The Effect of Construction Safety Supervision System on Risk Control and Reduction (건설안전감리제도가 위험제어 및 절감에 미치는 영향)

  • This study is intended to look into the effect of construction safety supervision system on risk control and reduction. To achieve this, a survey was carried out to 114 companies in construction, ordering, contract and management. The overall findings were as follows. The effect of construction safety supervision system on risk control and reduction showed that factors of supervision system, supervision cost and supervision method had a positive effect on risk control and reduction. And their perception of the introduction of safety supervision system in construction sites according to process showed that there was a difference between them according to the field of ordering, contract and supervision. There was the biggest difference between owner and contractor in double supervision system, but no difference between them in the perception of risk reduction. These results show that all ordering, contract and supervision are positively needed for the introduction of construction safety supervision. This means that there is a difference between owner and contractor in the perception of process according to system operation. All companies agree to system improvement by the settlement of safety supervision system for the prevention of safety accidents and safe construction, but the systematic complement of safety supervision is the burden of contractor. And there is a big difference between owner and contractor in the perception of responsibility and concern for cost burden.

  • The problem of establishing weapon system safety especially during the development process has been one of the very important fields related with public safety in advanced countries such as USA, UK and so on. These countries have launched strong policies on system safety to reduce the chance of accidents. However, the Republic of Korea (ROK) has limited experiences and application of the system safety on domestically produced weapon systems. Therefore, it is imperative that the government starts a comprehensive and systematic policy on system safety to reduce the occurrence of potential accidents during the development of weapon systems. In this paper, we analyze system-level activities needed through the life-cycle of the weapon systems and provide a suggestion for application of the system safety.

A Study on the Effect of Organizational Safety and Health Management Activities on Safety and Health Performance : Focusing on the Case of Public Organizations Safety Activity Level Evaluation (조직의 안전보건경영 활동이 안전보건 성과에 미치는 영향 연구 : 공공기관 안전활동 수준평가 사례 중심으로)

  • The purpose of this study is to investigate the effect of organizational safety and health management activities on safety and health performance by using the results of safety activity level evaluation of public organizations. To this end, a research model was established by using three fields as independent variables among the four areas of the safety activity level evaluation index: safety and health system, safety and health activity plan, and safety and health activity level, and the safety and health activity performance field as a dependent variable. Correlation analysis and regression analysis between major variables were performed. As a result of the correlation analysis, the safety and health activity performance had a significant positive (+) correlation with all of the safety and health system, safety and health activity plan, and safety and health activity level. The safety and health system had a significant positive (+) correlation with the safety and health activity plan and safety and health activity level, and the safety and health activity plan had a significant positive (+) correlation with the safety and health activity level. And as a result of the regression analysis, it was found that the organization's safety and health system, safety and health activity plan, and safety and health activity level all had a significant positive (+) effect on safety and health activity performance.

  • The current electrical safety plan developed for the national electricity system has been playing an important role in handling a variety of electrical accidents. However, it can be more effective to prevent or reduce those accidents if a preventive electrical safety plan is available. In this paper, an approach to developing the safety plan is described. We first discuss the contents that should be included in the plan. Noting that an effective plan requires the system level consideration of all the factors affecting the safety issues, an operation concept document (OCD) is considered. The OCD can allow us to understand the behavior of the safety system based on the operation environment, the system functions, the performance requirements, all at the system level of the safety system. Thus, the OCD can be useful in developing the safety plan. A detailed description then follows on how the OCD is developed for the electrical safety system under study. Finally, we discuss how the developed OCD can be used in deriving the preventive electrical safety plan.

  • The Honorary Industrial Safety Inspector System, which is with the object of establishment of an autonomic and collaborative industrial accident prevent system, comes into force on 1995 through the administration provision of the Ministry of Labor, one year after it had legal basis. The purpose of this study is to put forward revitalization of the Honorary Industrial Safety Inspector System by using the survey(2005.05) of the Honorary Industrial Safety Inspector in the manufacturing industry. It can be summarized to develop the system as the following: 1) Obligation to the appointment of the Honorary Industrial Safety Inspector and the Extension to be appointed workplace, 2) Cooperation of the Safety/Health Manager with the Honorary Industrial Safety Inspector, 3) Grant the Honorary Industrial Safety Inspector to make the round of the workplaces for the providing guidance to workers, 4) Employers' fulfillment of the Honorary Industrial Safety Inspector's recommendations, 5) Guarantee the Honorary Industrial Safety Inspector instructions and its hours.

  • This article presents safety review experience of microprocessor-based Interposing Logic System(ILS) of Engineering Safety Feature Actuation System(ESFAS). The ILS is the first application of computerized logic design to safety system in Korean nuclear power plants without verification of the system reliability by proven technology concept. As a result of evaluation for the ILS, Korea Institute of Nuclear Safety(KINS) concluded that the microprocessor-based ILS is not acceptable in some features detailed enough to defend against software common mode failures(CMF). Therefore, we required licensee to install hardwired interlock signal configuration and a Hardwired Backup Panel to control safety-related equipment. We believe that the microprocessor-based ILS with the hardwired backup panel and inter-connection of interlock signal by hardwired configuration will improve the plant safety.

  • This paper is based on the safety case as specified in the E&M system safety management plan established in initially AREX project. The safety case for E&M system is the synthesis of all safety activities throughout the design, manufacturing, installation and commissioning test for E&M system. The safety level of E&M system which is required by E&M contract is assured by accomplishment of safety activities and procedures in accordance with EN standards.

Control of Industrial Safety Based on Dynamic Characteristics of a Safety Budget-Industrial Accident Rate Model in Republic of Korea

  • Background: Despite the recent efforts to prevent industrial accidents in the Republic of Korea, the industrial accident rate has not improved much. Industrial safety policies and safety management are also known to be inefficient. This study focused on dynamic characteristics of industrial safety systems and their effects on safety performance in the Republic of Korea. Such dynamic characteristics are particularly important for restructuring of the industrial safety system. Methods: The effects of damping and elastic characteristics of the industrial safety system model on safety performance were examined and feedback control performance was explained in view of cost and benefit. The implications on safety policies of restructuring the industrial safety system were also explored. Results: A strong correlation between the safety budget and the industrial accident rate enabled modeling of an industrial safety system with these variables as the input and the output, respectively. A more effective and efficient industrial safety system could be realized by having weaker elastic characteristics and stronger damping characteristics in it. A substantial decrease in total social cost is expected as the industrial safety system is restructured accordingly. Conclusion: A simple feedback control with proportional-integral action is effective in prevention of industrial accidents. Securing a lower level of elastic industrial accident-driving energy appears to have dominant effects on the control performance compared with the damping effort to dissipate such energy. More attention needs to be directed towards physical and social feedbacks that have prolonged cumulative effects. Suggestions for further improvement of the safety system including physical and social feedbacks are also made.

  • We developed a HPMA Information System to establish the voluntary safety management for the Paint Industry. HPMA System means that manager, supervisor and worker on the process-line find out the hazardous and/or unsafe potentials, make improvement of the field safety by the cooperation with top manager, safety staff and eventually put in the practice. HPMA Information System consists of functions to suggest and evaluate the safety concerns hierarchically from top manager to workers on internet or intranet. We establish the safety management and sharing of the safety information and are able to find the unsafe potentials by the HPMA Information System. Also We are able to mine new safety information and establish accident prevention model by the Safety DATABASE.

  • There are something unreasonable, unsatisfactory on the law system for laboratorial safety enforced by the government from April 2006. Therefore, the system should be reviewed and revised to be satisfactory for current research condition. This study is to analyze research areas for improving laboratorial safety and to show safer ideas. With more detail, more practically improving ideas have been shown for systemizing safety assessment in advance, effective organization of laboratory, safety committee and their regulation. It is expected that better safety level all the concerned engagement, reasonable revision of safety regulation of laboratory, can be made by this research result.
