A Study on the Development to the Digital Golf Score Card (디지털 골프 스코어 카드 개발에 관한 연구)

  • In the research, we develope and use the digital score card to prevent disqualifying with error as inputting wrong score card and to protect the player in this paper. Also, it will lead the world wide market as IT and golf strong country. Therefore, we checked the mutual relationship through the analysis and verification with research of contents and collection of questionnaire regarding the research. In the result of analysis, S/W need output function and data management to play golf and H/W need the simple design and durability for user easy access and multi function excluding score card. Therefore, the development of digital golf score card will contribute athletic performance through removing the inconvenience of current score card. And we confirmed that developed digital golf card model and system is very important to open world market.

  • This study is to prove the effect of raising the value of the expert knowledge of technical experts or researchers that obtained systematic education on finance and management, on the individual's performance, and to do so, BSC(Balanced ScoreCard) is to be used to analyze how the individual's performance was affected. The results indicates that development and management of substantial programs on finance and management-related educations, with the purpose of inspiring management mind on professional employees, are demanded.

  • This research aims at developing and distributing models and indexes that can evaluate ubiquitous information projects in order to enhance the objectivity and validity of their evaluation. The research adopts a BSC(Balanced Score Card) concept with four views, economic, policy, social, and technical views. The research induces a model of pre-evaluation and a model of post-evaluation according to each view. In order to secure the validity of the models, they are revised and complemented by obtaining advice through interviews with five experts in related fields, and the validity and application possibility of the indexes are verified by surveying ten people working in those fields. Finally, investigating their weights according to the importance of each view and index, they are evaluated using an AHP (Analytic Hierarchy Process) method.

  • The purpose of this study is to establish the Balanced Score Card for 'I Company' which is a small and medium sized manufacturing company in Busan City. It is suitable for SMEs and suitable for the management environment. The study was intended to contain the detailed needs of managers and employees when developing the performance measurement system. It also allowed other SMEs to benchmark through this study. We also proposed a solution to the problems after BSC construction. In addition, BSC has been developed for the purpose of shifting business strategy from RDS to SSS in accordance with changes in the demand market environment. Strategy Maps were divided into the whole company level and each team level. You can look at strategic goals, core success factors, and key performance indicators at each glance. Finally, we developed a smart performance evaluation system that can easily calculate the score, strategic goal, key success factor, weight of key performance indicators, target score, performance, and achievement rate by creating a smart chart. Have significance.

  • 정부는 그 동안 공공부문의 문제점으로 지적되어 왔던 낮은 경영성과, 저 생산성, 고비용 구조, 낮은 시장 대응력, 조직 운영의 비효율성 등의 문제를 해결하기 위하여 공공부문을 포함하는 정부 혁신을 강력하게 추진하고 있다. 이러한 혁신의 핵심은 체계적인 성과관리에 있다. 지방공기업 역시 경영효율성을 높이고 경쟁력을 강화하기 위해서는 무엇보다도 자율 경영 체제하에서 경영성과를 정확히 측정하고 그에 따른 보상체계를 마련하는 것이 필수적이다. 논문에서는 이러한 BSC(Balance score card) 기반에서 다원화된 평가주체에 부합하는 지방공기업의 성과 지표에 대한 틀을 설계하고 이를 이용하여 실례로 광주광역시환경시설공단에 적용한 사례를 보이고자 한다.

Face Recognition using 2D-PCA and Image Partition (2D - PCA와 영상분할을 이용한 얼굴인식)

  • Face recognition refers to the process of identifying individuals based on their facial features. It has recently become one of the most popular research areas in the fields of computer vision, machine learning, and pattern recognition because it spans numerous consumer applications, such as access control, surveillance, security, credit-card verification, and criminal identification. However, illumination variation on face generally cause performance degradation of face recognition systems under practical environments. Thus, this paper proposes an novel face recognition system using a fusion approach based on local binary pattern and two-dimensional principal component analysis. To minimize illumination effects, the face image undergoes the local binary pattern operation, and the resultant image are divided into two sub-images. Then, two-dimensional principal component analysis algorithm is separately applied to each sub-images. The individual scores obtained from two sub-images are integrated using a weighted-summation rule, and the fused-score is utilized to classify the unknown user. The performance evaluation of the proposed system was performed using the Yale B database and CMU-PIE database, and the proposed method shows the better recognition results in comparison with existing face recognition techniques.

A Study on Analysis of Collaborative Governance in the Process of Local Government Co-evaluation Based on Virtual Policy Studio (지방행정 평가정보 시스템을 활용한 지방자치단체 합동평가 과정의 협력적 거버넌스 분석에 관한 연구)

  • The Korean central government has been investing a lot of efforts to promote performance of local governments. For example, the Ministry of Public Administration and Security (MOPAS) supported the local governments to develop and provide with a 'balanced score card' and a 'customer satisfaction innovation. ' Many other central ministries also conducted individual evaluations for local governments in their substantive policy areas. These evaluation systems of 78 appraisals for local governments conducted by the MOPAS and other ministries had made the local governments to work harder. However, most local governments have appealed their 'reform fatigue' caused by the overlapping evaluation systems. In this context, the MOPAS initiated merging the evaluations into a co-evaluation system under the new Government Performance Evaluation Act of 2006. In this process of introduction of new evaluation system, there are two significant movements. Firstly, as Korean Government has strong information technology, MOPAS has developed 'Virtual Policy Studio (VPS)' which evaluates the performance of each local government with on line. In other words, in the co-evaluation system for local government performance most evaluation steps are implemented by computer and Internet. So most stakeholder can access and work on the VPS in real time when they want to. And the other thing is that cooperation among stakeholders has been occurred in the co-evaluation system. Furthurmore the cooperative governance is systemized and sustain for a long time because MOPAS made IT based co-evaluation system. Therefore this paper intends to illustrate the process of introduction of VPS, main process of co-evaluation system based on VPS and analyze collaborative governance of the co-evaluation system.

Measuring Psychological Support for the Unemployed: The Case of Kakao NEET Project

  • This paper attempts to investigate Korean youth Not in Education, Employment and Training (NEET) and how daily activities and community participation may influence their positive emotions and job search desire. First, we conducted a focus group interview with 16 NEETs who participated in the Kakao NEET Company project. The project allowed participants to experience employment by founding a virtual company in which each participant selected a daily activity to perform as part of the company's operations. Second, the interview responses were categorized and assigned emotional values using the card sorting technique and multi-dimensional analysis (MDS). A total of 11 emotional values were derived through this process. Finally, a social network analysis was conducted in order to measure the density of relations among the emotional values. Results suggest that immersion, confidence, belongingness were the three highest values evaluated by participants. Furthermore, network diagrams imply that the stronger participants perceived social support and belongingness with others, the stronger their responsibility grew, further leading them to establish steady goals. In particular, the high eigenvector score for "desire for job" suggests that emotional values are sequentially connected to the immersion-social support-responsibility-goal-job desire. This sequence suggests that digital services that are developed with the aim to enhance social values such as the Kakao NEET Project may engender motivation and confidence in youth NEETs. The overall results suggest that a systematic approach to policymaking should be considered in order to provide fundamental solutions and expand opportunities for social participation and emotional comfort, as social isolation due to low self-esteem has been reported as one of the reasons for NEETs' failure in the labor market.

The Affect of the University's Response to the Evaluation and Accreditation System of Higher Education Institutions on the Perceived Management Performance of the University : Focused on Junior Colleges (고등교육기관 평가인증제에 대한 대학의 대응 노력이 대학의 지각된 경영성과에 미치는 영향 : 전문대학을 중심으로)

  • In the fourth industrial revolution and the era of convergence and integration, on the situation that the internal colleges are needed active change included in the improvement of educational quality, I tested it on the purpose of empirical analysis with SPSS v.18 how colleges' efforts on the first periodic Organization Evaluation And Accreditation System(OEAAS) affects on the Perceived Management Performances on the perspective of BSC. As the test result, the Degree of Awareness of Colleges' Efforts on the OEAAS affects on just Colleges' Learning and on Growth. The Degree Propriety of Preparation of the OEAAS affects on Customer Performance, on Internal Process Performance, and, on Finance Performance. And the Degree of Satisfaction of Internal Assessment affects on all of BSC 4 performances. The results of this research could be used on making the management idea of colleges' performance on the OEAAS. In the future, it would be needed advanced researches which are able to make relatedness to the expanse of management performance with the OEAAS.

Development of test for Korean functional health literacy in dentistry (국내거주 외국인을 위한 한국형 치과정보 이해능력 평가도구의 개발)

  • Objectives: This study aimed to develop a tool for assessing foreigners' understanding of oral health information in Korea called the Test of Korean Functional Health Literacy in Dentistry(TOKFHLiD) and examined validity and reliability of the tool. The TOKFHLiD consists of two literacy assessment parts: Dental Information Sentence(DIS) aims to assess one's literacy of sentences containing oral health information. Dental Information Document(DID) aims to assess one's numeracy and literacy of documents containing oral health information. Methods: Twenty eight preliminary questions were developed based on various medical care literature such as the agreement to diagnosis and treatment and the treatment precautions. DID using 14 preliminary questions was developed based on the appointment card, the treatment schedule, and labels on oral care products. The 42 preliminary questions in the DIS and the DID were subsequently put through four separate expert reviews, in which questions with content validity score of less than 0.8(13/15 points) were corrected and modified by five dental experts and then were corrected for language errors by two Korean language experts. The preliminary assessment tool was tested on 153 Koreans, and ${\chi}^2$ test was performed on the ratio of respondents who comprehended each question, the ratio of respondents who chose the correct answer for each question with a significance level of 0.05. Results: Of the 42 preliminary questions, 1 question in DIS and 1 question in DID, for which the ratio of Korean respondents who chose the correct answers did not exceed the acceptable level of 80%, were excluded and a final assessment tool was completed with 40 questions. Conclusions: Following the development and application of the tool, examination of the TOKHLiD for validity and reliability revealed that this assessment tool is adequate for assessing oral health information literacy of foreigners who are using oral hygiene medical services in Korea.
