The US National Science Foundation's National Ecological Observatory Network (NEON) is a continental-scale program intended to provide open data, samples, and infrastructure to understand changing ecosystems for a period of 30 years. NEON collects co-located measurements of drivers of environmental change and biological responses, using standardized methods at 81 field sites to systematically sample variability and trends to enable inferences at regional to continental scales. Alongside key atmospheric and environmental variables, NEON measures the biodiversity of many taxa, including microbes, plants, and animals, and collects samples from these organisms for long-term archiving and research use. Here we review the composition and use of NEON resources to date as a whole and specific to biodiversity as an exemplar of the potential of national research infrastructure to contribute to globally relevant outcomes. Since NEON initiated full operations in 2019, NEON has produced, on average, 1.4 M records and over 32 TB of data per year across more than 180 data products, with 85 products that include taxonomic or other organismal information relevant to biodiversity science. NEON has also collected and curated more than 503,000 samples and specimens spanning all taxonomic domains of life, with up to 100,000 more to be added annually. Various metrics of use, including web portal visitation, data download and sample use requests, and scientific publications, reveal substantial interest from the global community in NEON. More than 47,000 unique IP addresses from around the world visit NEON's web portals each month, requesting on average 1.8 TB of data, and over 200 researchers have engaged in sample use requests from the NEON Biorepository. Through its many global partnerships, particularly with the Global Biodiversity Information Facility, NEON resources have been used in more than 900 scientific publications to date, with many using biodiversity data and samples. These outcomes demonstrate that the data and samples provided by NEON, situated in a broader network of national research infrastructures, are critical to scientists, conservation practitioners, and policy makers. They enable effective approaches to meeting global targets, such as those captured in the Kunming-Montreal Global Biodiversity Framework.
The United States (US) National Science Foundation's (NSF's) National Ecological Observatory Network (NEON) is a continental-scale observation facility, constructed and operated by Battelle, that collects long-term ecological data to better understand and forecast how US ecosystems are changing. All data and samples are collected using standardized methods at 81 field sites across the US and are freely and openly available through the NEON data portal, application programming interface (API), and the NEON Biorepository. NSF led a decade-long design process with the research community, including numerous workshops to inform the key features of NEON, culminating in a formal final design review with an expert panel in 2009. The NEON construction phase began in 2012 and was completed in May 2019, when the observatory began the full operations phase. Full operations are defined as all 81 NEON sites completely built and fully operational, with data being collected using instrumented and observational methods. The intent of the NSF is for NEON operations to continue over a 30-year period. Each challenge encountered, problem solved, and risk realized on NEON offers up lessons learned for constructing and operating distributed ecological data collection infrastructure and data networks. NEON's construction phase included offices, labs, towers, aquatic instrumentation, terrestrial sampling plots, permits, development and testing of the instrumentation and associated cyberinfrastructure, and the development of community-supported collection plans. Although colocation of some sites with existing research sites and use of mostly "off the shelf" instrumentation was part of the design, successful completion of the construction phase required the development of new technologies and software for collecting and processing the hundreds of samples and 5.6 billion data records a day produced across NEON. Continued operation of NEON involves reexamining the decisions made in the past and using the input of the scientific community to evolve, upgrade, and improve data collection and resiliency at the field sites. Successes to date include improvements in flexibility and resilience for aquatic infrastructure designs, improved engagement with the scientific community that uses NEON data, and enhanced methods to deal with obsolescence of the instrumentation and infrastructure across the observatory.

This study was conducted to investigate the current status and the improvement plans of the ecosystem conservation fund return projects. In 2007, there was a reformation of the ecosystem conservation fund system but the fund return projects were not vitalized up until now. In this study, 35 of ongoing and finished fund return projects were investigated on their types, sites, costs, local governments, and time required to return the fund. Through the on-site survey of 9 finished projects (4 biotope, 2 corridor and 3 natural conservation facility projects), construction and management conditions were investigated. The main findings are as follows: Among the five fund return types, 17 cases were biotope restoration projects, 4 cases were ecological corridor projects, and 1 case was a nature replacement project. In the case of project sites, there were 14 cases near schools and public facilities, 8 cases near rivers or streams, and 2 cases near ponds or wetlands. For the construction costs, there were 19 cases (65% of all the projects) that cost less than 300 million won. In terms of the involvement of the local government, most of the fund return projects were concentrated in Gyeonggi province and Ulsan city, and there were some local governments outside of these regions that did not carry out any return projects at all. Lastly, in the case of fund return time required, 35% of the fund returns were completed within 5 months, but the overall average fund return time was 9.8 months. In respond to the above study results, the improvement plans to encourage fund return projects are as follows: To diversify return types and sites, piloting and modeling projects for the representative types and sites should be preceded. To emerge from customary small-scaled projects, incentives to encourage large-scale and ecological networking projects should be considered. In addition, in order to write up business plans for the fund return projects, long-term investigations of at least 2 seasons from spring to fall are necessary. Finally, for the continuous management and maintenance of the ecological fund return sites, easier way for the citizens to actively participate in the projects should be incorporated.
In this study, it aims to research for unified system of "the surveying and geospatial information management" and new National geoSpatial Information Infrastructure(NSDI) as new paradigm against the strategy of "global geospatial information management". The country's existing NGIS projects and the policies of spatial information were examined in this paper, then it was defined newly by modification of NSDI's data coverage with bottom-up method. The new NSDI strategy is based on large scale digital map which was influenced by the local and global trend such as open data, e-Government, Earth observation, etc. (refer to Fig. 1). It was also suggested with new concept of NSDI model that the public-private sharing data can be added to digital map on equal term with spatial core data. (refer to Fig. 2) It is proposed the institutional model of MOLIT(Ministry of Land, Infrastructure and Transport) as new concept of NSDI which was applied(refer to Fig. 4). The new model is improving localization and reinforcing cooperation system with not only the other departments within the MOLIT but also the other ministries(forestry, environment, agriculture, heritage, etc.) from independent operation system as a part informatization of land, infrastructure and transport. At the new SDI institutional model of the MOLIT, the spatial information is reorganized as common data infrastructure for all applications, Goverment 3.0 can be feasible according to common data related to government agencies and local government's data vertically or horizontally. And then, it can be practical strategy model to integrate and link all the map and the register which are managed by the laws and institutions if this unified system as a common data can include all spatial core data(digital map), such as base map data of NGA(national gespatial agency), land data and facility data of local government.

A coupled T-H-M(Thermo-Hydro-Mechanical) analysis was carried out for KENTEX (KAERI Engineering-scale T-H-M Experiment for Engineered Barrier System), which is a facility for validating the coupled T-H-M behavior in the engineered barrier system of the Korean reference HLW(high-level waste) disposal system. The changes of temperature, water saturation, and stress were estimated based on the coupled T-H-M analysis, and the influence of the types of mechanical constitutive material laws was investigated by using elastic model, poroelastic model, and poroelastic-plastic model. The analysis was done using ABAQUS, which is a commercial finite element code for general purposes. From the analysis, it was observed that the temperature in the bentonite increased sharply for a couple of days after heating the heater and then slowly increased to a constant value. The temperatures at all locations were nearly at a steady state after about 37.5 days. In the steady state, the temperature was maintained at $90^{\circ}C$ at the interface between the heater and the bentonite and at about $70^{\circ}C$ at the interface between the bentonite and the confining cylinder. The variation of the water saturation with time in bentonite was almost same independent of the material laws used in the coupled T-H-M processes. By comparing the saturation change of T-H-M and that of H-M(Hydro-Mechanical) processes using elastic and poroelastic material mod31 respectively, it was found that the degree of saturation near the heater from T-H-M calculation was higher than that from the coupled H-M calculation mainly because of the thermal flux, which seemed to speed up the saturation. The stresses in three cases with different material laws were increased with time. By comparing the stress change in H-M calculation using poroelasetic and poroelasetic-plastic model, it was possible to conclude that the influence of saturation on the stress change is higher than the influence of temperature. It is, therefore, recommended to use a material law, which can model the elastic-plastic behavior of buffer, since the coupled T-H-M processes in buffer is affected by the variation of void ratio, thermal expansion, as well as swelling pressure.

Recently, estuary reserovoirs have been actively constructed in Korea and also in Japan there are a large number of estuary reservoirs constructed. But most of the estuary reservoirs are located at the downstream of a river where geographical condition is best for the construction of an enclosing dam. And an effective utilization of water from the estuary reservoir seems to be difficult even if estuary reservoirs are considered to be the water resources the most available for their watershed. Studies on estuary reservoirs so far have been mainly concentrated on the physical and engineering problems of the dam construction itself. The purpose of the present study is to review the estuary reservoir planning in connection with the water resources development and to study a basis of the planning. First, the levels of water use in Korea and Japan were compared with those of other countries in the world. And then, some representative reservoirs were selected to study the roles of a reservoir and water-using conditions in the watershed. Based on the study, a survey was given on the relation between a dam construction upstream and an estuary reservoir construction downstream of a river. Finally, a comprehensive examination was made of the bases of estuary reservoir planning. (1) The estuary reservoir planning is deeply related to the plan for water use develo- pment in the watershed. After the upstream water resources were fully developed up to the most, water reso- urces development by an estuary reservoir should be started. (2) If an estuary lake has a capacity big enough, it can store flood discharge of the watershed without any loss and become a basic facility that will bring about the maxi- mum use of water from the watershed. (3) Estuary reservoirs store water used in the upstream watershed, so recycling of water use is attained by the reservoir. Water in the estuary lake is difficult to be fresh water in its long run. Therefore, estuary reservoir should be located at a place where polluted water is purified and refused. All the planning should be based on the assumption that water in the estuary lake is not fresh but polluted after a long time. (4) The estuary lake can only supply water to the lower basin directly. But the upstream area is benefited from the estuary lake by exchange of irrigation water sources between the lower and the upper area. So a large-scale exchange plan between new and existing water resources is important. By constructing estuary reservoirs and the exchange of water sources between upper and lower areas, the reasonable maximum use of water from the whole watershed is at- tained. (5) The big problem coming from the water resources development by an enclosing estuary is salt water intrusion into the lake. To maintain the estuary lake salt-free, multi-purpose use of the lake should be avoided. It is necessary to take such fundamental measures as abolition of back flow operation of gate, and the closing of the fish port and the fish ladder. The results mentioned above were found in this study and these results of this study could be used for the adequate planning of estuary reservoirs in connection with the maximum water use of the watershed.

The safety management of the emergency exit, by directly related to the $civil^{\circ}$Øs dead in the fire situation, have limited by which the fire station take the on-side and control-centered way of business processing, it is expect to the effects in which the citizen have to concern and to take part. From 2010 years in the back-ground, it is operated nationally the report and reward system on an illegal behavior of the emergency exit, it is happened to the unfit operating situation in the mission and direction of the system up which the exit paparazzi act with intent to receive the reward payments. The study suggests solution through analyzing the illegal emergency exit operation result of sixteen counties and the Seoul metropolitan from year 2010 to 2011. Firstly, the report destination is adjusted to the multiple use establishments and the large-scale multiple use facilities over the limit level is limited under five times the report events of the same people in the minor endorsement. And the fine incomes should be invested to the disaster prevention acting related with the exit. Secondly, for upgrade of the report accuracy, a reporter is received the possible information for the confirmation of an illegal act, has become to lead the pre-monitoring act which the reporter is can to take the safety education and to guide the information about season and vulnerable business location. Finally, considering the support way about the encounter facility, the fire officer is not happen to occur the repetitive report in the same place, is related to the volunteer service system the report acts, consider as the volunteer service time, and must support them to act as the disaster prevention volunteer.
Korea expects a shortage in storage capacity for spent fuels at reactor sites. Therefore, a need for more metal and/or concrete casks for storage systems is anticipated for either the reactor site or away from the reactor for interim storage. For the purpose of interim storage and transportation, a dual purpose metal cask that can load 21 spent fuel assemblies is being developed by Korea Radioactive Waste Management Corporation (KRMC) in Korea. At first the gamma and neutron flux for the design basis fuel were determined assuming in-core environment (the temperature, pressure, etc. of the moderator, boron, cladding, $UO_2$ pellets) in which the design basis fuel is loaded, as input data. The evaluation simulated burnup up to 45,000 MWD/MTU and decay during ten years of cooling using the SAS2H/OGIGEN-S module of the SCALE5.1 system. The results from the source term evaluation were used as input data for the final shielding evaluation utilizing the MCNP Code, which yielded the effective dose rate. The design of the cask is based on the safety requirements for normal storage conditions under 10 CFR Part 72. A radiation shielding analysis of the metal storage cask optimized for loading 21 design basis fuels was performed for two cases; one for a single cask and the other for a $2{\times}10$ cask array. For the single cask, dose rates at the external surface of the metal cask, 1m and 2m away from the cask surface, were evaluated. For the $2{\times}10$ cask array, dose rates at the center point of the array and at the center of the casks' height were evaluated. The results of the shielding analysis for the single cask show that dose rates were considerably higher at the lower side (from the bottom of the cask to the bottom of the neutron shielding) of the cask, at over 2mSv/hr at the external surface of the cask. However, this is not considered to be a significant issue since additional shielding will be installed at the storage facility. The shielding analysis results for the $2{\times}10$ cask array showed exponential decrease with distance off the sources. The controlled area boundary was calculated to be approximately 280m from the array, with a dose rate of 25mrem/yr. Actual dose rates within the controlled area boundary will be lower than 25mrem/yr, due to the decay of radioactivity of spent fuel in storage.
Disasters that occur most frequently in rural areas are drought, flood, damages from wind and cold weather. Among these, damages from storm and flood and drought are the main disasters and recently, these are occurring on a large scale due to unusual weather conditions. Under such circumstances, projects and researches on disasters in rural areas are under way but they are mostly targeting one area or making approaches focusing on repair facilities, maintenance project of facilities in small streams, and disaster management, so there have not been enough studies on the current status of overall damaged facilities in the rural areas. Against this backdrop, through the analysis of the current status of damaged facilities due to storm and flood in rural areas, this study aims to provide base data for policies needed for disaster recovery planning and maintenance work of rural areas. For the analysis of damaged facilities due to storm and flood in rural areas, using the annual report on disasters issued by Ministry of Public Safety and Security and based on the occurrence rate of estimated damage in each city and district for the past 10 years(2004~2013), 8 areas with the highest number of occurrence and cost of damage were found from each province and target areas were selected. Then, regarding the selected target areas, the General Plan for Reducing Damages from Storm and Flood, which is the report on top-level plan for preventing disasters, was secured and the current status of damaged facilities were analyzed. After organizing the analysis of current status, the tendency of damaged facilities due to storm and flood in rural areas, the items of damaged facilities depending on the types of storm and flood damages, and risk factors were suggested. Based on this result, in order to generalize the results of follow-up researches, it is thought that disaster recovery planning and establishing the system of remodeling items necessary for maintenance work would be possible by analyzing damage investigation items recorded in additional researches on rural areas, researches on natural disasters, and recovery plan instructions and by conducting on-site investigation on the damaged villages from storm and flood in rural areas.
The detention reservoir is a hydraulic structure that constructs a levee on the inland of river and sets up side weir in a section of the levee, and this facility stores a part of the flood volume in case of a flood event over a certain scale. In order to optimize the operation of detention reservoir, it is necessary to review the linkage with existing facilities in the river. In this study, the effect of water level reduction and the flow distribution was analyzed according to the location of the side weir in the detention reservoir considering the run-of-the-river gate. Two radial gates were installed in the experimental channel, and the water level in channel and the overflow of weir were measured by moving the location of the side weir upstream from the gate. As a results of experiment, it was confirmed that the water level reduction is more remarkable as the location of the side weir was closer to the gate, and the effect of flow distribution is not greatly changed. When two or more side weirs were operated, it is confirmed that the sufficient storage space was secured and the water level reduction effect with the location of the side weir is not large. In addition, the water level reduction rate according to the location of the side weir was estimated by empirical formula and it is provided as basic data that can be used in the planning of the detention reservoir.

② 상기 이용제한 규정에 따라 서비스를 이용하는 회원에게 서비스 이용에 대하여 별도 공지 없이 서비스 이용의
일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.
[부 칙]
1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
