Typhoons, torrential rainfall, and heavy snowfall cause catastrophic losses each year in the Republic of Korea. Therefore, if we can know the possibility of this phenomenon in advance through regular observations, it will be greatly beneficial to Korean society. Korea is surrounded by sea on its three sides, and the sea surface temperature (SST) directly or indirectly affects the development of typhoons, heavy rainfall, and heavy snowfall. Therefore, the characteristics of SST variability related to the high impact weather are investigated in this paper. The heavy rainfall in Korea was distributed around Seoul, Gyeonggi, and west and southern coast. The heavy snowfall occurred mainly in the eastern coastal (hereafter Youngdong Heavy Snow) and the southwestern region (hereafter Honam-type heavy snow). The SST variability was slightly different depending on the type and major occurrence regions of the high impact weather. When the torrential rain occurred, the SST variability was significantly increased in the regions extending to Jindo-Jeju island-Ieodo-Shanghai in China. When the heavy snow occurred, the SST variability has reduced in the southern sea of Jeju island, regardless of the type of heavy snowfall, whereas the SST variability has increased in the East Sea near $130^{\circ}E$ and $39^{\circ}N$. Areas with high SST variability are anticipated to be used as a basis for studying the atmospheric-oceanic interaction mechanism as well as for determining the background atmospheric aerosol observation area.

In order to determine organic carbon oxidation by manganese and iron oxides, six core sediments were obtained in slope and basin sediments of Ulleung Basin in East Sea. The basin sediments show high organic carbon contents (>2%) at the water depths deeper than 2,000 m; this is rare for deep-sea sediments, except for those of the Black Sea and Chilean upwelling regions. In the Ullleung Basin, the surface sediments were extremely enriched by Manganese oxides with more than 2%. Maximum contents of Fe oxides were found at the depth of $1{\sim}4cm$ in basin sediments. However, the high level of Mn and Fe oxides was not observed in slope sediment. Surface manganese enrichments (>2%) in Ulleung Basin may be explained by two possible mechanisms: high organic carbon contents and optimum sedimentation rates and sufficient supply of dissolved Manganese from slope to the deep basin. Reduction rates of iron and manganese oxides ranged from 0.10 to $0.24\;mmol\;m^{-2}day^{-1}$ and from 0.30 to $0.57\;mmol\;m^{-2}day^{-1}$, respectively. In Ulleung Basin sediments, $13{\sim}26%$ of organic carbon oxidation may be linked to the reduction of iron and manganese oxides. Reduction rates of metal oxides were comparable to those of Chilean upwelling regions, and lower than those of Danish coastal sediments.

Since a few years ago, great disasters have often took place in domestic and abroad, such as Sampoong Department store collapse, Sea-land disaster accident, Incheon Hof fire accidents. Whenever a lot of accidents occurred such as fire, gas explosion, traffic accident, mountain accident, various disease, people required 119 first aid service. As the result, even for the last year, average 2,608 person per day were temporary treated and carried to near hospital by 119 system. But first-aid team or first grade EMT(emergency medical technician) that should provide high quality service and save important lives, might have negatively treated or made their duty only for simple transfer, when they were imminent of emergency case in every kinds of accident spot. Because they worried about medical dispute for "task restriction for EMT" decided by medical laws or rules of first aid. So it was proposed that "task restriction for EMT" should be mitigated or released in the possible range on this occasion.

In this study, I wished to forecast damage district by tsunami's occurrence. For this, analyzed tsunami that can happen in our country's neighborhood sea area using past data, and established tsunami's scenario by imagination with analysis result. I created 3D topographical model about study area and analyzed inundation area by achieving simulation by scenario. Also, result of simulation does overlay with digital map and manufactured imagination inundation map. This study result may offer as basic data for operation of tsunami's forecast/alarm system and making of disaster prevention policy.
Alone the southwesten coast of Korean peninsula, the extensive available arable acreages suited for forming are found in the development of tidal flats in the geographically curved bays with a motable tidal emplitude. It was found that the developments of these tidal flats cover an estimated area more than 276,000ha. In this paper, a flood control system by Pul's Storage Indication Method and Pul's Graphical Method at Return Periods-50 yrs, design rainfall-267mm per 48hrs and design flood-926c.m.s. and at 0.2meter control height above the High Water Ordinary Spring Tide Level (+11.0m) was studied. At the result, the flood demage in the reservoir at Return Periods-50 yrs and the tidal level at H.W.O.S.T.L. were satisfied to the below E.L. 11.20m (Flood Level in the reservoir). Well skilled flood control technique and management and control of draining sluice gate should be required for the disaster prevention from the flood and tide damage.

The changes of climate and earth environment caused by Global Warming has seriously occurred recently. For instance, the water in the Chad Lake in Africa has continuously disappeared and Tuvalu in the South Pacific is facing a serious natural disaster with that the entire country is sinking under the sea. These natural disasters become a serious risk threatening the existence of the human-race. Therefore, we needs a fundamental measure to prevent Global Warming. That is a natural phenomenon that makes the earth warmer by 6 types a greenhouse gas including $CO_2So$ we look for an answer from the 'Green Growth' movement.
Port, one of nation's key infrastructures, is a point of road and sea transports meeting. As a key base of inter-modal transportation systems, the port is of ever increasing importance for realizing nation's vision of making Korea as an economic and logistics hub in the Northeast Asia. At present, Korean ports handle 99.7% of gross trade volumes in Korea, which requires considerable attention on its safety issues. However, due to the critical characteristics of the port and insufficient attention paid to it, the port industry meets more disasters compared to other industries. Therefore, this paper tries to analyze the disasters happened at the port to have better understanding on its reasons, further to use as learned lessons to prevent from potential disasters that may arise at the port.

The rise in sea surface temperature (SST) as a global warming enhance overall typhoon activity. We assumed that there exist thermodynamic limits to intensity that apply in the absence of significant interaction between storms and their environment. The limit calculations depend on SST and atmospheric profiles of temperature and moisture. This approach do appear to provide resonable upper bounds on the intensities of observed storms and may even be useful for predicting the change in intensity over a long period time. The maximum storm intensities was estimated through the global warming scenarios from IPCC-AR4 report over the North-East Asia. The result shows stronger intensities according to scenarios for increase of carbon dioxide levels. And storm surge simulations was performed with the typhoons which were combined route of the typhoon Maemi (2003) and intensity as climate change scenarios. The maximum increase of storm surge heights was shown about 29~110 cm (36~65%) regionally. Especially at Masan, the result of simulated maximum surge height exceed the 200 years return period surge.
The tsunami from the megathrust earthquake magnitude 9.3 on 26 December 2004 is the largest tsunami the world has known in over forty years. This tsunami destructively attacked 13 countries around Indian Ocean with at least 230,000 fatalities, displaced people 2,089,883 and 1.5 million people who lost their livelihoods. The ratio of women and children killed to men is 3 to 1. The total damage costs US$ 10.73 billion and rebuilding costs US$ 10.375 billion. The tsunami's death toll could have been drastically reduced, if the warning was disseminated quickly and effectively to the coastal dwellers along the Indian Ocean rim. With a warning system in Indian Ocean similar to that operating in the Pacific Ocean since 1965, it would have been possible to warn, evacuate and save countless lives. The best tribute we can pay to all who perished or suffered in this disaster is to heed its powerful lessons. UNESCO/IOC have put their tremendous effort on better disaster preparedness, functional early warning systems and realistic arrangements to cope with tsunami disaster. They organized ICG/IOTWS (Indian Ocean Tsunami Warning System) and the third of this meeting is held in Bali, Indonesia during $31^{st}$ July to $4^{th}$ August 2006. A US$ 53 million interim warning system using tidal gauges and undersea sensors is nearing completion in the Indian Ocean with the assistance from IOC. The tsunami warning depends strictly on an early detection of a tsunami (wave) perturbation in the ocean itself. It does not and cannot depend on seismological information alone. In the case of 26 December 2004 tsunami when the NOAA/PMEL DART (Deep-ocean Assessment and Reporting of Tsunami) system has not been deployed, the initialized input of sea surface perturbation for the MOST (Method Of Splitting Tsunami) model was from the tsunamigenic-earthquake source model. It is the first time that the satellite altimeters can detect the signal of tsunami wave in the Bay of Bengal and was used to validate the output from the MOST model in the deep ocean. In the case of Thailand, the inundation part of the MOST model was run from Sumatra 2004 for inundation mapping purposes. The medium and high resolution satellite data were used to assess the degree of the damage from Indian Ocean tsunami of 2004 with NDVI classification at 6 provinces on the Andaman seacoast of Thailand. With the tide-gauge station data, run-up surveys, bathymetry and coastal topography data and land-use classification from satellite imageries, we can use these information for coastal zone management on evacuation plan and construction code.

It has been more than 30 years since the term climate change began to become popular, but recently, rapid accelerated phenomena are appearing in the form of extreme weather all over the world. It is showing a distinctly different phenomenon from previous years, with heavy rain falling in the Death Valley desert in the U.S., and temperatures rising more than 40 degrees in Europe. In the Korean Peninsula, super typhoons with very strong wind speeds have become a major disaster risk for many years, and the supply of more energy due to the rise in sea temperature increases the possibility of super typhoons, requiring a proactive response. Unlike the method using numerical analysis, this study analyzed past typhoon data to study changes in typhoon characteristics for coastal disaster prevention. Existing studies have targeted all typhoons that have occurred, but in this study, a specific area was set up in the southern ocean of the Korean Peninsula and then a study was conducted. The subjects of the study were typhoons that occurred over the past 40 years from 1980 to the present, and it was confirmed that the maximum wind speed of typhoons affecting the Korean Peninsula increased slightly. The wind speed of typhoons in the specific area is about 80% of the maximum wind speed in their lifetime, and a correlation with ENSO could not be confirmed.
