  • Comprehensive assessment of ecological riparian zone is to analyze and evaluate the status of riparian zone ecosystem. The existing problem of the ecosystem can be found through the assessment. The AHP-FUZZY method used in the assessment is based on the hierarchy model of index, grade model of object, and attribution degree of index. Accordingly, the four models have been discussed and presented from the aspect of the stability, landscape, eco-health and eco-safety of riparian zone.

School Zone Automobile Accidents in Republic of Korea: Comparative Law Analysis on Criminal Responsibility of the Driver

  • In 2019, a child died by a school zone traffic accident in Asan, Chungcheongnam-do, the Republic of Korea. Just after the accident, under the name of the "Minsik Law", the Road Traffic Act and the Specific Crime Aggravated Punishment Act were partially revised and went into effect in Korea on March 25, 2020. The new Korean law providing for harsh penalties is designed to reduce automobile accidents in school zones. However, the penalties under the new law seems to be unconstitutionally and unduly harsh. Under the new law, a negligent driver who kills a child at a school zone could be sentenced to indefinite imprisonment, or imprisonment for 3 years or more. The criminal responsibility of a negligent driver at a school zone is the same as serious intentional felonies such as rape, robbery, abandonment resulting in death. Also, even in the case of a school zone accident, if an accident driver complies with the speed limit and other traffic laws and it is impossible to avoid the accident, the driver should not be punished. So, in order to meet the principle of proportionality, the new Korean law should be revised again. In order to find out the appropriate level and punishment method for drivers who cause accidents in school zones, this thesis will compare and analyze the laws of Korea with those of the United States, Germany, and Japan. This paper also reviews the decision of the Constitutional Court of the Republic of Korea in February 2023 that the "Minsik Law" was constitutional. Based on these analyses, this thesis seeks the direction and amendments to properly revise Korean law. In addition, this thesis is intended to present exemplary measures to improve the school zone safety.

A Study on the Discrimination and the Real State of High Calorie Foods with Low Nutrition Values in Children's Snacks sold within Green Food Zone

  • This study surveys the state of 'children's snacks' sold within the Green Food Zone and that of High Calorie Foods with Low Nutrition Value (HCFLNV). The main purposes are the analyses of foods in accordance to KFDA Program for HCFLNV and an analysis of differences in HCFLNV that are dependent on relevant factors such as food types, school types, origins, the scale of manufacturing company, area and price. Based on the analyses, educational and political implications have been sought that will form nutritious dietary habits, contribute to the prevention of obesity, and improve health in child consumers. The methodologies of this study are literature studies and surveys. The results of this study can be summarized as following. First, the number of children's snacks is 517 items of total 645 gathered within 150 Green Food Zones. Candies are the most popular item, next are cookies, chocolates, and breads. Second, in the real state survey there are 186 HCFLNV (36.0%) among children's snacks sold within Green Food Zone. Based on the survey results, the marking of HCFLNV on the package of children's snacks and the extension of the ban of HCFLNV sales to all stores within the Green Food Zone are strongly suggested. This provides preliminary data related to children's snacks and food safety. With enforcement of the Special Act on the Safety Management of Children's Dietary Life, the rate of HCFLNV has decreased and the child snack product environment in stores has improved. However, it is necessary to supervise low-priced snacks and promote an awareness of HCFLNV along with the child consumer education of food safety is needed.

Dynamic analysis of metro vehicle traveling on a high-pier viaduct under crosswind in Chongqing

  • Due to the rugged terrain, metro lines in mountain city across numerous wide rivers and deep valleys, resulting in instability of high-pier bridge and insecurity of metro train under crosswind. Compared with the conditions of no-wind, crosswind triggers severer vibration of the dynamic system; compared with the short-pier viaduct, the high-pier viaduct has worse stability under crosswind. For these reasons, the running safety of the metro vehicle traveling on a high-pier viaduct under crosswind is analyzed to ensure the safe operation in metro lines in mountain cities. In this paper, a dynamic model of the metro vehicle-track-bridge system under crosswind is established, in which crosswind loads model considering the condition of wind zone are built. After that, the evaluation indices and the calculation parameters have been selected, moreover, the basic characteristics of the dynamic system with high-pier under crosswind are analyzed. On this basis, the response varies with vehicle speed and wind speed are calculated, then the corresponding safety zone is determined. The results indicate that, crosswind triggers drastic vibration to the metro vehicle and high-pier viaduct, which in turn causes running instability of the vehicle. The corresponding safety zone for metro vehicle traveling on the high-pier is proposed, and the metro traffic on the high-pier bridge under crosswind should not exceed the corresponding limited vehicle speed to ensure the running safety.

A Study on the Effective Method to Producing Data for The ROKA Live Fire Training Range Safety (한국군 실 사격 훈련간 효율적인 안전지대 데이터 구축 방안 연구)

  • An effective method for produce munitions effectiveness data is to calculate weapon effectiveness indices in the US military's Joint Munitions Effectiveness Manuals (JMEM) and take advantage of the damage evaluation model (GFSM) and weapon Effectiveness Evaluation Model (Matrix Evaluator). However, a study about the Range Safety that can be applied in the live firing exercises is very insufficient in the case of ROK military. The Range Safety program is an element of the US Army Safety Program, and is the program responsible for developing policies and guidance to ensure the safe operation of live-fire ranges. The methodology of Weapon Danger Zone (WDZ) program is based on a combination of weapon modeling/simulation data and actual impact data. Also, each WDZ incorporates a probability distribution function which provides the information necessary to perform a quantitative risk assessment to evaluate the relative risk of an identified profile. A study of method to establish for K-Range Safety data is to develop manuals (pamphlet) will be a standard to ensure the effective and safe fire training at the ROK military education and training and environmental conditions. For example, WDZs are generated with the WDZ tool as part of the RMTK (Range Managers Tool Kit) package. The WDZ tool is a Geographic Information System-based application that is available to operational planners and range safety manager of Army and Marine Corps in both desktop and web-based versions. K-Range Safety Program based on US data is reflected in the Korean terrain by operating environments and training doctrine etc, and the range safety data are made. Thus, verification process on modified variables data is required. K-Range Safety rather than being produced by a single program, is an package safety activities and measures through weapon danger zone tool, SRP (The Sustainable Range Program), manuals, doctrine, terrain, climate, military defence M&S, weapon system development/operational test evaluation and analysis to continuously improving range safety zone. Distribution of this K-range safety pamphlet is available to Army users in electronic media only and is intended for the standing army and army reserve. Also publication and distribution to authorized users for marine corps commands are indicated in the table of allowances for publications. Therefore, this study proposes an efficient K-Range Safety Manual producing to calculate the danger zones that can be applied to the ROK military's live fire training by introducing of US Army weapons danger zone program and Range Safety Manual

Prioritization of Potential Technology for Establishing a Safe Work Zone Environment (안전한 도로 공사구간 환경 구축에 필요한 기술의 우선순위 선정)

  • PURPOSES : This study prioritizes potential technology for establishing a safe work zone environment on roadways. We consider almost all conceivable technologies that enable mitigation of unexpected accidents for both road workers and drivers. METHODS : This study suggests a methodology to set the priority of potential technology for establishing a safe work zone environment by using the analytical hierarchy process (AHP). For this purpose, the AHP structure was first developed. Thereafter, a web-based survey was conducted to collect experts' opinions. Based on the survey results, weights associated with the relevant criteria of the developed structure were estimated. With the consistency index (CI) and consistency ratio (CR), we verified the estimated weights. In addition, a sensitivity analysis was performed to confirm whether the estimated weights were reliable. We finally proposed the priority for potential technology for establishing a safe work zone environment on roadways. RESULTS : In the first level, safety technology has the highest priority, and real-time information delivery for work zone, hazard warning for drivers, and temporal automated operation for traffic facilities were selected in the second level of hierarchy. CONCLUSIONS : The results imply that establishing the priority will be useful to establish a future road map for improving the work environment for road workers and drivers by employing appropriate protection facilities and developing safety systems.

A Study on Stress Properties for Cable Anchorage zone of Cable Stayed Prestressed Concrete Box Girder (케이블로 지지된 프리스트레스트 콘크리트 박스거더 정착부의 응력특성에 관한 연구)

  • Anchorage zone in prestressed concrete cable stayed bridges is very important area due to the more accurate analysis is needed to estimate the behavior. In the study, since the cable anchorage zone in the prestressed concrete cable-stayed bridge is subject to a large amount of concentrated tendon forces, it shows very complicated stress distributions and causes a serious local cracks. Accordingly, It is necessary to investigate the parameters of affecting the stress properties, such as the cable inclination, the position of anchor plate, the modeling method and the three dimensional effect. The tensile stress distribution of anchorage zone is compared to the actual design condition by varing the stiffness of spring element in the local modeling and an appropriate position of anchor plate is determined. These results would be elementary data to the stress state of anchorage zone and more efficient design.

A Study on the Temperature Distribution of Welding Zone in Carbon Steel (탄소강재 용접부의 온도분포에 관한 연구)

  • In this study, the transient temperature distribution of welded zone was analyzed by Finite Element Method for the optimal design of weldment. This study was carried out for the steel plate 8mm thick, 100mm wide, 100mm long that butt weld. The weld was made with a heat input of 2,250 joule/cm(arc current : 180 amperes ; arc voltage :25 volts ; and arc travel steed : 0.28 cm/sec). In the analysis of temperature, cooling in the welded zone by the conduction between materal was almost completed at 600 sec when a unique temperature field was formed. after this, the material was gradually cooled by the heat transfer to the circumference. In the early phase the temperature in base metal zone is little changed. but after the rise in temperature the whole area is cooled gradually.

Effect of initial coating crack on the mechanical performance of surface-coated zircaloy cladding

  • In this paper, the mechanical performance of cracked surface-coated Zircaloy cladding, which has different coating materials, coating thicknesses and initial crack lengths, has been investigated. By analyzing the stress field near the crack tip, the safety zone range of initial crack length has been decided. In order to determine whether the crack can propagate along the radial (r) or axial (z) directions, the energy release rate has been calculated. By comparing the energy release rate with fracture toughness of materials, we can divide the initial crack lengths into three zones: safety zone, discussion zone and danger zone. The results show that Cr is suitable coating material for the cladding with a thin coating while Fe-Cr-Al have a better fracture mechanical performance in the cladding with thick coating. The Si-coated and SiC-coated claddings are suitable for reactors with low power fuel elements. Conclusions in this paper can provide reference and guidance for the cladding design of nuclear fuel elements.
