한국 공공분야 '기록보유(Recordkeeping)'체제 전망 -'기록물분류기준표'의 제도적 의의와 특성 - (The Prospect of 'Recordkeeping Regime' in the Public Sector of Korea : Examination on the characteristics of the Tables of Transactions for Records Scheduling by PRA Act)

  • In this paper, I examined specific characteristics of the Tables of Transactions for Records Scheduling(TRS) (記錄物分類基準表 ; Kirokmul-Bulyukijun - Pyo) system by Public Records and Archives Act(PRA Act, No. 5709, 1999). All staffs and employees in governmental agencies of Korea must register, classify and dispose of their official records according to TRS by the Presidential Regulation for the application of PRA Act(No. 17050, 2000). Namely, the criteria of TRS is applicable to all stages of records lifecycle from creation to disposition(transfer to Archives or legal destruction). In the theoretical and methodological area, therefore, it is absolutely important that records managers and archival professionals in Korea make analysis on functions and characteristics of TRS by PRA Act. In the first, my examination take notice of possibility of 'adequate and proper documentation' about activity of the executive organization in TRS system. Other attention is that records management according to TRS means managing of records not only as physical entities but as logical entities which imply content and context of creation and use. In other hand, I wish to account for reasonable separation consideration for continuing utility of archives from current use of records throughout agencies duration Another theme of discussion in this paper is the theoretical framework which give account of TRS's characters. In conclusion, accountability for characteristics of TRS system could have been found in counterproposal view including the concept of Records continuum and the notion of Recordkeeping regime in Australia based on rethinking about Records lifecycle model. In the extent of practical area, more or less, it is imbalanced method that compare TRS by PRA Act to Recordkeeping regime based on Records continuum. Nevertheless, the concept and notion is suitable framework that give account of the prospect of recordkeeping system under PRA Act.as well as the meaningful characteristic of TRS.

Foundation Fieldbus에서 주기적 데이터 스케듈링 기법 및 실험적 평가 (A Scheduling Method of Periodic Data in the Foundation Filedbus and Experimental Evaluation)

  • This paper experimentally validates the efficacy of scheduling method that satisfies the performance requirement of periodic data in the Foundation Fieldbus. The scheduling method allocates periodic data traffic to a bandwidth-limited fieldbus medium. The scheduling method generates schedule list that records schedule starting time and schedule period of each periodic data. This study developed an experimental model of a Foundation Fieldbus network system. Using the experimental model, this study showed that the scheduling method can be easily implemented in a practical Foundation Fieldbus network system. The results obtained from the experimental evaluation showed that the scheduling method restricts the delay of periodic data to a pre-specified bound.

전자기록 환경에서의 평가에 관한 연구 (A Study on Appraisal in Electronic Records Environment)

  • Appraisal is a basic archival function that analyzes values of records and determines the eventual disposal of records based upon their archival values. In electronic records environment, however, appraisal is different from traditional appraisal system that mainly is based on paper records. Since electronic records don't have physical entity and strongly depend on computer technologies, archivists fall into various dilemma in appraisal of electronic records. Moreover, because creation environment of electronic records is remarkably complex and diversified, appraisal of electronic records cannot be done until the later stages of the life cycle of the records. In Korea, appraisal system is founded on the Tables of Transaction for Records Scheduling through which disposal activities of all records are definite in a concrete form. However, there are little institutional infrastructures associated with appraisal of electronic records. Therefore this paper will intend to analyze characteristic features about appraisal of electronic records as a preliminary study for establishing appraisal system of electronic records in Korea. For this purpose, I have firstly compared creation environment of electronic records with traditional creation environment mainly based on paper records, and analyzed differences between appraisal of electronic records and traditional appraisal system based on paper records in view of recordness of electronic record. then I have examined functional appraisal that focuses on functions and activities in which the records are created and used, and discussed about main issues in relation to establishing appraisal system of electronic records.

조선총독부의 기록관리제도 (Records Management Systems of the Colonial Chosun Government General)

  • The characteristics of the records management systems of the Japanese colonial government can be summarized as follows. First, the Government General adopted a "decentralized retention" of public records. The Government General did not establish its own archives for central preservation of permanent public records. Colonial agencies established its own records office and the records office managed the records its agency created. Secret records and police records were exception. They were retained by the Secretary Office of the General Affairs Division and Police Division of the Chosun Government General respectively. Second, filing systems and retention periods of the public records followed the hierarchic structure of organization. In the headquarter of the government, records were filed by a "bureau-division-activity-file" classification system and a retention period of a file was given automatically by each unit the file belonged. A closed and cut-off file was retained and arranged according to its creating unit, creating year, and retention period. The filing system was easy to use once the filing system was established well, but to make it work effectively changes in activities and organizations should be on a reflected regular basis. It had an advantageous effect that permanent records could be preserved in a unified way throughout the organization. However, it is very critical to determine the permanent records in a professional way. Selection of the permanent records should be done professionally and in a historical perspective. Otherwise, the records retained as permanent records were not the records having an enduring value. And that was not done by the colonial government. Third, classification and scheduling of records were carried out by a creating division, rather than by the Records Office, mostly from the 1920s. Compilation of the records was also done by the creating agency. It implies that the records management lacked the professionalism. In conclusion, the records management system of the Chosun Government General wes nither modern nor user oriented. It managed the records for solely administrative purpose, i.e. effective colonial rule. The legacy of the colonial records system still exists in the public records system in Korean government. One should criticize the lack of will and efforts to modernize the public records system since the establishment of the Korean government while should reflect the historical origins of the records system in Korea.

공공기록물의 평가체제에 대한 이론적 검토 -선별 방식 및 가치 범주를 중심으로- (A Theoretical Examination on Appraisal System of Public Records in Korea : Comparative Study on Archival Selection and Concepts of Values)

  • Appraisal is a basic archival function that analyzes values of records and determines the eventual disposal of records based upon their archival values. In Korea, this appraisal concept introduces in earnest through Public Records and Archives Act(PRA, 공공기관의 기록물관리에관한법률) with which Korean record management systems settle inflexibly. In theoreical and methodological area, therefore, it is necessary to analyze appraisal system in this Act with it in archival science. In PRA Act, appraisal system is founded on the Tables of Transaction for Records Scheduling(TRS, 기록물분류기준표) through which disposal activities of all records are definited in a concrete form. In this system, selection of archival materials which has been recognized as a important function of record center is carried out by record creators and archival institutions; Primary value between semi-currenty and non-currenty are reflected at the same time. In view of values, this appraisal system intends to separate reasonably consideration for continuing utility of achives from current use of records throughout agencies duration. Ultimately, appraisal based upon TRS makes up not separated management course but organic courses reflecting the Continuum of Care. Of course, this appraisal system makes up the deficiency partially. TRS regarded as 'mainboard' of current appraisal system will have to be enacted elaborately. And appraisal strategies of electronic records must set up in detail in PRA Act and TRS. Lastly, arrangement and description concepts immanent in TRS will have to supplement in archival institutions.

기록물분류기준표 특성 및 운영에 관한 연구 (A Study on the Operation and Special Quality of the Records Disposition Schedule)

  • 본 연구는 기록물분류기준표에 대한 개괄적 정리를 통하여 생소하게 느껴질 수 있는 기록물분류기준표에 대한 접근점을 마련하는데 주안을 두었다. 이를 위해서 기록물분류기준표의 의의에서부터 구성요소가 가지는 의미와 원리, 그리고 그 운영에 대해서 살펴보았다. 또한 향후 기록물분류기준표가 기록물관리의 중추적인 역할을 수행해 나가기 위해서 필요한 과제를 제시해보았다. 본 연구를 통하여 기록물분류기준표는 기록물을 제어하고 처리하는 권한을 부여하는 것으로 우리나라 기록물관리체계의 발전과 안정에 밀접한 관련이 있음을 알 수 있었다. 그리고 기록물분류기준표를 통하여 기록물의 역사적 가치평가가 가능해져 기록물을 사료적 관점에서 보존할 수 있게 되었다는 것을 볼 수 있었다. 이외에도 기록물분류기준표는 조직 및 기능에 대한 정보를 보유하고 있어 기록물에 대한 외적 정보를 일차적으로 보존 관리할 수 있다는 점에서 그 중요성을 또한 찾을 수 있었다.

노동 아카이브(Labor Archives) 설립 환경에 관한 연구 (A Study for the establishment environment of the Labor Archives)

  • 1980년대 이후 한국의 '전투적' 노동운동은 노동계급의 존재를 세상에 알렸다. 그러나 한국 현대 노동운동의 역사를 재현하는 것은 간단치 않은 일이다. 그동안 노동계급 주체의 기록이 체계적으로 관리되지 않았기 때문이다. 노동조합의 기록관리 현실은 제대로 된 기록관리 규정이 없는 사실로도 입증된다. 노동조합의 기록관리 관련 규정은 '조선총독부 처무규정'과 마찬가지로 '처무규정'의 이름으로도 존재한다. 노동조합에서 기록은 증빙기록 위주로 구성되어 있다. 기록의 분류 편철 폐기 등은 1970년대 '정부공문서' 규정과 같은 수준에서 이루어지고 있다. 그러한 의미에서 노동조합의 기록관리 규정은 '원시적'이다. 노동조합의 기록 보존기간 책정 기준은 전문성이 결여되어 있다. 영구 기록 선별 기준도 기본적인 문서 또는 이에 준하는 문서라는 규정에 의지하고 있으며, 거의 증빙기록 중심이다. 다분히 자의적이고 추상적이다. 전국노동조합협의회의 잔존기록은 매우 분절적으로 존재한다. 단체교섭 업무를 계획수립, 조사활동, 단체교섭 요구서 작성 의견수렴 활동, 요구안 제출 선전, 교섭, 타결 후 활동 등으로 구분하여 잔존기록을 살펴보았지만, 단위사업장 기록은 일부만 남아 있다. 교육 관련 기록, 대의원대회 기록 또한 마찬가지이다. 업무 과정과 결과 전체를 재현할 수 있는 기록 시리즈는 거의 없다. 이러한 점은 미국 남부 노동 아카이브 컬렉션들과 비교하면 많은 차이가 있음을 알 수 있다. 즉 남부 노동 아카이브 기록들은 지역 노동조합 중앙의 집행 조직과 관계된 지역의 기록은 물론이고, 팸플릿 잡지 사진 개인 기록 구술 기록, 협정서 정관 내규 등의 조직 기록, 총회 의사록 등을 포함하고 있다. 결국 백서 발간 준비 시점에 이르러서야 기록을 수집하는 현상은 현재의 노동조합에서도 여전히 나타날 수 있는 문제이기 때문에 기록을 생산하는 시점부터 기록을 관리해야 한다는 인식이 시급히 노동조합에 확산되어야 할 것이다. 최근 노동운동 기록의 수집과 관리 등을 사업으로 설정한 '노동자역사 한내'가 조직되어 기록의 전산화와 편찬사업 등 활발한 활동을 전개하고 있다. '한내'는 한국 사회에서 노동 아카이브로 전환될 수 있는 일정한 조건을 갖추고 있다. 그러나 단순히 전환의 문제만은 아니다. 노동 아카이브를 설립하는 과정에서 연대와 실천을 통해 노동조합의 기록관리 기반을 만들고 정상화 시켜야 한다. '노동조합 표준 기록관리 규정'의 보급, 보유일정표 재설계, 노동조합의 기록관리 모형 개발 등 기록관리의 기초적인 활동을 사업의 중심으로 삼아야 한다. 또한 기록의 공유를 통한 연대와 소통을 위해 노동 아카이브 허브 기관의 역할도 담당해야 할 것이다. 이러한 것이 가능할 때 노동 아카이브 설립은 현실화 될 수 있을 것이다.

중립파일 기반의 조선소 시뮬레이션 환경에 관한 연구 (An Approach for Construction of Shipyard Simulation Environment based on Neutral File Format)

  • In shipbuilding, the scheduling system is susceptible to sudden changes and thus it turns to be difficult to predict the differences between schedule and production records in advance. A computer-based simulation is commonly utilized to overcome the discrepancies occurred in estimating workloads and resulting processing times. The main drawback of this simulation-based solution is its limited applicability because, in most cases, each shipyard requires specific and customized simulation environment. By standardizing the planning data of the midterm scheduling system, as proposed in this paper, the efficiency of the current simulation model can be enhanced. To present an alternative approach, this paper begins with the analysis of the complex planning data structure of several shipyards and then proceeds to construct a standard data structure based on the neutral format. An interface application is developed for the data transaction and simulation in on-line environment. As a result, a simulation-based production management of shipyards can be achieved by the efficient prediction of planning and scheduling.

Self-Supervised Long-Short Term Memory Network for Solving Complex Job Shop Scheduling Problem

  • The job shop scheduling problem (JSSP) plays a critical role in smart manufacturing, an effective JSSP scheduler could save time cost and increase productivity. Conventional methods are very time-consumption and cannot deal with complicated JSSP instances as it uses one optimal algorithm to solve JSSP. This paper proposes an effective scheduler based on deep learning technology named self-supervised long-short term memory (SS-LSTM) to handle complex JSSP accurately. First, using the optimal method to generate sufficient training samples in small-scale JSSP. SS-LSTM is then applied to extract rich feature representations from generated training samples and decide the next action. In the proposed SS-LSTM, two channels are employed to reflect the full production statues. Specifically, the detailed-level channel records 18 detailed product information while the system-level channel reflects the type of whole system states identified by the k-means algorithm. Moreover, adopting a self-supervised mechanism with LSTM autoencoder to keep high feature extraction capacity simultaneously ensuring the reliable feature representative ability. The authors implemented, trained, and compared the proposed method with the other leading learning-based methods on some complicated JSSP instances. The experimental results have confirmed the effectiveness and priority of the proposed method for solving complex JSSP instances in terms of make-span.

  • PERT/CPM 공정계획(工程計劃) 기법(技法)이 수많은 사업계획기법(事業計劃技法)으로 이용(利用)된지 20년(年)이 경과하였고 자원제약문제(資源制約問題)를 개선(改善)하는 방법(方法)으로도 연장(延長)되었으나 이런 방법(方法)들이 자원(資源)확보소요시간(recource acquistion lead time)과 통합(統合)하는 공정계획기법(工程計劃技法)으로 정립(定立)하지는 못하고 있다. 이 논문(論文)은 이제까지의 CPM기법(技法)이 지니지 못하고 있는 미비점(未備點)에 MRP(자재소요계획(資材所要計劃)-Material Requirements Planning)기법(技法)을 병합함으로서 계획(計劃)을 보완(補完)하고자 함에 기본목적을 둔다.
