The Necessity and Development Direction of the ROK's Maritime Security Strategy White Paper (한국의 해양안보전략서의 필요성과 발전방향)

  • This paper is to analyse the necessity and development direction of the ROK's maritime security strategy white paper. To this end the paper is composed of 5 chapters titled introduction; the necessity of the ROK's maritime security strategy white paper; the ROK's actual situation in relation to maritime security strategy and cases of major advanced oceanic countries; the vision, goals, strategic tasks, and implementation system of the ROK's 'national maritime security strategy'; and conclusion. The achievement of the national marine strategic vision, such as the 'Ocean G5,' is of course possible when Korea can maintain and strengthen the maritime safety and maritime security of the people. The Sewol Ferry incident reminds us that we need a 'national maritime security strategy white paper' like the advanced marine countries. In order for the national maritime security strategy to be carried our efficiently, as in advanced oceanic countries, mere should be a dedicated department with sufficient authority and status to mobilize the cooperation of related organizations including naval-coastal cooperation. It would be good to set up a tentatively named Maritime Security Council, an organization of minister-level officials involved under the National Security Council, and an executive body composed of working-level officials from related ministries. In order to successfully carry out the national maritime security strategy for the maritime safety and maritime security of the people like the United States and the United Kingdom, we need to further strengthen our domestic cooperation and cooperation system, international cooperation, and maritime security. We have to promote the establishment and promotion of maritime security strategies by the Navy; strengthening the operational link between the Navy and the Coast Guard; strengthening the maritime surveillance capability at the national level, and promoting sharing with the private sector, etc.

  • The RFID system includes a section of wireless communication between the readers and the tags. Because of its vulnerability in terms of security, this part is always targeted by attackers and causes various security problems including the leakage of secret and the invasion of privacy. In response to these problems, various protocols have been proposed, but because many of them have been hardly implementable they have been limited to theoretical description and theorem proving without the accurate verification of their safety. Thus, this study tested whether the protocol proposed by Kenji et al. satisfies security requirements, and identified its vulnerabilities such as the exposure of IDs and messages. In addition, we proposed an improved RFID security protocol that reduced the number of public keys and random numbers. As one of its main characteristics, the proposed protocol was designed to avoid unnecessary calculations and to remove vulnerabilities in terms of security. In order to develop and verify a safe protocol, we tested the protocol using Casper and FDR(Failure Divergence Refinements) and confirmed that the proposed protocol is safe in terms of security. Furthermore, the academic contributions of this study are summarized as follows. First, this study tested the safety of a security protocol through model checking, going beyond theorem proving. Second, this study suggested a more effective method for protocol development through verification using FDR.

  • As the demand for national security and national safety is gradually increasing in accordance with the trend of the times and social environment, and the use of private areas for effective prevention and supply required for the demand for safety services, this paper analyzed the Japanese private security testing system for the introduction of the Korea security certification system as a way to secure expertise in the private security industry and drew the following conclusion. First, certificate segmentation should be carried out according to the clearly divided field and scope of the expense operation. Second, it is necessary to distinguish the qualification of the private security qualification according to the level. Third, it is necessary to utilize the combined evaluation method through the departmental and practical tests. Fourth, an assessment should be made through the link between departments and practical subjects. Fifth, the diversity of the acquisition methods should be placed to ensure the gainer's accessibility. Finally, the use of professional and visible use of professional personnel should be achieved through benefit assessment for those who are qualified for

The Relationship between Violation of Designated Lane Usage and Accident Severity on Freeways (고속도로 지정차로제 위반과 교통사고 심각도와의 관계분석: 화물차량을 대상으로)

  • For traffic safety, it is imperative for motorists to secure their clear view and to maintain a similar speed with others while driving in a lane. Large-sized vehicles at lower speeds, however, are likely to increase the risk of accident when they share a lane with cars. Although to overcome this complication the Korean Road Traffic Act established rules for the safe use of roads, the reality is that the rules are seldom observed strictly. In this light, this study was designed to analyze the severity of truck-involved accidents, thereby providing justification for the need of truck-designated lanes and thus contributing to measuring road safety more precisely. A binomial logistic regression model was applied to analyze the severity of truck-involved accidents. The analysis showed that several variables affect the severity of truck-involved accidents on freeways; i.e., violation against the rule of truck-designated lanes, weather, difference between daytime and nighttime, and parking on road shoulder. Moreover, the strong enforcement will be needed to make motorists observe the rule, because a Wald statistical test showed that the violation against the rule of truck-designated lanes has the largest influence on the severity.

A Study on the Monitoring Method of Ship Hull and Propeller Performance by Operating Ship (선체 및 프로펠러 성능 모니터링 방법 실선 적용을 통한 고찰)

  • This study analyzes the results of applying the ISO19030 (hull and propeller performance monitoring method) standard to an actual 178 k bulk vessel. Recently, there have been many attempts to apply various energy reduction solutions to vessels to continuously strengthen GHG reduction regulations and secure maritime competitiveness. However, it is not easy to quantitatively analyze the performance of a ship. To resolve these problems, shipping companies, marine paint companies, ship owners, and transportation associations have appointed specialists and standardized the ISO19030 (standard of hull and propeller performance monitoring method) guidelines in 2016 after three years of continuous review. The ISO19030 standard provides methods to monitor hull and propeller performance quantitatively through standardized procedures, thus allowing ship managers to arrive at informed decisions for hull and propeller maintenance, and to evaluate energy-saving solutions and ship-maintenance efficiency. The ISO19030 standard provides a method of analyzing the ship's own performance by collecting the ship's operation and agency data and correcting its environmental and operating factors. In this paper, we apply the ISO19030 standard to three actual ships and propose the ISO19030 application result and the improvement point of the current ISO19030 standard.

Effect of Transient Condition on Propeller Shaft Movement during Starboard Turning under Ballast Draught Condition for the 50,000 DWT Oil Tanker (50,000 DWT 유조선의 밸러스트 흘수에서 우현 전타시 과도상태가 프로펠러축 거동에 미치는 영향 연구)

  • Generally, the propeller shaft that constitutes the ship shaft system has different patterns of behavior due to the ef ects of engine power, propeller load and eccentric thrust, which increases the risk of bearing failure by causing local load variations. To prevent this, different studies of the propulsion shaft system have been conducted focused the relative inclination angle and oil film retention between the shaft and the support bearing, mainly with respect to the Rules for the Classification of Steel Ships. However, in order to secure the stability of the propulsion shaft via a more detailed evaluation, it is necessary to consider dynamic conditions, including the transient state due to sudden change in the stern wakefield. In this context, a 50,000 DWT vessel was analyzed using the strain gauge method, and the effects of propeller shaft movement were analyzed on the starboard rudder turn which is a typical transient state during normal continuous rate(NCR) operation in ballast draught condition. Analysis results confirm that the changed propeller eccentric thrust acts as a force that temporarily pushes down the shaft to increase the local load of the stern tube bearing and negatively affects the stability of the shaft system.

  • Recently, a number of wind turbines are being installed due to the increase of interest in renewable, environment-friendly energy. Especially, an offshore wind turbine is being watched with keen interest in that it has no difficulty in securing a site and can get high quality of wind, as compared with a wind turbine on land. The offshore wind turbine is transferred to and installed on the site by an offshore floating crane after it was made in a factory on land such as shipyard. At this time, it is important to secure the safety of the turbine because of its huge size and expensive cost. Thus, a dynamic analysis of the offshore wind turbine which is connedted with the offshore floating crane was performed based on the multibody systems dynamics in this study. As a result. it is shown that the analysis can be applied to verify the safety of a method for the transportation and installation of the offshore wind turbine suspended by the crane.

  • In this study, a design value analysis technique that considered stochastic LCC and stochastic performance evaluation was proposed, and by introducing the concept of reliability analysis, a decision making that secured reliability was supported. The results of this study, which was carried out according to the above objectives and methods, are summarized as follows: 1) The design value analysis procedures and value state function, improved in order to carry out a reliable analysis when evaluating alternate proposals that were extracted after the function definition was complete, were formalized, and in order to secure consistency and efficiency for value evaluation procedures, an evaluation index scheme was proposed; 2) Database collection and analysis were done for a bridge's LCC analysis. As for the collection scope of data, literature of previous research done on a bridge's LCC analysis was used as the basis for analysis, and for securing reliability regarding analysis results and dealing with uncertainty of collected data, the MCS technique was applied; 3) Weights and evaluation ranks for performance evaluation of each of the alternate proposals, as well as LCC analysis model, analysis period, discount rate, user expense, safety inspection and safety diagnosis expense conditions for LCC analysis were proposed. Lastly, a feasibility study was done and conclusion was made about "OO grand bridge and connecting road construction work execution design" project centered on value analysis execution case.

  • In this paper, we propose a method to reduce the fire suppression time. Our suggestions can secure a safe area according to the diffusion path and speed of the fire, forest fire prediction minimize casualties and property damage forests. The existing path prediction method wildfire spread predict the wildfire spread model and speed through topography, weather, fuel factor and the image information. In this case, however, occur to control a large mountain huge costs. Also Focus on the diffusion model predictions and the path identified by the problem arises that insufficient efforts to ensure the safe area. In this paper, we estimate the moving direction and speed of fire at a lower cost, and proposes an algorithm to ensure the safety zone for fire suppression. The proposed algorithm is a technique to analyze the attribute information that temperature, wind, smoke measured over time. According to our algorithm forecast wildfire moving direction and ensure the safety zone. By analyzing the moving speed and the moving direction of the simulated fire in a given environment is expected to be able to quickly reduce the damage to the forest fire fighters.

Constitutional Legitimacy of the Maritime Cadet Training System : Justifiable Restrictions on the Cadet's Fundamental Rights at the College of Maritime Science of the KMOU (해사대학 승선생활교육의 헌법상 기본권제한에 관한 연구 - 한국해양대학교 해사대학을 중심으로 -)

  • This paper involves the constitutionality of the restrictive by-laws established by the 'College of Maritime Science' at the 'Korea Maritime and Ocean University' when they affect the cadet's fundamental rights, particularly, in connection with the training system of the 'Merchant Cadet Dormitory.' The issue in question is whether the school regulations may fall within a judicially permissible boundary in light of the general principles of constitutional rights in that the rules are enacted by the school itself in accordance with the Article 31, Section 4 of the Constitution and largely regulate the cadets' living conditions on a campus. However, the general scrutiny standard the courts apply requires the school enactments to pass three tests to be justified: (1) legislative authorization, (2) proportionality and (3) non-infringement on the essential elements of the fundamental rights as articulated under Article 37, Section 2 of the Constitution. The review in this paper shows that, first, the by-laws at issue find themselves statutorily authorized by the 'Higher Education Act' and the 'Decree of the Establishment of National Schools', with the proportionality as a second part observed within a justifiable scope and the essential elements of the fundamental rights as the third point not being marred. In conclusion, the school's dormitory training system is not found to cross the line and, however, the school authorities still need to keep overseeing the overall training course to secure the constitutional proportionality.
