  • This study presents an improved inspection system for slopes adjacent to educational facilities. For this, field investigations for 5 schools and 3 universities were performed to analyze the engineering stability of infrastructures, which ensure the safety of students and educational officers. Educational laws and the relevant enforcement are reviewed to understand the problems of current laws and enforcement. The results reveal that the engineering measures and reinforcement are required for the slopes of 36%. Also, the improvement of social awareness and regular inspection is needed to maintain the educational infrastructures. The suggested inspection system includes the fundamental and detailed checklists and guidance for non-engineering specialists.

In order to improve the facilities, a lot of improvement in student life facilities will be preceded conscious about the sense of safety, than the budget. If schools member have a risk recognition through safety training and ongoing attention of all experience-oriented, the occurrence of accidents is significantly reduced. it is needed continuous attentions and careful efforts to improve school facilities. The results were as follows. First, check for accident prevention and the improvement of the school facilities should be made immediately. Second, we need to redefine the standards facilities for school safety accident prevention. Third, the management program is needed to prevented school accident. Fourth, the Hazard identification and risk assessment training is needed.

  • Even though newly formed schools do struggle to strengthen their security in safety, existed schools have limitations for active response against natural disaster. From analyzing the results of accident cases and states in misfortune and the safety supervision of school facilities, it is said that damages by wind, flood and fire are typical types of disaster accidents. Also, according to the basic law of misfortune and the safety supervision, it emphasizes education, training, and actions that prevent from being a victim of natural disaster. In terms of these finding, establishing disaster safety organization, control system and having students an opportunity to learn how to response against disaster should be critical component in managing disaster safety of school facilities.

  • Recently, the number of facilities and users of zipline which is the most popular among extreme leisure facilities has been increasing year by year. Zipline is a means of transporting durable wire between two timber or stay and moving the trolley connected to the passenger at high speed in the opposite direction. However, due to the nature of the zip line facility, the risk of accidents is always present and safety accidents are frequently occurring. Therefore, this study investigates the current state of safety management and extract the problem in terms of safety management through analyzing the installation state of zipline facilities in the case of accidents and reviewing of similar facility regulations. In order to solve this problem, we will contribute to establishment of comprehensive and systematic countermeasures and establishment of safety improvement system by suggesting measures to improve safety management through analyzing foreign regulations and safety management regulations for zipline and other extreme leisure facilities.

So, This study reviewed policies of facilites safety of long-term care facilities on main OECD countries. We analyzed factual survey of facilites safety of long-term care facilities in Seoul metropolitan area. The results of the study were as follows: First, There were differences of law and rule of facilites safety of long-term care facilities in comparison with those of social welfare facilities, child day-care center, hospital. Second, it was the result of location condition analysis. Long-term care facilities in the Seoul metropolitan area were located on more than six floors of buildings. The location conditions of private facilities are weak compared to those of corporations and local governments. Third, there were the result of internal structure of facilities. Overall, the placement status was insufficient. For instance, there are smokeproof masks/fireproof blankets, smoke windows(fire safety windows), smoke smothering. In addition, there were places where legal essential installation structures were insufficient. Private facilities were generally insufficient in facility structures compared to those of local governments and welfare corporations. Fourth, there were the result of safety management. It was confirmed that private facilities were insufficient compared to local government facilities. For instance, there are safety management analysis, response manuals, fire preparedness training, etc. Finally, implications and future directions policies of facilites safety of long-term care facilities were discussed based on the finding of the study.

  • In spite of regular electrical safety inspection and improvement management of incongruent facilities, over 80 percent of electrical fires were generated in electrical facilities for general use, and the prevention of electrical safety accidents gets more difficult because of incomprehension on electrical safety inspection system, the increasement of non-inspection electrical facilities user, un-installation of residual current protective devices and leaving unsuitable equipments alone. This paper analyzed electrical safety inspection system of electrical facilities for general use and results of safety inspection and electrical fire statistics, and deducted the related problems. Also, improvement method of safety management of electrical facilities for general use was proposed in view of electrical safety inspection system, inspection implementation method, electrical fire statistics establishment, electrical safety consciousness and remote electrical safety inspection system.

  • The purpose of this research was to provide the information of mandatory regulation for Korean sports facilities and the preliminary data for building sport safety management manual through sports facilities abroad and system status. Futhermore, based on the information of sports facilities safety management, this research performed the benchmarking of each country sports facilities safety management system. As a result, in the U.S, Department of Homeland Security(DHS) leads effort to achieve a safe, secure, and resilient homeland. In Germany, law & regulations, sports facilities safety guideline and expert extension have been reviewed. Germany is more realistic and practical than other countries. In Australia, Major Hazard Facilities(MHF) is responsible for eliminating the risk of a major incident. Emergency Management System(EMS) should spontaneously respond when the alarm is raised as early detection and intervention are vital to ensuring that a small incident does not escalate to become a major disaster.

  • As global climate change leaded to extensive natural disaster and radical deterioration of infrastructures, there was increased attentions for the evaluation of infrastructures. After the collapse of Seongsu Bridge in 1994, Korea has enacted the "Special act on safety and maintenance of facilities" and secured the safety of facilities using systematic and periodic safety inspections. However, current facility inspections are mainly performed by the physical defect and structural analysis, and do not properly consider the serviceability of infrastructure such as capacity of facility and user's satisfaction. Thus, the purpose of the study is to develop an evaluation criteria for serviceability of infrastructures and finally leading to the revision of "Special Act on safety and maintenance of facilities in rational manner.
