The Current Status of Domestic Marine Salvage Industry and Measures for its Promotion (국내 해양 구난산업의 현황과 육성방안에 관한 연구)

  • Since marine accidents cause large-scale damage to human lives and the marine environment, prompt response measures are crucial including salvage operations for ships and cargoes along with lifesaving operations. In Korea, marine salvage operations are mainly dependent on global salvage companies in case of large-scale marine accidents due to lack of national capacity for marine salvage. The purpose of this study was to suggest public measures for the promotion of the private salvage industry by identifying the current situation and problems in the domestic marine salvage industry. As a result of the study, the measures of setting up a dedicated agency to support the domestic salvage industry and the function of the dedicated agency were identified and presented. In addition, the main points of the bill of "Law on the Promotion of the Domestic Salvage Industry" were presented to support and promote the salvage industry. To prepare the draft bill of law, relevant domestic laws and international conventions were examined to define the terms and regulations. Based on the legislation enacted as a result of this study, relevant ministries should focus on the legislative process. Legislation can be pursued by competent ministries in cooperation with the private sector and academia. It is expected that this study will help in the development of the domestic marine salvage industry and enhance the national response capacity for marine accidents in Korea.

Although our country depends on a foreign technique when a large marine accidents occur, insufficiency of facilities and technique.   • It is very important to salvage the vessel and seafarer rapidly and efficiently when maritime accident occurred, as maritime accident has a bad effect on vessel, seafarer and shipping industry as well as the whole community itself. Especially, marine salvage in relation to the accident involving huge marine pollution and loss of life will be regarded as a more important process because the accident would result more severe damages. However, domestic marine salvage forces are weaker than other country's, and private marine salvage company has poor technical and commercial base even though the Korea Coast Guard and Navy have relatively more modernized equipments and squad. Thus, it is very important to promote marine salvage operation capacity because it is related with the national security as well as the national economy. In this regard, this study examines the promoting method of marine salvage including its public and private section from the perspectives of law and systemic revision.

When a severe marine accidents occur, our country depends on foreign technique because of the insufficiency of facilities and technique. The damage of accidents expands due to not taking proper actions in early stage. Accordingly, in case of marine accidents, this paper aims to suggest a various scheme of infrastructure, investment of facilities, technical development, improvement of ability and etc. in salvage & oil spills response system in order to quick and effective response to the marine casualties.

  • Marine casualties of dangerous cargo carriers lead to not only the loss of human life and properties, but also marine pollution caused by spilled oil and hazardous cargo. So the prevention of marine casualties and emergence response to minimize pollution are very important problems to be settled. But until now, most of salvage assistance jobs have been done based on rule of thumb without any technical support. It is not easy to cope with the incidents safely and rapidly under the current situation. The purpose of this paper is to develop a systematic and engineering salvage assistance tool available in the casualty sites. This paper contains the construction of salvage system, classification of technical items, and prototype system for the safety assessment. The developed system enable a salvage engineer in his/her salvaging jobs to perform safely and promptly.

  • This paper reviewed the general definition and role of salvage duty, and performed competency analysis based on the present state of ROK Navy's and Korean civilian's salvage operation. Also, to enhance the national salvage ability, the salvage system of advanced maritime nations such as America, Great Britain were studied. Putting these information together, it is concluded that for the expansion and development of Korean salvage system, the nationally combined salvage assets must be utilized for civilian salvage operations and internationally recognized diving certification system should be introduced and joint organization of civilian-government-Navy should be established to enable the execution of such plans.

  • 해양플랜트 구난기술은 상당 부분 선박구난과 동일하여 수중절단, 인양, 계류, 기름의 이송 및 예인 등은 공통적으로 적용이 가능하다. 그러나 구조물이 복잡하고 대형이며, 심해 설치 등의 특성이 있으므로 해양플랜트 구난작업에는 유형별 구조에 대한 정확한 이해가 필요하다. 해양플랜트 설치, 이송 및 해체 분야에 대한 기술은 구난 분야에도 적용이 가능하므로 해양플랜트 특성에 적합한 구난기술 개발 방향을 제안하였다.

  • There has been increasing the possibility of occurring the marine accident and become bigger the extent of damage with the growing number and high speed of ships. Also, there were tremendous loss of lives and properties in accidents of Hebei spirit in 2007 and Cheon Ahan war ship in 2010 with the insufficient salvage response and the lack of emergency response systems. When a ship has suffered an incident, the best way of preventing damage or pollution from its progressive deterioration would be to providing a place of refuge and to repair the damage rapidly. Therefore, it was examined the recent collision accident broken out near the Nam-Hae, and then suggested that it was necessary to be improved of the domestic salvage systems. It requires the procedures of providing a place of refuge, and the towing support system which make the damaged ship moved to the safe area, and joining of the ISU.

  • For towing the new type armored vehicle and maintaining the close support, the armored recovery vehicle(ARV) with winch and crane has been developed. In case of crane, it is mainly used to salvage heavy objects by rotational and vertical motion. Especially, the crane bracket is very important parts due to fixing the ARV's body and rotary joint and preventing the force rotation of crane. Therefore, the crane bracket needs to have an enough strength to endure the high load and it is very important to analyze the stress distribution under loads. In the present work, the experimental and analytical investigation on structural integrity evaluation of crane bracket were carried out. The simulation of three-dimensional finite element method(FEM) was compared with experimental datum. From the numerical results, the FEM simulations corresponded well with th experimental results and the structural safety was confirmed by safety factor.

Estimation of Extreme Tide for Risk Analysis of Marine Salvage in the Namhae (southern sea of Korea) (한국 남해의 구난환경 위험성 분석을 위한 극치 조석 산정)

  • In marine salvage, extreme tide heights and tidal currents are necessary to anchor an accidental ship. In order to meet this requirement, a simple scheme was developed which yields the spatial informations on the extreme tide from the distribution of approximate highest astronomical tide heights using a relationship between extreme and highest astronomical tides at the standard port. This method is the inference method based on horizontally homogeneity of tide. This scheme was applied to estimate extreme tide heights and tidal currents in the Namhae (southern sea of Korea). The highest astronomical tide heights are computed by amplitude of four major constituents (M2, S2, K1, O1 tide). The estimated extreme tide heights are ranged from 70 to 260 cm for return period 50 years and from 80 to 270cm for return period 100 years, respectively. For return period 100 years, extreme tidal currents show value of 1.55 times as strong as those of normal state.
