Study for Certification of Aircraft De-icing System (항공기 제빙 시스템의 인증에 대한 연구)

  • De-icing system is essential for any aircraft to fly in icing conditions. So there are two kinds of aircraft-those that are certificated for flight in icing conditions and those that are not. Icing certification involves a rigorous testing program, and relatively few light aircraft carry this approval. From a legal perspective, aircraft that do not have all required ice protection equipment installed and functional are prohibited from venturing into an area where icing conditions are known. There are a few kinds of de-icing system. It is necessary to review the systems in point of aircraft certification considering the operational and safety issues.

  • Among the Barrier Free (BF) certification evaluation items for public facilities, at which position the standard for the effective height of the stair railing handle should be calculated is not clearly determined. Because of this, not only the evaluation standards of the certification authority and the evaluation committee are different, but disputes are occurring between the ordering organization, the design company, and the construction company. Therefore, the stair railing installation standard laws for public facilities were analyzed and through a case study of institutions that obtained the BF certification, problems were analyzed. The results of problem analysis reveal the following. 1) The standards of the Ministry of Health and Welfare and the Ministry of Land, Infrastructure, and Transport were different. 2) The effective height calculation standard was ambiguous, and disputes occurred frequently. To solve this problem, we proposed improvement plans for calculating the height of the stair railing that can comply with laws while ensuring safety.

  • For Barrier-Free certification, the floor and ground surfaces must be finished with materials that are not slippery, flat, and have low-impact in fallis. However, the BF Certification Act does not provide specific methods to meet these regulations. In performance-based design, the responsibility of proving the performance rests with the building owner and architect, so quantitative evaluation indexes are needed to select suitable materials. Furthermore, changes in performance after completion should be checked periodically in 'As-Is' conditions. There are various methods for slips, trips and falls risk assessment, causing confusion for users. In this study, the results of previous studies on the evaluation methods of slips, trips and falls were considered closely, and each quantitative evaluation index that can be used in the new construction and maintenance phase was presented.

  • The European Aviation Safety Agency (EASA) legislates the CS-E (Certification Specification-Engine) for type certification of aircraft engines. According to the CS-E, engine manufacturers (type certificate holders) the need to show compliance of continued airworthiness of an engine during the overhaul, and the Accelerated Mission Test (AMT) is usually accepted as means of compliance. As a part of the Korean Civil Helicopter program, the engine has been developed with foreign manufacturers to achieve the EASA engine type certificate. In this study, the AMT procedure is planned for the engine to be certified by the EASA, and AMT cycles are also established to meet airworthiness requirements of the CS-E in consideration of the engine design and operation characteristics.

  • The evolution of cloud computing over the past few years is potentially one of the major advances in information technology. However, if cloud computing is to achieve its potential, there needs to be a clear identification and understanding of the various issues involved, both from the perspectives of the providers and the consumers of the technology. While a lot of research is currently taking place in the technology itself, there is an equally urgent need for understanding the business-related issues surrounding cloud computing service. As more and more information on individuals and companies are placed in the cloud service, concerns are beginning to grow about just how safe and reliable an environment it is. For successful implementation of cloud services, it is necessary to establish the certification systems to ensure the safety and reliability of cloud services. This paper provides a safe and reliable framework for cloud service certification systems. In order to develop it, the critical issues related to service quality and certification of cloud services have been identified and the systematic framework for certification systems of cloud services and service provider domains have been developed. An evaluation method for the developed certification systems is also proposed.

  • As the consumers' anxiety for food increases, the interest in food safety also increases. To satisfy the public requirement on food safety, the government is trying to set up a food safety standard by using regulations and certification systems. However, there is still difficulty in building up complex traceability systems for medicinal crops including ginseng due to the low participation of farming industries. The purpose of this empirical research is to draw factors that impede the GAP adoption of ginseng farms. By comparing the average attitude and intention to adopt the ginseng farms' depending on its characteristics through a two-tailed test, it was drawn that continuous farming education can positively influence the GAP adoption of the ginseng farms.

  • It is hot issue to get the competitiveness of product through reliability-growth as well as availability and safety in almost high-technology industry including military, chemistry, nuclear, telecommunication, transportation service and so on. In advanced countries, worldwide leading companies have tried to improve and develop high-reliability product as well as reliability management system(IEC60300). We investigate reliability certification systems for product and management system. Additionally, we study the feasibility on the adoption of dependability management system(IEC60300) by empirical survey on companies with product-reliability certification(R-mark) in Korea.

  • In many countries safety management on track worker have been carried out alter serious accidents and drastic safety improvement have been achieved as a result of safety management. In order to improve track worker safety in Korea, recent 5-year accident data were analysed and other countries' safety management systems were reviewed. As an result of this study 5-basic requirements for the safety improvement on track worker are derived: education, certification, clear responsibility definition, work planning and upgrade of train warning system.

  • Airworthiness authorities specify the technical standards of airworthiness that propose minimum requirement of the commercial transport category and apply the rules in the certification process to ensure the safety of the aircraft. The Federal Aviation Administration and other national airworthiness authorities define the fatal accident risk levels for the safety assessment of the aircraft system and establish standard procedures to apply both qualitative and quantitative analysis techniques. However, an accident or incident may occur by the combination of various factors, although the aircraft is designed in accordance with the strict standards and approval by the Airworthiness Authorities. There are some key factors, such as human error, unpredictable complex system failures, degradation of the components reliability, improper maintenance task and intervals. Risk can be reduced by reflecting aircraft operational experience with similar types of aircraft in the process of aircraft development and safety assessment. Result of the root cause analysis for the Airbus A300-600 incident in which the aircraft engine reverser was deployed in the air have been introduced to reflect the design of system and related components. Also, this paper suggests to create a big-database in order to provide a feed-back to the FAR Part 25 transport category design and safety assessment of the operational experience.

  • The purpuse of this study is to find factors on the recognition by people involved in occupational safety and health of KOSHA 18001, the need of KOSHA 18001 certification, and the compliance by each medical institution with KOSHA 18001 review standards to help medical institutions introduce and use OSHMS. There was a survey of people involved in occupational safety and health at 300 local general hospitals with 100 or more beds that were registered with the Korean Hospital Association in 2012. The survey included the recognition of KOSHA 18001, the need of certification and the compliance by medical institutions of the occupational safety and health. A total of 132 people responded, of which an analysis of 126 cases was conducted except 6 cases poor in information.
