The study investigated the contributions of digital and media literacies to knowledge sharing among school library personnel in Nigeria. The survey research design was adopted for the study while a questionnaire was used to collect data from the 190 respondents that constitute the sample size for the study. Findings from the study revealed a high level of digital and media literacy skills possessed by the school library personnel surveyed. Producing information, evaluating digital information, and finding digital were major media and digital information literacy skills that significantly contributed to knowledge sharing among the school library personnel. The study recommended that adequate attention should be given to the development of digital and media literacies of school library personnel in Nigeria to ensure effective and efficient knowledge sharing.

This paper investigates the impact of the School Library Revitalization Project of the Daegu Metropolitan City. The Project started in 2003, and by 2009 it revitalized 374 school libraries or 86% of all school libraries in Daegu. Utilizing statistical analysis and questionnaires, this research is divided into two parts. Part 1 analyzes the progress of annual budgets, facilities, collection, personnel, and the circulation data of the libraries. The other part surveys the following: the effects and the satisfaction level of the Project; the teacher's perception of the library's functions; the qualification of the libraries' personnel; the initiatives for developing the library, policy and future plans of the Daegu Metropolitan Office of Education for the libraries. Three groups participated in the survey: principals, class teachers, and teacher librarians.

The purpose of this study is to identify the effects of school library personnel on students' reading behaviors and to identify differences between schools on it. For this purpose, this study surveyed 5,349 elementary, middle and high school students from 154 schools across Korea, and conducted a survey on reading environment, school library, and DLS. The results of the analysis showed that the students at the school where teacher librarians works are more likely to read books, participate in various reading programs, receive more help from teacher librarians in selecting books to read, lending more books, have more experience with DLS and satisfaction with it. The differences between the schools were in the order of 'classes which school library personnel took part in,' 'number of borrowed books,' 'help in selecting books,' 'average reading time per day,' 'number of home books,' 'reading in school library.' Therefore, it is necessary to expand the placement of school library personnel and develop their professionalism in order to prevent inequality in the educational environment between schools.

This paper investigats the state of the art of the school library media specialist(SLMS)'s certification in the United States. The content includes development of the SLMS certification, certification requirements, titles, preparatory education programs especially accredited by ALA and NCATE, personnel standards and regulations of states. The basic certification requirements are teacher certification and/or MLIS(MLS), but varying from state to state. Personnel standards are regulated by the Education Department of states, otherwise regional associations of colleges and schools. Nineteen states have the standards and three regional associations among six have very specified ones. The paper also analyzes NBPTS for Library Media and discussions on '65% Solution' which is an education reform movement affecting school library seriously.

School library is the place of educational meeting and cultural communication. School Libraries Promotion Act legislated in 2007 bring about library law's unity absence, the subject of works, arrangement standard of professional personnel, establishment of contents and scope, and matter of qualification and so on. This study investigated the process established of School Libraries Promotion Act, a proposal bill, a purpose bill, and the main contents. As a result it is to propose revision of bill after analysis of the question enacted School Libraries Promotion Act.

The purpose of this study is to analyze elementary, middle and high school teachers' perceptions and experiences on school library services, to obtain basic information and to draw implications for setting the contents and direction of school library services. For this purpose, a survey was conducted on 498 teachers working at elementary, middle and high schools in the Incheon Metropolitan Office of Education for reading status, recognition and emotion of the school libraries, school library experience, teaching experiences using school libraries, and the role of teacher-librarians. As a result of the analysis, there was a difference in teachers' perceptions, emotions, and experiences of school library services according to school level and school library personnel. In particular, the school library personnel was found to have a significant influence on teachers' perception, emotion and experience of school library service.

A school library manifesto means the policies and rules on school libraries and includes the direction which they should follow and the criteria which school libraries should keep. Compared the school library manifestos of IFLA/UNESCO, IASL with that of Japan, the school library manifestos of IFLA/UNESCO are constituted with mission of the school library, funding legislation and networks, goal of the school library, staff, operation and management, implementing manifesto etc. and underline funding legislation and networks. The IASL policy statement on school libraries includes functions, materials, facilities, personnel, lifelong education, skills, literacy development, government and public support etc. and emphasizes lifelong education, skills, literacy development. The school library manifesto of Japan includes philosophy, functions, staff, material, facilities and management etc. and highlights philosophy. As a result of comparison and analysis of the school library manifestos of IFLA/UNESCO, IASL and Japan with that of Korea, the school library manifesto of Korea needs to comprise mission, facilities, staff, lifelong education, skills, literacy development, funding legislation, operation and management, government responsibility for implementing the manifesto, etc. by accepting the components in the manifestos of advanced countries, stressing the educational roles of school libraries and by separating the educational area from others.

The purpose of this study is to provide self-evaluation indicators that each school could judge on its basic conditions for the school library opening to local community. School library opening to local community is one of the significantly operational strategies to contribute to the development of the learning community. But the school library has insufficient resources and support system for their local services. According to the survey teacher librarians who have the experience for their school library opening to local community have considered of deploying teacher librarian as the most important factor. And they asserted emphatically that school library would secure personnel expenses and obtain facilities and resources to provide the stable and systematic service. Also among the school library's educational activities, reading education is considered the most suitable program for the community.

The purpose of this study was to elicit the priority of the index of the operation evaluation of the school library, and to present measures for improvement of the evaluation index that reflects the project sites. To this end, the school library evaluation index was analyzed by applying the Analytic Hierarchy Process(AHP) analysis method to teacher librarians who are the representative personnel of the school library. According to the research, the priority of the upper tier evaluation areas was human resources, library services, information resources, library management, facilities and environment, and the priority of the lower tier evaluation items was human resource allocation, human resources expertise, reading education, information literacy education, efforts to activate education, book composition snowflake, the latest book, budget, facility access, book status, appropriateness of facilities and facilities, management plan, proximity accessibility, PR and marketing, school library steering committee, cooperation, use of materials current status. The conclusions drawn from this study could be used as basic data in the application of fieldworked school library assessment indicators.
