  • As marine chemical spill incidents increase, and damages caused by chemical spills become bigger and bigger, it is required to educate and train professional personnel for response to chemical spill incidents at sea. In this study, the education contents of domestic and foreign institutions for the training of specialists in response to marine chemical accidents were examined, and a comparative analysis of education and training contents was carried out in order to utilize it in the development of domestic education and training materials for HNS response personnel in Republic of Korea.

  • In the construction industry, complex works are carried out with significant resources under non-linear circumstances where clear concepts of project management could be of benefit to all parties and personnel involved. In this paper, we define the optimum project management configuration for construction management by using DSM (Design Structure Matrix). Furthermore DSM can be visualized as a network model, and then Graph Theory provides us the numerical results.

  • This study analyzed recruiting system, competence requirement system, promotion system by competence verification, and expert training system in fire officials of the Tokyo Fire Department. The recruiting system is classified into expert and Grade 1, 2, and 3 and all grades are appointed as a fire fighter. According to the competence requirement system, while in office, fire officials who have a certain qualification defined in the recruiting system can change their recruiting classification according to their ability such as Grade $3{\rightarrow}$Grade 2 or 1 or expert, Grade $2{\rightarrow}1$ or expert, or Grade $1{\rightarrow}$expert. The promotion system requires working hard, capability suitable to their grade, and careful verification. Also, a variety of on-site training and qualification systems are provided to reinforce professionalism of staffs and executives.

  • This paper attempts to find out the economic roots of the increasing tendency not to choose the science and engineering (S&E) fields in the colleges. The analysis shows that the relative economic position of the S&E graduates measured in terms of employment quality is not significantly different from that of the non-S&E graduates. But the S&E graduates earn relatively low wage and self-employment income. Furthermore, the relative income of the top 5% bracket of the S&E graduates has been declining in the recent five years. The paper concludes that low relative income of the average S&E graduates as well as the increasingly lower relative income of the most able S&E personnel, coupled with the increasing compensating differential required for the S&E jobs, is the main reason for the 'avoidance' phenomenon of the S&E fields.

  • As the state of the art for handling multimedia on the internet is developed a new system called WebCAM which services video and image came out. However, WebMIC site for audio services are still rare. In this work, we developed a WebMIC system which enables anyone to listen audio in real-time through the internet. WebMIC system is implemented by connecting a server with a microphone and the recorded audio files are stored in a Database system. Because the microphones can be distributed sporadically, the developed system can be utilized for managing and advertizing a location. It also can be used to reduce the cost for the existing management system which is almost met by personnel expenses. Anyone who can connect to the internet can get this WebMIC service, so this system can produce a good effect if used in advertising any tourist resort.

  • System is the organization of hardware, software, personnel and facilities needed to perform a designated function within a stated environment with specified results. The trend of modern systems is getting more complex and larger. The system is necessary for modern society but the minor malfunction of the system can result the enormous human and material losses. Recently it is being heightened the concern for system safety and required to be built and applied Safety Engineering standard Guideline for safety of complex and large-sized system. This paper describes the System Engineering Process model integrated with Safety Engineering and the establishment of standard safety guidelines for safety of product development using DMADOV Methodology of the Lean 6 Sigma.

  • With the ever-increasing frequency of public sector and smalls-cale industries going live on the internet in developing countries, their security of which, while crucial, is often overlooked in most cases. This is especially true in Government services, whilst essential, are poorly monitored if at all. This is due to lack of funds and personnel. Most available software which can help these organizations monitor their services are either expensive or very outdated. Thus, there is a need for any developing country to develop a networking monitoring system. However, developing a network monitoring system is still a challenge and expensive and out sourcing network monitoring system to third party is a security threat. Therefore, in this article we propose a method to anonymize network logs and outsource networking monitoring system to third-party without breach in integrity of their network logs.

  • Wearing a mask is also necessary to limit the risk of infection in today's era of COVID-19 and wearing a helmet is inevitable for the safety of personnel who works in a dangerous working environment such as construction sites. This paper proposes an effective deep learning model, HelmetMask-Net, to classify both Helmet and Mask. The proposed HelmetMask-Net is based on CNN which consists of data processing, convolution layers, max pooling layers and fully connected layers with four output classifications, and 4 classes for Helmet, Mask, Helmet & Mask, and no Helmet & no Mask are classified. The proposed HelmatMask-Net has been chosen with 2 convolutional layers and AdaGrad optimizer by various simulations for accuracy, optimizer and the number of hyperparameters. Simulation results show the accuracy of 99% and the best performance compared to other models. The results of this paper would enhance the safety of personnel in this era of COVID-19.

  • The construction industry is undergoing a digital transformation in which Building Information Modelling (BIM) is a key technology. The potential of BIM in several areas such as design optimization, time management, cost management, and asset management/facility management (AM/FM) is widely acknowledged by the AECO (Architecture, Engineering, Construction, and Operation) industry around the world. However, BIM implementation in construction projects is faced with problems such as project delay and cost overruns. The lack of identification of risks in BIM projects and standard guidelines on mitigation techniques furthers poor performance, dissatisfaction, and disputes between employers and project participants, which results in low BIM adoption rates. Therefore, the objective of this paper is to identify the potential risks in BIM implementation under the primary categories - (1) technical, (2) contractual, (3) management-related, and (4) personnel-related risks in BIM projects and present solutions to reduce, manage, and mitigate risks. To meet the objective of this paper, a survey was designed and conducted in the Hong Kong construction industry in which over 140 respondents from different disciplines, with experience in BIM projects, have participated. Based on the analysis of the survey data, the most severe and frequently occurring BIM risks and their potential mitigation strategies were identified and discussed in this paper.
