  • As the statistical data, the most of electrical shock accidents have been caused by human errors including those of mistake, carelessness, and so on during normal condition. But, there are currently no international standards for the determination of withstand distance to ensure safety of personnel form 22.9 kV electrical power facilities during their normal operation. Therefore, this paper describes the characteristics of flash-over voltage by moisture variation to establish the distance clearances in terms of electrical safety.

  • In this paper, the results of safety activities for Airport Railroad are introduced according to CENELEC standards. The procedures of safety activity were redefined as 6 phases such as Requirement Analysis phase, Design phase, Manufacture phase, Installation phase, Test & Commissioning phase and Operation phase to ensure the coincidence with 14 phases recommended in CENELEC standard. And the safety activities were implemented in the aspect of the overall E&M system level and in the aspect of each system level for 6 sub-systems consisting of that E&M system to ensure the safety for Airport Railroad using the general methodology such as FMECA.

  • In this paper, we proposes a study on the derivation of inspection factors for the periodic inspection of large buses equipped with AEBS and LDWS. we investigate the safety evaluation (NCAP) of domestic and foreign vehicles and safety standards for the two functions currently in operation and analyze the evaluation factors, measurement methods and evaluation scenarios and so on. In addition, the test scenario was derived by analyzing the vehicle safety evaluation data already held, Therefore, we use an real large bus and the inspection elements for the periodic inspection were derived.

첨단자동차의 전자파 내성 실험 환경에 관한 연구: 카메라 센서를 중심으로 (Electromagnetic Immunity Test Environments of Advanced Vehicles with Camera Sensor Systems)

  • Recently, automobile industries have developed ADAS, smart cars, connected cars, automated driving systems, which use a variety of sensor systems - ultrasonics, cameras, lidars and radars - and communication systems. It is necessary to examine the electromagnetic immunity of vehicles equipped with the sensor systems due to the fact that the normal operation of those systems is very important to the safety of the vehicles. The electromagnetic immunity tests are carried out in an electromagnetic semi anechoic chamber, which is cut off from the outside. It is difficult to create test environments in which the camera sensor systems of vehicles work properly in the test chamber. In this study, test jigs were designed and tested and as a result they are shown to be effective to create test environments for electromagnetic immunity tests of vehicles equipped with camera sensors. We also proposed additional safety standards for immunity tests of vehicles with camera systems that currently do not exist.

CANDU형 원전 경년열화 감시시스템(Aging Monitor) 개발 (Development of CANDU Reactor Aging Monitor)

  • As the operating time in nuclear power plants (NPPs) increases, the integrity of nuclear components may be continually degraded due to aging effects of systems, structures and components. Recently, a number of NPPs are being operated beyond their design life to produce more electricity without shutting down. The critical issue in extending a lifetime is to maintain the level of safety during the extended operation period while satisfying the international regulatory standards. Therefore, it is beneficial to build a monitoring system to measure an aging status. In this paper, the Aging Monitor (AM) based on lots of aging database obtained from the operating plants and research results on the aging effects was developed to monitor, manage and evaluate the aging phenomena systematically and effectively in NPPs. The AM for the CANDU is divided into 6 modules: (1) Aging Alarm/Coloring Monitor, (2) Aging Database, (3) Aging Document, (4) Real-time Integrity Monitor, (5) Surveillance and Inspection Management System, and (6) Continued Operation and Periodic Safety Review (PSR) Safety Evaluation. The proposed system is expected to provide the integrity assessment for the major mechanical components of an NPP under concurrent working environments.

  • Anti-islanding scheme of grid-connected inverter is a key function of standards compliance, since unintentional islanding results in safety hazards, reliability, and many other issues. Therefore, many anti-islanding schemes have been researched, however, most of them have problems, which deteriorate performance of islanding detection under parallel-operation. Therefore, this paper proves the reason of problems and proposes a new anti-islanding scheme that has precise islanding detection under parallel-operation in single-phase and three-phase system. Finally, both simulation and experimental result validate the proposed scheme.

비행안전에 영향을 미치는 공역설계기준의 적용에 관한 연구 (A Study on the Applications of Airspace Design Criterions Affecting on the Flight Safety)

  • 공역은 항공기 운항의 기반으로서 항공기 운항의 안전성과 효율성에 커다란 영향을 미친다. 그러므로 공역은 안전성이 확보되도록 설계되어져야 하며. 국제민간항공의 운송에 적합하여야 한다. 따라서 국제민간항공기구에서는 조약 체약국들에게 자국에 활당된 책임공역 내에 항행에 필요한 여러 가지 공역들을 지정하도록 의무화하였으며, 각각의 공역의 설계는 국제적 기준에 따라 자국의 법령과 기준을 정하고 이에 따라 자국에 할당 된 공역 내에서 공역을 설계하도록 권고하고 있다. 그러나 한국에는 공역설계 기준을 구체적으로 명시한 법령 체계나 적용 상에 많은 미비점들을 가지고 있다. 이렇게 공역설계기준의 제정과 적용이 불완전한 상태에서는 공역설계가 비행안전에 영향을 미칠 수 있으며, 기준의 적용이 법률적 문제가 될 수 있는 동시에 항공기 사고 시에 배상책임의 소재에 중요한 영향을 미친다. 본 연구에서는 이론적 연구를 통하여 공역설계기준의 적용에 따른 법적 문제와 국제적 기준의 특성을 고찰하고. 국내 공항의 사례연구를 통하여 공역설계기준의 적용이 비행안전에 미치는 영향을 분석하고 평가하였다 본 연구에서 얻은 결과를 요약하면 다음과 같다. 첫째, 국제민간항공기구의 기준을 적용하여 공역설계기준을 제정하여야 하며 이규정 내에 군 공항의 공역설계는 예외로 함을 명시하여야한다. 둘째, 군 비행장으로서 민간항공기가 이용하는 군 비행장에는 ICAO 기준에 따라 공역을 설계하여 적용하여야 한다. 그러나 ICAO의 기준에 따라 공역을 설계할 수 없어 군 절차를 이용 할 경우에는 해당 절차도면에 설계의 근거를 밝혀야 한다. 셋째, 위의 방안의 시행을 위한 준비기간 동안에는 항공정보간행물이나 민간항공기가 이용하는 군 비행장의 절차도면에 해당절차의 설계기준이 국제민간항공기구의 기준과 다른 절차임을 명시하여야 한다.

화학물질 안전관리 시설기준 합리화 연구 : 방류벽 중심 (A Study of the Rationalization of Handling Facility Safety Management Standard for Hazardous Chemicals : Focusing on Dike)

  • 화학사고의 예방 및 대응을 위한 화학물질관리법이 2015년 전부 개정되었다. 이를 계기로 유해화학물질 취급시설의 설치 및 관리기준도 상당히 강화되었다. 하지만, 일부 기존시설의 경우 시설기준 준수가 어려운 쉽지 않은 경우가 발생하지만 일괄적으로 적용되고 있어 산업계에서는 어려움을 호소하고 있는 실정이다. 본 연구에서는 이러한 최근 2년(2017-2018)간 취급시설 중 민원(1,087건)이 가장 많았던(2017:117건, 2018:83건) 방류벽에 대한 선행연구, Flacs 시뮬레이션, 국내·외 기준, 만족도 조사 등을 통해 보다 합리적인 방안을 마련하고자 하였다. 이에 현재 가동 중인 기존시설에 한하여 방류벽의 설치 목적을 고려하여 화학물질 유·누출을 신속하게 감지할 수 있고 신뢰성을 높이기 위해 감지기를 추가로 설치하거나 상시 모니터링이 가능한 폐쇄회로텔레비전(CCTV)을 추가로 설치·운영하는 경우 추가 대체방안으로 인정하였다. 이는 부지를 확보하기 힘들거나, 공사비용 등 경제적인 문제로 법적인 규제를 이행하지 못하는 영세사업장 또는 중소기업의 안전측면과 비용적인 측면에 도움이 될 것이다.

C-arm CT의 필수 성능평가 기준 마련을 위한 연구 (A Study on Establishment of Essential Performance Evaluation Criteria for C-arm Computed Tomography)

  • In order to overcome the image quality limitations of the conventional C-arm, a flat panel detector (FPD) is used to enhance spatial resolution, detective quantum efficiency, frame rate, and dynamic range. Three-dimensional (3D) visualized information can be obtained from C-arm computed tomography (CT) equipped with an FPD, which can reduce patient discomfort and provide various medical information to health care providers by conducting procedures in the interventional procedure room without moving the patient to the CT scan room. Unlike a conventional C-arm device, a C-arm CT requires different basic safety and essential performance evaluation criteria; therefore, in this study, basic safety and essential performance evaluation criteria to protect patients, medical staff, and radiologists were derived based on International Electrotechnical Commission (IEC) standards, the Ministry of Food and Drug Safety (MFDS) standards in Korea, and the rules on the installation and operation of special medical equipment in Korea. As a result of the study, six basic safety evaluation criteria related to electrical and mechanical radiation safety (leakage current, collision protection, emergency stopping device, overheating, recovery management, and ingress of water or particulate matter into medical electrical (ME) equipment and ME systems: footswitches) and 14 essential performance evaluation criteria (accuracy of tube voltage, accuracy of tube current, accuracy of loading time, accuracy of current time product, reproducibility of radiation output, linearity and consistency in radiography, half layer value in X-ray equipment, focal size and collimator, relationship between X-ray field and image reception area, consistency of light irradiation versus X-ray irradiation, performance of the mechanical device, focal spot to skin distance accuracy, image quality evaluation, and technical characteristic of cone-beam computed tomography) were selected for a total of 20 criteria.

자율청소로봇 성능평가 표준화에 관한 연구 (A Study on Standardization of Performance Evaluation for Autonomous Cleaning Robot)

  • To support the expansion of the autonomous robot market, the establishment of evaluation standards of the robot performance are essential. In this paper, to venture the standardization of the performance evaluation of the autonomous robot, the authors take the autonomous cleaning robot(ACR) as the initial stepping stone. Recently, the ACR has been being developed and marketed actively in many countries including Korea and it believes to be the fore-runner among various types of autonomous robot products. Standards of the performance evaluation for the ACR could be easily modified and applied to other autonomous robots. This paper formulates and suggests a group of standards for the performance evaluation based on a evaluation platform for the ACR. The newly developed performance evaluation platform has been designed to include all the important aspects of living environments in reality. In the platform the performance of the ACR is measured in terms of mobility, cleaning performance, avoidance of obstruction(safety), and operation noise. A few commercially available ACR products are collected and tested in the evaluation platform and compared against the performance evaluation standards formulated.
