경전철시스템의 안전확보를 위한 안전승인(확인)제도 연구 (A Study on the Railway Safety Authorization for Assuring Safety of Light Rail Transit System)

  • This paper will introduce the safety authorization system for light rail transit(LRT) through investigating safety certification & safety authorization in foreign country and aviation field in Korea. The safety authorization system proposed by the government these day was also investigated. Korea Transportation Safety Authority(KOTSA) have conducted safety validation process on Busan-Gimhae LRT before its revenue service during three months since Jan. of 2011. We describe the overview of these validation activities, results and safety certification issued. Learning from this process, we propose the standardized safety validation process including checklists which can be applied to common unmanned light rail system. This study will be a basis of railway safety authorization for LRT and will be continually improve its application ability by the future study.

싱글PPM 품질혁신운동 성과에 대한 실증적 고찰 (Empirical Study of the Quality Innovation's Performance in Korea)

  • Since 1995, the small and medium enterprise introduced the Quality Innovation Program that is called 100PPM Quality Renovation Program. A point of 2000, the program's name was changed by Single PPM Quality Innovation Program in pursuit of defects below 10ppm in outgoing quality. Nowaday 1,651 companies is received Single PPM Quality Certification from government at the end of 2008. On the other side, the return or withdrawal of certification is going on because of various reasons. In this study, we analyse the status of certification's preservation and cancellation, and suggest the cooperation ideas between government and companies.

  • This paper study is to identify the effect of quality certification incentives regulations to a firm. The pur purpose of this study is to propose the right way of improvement and policy by conduct research for quality certification incentives regulations, which applied by public procurement service for office furniture. For more accuracy, this study analyze the result of questionnaire, visiting, telephone survey conducted by office furniture manufacturer those are registered in MAS (Multiple Award Schedule System).

  • Purpose: A Study on the application of quality management system specification to production validation and audit in military airworthiness certification. Methods: Aircraft quality management system specification for quality assurance and production validation and audit requirements were examined to verify. Also, the system for domestic and foreign production certification were investigated. Results: Production validation and audit criteria for military aircraft by applying methods suggested Aircraft Certifications Systems Evaluation Program(ACSEP). ACSEP evaluation of the items, some items were complementary and not applied. Conclusion: As a way to ensure the safety of aircraft, confirm the correction of Production validation & audit criteria and rulemaking is necessary and how to manage for Critical Safety Item(CSI) is a need to improve.

RTCA DO-178C와 새로운 RESSAC 소프트웨어 인증기술의 비교 분석 (Comparative Analysis of the Software Certification: RTCA DO-178C and RESSAC)

  • RTCA DO-178C는 항공기 시스템의 감항성을 보장하기 위한 소프트웨어 개발 지침서이다. 하지만, DO-178C는 최대이륙중량 150kg 이상의 무인기 인증에 적용하는 것은 무인기로 인한 위험의 심각도(severity)가 보통의 항공기보다 낮기 때문에 과도한 규제라는 의견이 있다. 이러한 문제를 해결하기 위해, EASA와 FAA는 기존 항공기 인증 체계를 간소화 한 새로운 인증 체계 수립을 목표로 항공전자 인증표준 재편 및 간소화(RESSAC: Re-Engineering and Streamlining the Standards for Avionics Certification) 프로젝트를 2016년부터 수행하고 있다. 본 논문에서는 현재 적용되는 DO-178C 인증 프로세스를 분석하였고, DO-178C 인증 프로세스보다 과정 및 산출물을 간소화하면서도 비행 안전성을 확보 할 수 있는 새로운 RESSAC 인증 프로세스를 비교 분석하고 장점을 도출하여 제시하였다.

  • Whole airplane recovery parachute system(WARPS) is a auxiliary safety system to protect occupants in emergency situation where recovery to normal flight condition is impossible. In this paper, application and certification cases of WARPS for Part 23 small airplane is introduced and considerations in certification of the WARPS installed airplane are provided in terms of performance of parachute, function and operation, loads and strength and protection of occupants.

강재 파이프서포트의 압축하중 시험에 따른 안전 및 품질관리 기준 개선에 관한 연구 (A Study on Improvement of Safety & Quality Management Standard Based on Compression Tests of Steel Pipe Supports)

  • As of July 1, 2017, the method of quality management of construction equipment had been changed completely. In case of manufacturing and distributing pipe supports, the support length according to the safety certification standard shall be not more than 6 m and the compressive strength shall be not less than 40,000 N at the maximum height. However, the field tests for the quality control standard were usually performed at 3.5 m when the length of the pipe supports is 3.5 m to 4.0 m, and the compression strength was specified to be more than 35,300 N. This difference in the two standards can cause confusion in practice. In this study, the compression load of the pipe supports was tested and found to be more than 30% defective. Therefore, it is necessary to review the modification of the safety certification and quality standards to improve the standard requirements.

  • In today's society it is often required to state objectively conformity of products (including services) to specified requirements. Conformity assessment bodies (CABs). can objectively state such conformity. These CABs perform conformity assessment activities that include certification, inspection, testing and calibration. A system to accredit CABs conformity assessment services should provide confidence to the purchaser and regulator. Certification of management system is one of means of providing assurance that the organization has implemented a system for the management of the relevant aspects of its activities, in line its policy.

  • 인공위성은 지상 시스템과는 달리 극한 발사환경 및 우주환경에 노출되고, 운용 중 수리가 불가능하며, 임무 실패에 따른 위험비용이 매우 크기 때문에 고신뢰성, 고비용의 부품, 장비 및 시스템을 채택하여 개념설계단계에서부터 신뢰성을 관리한다. 신뢰성 관리의 주요 목적은 설계변경 및 개발 사이클의 반복을 최소화하고, 개발비용을 절감하며, 시스템의 신뢰성을 향상시키기 위한 것으로서, 대부분의 우주시스템 개발 프로젝트에서는 제품보증(Product Assurance) 활동의 일환으로 수행된다. 제품보증 업무는 크게 품질보증, 신뢰성 관리, EEE 부품관리, 재료 및 공정(Material & Process) 관리, 오염관리, 소프트웨어 품질보증 등으로 구분되지만, 포괄적인 의미의 신뢰성 관리 범주에 이를 모두 포함시키기도 한다. 인공 위성의 개발과정에서 기술성능지표 중 하나로서 중점 관리되고 있는 시스템 신뢰성 관리의 세부기법, 프로세스, 개선 필요사항 등에 대하여 살펴보고자 한다.
