소규모사업장의 안전보건경영 발전을 위한 모델 연구 (Model Research for Development of Safety & Health Management at Small Business)

  • If we were reviewing safety standards in Korean businesses today we would find that conglomerates have a low rate of workmens accidents largely due to safety supervision being practiced on site. Unlike small businesses which experience more than 50% of the total workmens accidents with many conventional accidents occurring repeatedly. This research is presenting a course that proves safety and health programs are the most effective positive factor to increase a companys prosperity. This model research also presents basic causes of industrial accidents and has made counter proposals by trial modeling.

  • 전력 공급과 전기안전은 전체 시스템과 네트워크에 대한 필수적인 요소이다. 전기안전기술은 u-IT, u-City 기반 기술의 발전과 함께 전력 u-IT 융복합화 제품개발은 제품에 대한 평가와 인증에 관한 연구가 필요하다. 본 논문에서는 전력기기와 u-IT기기의 융복합화 제품을 u-City에 적용시킬 전기안전 통합감시시스템을 개발하기 위해, 전력기기 단말에서 가장 많이 사용되는 아울렛에서 접속불량 검출장치가 내장된 전력 u-IT 융복합화 기기를 만들었다. 또한 전기안전 통합감시시스템에서의 원격 안전점검을 위한 ZigBee, RFID의 센서를 이용하여 통신모듈과 제품의 기능에 대한 성능 평가를 하고, 누전, 고전압, Arc, 화재 검출 센서 진단 시스템에서 성능 실험 및 평가를 하여 적합판정을 받은 제품은 KS, 전기안전제품 인증을 한다.

항행정지명령 제도의 개선방안에 관한 연구 (A Study to Improve the Vessel Navigation Suspension Order System)

  • 세월호 사고 이후 우리나라의 해사안전분야에 해사안전감독관 제도가 도입됨으로써 내항선분야의 안전관리는 한층 강화되었다. 해양사고의 방지를 위해 도입된 해사안전감독관 제도는 정기 및 수시 지도 감독을 통하여 해양사고 방지활동을 하고 있다. 이들은 지도 감독 중에 발견된 여러 결함들에 대해서는 선박시설의 보완이나 대체, 소속 임직원에 대한 교육 및 훈련의 실시, 소속 직원의 근무시간 등 근무환경의 개선, 그 밖에 해사안전관리에 관한 업무의 개선 등의 4가지 분야로 분류하여 시정조치를 요구하는 개선명령의 조치를 취하고 있다. 또한 이들 중 선박의 시설분야는 그 시설의 보완이나 대체가 완료될 때까지 항행정지를 같이 명령할 수 있도록 하여 해양사고 예방에 기여하고 있다. 그러나 선박의 안전운항에 심각한 위협을 주는 결함에 대해서는 비단 시설분야뿐만 아니라 다른 분야에서도 항행정지 명령의 처분을 할 수 있어야 한다. 그럼에도 불구하고 현재의 항행정지명령 제도는 시설분야만으로 제한되어 있어서 해양사고 예방활동을 위한 감독관의 지도 감독에는 한계가 있다. 따라서 감항성 확보를 통한 해양사고 예방을 위하여 선박의 시설분야뿐만 아니라 화물적하운용, 증서 및 문서, 안전관리체제, 비상훈련을 포함한 인적요소, 근로조건 등의 분야까지 확대하여 항행정지 명령이 가능하도록 해사안전감독관의 항행정지 명령 제도의 개선이 필요하다.

Implementation of ISO45001 Considering Strengthened Demands for OHSMS in South Korea: Based on Comparing Surveys Conducted in 2004 and 2018

  • Background: According to the previous studies, the work-related accident rate decreased in Korea after the introduction of occupational health and safety management system (OHSMS), but there were several disasters in Korea such as subway worker's death at Guui station in 2016 and the Taean thermal power plant accident in 2018, which escalated the social demand for safety. In 2018, OHSMS became an international standard, as ISO45001 was announced. Methods: A survey was conducted to research the implementation status of OHSMS and changes in people's perception, and the results were compared with those of a past survey. Results: Enhanced social demand and various stakeholders' (not only buyer) needs, and social responsibility are perceived as the motivation for the introduction of OHSMS rather than legal compliance or customer demand. In the questionnaire about problems with the implementation of OHSMS, the factors with higher response rate in 2018 than 2004 were "excessive cost" and "complicated documentation management." In the questionnaire about how to promote OHSMS in organizations, most people answered "reduction of workers' compensation insurance rate" in 2004, but most people answered "exemption from health and safety supervision" in 2018. Conclusion: For the effective implementation of ISO45001, emphasis is placed on social demand, training to recognize health and safety as a part of management, and the reduction of certification and consulting costs to promote the introduction of OHSMS. Incentives such as insurance premium cuts and exemptions from health and safety supervision are needed.

  • 대한민국 건설업의 사망자 수는 전 사업 사망자의 50%가 넘는 비중을 차지하고 있다. 이는 OECD 국가 중 최상위에 위치하는 수준으로 그동안 정부에서는 이에 대한 다양한 해법을 제시하였으나, 유의미한 효과를 보지 못하였다. 지난 문재인 정부에서는 건설산업에서 가장 큰 권한과 영향을 가진 발주자를 비롯한 처벌의 사각지대에 있던 기업의 최고경영자에게 안전에 관한 책임과 의무를 강화하고자, 중대재해처벌법 입법화를 비롯하여 다양한 법제를 강화하였다. 그러나 반년이 지난 현 시점에서 이러한 처벌성의 강화와 단편적 대책으로 인한 효과를 발휘했는지는 여전히 의문이 생긴다. 본 논문에서는 건설산업의 여러 주체 중 CM/감리의 업역에서 중대사고를 저감에 기여하기 위해 현 제도의 문제점과 향후 개선방안에 대한 입법정책적 방향을 제시하고자 하였다.

  • Recently, fundamental innovation for the improvement of Korean railway industry is proceeding with the vertical separation into infrastructure and operation, and the privatization of railway operation. And also, with the advent of an era of high-speed railway, starting of Korea Train Express (KTX) will give a great change to circumstances of railway industry. It requires that a railway safety regulation policy and accident survey system cope effectively with this restructuring of railway system. Under these great changes, safety must have the first priority, and the function of management and supervision on railway safety will be ten to the governments responsibility; In this paper, according to changes of railway safety management system, foreign states railway accident system and direction of korea railroad accident survey system will be also introduced.

원양어선 안전관리체제 도입에 관한 기초 연구 (A basic study on the introduction of safety management system for the deep-sea fishing vessel in Korea)

  • The analysis on the international safety management code (ISM Code) and case of foreign national safety management for fishing vessel was conducted to serve as a basic data on the introduction of safety management system (SMS) for a deep-sea fishing vessel in Korea. As a result, Maritime New Zealand (MNZ) has managed operations of SMS in the maritime rules according to the Maritime Transport Act since 1994. MNZ underwent a safe ship management (SSM), which includes elements applied to shipping companies, ship and verification of the ISM Code for ships, except ISM Code application since 1998. In 2014 the introduction of the advanced maritime operator safety system (MOSS) superior to the SSM by MNZ was promoted actively switch and enforcement. Meanwhile, the safe operation manual of Japanese fishing vessel includes large part of the contents of the ISM Code, and voluntary implementation to fit the realities of the fishing vessel. The law application of SMS for a deep-sea fishing vessel after the newly establishment of the Ocean Industry Development Act to SMS would be advantageous to the schematic management, supervision, maintenance and application and, in 2016 from the implementation of maritime safety supervisor for a deep-sea fishing vessel that the management and supervision through the fishing vessel will be the efficient operation. The configuration of the safety management system in a deep-sea fishing vessel should be included as an element of ISM Code. The introduction of such a system is gradually applicable, such as nationality overseas vessel case study of the ISM Code, and vessels that are excluded from the application will be implemented as autonomous as Japan. The results are expected to contribute to sustainable development in the ocean industry safety culture spread throughout the ocean industry through the enhancement of safety fishing competency and safety management responsibility of fisher.

건설업 재해예방 전문지도제도의 실효성 연구 (A Study on Effectiveness of Technical Consulting System for Accident Prevention in Construction Work)

  • This study was to suggest the necessity of depth research in order to enhance the effectiveness of technical consulting system. And the purpose of this study was to decrease the construction accidents to some extent, being on the increase day by day as it takes issue properly and suggest a reform measure. As for research method, it executed the collection of public opinions widely and questionnaire with the bibliography, expert of construction safety, the related institutions, academic world, safety association, and director of construction site. Also, it was to suggest the reform measure by the stage, classifying the problems on the system and operation by 4 stages like a stage of delivery of subscription and supervision, a stage of contract with guidance of technology, a stage of executing the guidance work of technology, and a stage of performance of advice.

  • According to the analysis report of construction fall accident, situation not installed safety facilities caused the largest of disaster in temporary structure. Therefore, actionable measures will be needed identifying the installation of safety facilities immediately. In this study proposed plan by the safety facilities to effectively visualize, supervision can be easily for reduce fall accident. This system can be used BIM and augmented reality technology by combining in the field in real-time. Through this study, safety facilities management is improved and expected to prevent a accident.
