  • The purpose of this study is to trigger a discussion on the educational gap between regions in school library resources. To this end, differences and correlations between other resources invested in the school library and output results were analyzed according to manpower allocation. There was a positive correlation between the number of books, the budget, the number of seats, the number of borrowed materials, and the number of students. It was analyzed that manpower allocation had a negative correlation with the number of subjects in which the ratio of students, the lowest grade in the achievement evaluation, was more than 1/2. As a result of examining the staffing according to the 「School Library Promotion Act」 by regional characteristics, it was found that the allocation rate was statistically significantly higher in the order of metropolitan area, and provincial unit. Depending on the regional characteristics, there were differences in net asset per household as well as differences in school library manpower assignment rates. In contrast, the large cities with relatively affluent school library manpower assignment rates were found to be higher. Therefore, based on the survey contents of this study, it was emphasized that the manpower stipulated in the 「School Library Promotion Act」 should be deployed as soon as possible even in relatively poor areas to bridge the educational gap between regions.

  • As a part of the status report of all the libraries of Gyeong Buk Province, the libraries of the higher educational institutions in the province were first examined in this study. The following methods were employed for this investigation: 1) questionnaires were sent to the libraries to gather necessary data and 2) the library standards as set by the government were applied for the analysis of the data and other related statistical studies and reports were consulted. Eighteen libraries in the 22 higher educational institutions in the province were examined as of August 1974. For the convenience of the study, the 18 libraries were classified into the following four categories: four-year college library, two-year normal school library, two-year junior college library, and three-year nursing school library. Paul Buck contends that the library is the center of academic life and that the quality higher education is not possible without a quality library. This is so because all the research activities have to be supported by good library facilities. Moreover it is difficult to justify the raison d'etre of an academic community if there is no active research activities in it. If the proposition is accepted that the library plays one of the most important roles in research and that research is one of the most important aspects of an academic community, it cannot be helped but observe that the role the libraries in the province play today is irregular and is far from the educational ideals the higher educational institutions envisage. The present study revealed that there was not a single library in the province which could truly support the research and classroom activities of the higher educational institutions. The college and the normal school libraries, nonetheless, had some facilities to be analyzed. The nursing school and the junior college libraries unfortunately had virtually nothing. It is hoped on the basis of the present study that the libraries should reorganize themselves and look for new directions for active support of research activities.

  • At present, Korean universities and colleges are confronted with a strong challenge, within and without, demanding a drastic change or innovation of university education. Discussion on the propulsion of the School Program is now under way as one of the means to reform the university education With such a background in mind, we have considered what should be the desirable course of Library and Information Science in Korea. We have considered the characteristic features and roles of library and information professionals to cope with the now approaching information society and the changing conditons of educational environment We have collected the pros and cons among professors of tile School Program, and investigated the curricula of the three universities which are at present practicing the School Program. Of the 139 professors to whom we have sent the questionnaries, $92(66\%)$ responded, of which the pros were 42 and the cons were 45. The model plan for the School Program is 'departmental school program' $(44\%)$, which purports to adopt 'departmental school program', with the curricula and material resources being utilized in common, or to adopt joint-appointment system with the common utilization of teaching materials and the introduction of a limited dual major system. The argument against introduction the School Program was that because of the peculiar nature of the discipline itself, Library and Information Science can not be merged with any other discipline.

But unfortunately our school libraries have only books for the students and faculties at this time. But hereafter school library should house the various kinds of audiovisual media as well as printed media for the promotion of scholarstic achivemint. With a view to promoting the teaching method, and at the same time improving the scholarstic achivement of the students, instructional media were used in the class. To verify the efficiency of the instructional media, transparencies were used in the social science class of the 1st grade in the middle school and the natural science class of the 1st grade in the high school. In consequence, the academic achievement of the experimental class in which instructional media were used is superior to that of controlled class in which the textbook was only used. In < Social Science I >, the mean difference between the experimental class and the controlled class is 4.199 marks. And the difference, 0.032 is verified as a significant value in concordance to the t-test. In < Natural Science I >, the mean difference of the experimental class over the controlled class is 6.333. And the difference, 0.034 is verified as a significant value in concordance to the t-test. As shown in the above experimental research, using various kinds of the instructional media is more efficient than using textbook only. As a result of the questionaire on using the instructional media, most of the students desire to use of them continually because the use of the instructional media induce the interest, promote the comprehension, and entice the development of better memories.

  • In this research the current situations of libraries of 119 rural elementary schools are examined. These schools are the applicants for the 'Campaign for Libraries for Rural Schools' sponsored by Chosun Ilbo in 2009. Through the content analysis of their applications, the factors of facilities, collection, and environment are described. One the surface, most of these applicants look fine with the current size of collection and annual additions. They, however, commonly document the extremely poor conditions of facilities, unbalanced and low quality of books, lack of financial support, and cultural isolation. Even though they are not the typical rural school libraries, it seems urgent to improve their inferior conditions that any library statistics never shows in numbers. In this research, it is considered significant to make local governments and offices of education change their attitude toward rural school libraries and increase their financial support to them. The suggestions are as follows: First, let them know that school library policies concern the voters in communities; Second, use the visibility of various authoritative library assessments and awards; Third, strengthen the qualitative aspect of library evaluations.
