  • In the case of a disaster, the damage caused by the disability vulnerability of persons with disabilities is significantly increased, discussing about a problem for the protection of the vulnerable class. However, until now policy, technology and response guidelines for disaster and safety have been focused on the general public. Therefore, it is necessary to develop customized support technology for disaster and safety considering vulnerable characteristics of vulnerable class. Firstly, it is necessary to prepare draft improvement proposal of act and support system related disaster and safety for persons with disabilities and older persons. So, this study was carried out analysis of act, policy and support system on disaster and safety for persons with disabilities and older persons of domestic and overseas in order to draw implication. Furthermore, we established direction for improvement of act and policy on disaster and safety for persons with disabilities based on the analysis, and suggested draft improvement proposal.

  • Welfare centers for disabled person which are typical facilities in Korea are classified into two catagories One is general welfare center for all type of disabled persons and the other is special welfare centers for special disabilities such as visually handicapped persons, hearing-impaired persons and the physically disabled. In this study the movements of disabled persons in daily lifes were measured and many evacuation drills in welfare centers were conducted for the achievement of basic data such as velocities and evacuation patterns of disabled persons The evacuation patterns are characterized by different kinds of disabilities.

  • Mobile scaffold is used as a work platform in construction sites. According to industrial accident data, 10 fatalities occur annually on average due to falling from mobile scaffold in construction sites. To prevent such fatal accidents, safety standards must be improved by analyzing the causes of fatal accidents related to mobile scaffold. Accordingly, we analyzed domestic and international safety standards for mobile scaffold and analyzed the fatalities (117 persons) caused by mobile scaffold accidents in domestic construction sites during 2011-2020 and found that fall, overturn, and collapse accounted for 88% (103 persons), 10.3% (12 persons), and 1.7% (2 persons) of fatalities, respectively. The main causes of fatal accidents were found to be non-installation or insufficient installation of safety rails and outriggers and incorrect sequence of work. Based on the analysis results, we proposed strategies for improving the safety standards, such as the use of advanced guard rails and wheel-attached outriggers, to enhance the safety and field applicability of the mobile scaffold. Technology development and improvements in the safety standards for the use of mobile scaffold will aid in the prevention of fatal accidents caused by mobile scaffold.

  • The purpose of this study is to develop recommendation of sign system and color codes in making the public interior environment more accessible for the visually impaired persons. The appropriate guidelines in designing the sign system and the color codes in the public interior environment can increase the accessibility, the mobility and the safety for the visually impaired persons including the increasing elderly. By selecting the effective sign system much more desirable results can be brought: Improvement of accessibility, mobility, increase of safety, work efficiency and the psychological stability. Sign system and the color is more important for the weak-sighted people than the normal-sighted in way finding and the orientation strategies. 53 visually impaired persons participated for this study, the answers of the questionaires by the weak-sighted persons are focused on in this research. The data, the needs of users is analysed on the basis of users-oriented. The result of this study can be considered as a basic direction of sign system design and color codes in our codes in our public environment for all people especially visually impaired persons.

  • About one hundred twenty thousand ($\pm$twenty thousands) people are wounded and about two thousand persons are dead from industrial accidents in Korea [1], Therefore, Korea is notoriously called as a haven of disaster. This study investigated the safety situation of industries and attitude of safety managers to reduce the occurrence of accidents. The period of investigation was during March through August, 1977. Two hundreds of safety managers were replied, but replies of 183 were used because some of them were inappropriately answered for the questions. Their replies were analyzed by SAS program. As a result, only three persons out of 183 managers were women, 83% of them are married, 25.1% were graduated from university, 15.2% were graduated from two-year college. Full time safety managers were only 8% of them. Safety managers who have experienced injured before their current position were 26.3%. This confirms that company allocated injured persons to a safety department. Korea also needed an educational agency like NIOSH and a punishment agency like OSHA in USA[5]. These agencies can solve a fundamental problem of safety management for small-and-medium size industries. Furthermore, a new safety management bureau for controlling these two agencies will be necessary to reduce accidents in near future.

  • The labor force has moved to services industry. An industrial accidents of service industry is three people on 10 persons in 2013. This research conducted questionnaire surveys of 1:1 directly person interviews with a structured questionnaire intended for 150 service workplaces, in order to improve occupational safety and health in very small service workplace with less than 5 employee. The survey contents is employment type, safety and health management system, safety and health training, activities. In the results, working with non-regular(informal) workers is two people on 10 persons 27.1% and female workers is about five people on 10 persons with 58.1%, and that 67.9% of non-regular workers who are mainly engaged in the production line appeared. And the work-related injury and accident experience was 3.3% and the occupational injury rate was 1.02%, especially occupational injury rate of female workers was 0.88%. Workplace risk assessment carried out in response that it was very low as 10.0% of the total. Also the safety & health education and activities was very low. Thus the safety consciousness and education is urgently required in order to prevent the industrial accidents.

  • The ratio of the mobility handicapped person is about 25.8% of the total population in Korea(MCT, 2006). In order to prepare for the enforcement of the "Transportation Services Improvement Act for the Mobility Handicapped People"(MCT, 2006), various equipments and installations should be developed to ensure appropriate safety level for the mobility handicapped persons in maritime transportation. While approximately 10 million people are using domestic passenger vessels annually, preferences for maritime transport is very low, especially for the mobility handicapped. This study reviewed a current status of the mobility handicapped person in domestic passenger ship and analysed the improvement plan for them. To investigate the current status of domestic passenger vessel usage by the mobility handicapped, to analysis the requirements for amenities necessary for the mobility handicapped and select the ones to be developed based on the investigated results and to do feasibility study of barrier-free ship.

  • This is a brief report oil the characteristics of elderly persons in Korea for product liability and product safety. Recently. the elderly persons rapidly go on increasing in number. So, the considerations of their characteristics in product design become more and more important not only for product safety but for the commercial target. We describe a result from the survey on some of the characteristics such as Stereotypical or common expectations in type, size, motion characteristics, and direction of control operation(i.e., population stereotypes), depth perception, and tracking performance through a structured interview and experiments. This basic study will go on.
