ASP 인증제도 개발 : 어플리케이션 인증 (Development of Certification Program for Application Service Provider : Application Certification)

  • The issue of using information system to ensure competitive power in the market is rising. The outsourcing methods that entrust activities of information system of companies to other expert agencies are increasing as the enterprises make a lot of efforts to put their resources to their heart of business in the process of adopting information system. Recently, ASP (Application Service Provider) as new information technology outsourcing method appears due to development of network technology and spreading of peculating software. ASP defines as a software leasing service which is supplied through networks instead of purchasing application software with high price. For successful implementation of ASP, it is necessary to develop a certification program to ensure safety and reliability of ASP. This paper provides the safe and reliable certification program for ASP. In order to develop it, the critical issues related to service quality and certification of ASP are identified and then evaluation methodology for ASP certification program is proposed. This paper presents application certification as the part of ASP certification program.

안전인증기준 성능화에 대한 기반 연구 (A Basic Study on the Performance Improvement of Safety Certification Standards)

  • 연구목적: 본 논문은 미래 산업발전과 환경변화에 대한 안전인증기준의 합리화를 위하여, 안전인증기준의 성능화에 대한 문제점을 검토하고 개선방향을 제시하는 것을 목적으로 한다. 연구방법: 문헌조사 및 실무자 면담조사를 통해 안전인증 체계에 대한 문제점과 한계점을 정리하고, 안전인증기준의 현황을 설계기준과 성능기준 그리고 세부적인 기준으로 분류하여 현황 분석을 실시한다. 그리고 조사 및 분석한 결과를 종합하여 안전인증기준의 성능화를 위한 개선사항을 제시한다. 연구결과: 조사를 통해 안전인증의 문제점과 한계점은 정부주도의 인증체계운용, 정형화된 인증기준, 인증개선에 장시간이 소요, 인증기준 마련체계의 부실, 업계의견 반영의 부족 등 6가지로 정리 할 수 있었다. 그리고 인증기준을 성능 및 설계기준으로 구분하여 분석한 결과, 기계 및 설비, 방호장치의 경우, 설계기준이 69.7% 및 64.9%로 높게 나타난 반면, 보호구의 경우 성능기준이 61.1%로 높게 나타났다. 설계기준 중심의 안전인증기준을 성능화하기 위해서는 인증기준의 성능화 가능성 판단, 검사시험방법의 규정 가능성 판단 등이 전제되어야 한다. 그리고 성능화를 위해서는 제조물책임법강화, 시장모니터링 등 체계화, 인증시험 업무의 분산, 민간의 인증기준 마련 참여 등의 제도기반 및 인프라 구축이 필요한 것으로 검토 되었다. 결론: 연구를 통해 우리나라 안전인증제도의 문제점과 한계점을 정리하고 성능화 필요성에 대하여 검토 하였다. 안전인증기준의 성능화는 법령정비, 인프라 구축 등 준비 작업이 필요한 사항으로 중장기적인 추진이 필요하다. 또한 전체 안전인증기준의 성능화 보다는 인증대상 품목별로 성능화 요건을 검토하여 추진하고, 세부적인 사항은 추가적인 연구를 통해 구체화해 나가야 한다.

항공소프트웨어 안전과 보안을 위한 통합 감항 인증기준 개발 연구 (A Study on Integrated Airworthiness Certification Criteria for Avionics Software Safety and Security)

  • 항공기 시스템에서 소프트웨어의 사용이 증가 추세에 있어 안전 및 보안 위협에 대한 노출이 점차 증대되고 있다. 소프트웨어 안전에 관한 인증기준은 DO-178C가 발표되었으나, 소프트웨어 보안을 위한 인증기준은 포함되어 있지 않다. 한편 최근 항공기 및 시스템 감항 보안 인증기준으로 DO-326A, DO-356 및 DO-355가 별도로 발표되었다. 그러나 안전과 보안의 인증을 위해 각각의 기준과 절차를 준수함으로써 별도의 비용과 노력이 요구되는 실정이다. 따라서 본 논문에서는 안전과 보안을 위한 각각의 인증기준을 하나로 통합하여 비용, 노력 및 시간 등을 감소시킬 수 있는 효율적인 통합인증 방안을 제시하고자 한다.

  • It is very important to evaluate how the functions of products, facilities, and spaces affect human life. The evaluation of these actions has legal regulations such as certification, inspection, and diagnosis, and the degree of quality, safety, and excellence of the results is announced. This study sought to secure safety through efficient system operation by reviewing safety-related certification systems established and implemented by each government department in Korea and analyzing the characteristics of each system and similarities between systems. There was also an aspect of cross-checking safety through the certification and diagnosis system implemented by each ministry, but it was confirmed that the efficiency of the system should also be considered in terms of overlapping application. Therefore, when securing safety is confirmed based on each safety-related law, active alternatives such as exemption, substitution, delegation, etc. should be presented.

  • The paper provides the approach to apply formal methods to the development and certification criteria of defense safety/security-critical software. RTCA/DO-178B is recognized as a do facto international standard for airworthiness certification but lack of concrete activities and vagueness of verification/certification criteria have been criticized. In the case of MoD Def Stan 00-55, the guidelines based on formal methods are concrete enough and structured for the defense safety-related software. Also Common Criteria Evaluation Assurance Level includes the strict requirements of formal methods for the certification of high-level security software. By analyzing the problems of DO-178B and comparing it with MoD Def Stan 00-55 and Common Criteria, we identity the important issues In safety and security space. And considering the identified issues, we carry out merging of DO-178B and CC EAL7 on the basis of formal methods. Also the actual case studies for formal methods applications are shown with respect to the verification and reuse of software components.

위험기계, 기구의 위험성 평가 및 안전인증 또는 자율안전확인의 적정성 (Risk Assessment of Industrial Machines and Devices and Appropriateness of Their Safety Certification and Self-Declaration of Conformity)

  • Severity and frequency of industrial accidents are typically used to assess the "absolute" risk associated with the industrial machines and devices ("items") which are subject to safety certification or self-declaration of conformity. However, the "relative" risk associated with a particular item can further be assessed based on unit severity and unit frequency where the total number of item in use is taken into account. This study first attempts to estimate the total number of each item in use which was recently selected for safety certification or self-declaration of conformity. The appropriateness of such selection is recapitulated based on the relative risk involved. Analysis results indicate that depending on items, the relative risk is differentiated from the absolute risk. Recent selection of items for safety certification or self-declaration of conformity is then revisited for its validity. The relative risk based on unit severity and unit frequency of industrial accidents, together with the absolute risk, may be used to further categorize items for safety certification or self-declaration of conformity in the future.

산업용 기계 제조자와 사용자 대상 직접규제의 균형과 실효성 분석 (Balance and Effectiveness of Direct Regulations on Manufacturers and Users of Industrial Machines)

  • This study first addresses the ineffectiveness of indirect regulation on industrial machines. Analysis of causes of industrial accidents associated with industrial machines further reveals the fact that technical causes need to be resolved at the manufacturing stage to reduce the frequency and strength of industrial accidents. Balanced safety certification on manufacturers and safety inspection on users of industrial machines are then suggested to effectively resolve such technical causes. The effectiveness of such safety certification and safety inspection can be justified by cost-benefit analysis. Particularly, balance in expected benefits of safety certification and safety inspection is a key issue for validity of such analysis. The accumulated benefit-costs for press brake and portable sawing machine confirm the effectiveness of such safety system.

무인동력비행장치 안전성인증에서 품질시스템 기준 적용 방안 연구 (A Study on the Application of Quality System Standards in the Safety Certification of LUAVs)

  • 국내에서 중형급 무인동력비행장치(25kg < MTOW ≤ 150kg) 신고 건수 및 안전성인증 수요가 급격하게 증가하고 있다. 그리고 무인동력비행장치 안전성인증 불합격 사례도 증가하고 있으며, 제작 품질 문제가 불합격의 주요 원인으로 확인되고 있다. 그러나 무인동력비행장치 안전성인증 제도에서 제작업체에 대한 품질시스템 기준은 부재하다. 따라서 본 논문에서는 무인동력비행장치 제작업체의 품질시스템 점검 기준을 수립하기 위해 국내 안전성인증 업무와 미국재료시험협회(ASTM)의 소형 무인항공시스템(sUAS)의 품질 기준을 분석하였다. 그리고 국내 제작사 실정에 맞는 품질시스템 기준 수립을 위해 중형급 무인동력비행장치 제작업체 현장실사를 통해 제작 품질시스템 특성을 추가 점검항목으로 반영한 제작업체 품질시스템 기준을 제안하였다. 그리고 제안된 품질시스템 기준에 대하여 국내 무인동력장치 제작업체 7개사를 대상으로 설문조사를 수행하였다.

산업재해 원인분석의 신뢰도 제고방안 연구 (Improvement of Reliability in Cause Analysis of Industrial Accidents)

  • Safety certification and inspection of dangerous machines and equipments used in industries are to save lives of workers and properties involved. Cause analysis of industrial accidents is essential to prove the effectiveness of such certification and inspection. This study focuses on suggesting systematic method for cause analysis of industrial accidents associated with dangerous machines and devices. Incorporating transition from the current user-oriented indirect regulations to more manufacturer and user balanced direct regulations, suggested method coupled with safety certification, safety inspection, safety management and safety education will guarantee more effective prevention of industrial accidents.

  • Related to the on-going "Train Control System Project of Pilot Line Construction for Urban MAGLEV Train", activities by each phase shall be conducted to achieve SIL4 level and obtain safety certification from the Independent Safety Assessment(ISA), based on the IEC standards((IEC 62278/62279 and IEC 62425) for the first time in Korea. This thesis describes the introduction of IEC standards, system assurance activities (such as plan, analysis, test, verification and validation) in compliance with requirements management and project life-cycle and relations with the safety assessment activities; and certification activities (such as document reviews and audits) through system RAMS activities, software quality assurance activities and safety assessment, for the purpose of achieving a successful safety certification at the time of completing the project as system assurance activities including software and safety certification activities in order to acquire the safety certification for train control system which does not exist at all in domestic cases. It is believed that overall system safety assurance activities in this project will contribute to develop more upgraded products of the domestic train control system on the quality and safety point of view, find overseas markets and establish a bridgehead in the future.
