  • The risk management case is an organization's formal arrangement to ensure the safety of its work activity within risk management system. It allows an organization to demonstrate its capability in achieving its safety objectives and in meeting regulatory requirements. This paper presents how the safety assessments are described, prepared and maintained to meet the criteria specified by the upcoming safety regulations. We propose the elements of risk management system that include arrangements for the ongoing identification of hazards, assessment of risks and the implementation of necessary control measures.

  • A studies wish to present safety assessment table that is consisted of safety check-up, safety education, safety management for worker's safety management assessment about unit process. And safety management level was survey through case study that use safety assessment table. Safety management assessment table is improved safety management level of unit process, and is developed safety management system by worker confirms assessment items and improves problem.

안전교육이 학령전기 아동의 사고경향 예측에 미치는 효과 (The Effect of Safety Education on Accident Proneness Prospect in Preschooler)

  • The purpose of this study was to provide basic data on preschool children for accident prevention and improve their health through sound, safe living environment with safety education established through more systematic method. Data were collected from 300 preschoolers(150 preschooler are assigned to experimental group and 150 preschoolers are assigned to control group) from 4 to 6 years old using APP paper test which consists of questions and drawings. To experimental group, safety education were done 4 times within the time of 30 minutes per 1 time using education books, video, OHP, slide. The findings of this study are as follows: 1. There were significant difference in behavioral character between experimental group and control group(χ2=11.690, p= 0.003). So, safety education have effect on the behavioral character of preschooler. 2. In the accident proneness on preschooler between experimental group and control group according to general characteristics, it proved significant difference in the case of accident prevention education were done, movement stability(χ2=8.844, p=0.012) and behavioral character(χ2=6.699, p=0.035), in the case of housing pattern is mixed-type, behavioral character(χ2=10.37, p=0.006), in the case of subjects' age is 4 years old, watchfulness(χ2=9.525, p=0.009), in the case of subjects' age is 5 years old, behavioral character(χ2=7.324, p=0.026), in the case of children's order is second, behavioral character(χ2=14.31, p=0.001), in the case of children's sex is boy, living safety(χ2=7.981, p=0.018), movement speed (χ2=6.661, p=0.036), bihavioral character(χ2=8.837, p=0.012), in the case of children's sex is girl, reasoning power(χ2 =9.78, p=0.008), in the case of childrens have no past accidental experience, behavioral character(χ2=9.862, p=0.007), in the case of nuclear family, movement speed(χ2=6.341, p=0.042) and behavioral character(χ2=9.326, p=0.009), in the case of mothers' age is under thirty behavioral character(χ2=16.40, p=0.000), in the case of mothers' school career is under high school graduate, behavioral character(χ2 =8.375, p=0.015), in the case of mothers' school career is beyond college graduate, reasoning power(χ2=9.803, p=0.007) and behavioral character(χ2=6.205, p=0.045), in the case of mothers' job is part time, movement speed(χ2=10.99, p=0.004), in the case of mothers have no job, movement stability(χ2=8.490, p=0.014) and behavioral character(χ2=10.11, p=0.006). The difference of accident proneness between experimental group and control group according to general characteristics, it also showed that there were significant difference in behavioral character compared to other area.. From this findings, we can guess that safety education change and guide preschoolers' behavioral character to desirable direction.

방사성폐기물 처분에서 자연유사연구 역할 및 연구 동향 (Research Status and Roles of Natural Analogue Studies in the Radioactive Waste Disposal)

  • 자연유사연구는 방사성폐기물의 지하 처분에서 안전성평가를 포함하는 다중의 안전성 확보를 요구하는 safety case에서 중요한 역할을 담당하고 있다. 본 연구에서는 해외의 자연유사연구 동향을 조사하여, 처분장 재료물질들과 핵종이동 및 지연과 관련된 자연유사연구 결과들을 연구주제별로 정리하고, 주요 연구결과와 문제점, 결과의 활용성 등에 초점을 두고 분석하였다. 아울러 국내에서 수행된 자연유사연구 결과들을 우라늄 광상 연구, 암반을 이용한 연구, 지하수를 이용한 연구, 고고학적 유물을 이용한 연구 등으로 분류하고, 그 주요 결과들을 정리하였다. 지난 수 십 년 동안 수행되어 온 방대한 양의 자연유사연구 결과들이 존재하지만, 처분안전성 평가와 safety case 개발에 적극적으로 활용되지 못하였다. 따라서 본 연구에서는 자연유사연구 결과의 활용방법을 정리하고, 활용성을 증진하기 위한 방법론을 검토하였다. 방사성폐기물 처분장에 대한 안전성 평가의 신뢰성을 증진하고 검증하기 위해서는 자연유사연구의 수행은 필수적이다. 따라서 자연유사연구 결과들을 safety case 개발에 활용하기 위해서는 자연유사 정보 데이터베이스의 구축과 함께 활용방법론이 개발되어야 할 필요가 있다.

사고사례 분석을 통한 학교안전사고 예방정책에 관한 연구 (A Study on the School Safety Accident Prevention Policy through Accident Case Analysis)

  • The purpose of this study is to suggest prevention policy by analyzing accident cases related with school facilities. The results of study are as follows: First, policy enforcement that follows disaster management process such as prevention, preparation, response and recovery is required for school safety policy. Second, in order to proceed with the effective safety policy through collection, analysis, interpretation of data and result monitoring against accident case, the systematic safety infrastructure such as injury surveillance system and the composition of policy consultative group among safety organizations should be established. Third, the school facilities should be installed and managed according to the safety design. Fourth, the systematic education is needed to done for the managers who are concerned with safety regarding the establishment of safety management plan for each school. Fifth, the evaluation and feedback system is required for the results of proceeding with safety policy.

건설업 사고 발생원인 파악을 위한 사고 분석 모델 개발 (Development of Accident Cause Analysis Model for Construction Site)

  • Accident analysis models were developed to improve the construction site safety and case studies was conducted. In 2016, 86% of fatality accidents occurred due to simple unsafe acts. Structure related accidents are less frequent than the non structure related causes, but the number of casualties per accident is two times higher than non structure one. In the view of risk perception, efforts should be given to reduce accidents caused by low frequency - high consequence structure related causes. In case of structure related accident, structural safety inspection and management (including quality), ground condition management / inspection technology, and provision of risk information delivery system in case of non structure related accident were proposed as a solution. In analysis of relationship between safety related stakeholder, the main problem were the lack of knowledge of controller and player, loss of control due to duplicated controls, lack of communication system of risk information, and relative position error of controller and player.

해상교통안전진단 사례분석을 통한 진단제도의 효과분석에 관한 연구 (A Study on the effectiveness of Maritime Traffic Safety Audit Scheme through Case Analysis)

  • The recent increase in size and speed of ships resulted in the existing maritime routes becoming narrow relative to the size of new ships. At the same time, as the improvement and optimization in marine transportation take place and the construction of structures in seas and harbor improvements pick up speed, there is an increasing probability of marine accidents. Due to these environmental changes, the need to professionally analyze the effect of marine structures on navigation arose to ensure safety of ships and a law was enacted and introduced for the Maritime Traffic Safety Audit (MTSA). In this study, a Qualitative assessment for verifying the effectiveness of MTSA was carried out with case analysis and analysis model in other similar audit scheme. It is expected that an analyzed result for effectiveness of MTSA will be a steppingstone for enhancing the MTSA and keeping maritime traffic safety as its own purpose.

  • In modular construction, safety management is required to prevent the occurrence of risk factors such as lifting work and high place work due to the characteristics of the construction method. Therefore, this study is a basic study for safety management of modular construction, and the purpose of this study is to compare and analyze the classification system of modular construction derived by analyzing the construction process of the existing case. Based on the results of this study, the safety management classification system will be used in future research to derive safety management factors in modular construction.

미국 상위 30개 연구 중심 대학들의 실험실 환경보건안전 담당 부서 - MIT 사례를 중심으로 (Environment, Health and Safety Offices of the Top 30 Research Universities in the U.S.A. - Focused on the Case of Massachusetts Institute of Technology(MIT))

  • Objectives: The objectives of this research are to examine the missions, organization, and programs of the environmental, health and safety(EHS) offices of the major research universities in the U.S.A., particularly the case of Massachusetts Institute of Technology(MIT) EHS Office, and to suggest ways to address the EHS issues of the universities and research institutes in South Korea. Methods: The top 30 research universities in the U.S.A. were selected by the total amounts of research funds they annually received. The web sites of the 30 universities were searched to identify the names of the departments that address environment, health, and/or safety related issues, the missions of those departments, the major programs of those departments, and the number of staff in those departments. Also, a case study was conducted for the Environment Health and Safety Management System and the Environment, Health and Safety Office of the MIT, using literature and web searches and a meeting with the Director of the MIT Environment, Health and Safety Office. Results: All the top 30 research universities in the U.S.A. had designated departments that dealt with EHS issues. Most of them were by the name of or similar to environmental, health and safety. The mission statements of those departments were mostly about improving the safety and health of their community members, improving the environment, and complying to EHS regulations. Most of those departments had an environmental management program, industrial hygiene program, radiation protection program, safety program, and biosafety program as their major programs. The components of the environment, health and safety management system(EHS-MS) of the MIT were examined in detail. In contrast, not many universities in South Korea had designated departments that dealt specifically with EHS issues. Also, the number of fulltime staff for EHS was only 1-2 in most of the Korean universities and their work duties included only general safety, while neglecting other health/environment related issues. Conclusions: Well organized and functioning environmental, health and safety offices were present in all of the top 30 research universities in the U.S.A., whereas similar organizations of the universities in South Korea were virtually non-existent and/or had very limited EHS activities. Therefore, in order to reduce potential risks of accidents and health problems in the Korean universities and research institutions, well established and functioning EHS-MSs and EHS offices are warranted. The case of the EHS-MS and EHS Office in the MIT demonstrate a successful case to follow.
