Purpose: This study proposes methods and procedures for evaluating imaging security systems quality of cabinet x-ray screening system to enhance performance certification technology. Also, conducted a comparative analysis of the literature of test-kit for imaging security quality evaluation. Methods: Comparative analysis of the test-kits and related documents for image quality assessment of cabinet x-ray screening equipment. This allows assessment items were selected and the methods for each assessment item were proposed. In addition, the configuration method of the assessment team was established by applying the technology readiness assessment(TRA). Results: Four of the assessment items were selected when estimate image quality by a comparative analysis of literature. For each assessment item, the evaluation method and minimum level of availability were determined. Finally, this paper proposes an imaging quality assessment of cabinet X-ray imaging security systems. Conclusion: Development of imaging security systems evaluation procedures for cabinet X-ray screening systems can be help improve performance certification of aviation security equipment.

정보보호의 중요성이 커지면서 안전행정부, 미래창조과학부, 교육부, 국가정보원 등 소관부처별 정보보안에 대한 심사기준을 제정하고 평가를 시행하고 있는 실정이다. 특히 2010년 G-ISMS, 2011년 개인정보보호법 시행 등 최근 정보보호의 중요성이 커지면서 보다 효과적인 정보보호 관리를 위한 노력이 커지고 있다. 이러한 각종 정보보호 인증과 심사는 공공기관의 정보보호 수준을 향상시키는데 많은 도움을 주고 있으나, 실무 기관에서는 연중 수시로 있는 소관부처별 인증심사로 인해 업무효율성이 저하되고 효과적인 보안관리에는 한계가 있다. 본 논문에서는 현재 공공기관을 대상으로 실시되는 정보보호 관리 심사기준을 분석하고, 한계점과 개선방향을 제시하고자 한다.

본 논문에서는 90개의 시설을 대상으로 물리적 보안시스템 구축 및 운용수준에 대해 조사하여 결과를 분석하고 향상방안을 제시하였다. CCTV에 대한 구축수준과 운영수준이 출입통제시스템이나 침입감지시스템에 비해 높은 것으로 나타났으나 구축된 보안시스템에 대한 개선이나 유지 관리 수준이 낮게 나타나 구축 후 관리가 부족하게 나타났다. X-ray 검색기를 설치한 시설이 적게 나타났지만 이는 물품의 반입 반출을 검색에 대한 관심을 보여주는 것이라 할 수 있다. 물리적 보안시스템을 통합적으로 구축 운영 수준이 비교적 낮게 나왔는데, 물리적 보안시스템의 기능과 보안인력의 기능이 연계될 수 있도록 기술과 운영을 포함한 통합보안운영체계 구축을 확대하는 것이 필요하다. 출입통제시스템의 효과를 높이기 위하여 구역별 개인별로 세분화 된 형태로 출입통제시스템을 운용하고, 많은 인원의 출입을 동시에 통제할 수 있고 일정한 경계구역을 설정할 수 있는 스피드게이트와 RFID의 사용을 확대할 필요가 있다.

This study aims to expand the future study methodology and to develop a methodology of future-oriented curriculum analysis with future skills needs derived from patent analysis. With the case of information security, the methodology is applied to the 16 universities, which have information security department in undergraduate course. From the results, the followings are suggested : 1) for the increasing importance area including hacking, infiltration and PC security, a practical exercise should be emphasized; 2) for the convergence area including security policy, security legislation and OS security, proper faculties should be filed with recruiting field-based experts; 3) for the increasing importance area including professional area including security audit and information security protocol, the advanced curriculum related to graduate level should be provided.

Internet Protocol Television (IPTV)는 방송 통신 융합 서비스 실현을 위한 대화형의 개인 맞춤형 멀티미디어 서비스이다. TV에 연결되는 IPTV Set-Top Box (STB)는 사용자의 유일한(unique) 하드웨어 식별자로서 가입자 인증에 사용된다. 이것은 box-level의 식별방법으로 가족 구성원이 하나의 IPTV 서비스를 공유한다는 점에서 개인 맞춤형 서비스를 지향하는 IPTV의 목적에 적합하지 않다. 본 논문에서는 기존의 STB에 3G 이동통신의 오픈 플랫폼 자바카드를 기반으로 한 사용자 개인정보를 저장할 수 있는 IDENTITY 애플릿을 정의하여 3G 네트워크와 IPTV 응용서버 사이에 사용자 중심의 인증과 개인 맞춤형 서비스가 가능한 IPTV 인증 프로토콜을 제안하고, 이에 대한 효율성과 안전성에 대해 검증한다.

This study is conducted with an educational institution to minimize the potential security hazards to an acceptable level where the vulnerabilities and threats are revealed in this institution. The paper provides a general structure for the risk management process in educational institutions, and some recommendation that increases security levels is presented.

The main purpose of the study is to analyze the features of innovation and project management in the system of improving the performance of personnel as a factor in ensuring competitiveness and investment security. For the successful operation of enterprises, regardless of their form of ownership and field of activity, in order to carry out effective activities, they turn to innovative methods related to the formation of the potential of the workforce, and increasing the level of education and qualifications of staff and establishing their potential ability to make independent decisions. Based on the results of the study, the key features of innovation and project management in the system of improving the performance of personnel as a factor in ensuring competitiveness and investment security are characterized.

The main purpose of the article is to study the key aspects of the use of modern technologies to ensure economic security in the context of achieving high efficiency of public administration.The economic security of the country is a multi-level system, the structure of which is determined by the peculiarities of the structure and key development priorities both in the regional aspect and nationally. The fundamental role of economic security is realized through a set of goals and objectives that are achieved in the process of ensuring it, among the main ones is the effective, dynamic and progressive development of the economy, which is impossible without the development of innovations. The essence of ensuring economic security from the standpoint of innovative development lies in the development of innovations that can increase the level of competitiveness of the state-level economic system, which necessitated an analysis of the conditions and dynamics of innovation development. As a result of the study, the basic aspects of the implementation of modern technologies were analyzed in the context of achieving high efficiency in public administration.

대규모 사이버공격이나 테러가 발생하여 국가가 막대한 피해를 보거나 안보에 치명적인 위협이 되었을 때에서야 비로소 사이버보안 인력 양성에 대한 사회적 관심은 높아진다. 또한, 정부에서는 사이버보안 인력 양성과 확보 정책을 제시하곤 한다. 하지만, 양성된 사이버보안 인력이 관련 기관이나 기업에 취업한 이후에 이들을 체계적으로 관리할 수 있는 시스템은 아직 미약하다. 소프트웨어 인력은 표준화된 자격등급 모델이 있어서 각 등급별로 적합한 직무를 설정하여 관리하고 있다. 사이버보안 인력도 경력, 학력, 교육훈련 실적 등을 고려한 특화된 자격등급 모델이 필요하다. 자격등급을 부여함으로써 각 등급별로 수행할 수 있는 직무를 설정하고 부서의 직책과 직위도 등급을 고려하여 부여해야 한다. 따라서 본 논문에서는 사이버보안 인력의 효율적으로 관리하기 위한 자격등급 모델을 제안한다.

2002년부터 시행해온 국내 정보보호 관리체계(ISMS) 인증 제도는 그간 정보통신서비스제공 기업의 지속적인 정보보호 수준을 제고하고 침해사고시 피해확산 방지와 신속한 대응 등 많은 성과가 있어온 것은 사실이다. 그러나 이러한 정보보호 관리체계 구축이 실제 정보보호에 대한 투자 일환으로 기업성과에 얼마나 영향을 미쳐왔는지는 아직까지 측정 지표나 방법에 대해 부족한 실정이다. 본 연구에서는 실제로 이러한 ISMS 인증이 기업의 성과에 얼마나 영향을 미치는 지를 실제 인증 취득기업을 대상으로 성과 평가 모델과 지표 개발하고 실증 사례 분석을 통해 유효성을 검증하였다. ISMS 인증 취득 기업을 대상으로 설문조사를 통해 경제적 효과성에 대해 정확한 평가를 함으로써 궁극적으로 조직의 정보보호 목적을 달성하도록 하고자 하였다. 또한 ISMS 자체가 정보보호 수준을 한단계 높이는 실효적인 인증 시스템이 되도록하여 보안 사고를 사전에 예방하고 기업성과를 향상시키는데 도움을 주고자 한다.
