국제통화제도의 개혁과 G20 (International Monetary System Reform and the G20)

  • 세계금융위기의 근본적인 원인은 시장과 제도의 괴리에서 나오는 '제도의 실패'라고 할 수 있다. 특히 현재의 국제통화제도는 무제도(non-system)나 다름없다고 할 수 있다. 현재 당면하고 있는 국제통화제도의 문제점들을 볼 때 개편 방향의 핵심은 (1) 수요 측면에서는 과대한 외환보유고를 축적하려는 인센티브를 어떻게 줄일 수 있을 것인가 하는 것이며, (2) 공급 측면에서는 현재 미국 달러화에 주로 의존하고 있는 제도를 탈피, 보다 다양한 국제통화 혹은 대체적 외화준비자산(SDR을 포함하여)으로 전환해 나가거나 혹은 보다 근본적인 개혁방안으로서 새로운 세계통화(global reserve currency)를 창출하는 것이다. 그리고 (3) 이러한 변화를 뒷받침 하기 위해 필요한 기구적 개편, 특히 IMF의 개혁을 추진하는 것이다. 이러한 개편은 현실적 국제역학관계로 볼 때 오직 점진적으로 일어날 수 있는 것이다. 따라서 현재 세계경제의 안정적 성장을 위해 중요한 것은 이러한 개편을 점진적으로 추진함과 동시에 주요국 간의 거시경제정책공조를 이뤄 나가는 것이다. 이러한 과정을 원활히 해나가기 위해서는 효율적인 세계경제 지배구조를 갖추는 것이 필수적이다. 세계금융위기 이후 출범한 G20 정상회의가 효율적인 협의체가 되기 위해서는 의사결정이 원활히 이루어질 수 있는 방안과 장치를 세워나갈 필요가 있다. 사무국(secretariat) 혹은 그와 유사한 기능을 행사할 수 있는 조직의 설립과 위원회제도 같은 것을 활용할 필요가 있을 것으로 보인다.

서울대학교 의과대학 의예과 교육과정 개발과 편성 사례 (Premedical Curriculum in Seoul National University College of Medicine)

  • The main points of issue with the former premedical curriculum of Seoul National University College of Medicine (SNUCM) were the absence of educational objectives, decline in student motivation caused by uniform education, students' lack of a sense of belonging, and lack of humanistic education. In accordance with these issues, there were five aspects considered for the improvement of the premedical curriculum: reform based on the newly established educational objectives that corresponds with the 6-year medical school curriculum as a whole, expansion of elective courses and the development of personalized curriculum for the improvement of students' learning motives, expansion of social sciences and humanities curriculum for the development of students' capabilities as good doctors, active participation of medical professors in premedical education, and expansion of informal education and the student support program. According to the assessment done after the implementation of the reformed curriculum, premedical students were gratified with its establishment and management of multifarious liberal arts and major subjects. In preparation of the more rigorous entrance quota of the premedical school at SNUCM, there is ongoing reform of required major subjects and establishment of new subjects in the premedical curriculum in pursuit of unity with the 6-year medical curriculum. Moreover, there is ongoing development of an e-portfolio system for the association of premedical and medical education, integration of formal and informal curriculum, and reinforcement of student observation and formative evaluation. Further discussion on the assessment and betterment of premedical curriculum is needed.

Effects of a Modified Six-Sigma-Methodology-Based Training Program on Core Competencies in Rehabilitation Nurse Specialists

  • Purpose: Nurses play an important role in ensuring patient rehabilitation and are involved in all aspects of multidimensional rehabilitation. Therefore, strengthening rehabilitation nursing education is vital to ascertain high-quality rehabilitation and optimum outcomes. This study examined the effectiveness of a new teaching reform-a modified Six-Sigma-based training program-against a conventional educational program on rehabilitation specialist nurses' core competencies, post-training performance, and satisfaction. Methods: A quasi-randomized controlled trial was conducted to assess the effectiveness of the modified training program. We recruited 56 learners from the 2020 training course at the Hunan Rehabilitation Specialist Nurse Training Base as the control group. Sixty learners from the base's 2021 training course were recruited as the intervention group. Data were collected in a consistent manner from both groups after the training program was implemented. Results: Those who underwent the modified training program showed better improvement in all core competencies than those who underwent the conventional training program (p < .05); the scores for theoretical knowledge, clinical nursing lectures, reviews, and nursing case management improved significantly following the teaching reform (p < 0.05). Further, overall satisfaction as well as base management and theoretical teaching satisfaction improved significantly (p < .05). Conclusion: The modified training program strengthens rehabilitation nurses' base management abilities; enhances their core competencies; expands their interest in and breadth, depth, and practicability of theoretical courses; and updates the teaching methods.

To Predict the Tendency of the Development of Urban Comprehensive Park through the Social Reform of China - The Example of Changes of Comprehensive Park in Wuhan City -

  • This paper is to study the tendency of the development of the urban comprehensive park in the modern history of China, and take the urban comprehensive park of Wuhan as an example to study the local research through the literature.. In 1928, Wuhan Urban Comprehensive Park starting stage characteristics to the ideological education of the government as the center, in 1977 the policy of reform and opening to the outside world to entertainment center, ecology design point of view, the introduction of open space and urban plaza, to human centered design, application of science and technology. 2015 in Wuhan Urban Garden Expo theme can be seen in green life as the goal, through the design of urban comprehensive park ecology and human centered design, the application of science and technology development.

China's National Innovation System Reform and Growing Science Industry Linkage

  • In this paper, innovation policies for systems reform in China since the middle 80's are surveyed and its impacts on science industry linkage activities are investigated by looking into (1) technology market, (2) S&T outsourcing activities of firms and (3) co-invention patents by applicants in firms, universities and public research institutions. All of these findings suggest that the role of science sector in China's economic development process has become larger, and double skin problem (separation of science and industry sector) in China's innovation system has been gradually solved by a number of policy actions to facilitate science industry linkages.

  • The objective of this paper is to measure the relative technical efficiency of Korean railway transport service. Previous studies on the efficiency in Korean railway service have carried out before the structural reform of Korean railway industry in 2004, whereas this study used the latest data which reflected the impact of reform. We analyzed the efficiency in Korean railway transport by means of measuring the technical efficiencies of other countries, these were estimated with data envelopment analysis. DEA has gained great popularity in measuring efficiency in transport industry, school, government, hospital and so on in recent years. This analysis could serve as peer to help improve performance of the railway management and operation.

  • The reform movements of current mathematics education have based on several major ideas, in order to provide a new vision of the teaching and loaming of mathematics. Of the ideas, the motto of communication of mathematics appears to be a significant factor to change teaching practices in mathematics classroom. Through Vygotsky's sociocultural theory, the psychological background is presented for both supporting the motto and extracting important suggestions of the reform of mathematics education. The development of higher mental functions is explained by internalization, semiotic mediation, and the zone of proximal development. Above all, emphasis is put on the concepts of scaffolding and inter subjectivity related to the zone of proximal development. Seven implications are proposed by Vygotsky's sociocultural theory for the new forms of the teaching and learning of mathematics.

The Paradox of the Ugandan Health Insurance System: Challenges and Opportunities for Health Reform

  • For nearly four decades, Ugandans have experienced a period marked by hope, conflict, and resilience across various aspects of healthcare reform. The health insurance system in Uganda lacks a legal framework and does not extend benefits to the entire population. In Uganda, community-based health insurance is common among those in the informal sector, while private medical insurance is typically provided to employees by their workplaces and agencies. The National Health Insurance Scheme Bill, introduced in 2019, was passed in 2021. If the President of Uganda gives his assent to the National Health Insurance Bill, it will become a significant policy driving health and universal health coverage. However, this bill is not without its shortcomings. In this perspective, we aim to explore the complex interplay of challenges and opportunities facing Uganda's health sector.

4차 산업혁명 시대에 적합한 무기체계 운용시험평가 개선전략 도출 (Developing Strategies to Improve Operational Test and Evaluation of Weapon System in the Age of the Fourth Industrial Revolution)

  • After North Korea's sixth nuclear test, the operational environment on the Korean Peninsula has fundamentally changed, and the South Korean military faces various security challenges, including a reduction in military service resources and shorter military service periods. In particular, the South Korean military is seeking a new paradigm in military construction amid changes in the defense acquisition environment linked to the push for defense reform 2.0 and the utilization of the fourth industrial revolution. Therefore, this study considered strategies for improving the operational test and evaluation of weapons systems suitable for changes in the defense acquisition environment to effectively prepare for existing military threats and future warfare patterns. For this purpose, external environment analysis and internal capabilities were diagnosed using PEST Analysis and SPRO Analysis, and improvement strategies were derived through SWOT analysis.
