the legal system or security-related issues of such service. Therefore, this paper conducted an empirical study on financial consumers aged 20 or older nationwide to analyze the factors which influence the intention to use MyData services based on open banking. Five characteristics representing open banking-based MyData service were derived through prior research, and a research model that combined value-based adoption model and privacy calculus theory was presented. The proposed research model and the relationship of its variables was analyzed using a sample of 400 users that is randomly selected. The results of empirical analysis showed that personalization had the greatest influence on benefits and reliability on sacrifice among service characteristics. They also suggested that MyData operators should devote themselves to providing customized services optimized for customers and establishing trust relationships. It was confirmed that both usefulness and enjoyment had a great influence on perceived value, and in terms of sacrifice, the burden of financial costs had a greater influence than privacy concerns. This study is meaningful in that it explored the psychological propensity of financial consumers to identify service utilization factors and presented a new approach that can contribute to the successful settlement of the domestic MyData industry.
