  • If we were reviewing safety standards in Korean businesses today we would find that conglomerates have a low rate of workmens accidents largely due to safety supervision being practiced on site. Unlike small businesses which experience more than 50% of the total workmens accidents with many conventional accidents occurring repeatedly. This research is presenting a course that proves safety and health programs are the most effective positive factor to increase a companys prosperity. This model research also presents basic causes of industrial accidents and has made counter proposals by trial modeling.

Using sensor on ZigBee, RFID performance estimation of communication module about function of product for remote safety check of electricity safety integration supervision system. A performance experiment and estimation in electric leakage, high voltage, Arc, fire detection diagnosis system and certification KS, electricity safety about product that get fitness finding.

A Study to Improve the Vessel Navigation Suspension Order System (항행정지명령 제도의 개선방안에 관한 연구)

  • With the introduction of the maritime safety supervisor system in Korea following the passenger vessel Sewol accident, the safety control system for coastal vessels has been reinforced. A maritime safety supervisor performs marine accident prevention activities by offering periodical or occasional guidance and supervision. When a deficiency is found during guidance or supervision sessions, an order for improvement is issued to rectify the problem by such measures as supplementation or replacement of vessel facilities, improvement of work hours and working conditions for employees, educational and training programs for executives and employees, or the improvement of other affairs relating to maritime safety control. However the present order for navigation suspension by a maritime safety supervisor is limited solely to supplementation or replacement. For this reason, orders for navigation suspension against other facilities is impossible, even if a serious deficiency that could lead to a marine accident such as poor cargo loading conditions or unqualified crew is identified. Therefore, the order for vessel navigation suspension to secure seaworthiness should be expanded to include cargo loading/unloading operations, certificates and documentation, maritime safety management systems, and human elements including emergency drills and working conditions, in addition to the supplementation or replacement of vessel facilities that exists.

Implementation of ISO45001 Considering Strengthened Demands for OHSMS in South Korea: Based on Comparing Surveys Conducted in 2004 and 2018

  • Background: According to the previous studies, the work-related accident rate decreased in Korea after the introduction of occupational health and safety management system (OHSMS), but there were several disasters in Korea such as subway worker's death at Guui station in 2016 and the Taean thermal power plant accident in 2018, which escalated the social demand for safety. In 2018, OHSMS became an international standard, as ISO45001 was announced. Methods: A survey was conducted to research the implementation status of OHSMS and changes in people's perception, and the results were compared with those of a past survey. Results: Enhanced social demand and various stakeholders' (not only buyer) needs, and social responsibility are perceived as the motivation for the introduction of OHSMS rather than legal compliance or customer demand. In the questionnaire about problems with the implementation of OHSMS, the factors with higher response rate in 2018 than 2004 were "excessive cost" and "complicated documentation management." In the questionnaire about how to promote OHSMS in organizations, most people answered "reduction of workers' compensation insurance rate" in 2004, but most people answered "exemption from health and safety supervision" in 2018. Conclusion: For the effective implementation of ISO45001, emphasis is placed on social demand, training to recognize health and safety as a part of management, and the reduction of certification and consulting costs to promote the introduction of OHSMS. Incentives such as insurance premium cuts and exemptions from health and safety supervision are needed.

  • The death toll in the Korean construction industry accounts for more than 50% of all business deaths. This is the highest level among OECD countries, and the government has proposed various solutions to this, but has not seen any significant effect. In order to strengthen safety responsibilities and obligations to CEOs of companies in the blind spot of punishment, including those who have the greatest authority and influence in the construction industry, the Moon Jae In government strengthened various laws, including legislation of the Serious Accidents Punishment Act. However, at this point in time, half a year later, it is still questionable whether such punishment has been strengthened and the effectiveness of fragmentary measures has been exerted. This paper attempted to present legislative policy directions for the problems of the current system and future improvement measures to contribute to reducing significant accidents in the CM/supervision industry among the various subjects of the construction industry.

  • Recently, fundamental innovation for the improvement of Korean railway industry is proceeding with the vertical separation into infrastructure and operation, and the privatization of railway operation. And also, with the advent of an era of high-speed railway, starting of Korea Train Express (KTX) will give a great change to circumstances of railway industry. It requires that a railway safety regulation policy and accident survey system cope effectively with this restructuring of railway system. Under these great changes, safety must have the first priority, and the function of management and supervision on railway safety will be ten to the governments responsibility; In this paper, according to changes of railway safety management system, foreign states railway accident system and direction of korea railroad accident survey system will be also introduced.

A basic study on the introduction of safety management system for the deep-sea fishing vessel in Korea (원양어선 안전관리체제 도입에 관한 기초 연구)

  • The analysis on the international safety management code (ISM Code) and case of foreign national safety management for fishing vessel was conducted to serve as a basic data on the introduction of safety management system (SMS) for a deep-sea fishing vessel in Korea. As a result, Maritime New Zealand (MNZ) has managed operations of SMS in the maritime rules according to the Maritime Transport Act since 1994. MNZ underwent a safe ship management (SSM), which includes elements applied to shipping companies, ship and verification of the ISM Code for ships, except ISM Code application since 1998. In 2014 the introduction of the advanced maritime operator safety system (MOSS) superior to the SSM by MNZ was promoted actively switch and enforcement. Meanwhile, the safe operation manual of Japanese fishing vessel includes large part of the contents of the ISM Code, and voluntary implementation to fit the realities of the fishing vessel. The law application of SMS for a deep-sea fishing vessel after the newly establishment of the Ocean Industry Development Act to SMS would be advantageous to the schematic management, supervision, maintenance and application and, in 2016 from the implementation of maritime safety supervisor for a deep-sea fishing vessel that the management and supervision through the fishing vessel will be the efficient operation. The configuration of the safety management system in a deep-sea fishing vessel should be included as an element of ISM Code. The introduction of such a system is gradually applicable, such as nationality overseas vessel case study of the ISM Code, and vessels that are excluded from the application will be implemented as autonomous as Japan. The results are expected to contribute to sustainable development in the ocean industry safety culture spread throughout the ocean industry through the enhancement of safety fishing competency and safety management responsibility of fisher.

  • This study was to suggest the necessity of depth research in order to enhance the effectiveness of technical consulting system. And the purpose of this study was to decrease the construction accidents to some extent, being on the increase day by day as it takes issue properly and suggest a reform measure. As for research method, it executed the collection of public opinions widely and questionnaire with the bibliography, expert of construction safety, the related institutions, academic world, safety association, and director of construction site. Also, it was to suggest the reform measure by the stage, classifying the problems on the system and operation by 4 stages like a stage of delivery of subscription and supervision, a stage of contract with guidance of technology, a stage of executing the guidance work of technology, and a stage of performance of advice.

  • According to the analysis report of construction fall accident, situation not installed safety facilities caused the largest of disaster in temporary structure. Therefore, actionable measures will be needed identifying the installation of safety facilities immediately. In this study proposed plan by the safety facilities to effectively visualize, supervision can be easily for reduce fall accident. This system can be used BIM and augmented reality technology by combining in the field in real-time. Through this study, safety facilities management is improved and expected to prevent a accident.
