국내 해양 구난산업의 현황과 육성방안에 관한 연구 (The Current Status of Domestic Marine Salvage Industry and Measures for its Promotion)

  • 해양사고는 대규모 인명피해와 해양환경 피해를 가져오므로 인명구조와 함께 선박 및 화물에 대한 신속한 구난작업이 중요하다. 우리나라의 경우 국내 구난역량이 미흡하여 대형해양사고 발생 시 구난작업은 대부분 해외 대형구난업체에 의존하고 있다. 본 연구의 목적은 국내 구난산업의 현황과 문제점을 도출하여 민간 구난산업의 육성을 위한 정부의 지원방안을 제시하는 데 있다. 본 연구에서는 국내 구난산업의 현황분석을 위해 산업계 현장조사 및 종사자들과 면담을 실시하였고, 민간 구난산업 육성방안으로 구난산업 지원전담기관의 설치방안과 전담기관에서 수행해야 할 기능을 식별하여 제시하였다. 또한, 구난업의 진흥 및 국가 해양사고 대응역량 강화를 위하여 '구난산업의 육성에 관한 법률안'의 주요 골자를 제시하였다. 법률안 초안 마련을 위해 관련 국내법과 국제협약을 폭넓게 검토하였다. 본 연구의 결과로 제시된 법령 제정방안을 바탕으로 관계부처가 중심이 입법 활동이 추진되어야 하며, 성공적인 입법을 위해서는 관련 학계와 민간업계의 협력이 요구된다. 본 연구가 국내 해양 구난산업의 발전 및 국가의 해양사고 대응역량 향상에 기여할 것으로 기대한다.

좌초 선박의 종강도 안전성 및 부양계산 기술 개발 (Longitudinal Strength Safety and Refloat Calculation of a Grounded Ship)

  • Marine casuality causes not only loss of lives and ships, but also severs damages to marine environment and related economic activities such as fishing industry, sea farming, and tourist industry. Basically, the great effort should be made to prevent the occurrence of maritime accidents by any means. However, once accident has occurred, the salvage works should be done rapidly and properly based on theoretical and technical informations, which could minimize the risk during salvage operation and the overall damage from the maritime accidents. Generally, to calculate accurate hydrostatics of a stranded ship, a large amount of input data is needed. But, an availability and a reliability of input data cannot be guaranteed in most situations, and the adequate time required for preparing all input data is not allowed to perform the timely operations of salvage. In this paper, the development process of simple computer program for salvage operation using limited input data is introduced and its application example is presented. This program was developed to provide technical support for planning salvage operations in the grounding accident.

해양구난 활성화를 위한 법제도적 연구 (A Legal and Institutional Study on the Activation of Marine Salvage)

  • 해양에서 발생하는 사고는 선박, 선원 및 해운기업뿐만 아니라 사회 전반에도 매우 큰 영향을 미치며, 따라서 해양사고가 발생하였을 경우, 이를 신속하고 효율적으로 구난하는 것은 매우 중요하다. 특히, 대규모 해양오염이나 인명사고를 수반하는 해양사고는 매우 심각한 피해를 발생시킬 수 있기 때문에 해양사고를 당한 인명, 선박 및 재산을 효율적이고, 신속하게 구난하는 것은 특히 중요하다. 그러나 국내의 해양구난을 위한 역량은 매우 빈약한 상황이며, 비교적 좋은 장비 등을 갖추고 있는 해양경찰 또는 해군 등 공공부문과는 달리 민간구난업은 매우 열악한 기술적 및 경제적 상황에 처해 있다. 해양구난은 단순히 경제적 측면의 중요성뿐만 아니라 국가 안보적 측면에서의 중요성도 있기 때문에 이를 활성화하는 것은 매우 중요한 문제이다. 이에 본고에서 해양구난을 활성화하기 위한 방안을 법제도적 측면에서 검토하고 관련 개선방안을 제시하고자 한다. 개선안은 민간 및 공공부문을 포함한 전체적 활성화 방안과 민간부문의 활성화 방안을 제시하였다.

  • International Hull Clauses(IHC(2003)) which have replaced the old system, Institute Time Clauses, Hull(ITCH), used more than 100 years in the shipping industry that did not fit the reality of the market and customs was announced in 01/11/2003 and was intended to supplement the existing issues to reflect the terms that had been used. IHC(2003) was composed of systematical and logical phrases to minimize the conflict which happened between the insured and the insurer after the incident. But IHC(2003) is being ignored by both the insured and the insurer in the shipping industry due to the differences in both positions. In addition, the studies about IHC(2003) in local academics are very low and many companies in the shipping industry are using both systems, IHC(2003) and ITCH so the usage of IHC(2003) is not so activated. Thus, this study will examines the main features and the compositions of IHC(2003) and compare IHC(2003) with ITCH(1983) in some provisions in both systems and then derive some similarities from the both systems and finally would suggest the necessity and validity of active use of IHC(2003).

  • The production of Secondary Non-ferrous Metals (SNM) is characterized by low investment, energy consumption and cost, less pollution as well as rather simple technology. In the past years, the SNM industry has seen relevantly rapid progress in China. Especially in the filed of clean hydrometallurgical treatment certain novel technologies for recovery and separation have successfully been elaborated, and a number of medium and small commercial plants established. On the basis of four common metals Cu, Al, Pb, Zn, and Ni, Co, this paper describes the status quo and progress of SNM industry in China, indicating that a lot of work should still be done in salvage of waste metals. It is recommended that measures for collecting and classifying SNM resource should be strengthened and the research on new technologies for scavenging such metals should be supported.

3D printing of multiple container models and their trajectory tests in calm water

  • More and more shipping containers are falling into the sea due to bad weather. Containers lost at sea negatively affect the shipping line, the trader and the consumer, and the environment. The question of locating and recovering dropped containers is a challenging engineering problem. Model-testing of small-scaled container models is proposed as an efficient way to investigate their falling trajectories to salvage them. In this study, we first build a standard 20-ft container model in SOLIDWORKS. Then, a three-dimensional (3D) geometric model in the STL (Standard Tessellation Language) format is exported to a Stratasys F170 Fused Deposition Modeling (FDM) printer. In total, six models were made of acrylonitrile styrene acrylate (ASA) and printed for the purpose of testing. They represent three different loading conditions with different densities and center of gravity (COG). Two samples for each condition were tested. The physical models were dropped into the towing tank of University of New Orleans (UNO). From the experimental tests, it is found that the impact of the initial position after sinking can cause a certain initial rolling velocity, which may have a great impact on the lateral displacement, and subsequently affect the final landing position. This series of model tests not only provide experimental data for the study of the trajectory of box-shape objects but also provide a valuable reference for maritime salvage operations and for the pipeline layout design.

Proteome Analysis of Escherichia coli after High-dose Radiation

  • Since proteomics can be employed to compare changes in the expression levels of many proteins under particular genetic and environmental conditions, using mass spectrometry to establish radiation stimulon, we performed two-dimensional gel electrophoresis and identified E. coli proteins whose expressions are affected by high dose of ionizing radiation. After exposure to 3 kGy, it was found that 6 proteins involved in carbon and energy metabolism were reduced. Although 4 of 7 protein spots showing a significant increase in expression level were neither identified nor classified, uridine phosphorylase (Udp), superoxide dismutase (SodB), and thioredoxin-dependent thiol peroxidase (Bcp) were proven to be up-regulated after irradiation. This suggests that E. coli subjected to high doses of radiation (3 kGy) may operate a defense system that is able to detoxify reactive oxygen species and stimulate the salvage pathway of nucleotide synthesis to replenish damaged DNA.

소형선박 유압클러치 장치의 해양사고 예방 교육 만족도에 관한 조사 (Satisfaction Survey of Training to Prevent Marine Accidents on Hydraulic Clutch in Small Ships)

  • Currently, majority small ship's clutch for power transmission to propeller relies on multi plate hydraulic clutch regardless its size. Most of the small ships do not have a spare equipments of clutch. Furthermore, many ship engineers do not have an ability as well as enough experience to solve this problem related to the hydraulic clutch during the voyage. Therefore, any small problems cause many serious marine accidents. Once the clutch has problem, almost of all ships can not sail by itself anymore and it must be towed by salvage boat, maritime police ships, or fish guidance boat etc. In this case, all the accidents will be categorized as a marine accident and they all need to go through marine accident court inquiries. In this study, an understanding of each crew on hydraulic clutch system has been profoundly measured. Furthermore, the knowledge on an emergency navigation protocol of each crew has been also profoundly checked. Additionally, various surveys on hydraulic clutch classes has been performed and its satisfaction of crews on this topic have been carefully checked based on various feedback from students who took these courses. All of the above data from this study will be used to reduce marine accidents in current marine industry.

안전하고 효율적인 수중작업을 위한 공기잠수의 계획·운용·관리 (Air Diving Operation, Management and Planning for Safe and Effective Underwater Works)

  • Underwater works are indispensable in the coastal and ocean engineering fields, and the reliance on manpower is higher than land works. Divers who work for a long time in a high-pressure underwater environment are always exposed to the risks of diving-related diseases. To prevent them, proper planning, operation, and management of diving by a supervisor with professional diving knowledge are required. This study provides the basic data for supervisors to plan, operate, and manage air diving for safe and efficient work in underwater construction sites. It is well-known that air diving simulations using the varying permeability model (VPM) require a longer decompression time as the water depth and the residence time in water increase. Therefore, it is crucial to have a proper surface interval through repetitive diving rather than single diving to improve the safety of the divers and the efficiency of underwater work. Furthermore, coastal and ocean engineers who manage and supervise underwater construction work must acquire expert knowledge on diving before they can plan, operate, and manage diving.

외상 후 사지 혈관손상의 치료 (Management of Vascular Injuries to the Extremities after Trauma)

  • 배경: 사지의 혈관손상은 적절한 치료를 하지 않을 경우 사지 손실과 사망에 이르게 하는 치명적인 결과를 가져올 수 있다. 근래에 와서 산업과 교통수단이 발달함에 따라 산업재해와 교통사고에 의한 혈관손상이 증가 하고 있다. 혈관손상은 빠른 진단과 치료가 좋은 경과를 가져온다. 대상 및 방법: 1998년 1월부터 2006년 12월까지 둔상과 관통상으로 응급 수술한 43예의 환자를 대상으로 후향적으로 조사 하였다. 결과: 남자 38예, 여자 5예였으며, 평균 나이는 $42.0{\pm}16.8$세(17~77)였다. 혈관손상의 원인으로 교통사고 28예(65%), 산업재해 6예(14%), 유리에 의한 손상 6예(14%), 그리고 칼에 의한 자상 3예(7%)였다. 입원에서 수술시간까지 평균시간은 $319.0{\pm}482.2$분(27~2,400)이었고, 평균 입원기간은 $53.1{\pm}56.0$일(2~265)이었다. 손상부위는 대퇴동맥 16예(37%), 슬와동맥 8예(19%), 상완동맥 8예(19%), 그리고 쇄골하동맥과 액와동맥 7예(16%)였다. 동반손상으로 골절 23예(53%), 근육손상 18예(42%), 신경손상 5예(12%) 그리고 정맥손상 11예(26%)였다. 수술방법으로 20예(46%)에서 단단문합, 16예(36%)에서 조직이식술, 2예(5%)는 패취 혈관성형술, 5예(12%)에서는 결찰술과 혈전제거술을 시행하였다. 절단율과 사망률은 3예(7%), 4예(9%)였다. 결론: 사지 생존을 높이기 위해서는 허혈 시간을 최소하게 하는 것이 중요한 요소이다. 그러므로 빠른 진단과 치료가 절단율과 사망률을 감소 시킬 수 있다.
