Spatiotemporal Analysis of Ship Floating Object Accidents (선박 부유물 감김사고의 시·공간적 분석)

  • Ship-floating object accidents can lead not only to a delay in ship's operations, but also to large scale casualties. Hence, preventive measures are required to avoid them. This study analyzed the spatiotemporal aspects of such collisions based on the data on ship-floating object accidents in sea areas in the last five years, including the collisions in South Korea's territorial seas and exclusive economic zones. We also provide basic data for related research fields. To understand the distribution of the relative density of accidents involving floating objects, the sea area under analysis was visualized as a grid and a two-dimensional histogram was generated. A multinomial logistic regression model was used to analyze the effect of variables such as time of day and season on the collisions. The spatial analysis revealed that the collision density was highest for the areas extending from Geoje Island to Tongyeong, including Jinhae Bay, and that it was high near Jeongok Port in the West Sea and the northern part of Jeju Island. The temporal analysis revealed that the collisions occurred most frequently during the day (71.4%) and in autumn. Furthermore, the likelihood of collision with floating objects was much higher for professional fishing vessels, leisure vessels, and recreational fishing vessels than for cargo vessels during the day and in autumn. The results of this analysis can be used as primary data for the arrangement of Coast Guard vessels, rigid enforcement of regulations, removal of floating objects, and preparation of countermeasures involving preliminary removal of floating objects to prevent accidents by time and season.

  • Recently, it has been reported that the whipping response, which is the elastic phenomenon of the ship, may be one of the causes of the ship accident. Unfortunately, the commonly used methodology for evaluating the whipping effect effectively has not been developed yet. In this study, we developed a procedure to estimate the whipping effect of hull in actual design stage. Fluid-structure interaction analysis was performed for a dominant short term sea state to obtain the time series data of vertical wave bending moment including the whipping response by slamming. In order to estimate the whipping effect by using the time series, some signal processing and statistical techniques such as low pass filtering, Weibull fitting and so on, were applied. the hydro-elasticity analysis was performed on container ships of various sizes to evaluate the whipping effect. The parameters that can affect the response of the hull vibration was selected and the effect of these parameters on whipping was analyzed.

  • Ulsan Port is in the situation which the harbour limit and anchorages are less narrow than other trading ports and the occurrence probability of marine accidents is high due to heavy marine traffic Especially, the shortage of anchorages will become worse in case that the number of inbound and outbound vessels increases according to the development of Ulsan New Port. We will find and suggest the plan to enlarge the harbour limit essentially needed to expand anchorages in this research The reasonable type of harbour limit which is based on the survey by a group of experts, was determined after the decision of the range of harbour limit to accommodate the relevant anchorages.

  • This paper focuses on development of SCAAM(Ship Collision Avoidance Assignment Model) for avoiding ship collison at sea. We take a new look at DCPA, TCPA, VCD, collision concept for ship collision avoidance and propose SCAAM using DCPA pre-assignmented by a ship master on information collected by other ship's AIS, GPS (course-speed, destination, length, width, tonnage etc). If A ship is a collision situation, the ship master makes a decision where the ship makes a evasion voyage or not continually using SCCAM. If ship master decides a evasion voyage, the ship is voyaged by CORLEGS (International Regulations for Preventing Collisions at Sea). This paper contributes to safety navigation by decreasing the ship collision accident by human's error.

  • Vessel collision accidents have been investigated by means of questioning the persons involved and plotting manually the stated situation. But the repetitive plotting by hand can cause the investigator or to make some errors, and it can be connected to a wrong judgement. In this paper, we proposed a simulator for reconstructing and analyzing vessel collision accidents at sea, where the given situation is plotted automatically on it. We verified the validity of the system by applying it to some collision accidents.

  • Recently, the risk of safety accidents in the coastal zone has been increased due to revitalization of marine leisure and tourism. The effective measures, however, to prevent safety accidents in the coastal zone have not taken with increasing rate of the accidents. The nature of land and sea should be taken into account properly when the countermeasures to prevent the safety accidents in the coastal zone are devised, since the characteristics of land and sea are mixed in the environmental condition of the coastal zone. Through the field survey, this study analyzes the current problems on the safety in the coastal zone. Also, it suggests the future direction of the safety standards in the coastal zone on the basis of the safety improvement direction in the coastal zone.

  • Most of marine casualties occur at the coastal sea areas where maritime traffics are heavy and on the coastal regions such as the beaches and breakwaters, etc. where a lot of people visit. Recently, tile risk of casualties along the coasts has been on the increase due to the revitalization of marine leisure activities in Korea. However, the measures to prevent accidents along the coasts have not kept step with increasing rate of the accidents and the safety management system has not been organized. Recent marine casualties were analyzed to propose alternative measures for safety management to minimize marine casualties along the coasts. Comprehensive safety system and networks are necessary to be established and the integration and unification of the relevant authorities in charge should be accomplished in Korea. In rapid response to marine casualties, the search and rescue system should be established for the systematic and effective life-saving operations in Korean coastal areas.

  • It have been known that the probability of accidental happening in towing-barge is higher than that of other merchant vessels. Because the towing-barge is restricted in thier manoeuvring ability due to its towingline. A report from ministry maritime affairs and fisheries said that the rate of collision accident for towing-barge is $40\%$ high tlnn other transport system in sea. A number of researches have been carried out to improve the safety policy in the towing-barge sea transportation system by the gorvernment. This study examined the safety status in domestic towing-barge sea transportation system The registration status, safety operational policy and post accidental data were also examined A survey research of experts relating to towing-barge operation also was carried out to find the detailed of safety status. This study would be applicable to set up safety policy for towing-barge marine transportation system.

Development of a Collision Risk Assessment System for Optimum Safe Route (최적안전항로를 위한 충돌위험도 평가시스템의 개발)

  • In coastal waters where the traffic volume of the ship is high, there is a high possibility of a collision accident because complicated encounter situations frequently occurs between ships. To reduce the collision accidents at sea, a quantitative collision risk assessment is required in addition to the navigator's compliance with COLREG. In this study, a new collision risk assessment system was developed to evaluate the collision risk on ship's planned sailing routes. The appropriate collision risk assessment method was proposed on the basis of reviewing existing collision risk assessment models. The system was developed using MATLAB and it consists of three parts: Map, Bumper and Assessment. The developed system was applied to the test sea area with simple computational conditions for testing and to actual sea areas with real computational conditions for validation. The results show the length of own ship, ship's sailing time and sailing routes affect collision risks. The developed system is expected to be helpful for navigators to choose the optimum safe route before sailing.
