A Study on the Effect of Organizational Safety and Health Management Activities on Safety and Health Performance : Focusing on the Case of Public Organizations Safety Activity Level Evaluation (조직의 안전보건경영 활동이 안전보건 성과에 미치는 영향 연구 : 공공기관 안전활동 수준평가 사례 중심으로)

  • The purpose of this study is to investigate the effect of organizational safety and health management activities on safety and health performance by using the results of safety activity level evaluation of public organizations. To this end, a research model was established by using three fields as independent variables among the four areas of the safety activity level evaluation index: safety and health system, safety and health activity plan, and safety and health activity level, and the safety and health activity performance field as a dependent variable. Correlation analysis and regression analysis between major variables were performed. As a result of the correlation analysis, the safety and health activity performance had a significant positive (+) correlation with all of the safety and health system, safety and health activity plan, and safety and health activity level. The safety and health system had a significant positive (+) correlation with the safety and health activity plan and safety and health activity level, and the safety and health activity plan had a significant positive (+) correlation with the safety and health activity level. And as a result of the regression analysis, it was found that the organization's safety and health system, safety and health activity plan, and safety and health activity level all had a significant positive (+) effect on safety and health activity performance.

Research about Researcher's Safety Ethnic Level and Improvement Extent of Safety Culture, Based on Organizational Safety Efforts (조직의 안전행동에 따른 연구원의 안전의식 수준 및 안전문화 향상정도에 관한 연구)

  • This study was conducted with the following three study objectives. First, effects of safety awareness level of lab researchers to the improvement of safety culture in the organization Second, effects of organizational safety behaviors to the improvement of safety culture Third, test of mediating effects of organizational safety behaviors in the relationship between safety awareness level and the improvement of safety culture. The results show that organizational safety behavior is an indispensable factor for the improvement level of safety culture. Especially, the factors in safety training activities, safety compliance and management system are mediating variables which affect the safety awareness level and improvement level of safety culture, which shows these variables are very important factors in reducing safety accidents through the improvement of safety culture. Therefore, safety behaviors in the organization should be considered with priority. If the organization leads to improve safety awareness through regular safety training and rewards and punishes according to the test results, safety awareness could be improved. This study was conducted to identify the necessary factors to improve the overall safety culture in the organization and contribute to the diffusion of safety culture by improving the safety training awareness of the researchers.

An Evaluation of Safety and Health Level in Chemical Laboratories

  • In recent days, the accidents have happened at experimental laboratories in universities or institutes. In order to improve safety assurance of workers in laboratories, it is required to carry out systematic study concerned with evaluation of safety and health level. The safety and health inspection checklists were developed and conducted the case study. The case study was carried out laboratory safety inspection with 5 inspectors by the checklists to become aware of safety and health level. From the evaluation results of the inspection, we could be made quantification of laboratory through evaluation of safety and health level in laboratory. It was found that was recognized present states of the laboratory and established a plan for improvements in laboratory safety facilities from the case study. The safety inspection checklists can be used as basic data to establish evaluation criteria of safety and health level.

  • There exists required safety integrity level (SIL) to assure safety in accordance with international standards for every electrical / electronics / control equipment or systems with safety related functions. The SIL is allocated from lowest level (level 0) to highest level (level 4). In order to guarantee certain safety level that is internationally acceptable, application of methodology for SIL allocation and demonstration based on related international standards is required. However, the theoretical and practical study for safety integrity level is barely under way in the domestic railway industry. This research studied not only the global process of SIL allocation to guarantee safety in accordance with international standards for safety related equipment and system, but the quantitative methodology based on international standard and the semi-quantitative methodology as alternative way for SIL allocation. Specifically, the systematic SIL allocation for platform screen door system of railway is studied applying the semi-quantitative methodology in order to save much time and effort compared to quantitative method.

Correlation between the Change in the Level of Safety Culture of Enterprises and the Accident Rate: Case Study of Company P (기업의 안전문화 수준변화와 재해율과의 상관관계: P사 사례연구)

  • Safety has once again emerged as a social issue due to the enforcement of the Serious Disasters Punishment Act and the occurrence of major disasters recently. As such, the safety culture related to unsafe human behavior is drawing attention as various discussions about the importance of safety and accident prevention are currently being undertaken. This study aims to determine whether changes in the level of safety culture in companies affect the accident rate. To this end, we targeted three workplaces in the same company in the domestic manufacturing industry, and 2,790 people were surveyed using DNV's Safety Will(ISRS-C version 4.0) for safety culture level diagnosis. The change in safety culture level and accident rate were compared and analyzed after carrying out safety culture level improvement activities for 5 years. As a result, the level of safety culture increased by 5.8 points, an overall improvement of 9.5%, while the total number of accidents decreased by 20%, from 5 to 4, indicating a general decreasing trend in accident occurrence. Results confirmed that the change in the level of safety culture affects the accident rate, and the improvement in the level of safety culture affects a reduction in accidents. Therefore, this study suggests that efforts to improve the level of safety culture within a company can be associated with accident reduction and accident prevention outcomes.

  • Currently, the government has made a lot of efforts to improve construction productivity but there are few studies which measure between safety perception level and productivity in the South Korean construction industry. Therefore, the objective of this study is to analyze correlation between safety perception level of domestic construction companies and construction productivity. To achieve the objective, first, the concept of safety perception level was defined. Second, the safety perception level and construction productivity were investigated in the case projects. Third, correlation analysis was conducted between safety perception level and productivity. As a result, it was concluded that a high level of safety perception of executive and manager would increase construction productivity. In addition, To improve the safety perception level in the construction company, it is suggested that the provision safety resources for managements and the equal communication system between workers and managements and the development safety education tools considering the worker's experience. In the future, these findings can be utilized to develop future evaluation tools for a safety perception level in domestic construction company.

However, application standard differs from every industry in domestic or international for application on mythology for allocation and demonstration of SIL. Application or assessment is not easy since absence on clear criteria or common definition. This research studied not only fundamental concept of SIL required to guarantee safety in accordance with international standards for safety related equipment and system, but different types of methodologies for SIL allocation. Specifically, SIL allocation for Platform Screen Door system of railway is studied applying methodology of severity of accidents and risk graph among different methodologies for SIL allocation.

An Analysis of Domestic Research Trends in Safety Culture Level Scale (안전문화 수준 척도의 국내 연구동향 분석)

  • With the implementation of the "Critical Disaster Punishment Act" in 2022, the safety and health management system within the organization is being established and awareness of the importance of safety culture is spreading. Measuring the level of safety culture in an organization can grasp the perception and attitude of members about safety. You can also identify the safety-related problems and improvements of the organization. In this study, prior studies on the safety culture level scale were considered, focusing on domestic literature studied from 2001 to 2021. Domestic literature was analyzed by research period, research field, author, core terms, and constituent factors of scale. The implications of the research trend analysis results of the safety culture level scale were derived.

In order to guarantee certain safety level that is internationally acceptable, application of methodology for SIL allocation and demonstration based on related international standards is required. Especially, in case of the SIL allocation method without determining of quantitative tolerable risk, the additional review is needed to check whether it is suitable or not is required. In this study, the quantitative risk reduction model based on the safety integrity allocation results of railway platform screen door system using Risk Graph method has been examined in order to review the suitability of quantitative risk reduction according to allocated safety integrity level.

Effect of Behavior Based Safety Program on Safety Behavior, Safety Climate and its Satisfaction (행동기반안전관리 프로그램이 안전행동, 안전 분위기 및 만족도에 미치는 영향)

  • This study has performed to identify the effect of safety behavior, safety climate and its satisfaction through the Behavior Based Safety Program for 5 sites of the same Company. The study result indicated that the level of recognized safety behavior, climate and its satisfaction improved by conducting observation of worker behavior, jobsite feedback, displaying feedback chart, safety training, behavior modification committee. Additionally, the participation level of safety activity and conformity level of safety rule improved. The recognized level of safety climate improved together with recognized safety value by management, safety participation of direct boss, communication with each other to be dealt with safety matter, safety training material to be contained unsafe behavior and practical hazard, understanding and conducting safety standard. In addition, The recognized level of satisfaction improved together with safety behavior and climate. As a result, this program provided an opportunities to correct worker's unsafe behavior to safe behavior in conjunction with increasing number of observation, providing additional time to have a safety check, safety suggestion to improve work situation and a permit to work rule. It will be integrated into health and safety management system to be able to reduce industrial accident.
