The development of technology speeds up the process of obtaining information and its analysis to track the level of corruption in different countries and develop countermeasures. This study examines the role of information and analytical support of anti-corruption policy as a tool for government accountability and analysis, evaluation, combating corruption in Eastern Europe. The purpose of the article is to identify the components of the information-analytical system that help reduce the level of corruption. The research methodology is based on a qualitative content analysis of the functioning of information and analytical systems of Ukraine used by anti-corruption bodies. A quantitative analysis of the CPI score was conducted, according to Transparency International, to identify the effectiveness of anti-corruption policies in developing countries. The results show similar trends in countries developing on the effect of the use of information and analytical systems in the implementation of anti-corruption policies, strategies and measures. The strategy to combat corruption mainly involves increasing the independence and powers of anti-corruption bodies. Therefore, the development of information and analytical support is aimed at automating the processes of pre-trial investigations and criminal proceedings, information protection. As a tool for accountability, information and analytical systems may be ineffective due to the abuse of power by higher anti-corruption bodies due to political pressure from elite structures. Restrictions on political will are a major problem for the effectiveness of anti-corruption policies.
Although the related regulations or guidelines are not specified in the defense weapon system R&D process, R&D authorities frequently encounter problems that require rational decision-making. If the rational process is not applied in the matter of alternative choice, the project could be disrupted, which can result in longer project periods or more resource provision. In particular, a variety of decision-making methods are needed for test&evaluation of missile R&D. The issue of selecting a test site is one of the representative decision-making problems. If it is needed to determine the priority of multiple sites, Delphi Method and Analytic Hierarchy Process(AHP) will be applied. However, if the input of cost is to be considered, Data Envelopment Analysis(DEA) is more valuable to solve the problem. This paper proposes a solution to handle quantitatively various decision-making problems that can occur in missile flight test, and shows how DEA is applied through a simulated case study of selecting a foreign test site.

This study introduces a study on the adjustment methods of the Life Safety Index. The Life Safety Index is a service provided by the Life Safety Prevention Service System. It comprehensively evaluates individuals' levels of safety in their daily lives, continually monitors their safety status, and presents a comprehensive index to prevent safety accidents in advance. Previous studies have developed the Life Safety Index using evaluation criteria (items) for assessing life safety prevention services, incorporating both the AHP (Analytic Hierarchy Process) and Likert Scale techniques. In this study, we build upon this existing Life Safety Index and explore methods for applying adjustment factors based on individuals' characteristics to enhance its accuracy and customization. We develop adjustment factors using existing national statistics to provide personalized services tailored to individual profiles. Therefore, this paper proposes a method for providing customized services by applying adjustment factors to the Life Safety Index, contributing to the development and application of life safety index adjustment methodologies.
The Ministry of Health and Welfare of Korea has implemented various social security programs to ensure a basic standard of living and raise overall quality of life for all citizens. The Korean social security system provides social insurance, public assistance, and social welfare services. To achieve adequate drug benefits, the Drug Management Department of Health Insurance Review and Assessment Service (HIRA) implement drug management duties including drug listing, upper price limit setting, scope of benefits, and post-factum management. When a manufacturer or an importer wants to apply for National Health Insurance (NHI) coverage of the drug that has obtained safety and efficacy approval, the pharmaceutical benefit assessment committee of HIRA evaluates the drug's clinical efficacy and cost-effectiveness to determine whether or not to include the drug into the benefit package. The benefit standards for a listed drug (ingredient) are set either for the whole permitted range or a part of range with conditions. To increase the coverage rate for new drugs, the listed drugs are regularly reviewed for their value. The status of listed drugs can be adjusted or eliminated from the benefit package if the clinical efficacy turns out to be insignificant. Therefore, through these pharmaceutical management procedures, high-quality drugs are provided at reasonable prices, which save healthcare expenditure by price determination and selective coverage in consideration of economic evaluation.
Effective profiling diagnoses the failure of the system and informs risk. If a failure in the target system occurs, it is impossible to diagnose more than one of the exiting tools. In this respect, monitoring of the system based on virtualization is useful. We present in this paper a monitoring framework that uses the characteristics of hardware virtualization to prevent side-effects from a target guest, and uses dynamic binary instrumentation with instruction-level trapping based on hardware virtualization to achieve efficiency and flexibility. We also present examples of some applications that use this framework. The framework provides tracing of guest kernel function, memory dump, and debugging that uses GDB stub with GDB remote protocol. The experimental evaluation of our prototype shows that the monitoring framework incurs at most 2% write memory performance overhead for end users.
In this paper, we propose an intrusion detection system(IDS) architecture which can detect and respond against the generation of abnormal traffic such as malicious code and Internet worms. We model the system, design and implement a simulator using OPNET Modeller, for the performance analysis on the response capacity of alert information in the proposed system. At first, we model the arrival process of alert information resulted from abnormal traffic. In order to model the situation in which alert information is intensively produced, we apply the IBP(Interrupted Bernoulli Process) which may represent well the burstiness of traffic. Then we perform the simulation in order to gain some quantitative understanding of the system for our performance parameters. Based on the results of the performance analysis, we analyze factors which may hinder in accelerating the speed of security node, and would like to present some methods to enhance performance.
Recently with the explosive growth of Internet applications, the attacks of hackers on network are increasing rapidly and becoming more seriously. Thus information security is emerging as a critical factor in designing a network system and much attention is paid to Network Intrusion Detection System (NIDS), which detects hackers' attacks on network and handles them properly However, the performance of current intrusion detection system cannot catch the increasing rate of the Internet speed because most of the NIDSs are implemented by software. In this paper, we propose a new high performance network intrusion using Network Processor. To achieve fast packet processing and dynamic adaptation of intrusion patterns that are continuously added, a new high performance network intrusion detection system using Intel's network processor, IXP1200, is proposed. Unlike traditional intrusion detection engines, which have been implemented by either software or hardware so far, we design an optimized architecture and algorithms, exploiting the features of network processor. In addition, for more efficient detection engine scheduling, we proposed task allocation methods on multi-processing processors. Through implementation and performance evaluation, we show the proprieties of the proposed approach.
The strength of our country is based on high-speed networks to build a nationwide health information network to improve the quality of health care is needed. However, nature of the medical services in the hospital medical record form, so that all departments characterize each medical department, a common format that can be used for all disease is a very difficult challenge. This study is one of the ways to improve this priority issue on health information sharing medical information system(PACS/HIS) information linkage between the problem of information, compatibility and security issues derived. The problem is derived from the requirements of theorem 3 to 6 items. This is effective in order to improve sharing of medical information for the purpose of designing the software system. Sharing of medical information software system design are derived from stakeholders, requirements analysis, architecture design, software framework, configuration, architecture evaluation process. This study is based on the medical information standardization environmental diagnosis of a medical information system design. Software design philosophy is based on a new framework for deriving the function and mechanism made up.
Active attention and effort are needed to develop an integrated water management system in response to climate change. In this study, it proposed models for cross-use of agricultural water and river maintenance water using sewage treatment water as an integrated water management system for the Yeongsan River. The impact of the integrated water management models was assessed by applying the concept of Nexus, which is being presented worldwide for sustainable resource management. The target year was set for 2030 and quantitatively analyzed water, energy, land use and carbon emissions and resource availability index by integrated water management models was calculated by applying maximum usable amount by resource. An integrated water management system evaluation model using the Nexus concept developed in this study can play a role that can be viewed in a variety of ways: security and environmental impact assessment of other resources. The results of this research will be used as a foundation for the field of in the establishment of a policy decision support system to evaluate various security policies, as we analyzed changes in other factors according to changes in individual components, taking into account the associations between water, energy, food, and carbon resources. In future studies, additional sub-models need to be built that can be applied flexibly to changes in the future timing of the inter-resource relationship components.

The Construction Workers Mutual Aid Association is carrying out a number of strategic tasks with the goal of "contributing to improving employment and stabilizing the return of workers to construction workers through employment welfare and retirement deduction services." One of them is the retirement deduction system. The retirement allowance system is a system for the retirement income and livelihood security of construction workers who are not adequately protected by the Labor Standards Act, such as retirement allowances due to the nature of day labor. The Construction Workers Mutual Aid Association has promoted the introduction of electronic manpower management. For the efficient management of the pilot sites and the plans for the future, comprehensive evaluation of the pilot sites as well as the evaluation of the status and operation results of each pilot project site are needed. Therefore, in this study, we will develop performance indicators to evaluate the current state of electronic manpower pilot projects and analyze the actual situation of pilot project sites through actual application, and try to derive future implementation strategies.
