영유아보육법의 간호학적 고찰 (Nursing Consideration of the Infant Care Act and Suggestion on Its Enforcement Decree and Regulations)

  • Purpose: This descriptive study was conducted to illuminate, from the nursing point of view, the infant care act, which was revised recently and to suggest a desirable direction of its enforcement decree and regulations. Method: This study was carried out through literature review and a collection of child care experts' opinions. Result: The most remarkable changes in infant care act and the suggestions for a desirable direction of its enforcement decree and regulations are as follows: It can be said that the law on 'health', 'nutrition' and 'safety' for a child care center was improved to the level of act from the level of enforcement regulation. In the enforcement regulation on the distribution of nurses in child care centers, it is desirable that nurse's aids are excluded. It is recommended that every child care center should have a nurse or a health care manager and/or an emergency caretaker. In the curriculum for child care, the subjects on child health care should be an essential subject, not elective. Conclusion: Child care act should be reformed under the discipline of first priority to child health. Every nurse and nursing professor should have interest and earnestness in child care and conduct related studies.

노인요양시설의 환자안전문화 인식에 관한 귀납적 내용분석 (Content Analysis of Patient Safety Culture in Nursing Homes)

  • Purpose: The purpose of this study was to identify experiences of incidents and to explore the perceptions of Patient Safety Culture between two groups using nursing homes in Korea; employees and patients and their families. Methods: In 2010 in-depth interviews were used to collect data from 56 participants (38 employees, and 18 patients and family members). The data were analyzed using inductive content analysis. Results: The analysis scheme resulting from employees' data consisted of 7 categories and 22 subcategories, after 216 significant statements were analyzed and categorized. The 7 categories were education and training (24.5%), working attitude (23.6%), organizational system (19.0%), job satisfaction (18.5%), institutional environment (6.5%), manager leadership (4.2%), and work climate (4.7%). The analysis scheme resulting from patient and family data consisted of 6 categories and 7 subcategories after 24 significant statements were analyzed and categorized. Education and training among categories of employees were excluded. Conclusion: These findings indicate that an evaluation tool for patient safety culture should be developed for nursing homes in Korea.

철도기관사들의 개인적 특성과 인적오류사고 발생에 대한 비교 분석 (A Study on Analysis between Accidents Caused by Human Errors and Personal Characteristics of Railway Drivers)

  • To verify the effect of driver's personal characteristics of driver on the accident frequency through railway accidents caused by human errors and the relationship with aptitude test. To prove the relevance between the driver's personal characteristics and human error accidents. Accident data from 2010 to 2011 was analyzed which collected from a train crew department in K national corporation, and 31 drivers gave an personal interview from Sep. 2011 to Nov. 2011 who had controlled a train alone and caused an accident. Compared between driver's personal characteristics and accident rate, and accident induction possibility surveyed from normal person and disqualified in aptitude tests. Accidents was occurred with the age 40s (27%) and 50s (25%), and with the experience between 15 years and 20 years (38%) and over 20 years (30%). Because more aged, more experienced, it can be seen in the correlation between driver's age and accidents induction caused by human errors like illusion. First of all it must be checked whether working conditions and environmental factors are human error-prone. Most accidents occur when received civil complaints or manager at the riding. Therefore accidents can be prevented when investigated through subsequent surveys how often human error happens, even though no accident, and safety device installed based on the error frequency.

거주성 관점의 미국 이재민 임시대피시설 공간계획 관련 지침분석 (Analysis of the Space Planning Guidance about the Temporary Shelter Emphasizing Habitability for Disaster Victims in U.S.)

  • The purpose of this study was to analyze the information about the disaster temporary shelter space planning guidance described in the U.S. shelter guidelines in terms of the habitability for disaster victims and to address the implications and potential impacts of its findings for the improvement of the shelter design standards and guidelines in Korea. The researchers reviewed four federal and non-governmental organization shelter field and design guidelines and attributes regarding the shelter space planning were classified in accordance with four habitability categories: Safety, Health, Convenience, and Comfort. Three major findings emerged from this study: 1)A total of 72 items about the shelter space planning were extracted from guidelines, and the majority of items are concerned with dormitory areas and sanitary spaces. Other items were about accessibility, children respite care area, signage, health service areas, food preparation and serving areas, parking and drop-off areas, registration and waiting areas, shelter manager and staff areas, lounge and storage areas, and household pets area. 2)Most of these items are strongly related to the convenience category(66.7%), followed by comfort(40.3%), safety(30.6%), and health(25.0%). 3)The habitability of the disaster temporary shelter can be established with considerations on the needs of disaster victims and vulnerable people, minimum occupancy space per person, separate sanitary spaces for the privacy, safe and convenient access routes to the shelter, and the provision of children areas for safety and comfort. The study findings will contribute to the development of the disaster shelter guidelines in Korea by suggesting shelter space planning indicators related to the habitability for the governmental and non-governmental organizations' immediate and systematic responses to the disaster.

Is Work Group Social Capital Associated With Sickness Absence? A Study of Workplace Registered Sickness Absence at the Work Group Level

  • Background: The concept of social capital has its focus on cooperative relations in the workplace. This study investigates the association between social capital and sickness absence among workers in 41 work groups in the Danish dairy industry and examines the possible effects of an intervention on social capital in the workplace on sickness absence. Methods: A sample of 791 dairy workers working in 41 work groups that participated in an intervention study on social capital filled in a questionnaire on four subtypes of social capital, and social capital scores from individual participants were aggregated to the level of work groups. Sickness absence was measured at the level of work groups in company registers as the two-year average percentage of working time lost to sickness absence. Group-level associations between social capital and sickness absence were analyzed using multilevel linear regression analysis. Analyses were adjusted for age, gender, group size, and random effects at the workplace level. Results: We found statistically significant associations between social capital within work groups, social capital in relation to the immediate manager, and social capital toward the workplace as a whole on the one side and sickness absence on the other side. We found no support for any effects of the intervention on sickness absence. Conclusion: The work group level of social capital is associated with the work group level of sickness absence. However, the intervention to enhance group-level social capital had no effect on reducing sickness absence in the intervention group.

한국 표준직업분류에 따른 근로자의 구강기능문제 (A Study on Workers' Oral Function Problem According to Korean Standard Classification of Occupations)

  • 본 연구는 한국 표준직업분류에 따른 근로자의 구강기능문제를 파악하고 근로자들이 집단구강건강관리사업의 혜택을 받을 수 있도록 산업안전보건법의 개정을 촉구하기 위한 근거자료로 제공하고자 시행하였다. 국민건강영양조사 제7기 원시자료(1차,2차)를 이용하여 만 19세 이상 한국 표준직업분류에 따른 근로자를 대상으로 씹기문제와 말하기문제를 조사한 결과 한국 표준직업분류에 따른 근로자의 유형과 씹기문제, 말하기문제의 연관성이 확인되었다(p<0.05). 이에 근로자의 구강건강을 향상시키기 위해서는 집단구강건강관리사업이 실행되어야 하며 집단구강건강관리사업의 주최가 될 전문성을 갖춘 전문보건의료관리자를 채용할 수 있도록 산업안전보건법이 개정되어야 할 것이다.

우리나라 종합병원 사업장의 근로자 건강관리 현황 분석 (Worker's Health Management and Health Promotion of General Hospitals in Korea)

  • Purpose: This study was conducted to understand the situation of general hospital worker's health management and health promotion. Methods: To investigate the current situation of health management in the hospital, structured questionnaires were sent to 122 occupational health providers by post. About 79% hospitals returned questionnaires. The data were analyzed using descriptive analysis, ${\chi}^2$-test by SPSS 12.0 program. Results: A quarter hospitals responded set up separated health care office for workers, 87.5% provided health educations, and 56.5% operated health promotion projects. In the contents of health promotion program embraced both health behavior practice and disease prevention, musculoskeletal disease control, infection control, smoking cessation, and exercise program were most commonly provided to the workers in order. Occupational health care provider chose the item such as budget limitation, manager's apathy, lack of employee's participation, cooperation provider, and so on as the reason of difficulty to run health promotion program in the hospital setting. Conclusion: Hospital managers need to construct infra to manage and promote worker's health. For example, establishing Industrial safety and health committee in hospital and arranging nurses who being fully responsible to worker's health. And occupational health care provider should advertise health promotion projects both managers and workers actively.

재해방지를 위한 생활변화단위 모형의 비교 분석 (The Comparative Analysis of Life Change Unit Models for Accident Prevention)

  • The oriental life change unit(LCU) models differ from the western LCU model in human behavior, life style, ideas, culture, and psychology factors. Especially, the cause and effect models by behavior scientific approach method have provided the accident proneness concept through the LCU factors. Therefore this paper describes the analytical results of the oriental LCU model and western LCU model. Especially, the death of parents and death of close friend in Korean LCU model feel more acute stress than the western factors. In the case of Korean LCU models between the unmarried and married workers living in the middle area of Korea, death of parents, change in family member's health, change to different line of work, and change in work hours and condition are significant at the significance level of 5%. The priority of life change factors in these models is approved in the order of death of parents, death of spouse, death of close family member, and death of close friend. Finally, the result of this paper can be easily used in order to minimize the industrial accidents by the job stress with the worker and safety manager in real fields.

중.소규모 건설현장 안전점검 모질 연구 (A Study on Safety Inspection Model for Small Scale Construction Field)

  • Domestic construction industry has considerable level of construction performance and technology thanks to the economic development and as the result of performing diverse oversea construction project. However, construction disasters have been steadily increasing, and do severe disasters at faster pace. Most of such disasters happen at small and small medium-sized construction fields, which contract size is less than 10 billion won. small and medium-sized construction fields are not obliged to designate a safety manager, and have limitations in engaging self-regulating disaster prevention activities due to reduced budget for safety facilities. For the small and medium-sized construction sites with less than 10 billion won, the Ministry of Labor has been carrying out mobile inspections of construction safety. However, the effect so far is insignificant and an improvement plan is required. Therefore, in the present thesis, we derive problems appearing in the current construction safety mobile inspection system, investigate and study systems in foreign countries, and suggest an efficient and effective plan to operate safety technology inspections. First of all, we establish a standard to select sites to be inspected that are high in construction risk and disaster occurrence probability In addition, we suggest a plan to take administrative and judiciary measures based on the total score for disaster factors considering the disaster occurrence probability and the illegal practices. Furthermore, a scheme to maximize the effect of disaster prevention is sought by building an organic cooperative system between the Ministry of Labor, Korea Occupational Safety & Health Agency and other organizations specialized in instruction of construction disaster prevention. Finally, we induce a research conclusion that leads to self-regulating safety management through checking and instructing systematic management on mobile inspections.

공공기관 산재 사고사망 분석 및 공공기관 작업장 안전강화 대책의 인식도 조사에 관한 연구 (A Study on the Analysis of Industrial Accident Deaths in Public Institutions and the Awareness Survey of Safety Enhancement Measures for Public Institutions)

  • Safety is not a service provided selectively by the country, and it is a basic right that human beings should enjoy. However, as the recent expansion of outsourcing due to the efficient corporate management, fatal accidents such as the Taean Power Plant where subcontractors are pinched on conveyors continued to occur. In addition, public safety concerns have been widespread as there are constant safety-related accidents in public institutions such as KTX trains derailing. As public institutions require safety as a top priority for management rather than profit, the government needs a leading role to enhance the level of private safety activities. The government announced the "Measures to strengthen the workplace safety of public institutions" and is promoting measures to protect the lives and safety of the people. The purpose of this study was to in-depth analysis of the accident and death situation in public institutions in the last 5 years from 2014 to 2018. A recognition survey was also conducted and the results were analyzed. As a result of the analysis of industrial accident death, it showed that the number of industrial accident deaths in public institutions was about 50 people per year, and it occupied about 6.1% of all industrial accidents. Following the government's public policy measures, positive changes as a result of the survey on awareness were detected in the order of rising safety awareness and participation of management (56.9%), safety and health organization and personnel composition (37.9%), and increasing safety awareness and participation of members (18.9%). However, the obstacles to the implementation of government measures were followings; 1) consciousness and lack of participation (42.1%), 2) indifference from other departments (35.1%), 3) absence, or lack of competency of safety manager (33.3%). In addition, safety investments and safety management of contractors and ordering works were analyzed to have remained largely unchanged even after the implementation of safety measures. Through this study, it is intended to provide basic data for strengthening the level and activities of safety in public institutions.
