The latest slogan put forth by the international space community is the safety, security, and sustainability of outer space activities. The security of outer space activities, in particular, would be defined as the secure state from space-based threats. The latter comprises passive threats (such as collision with other satellites and space debris) and aggressive threats (such as electromagnetic interference, arms race on the earth or in outer space, and military attacks). Has outer space been used for military purposes in practice? If so, does international law regulate the military space activities it? The use of outer space for military purposes is referred to as space militarization and space weaponisation. Satellites has been used in Gulf War, Kosovo War, and Afghan War, recently, and research and development on space weapons are under way. Since only the placement of weapons of mass destruction on orbit around the earth is prohibited in accordance with 1967 Outer Space Treaty, it may be asked whether other weapons may be placed on orbit. It will be necessary to analyze the stance of on the above question, by studying UN space-related treaties including UN Charter. New international space norms represented by PPWT, ICoC, and UN GGE Report are at the center of progressive development of international law. In conclusion, the author will signpost the various points on international norms to be codified on the use of outer space for military purposes.
Emergency tracks are necessary in case a broken down train evacuates, a train needs to make way for a faster train behind it, or a train suddenly stops and following trains must avoid colliding with it. Magnetic Levitated (maglev) Trains can change track to enter an emergency track using a segmented switch or a traverse switch. On a traverse switch, a train can change its track when the part of the track that the train is on moves to the other track. Currently manufactured Maglev trains have two bodies and the total length is 25 meters. If a traverse switch is used, it will only require 30 meters of track to move the train to the other track, so, when it comes to efficiency of costs and space, the traverse switch surpasses the articulated switch. Therefore, in this paper, an optimized design to secure structural safety and weight lightening is suggested. To achieve these results, the heights of the piled concrete and girders which are both placed on the top of the traverse switch, are set as design variables. The Finite Element Method (FEM), in application of kriging and in the design of the experiments (DOE), is used. Maximum stress, deformation, and structural weight are compared with the results, and through this process structural safety and weight lightening is proven.

The ratio of using soil as the main material in construction is quite numerous, and it covers many parts in forms and bases of the structure. Thus, the earthwork forms many structures for social infrastructure, and the stability of these structures is most crucial when completed than under construction. This study executed a field experiment to evaluate the accuracy and utility of the slope, which is an important part in earthwork, when terrestrial LiDAR is obtained, and the results are as follow. First, as the result of the observation using Total Station and terrestrial LiDAR, the horizontal error RMSE was ${\pm}2.2cm$, and the vertical error RMSE was ${\pm}3.0cm$. As the result of the comparison between the errors and permissible range of public surveying regulation, it sufficiently secure the accuracy. Also, the extraction of the check section, which covers the most important part among the stability checks could be scientifically and rationally processed, and these extraction results are expected to be provided as important basic materials for the earthwork slop stability evaluation.

While the legislation on the protection of personal information in public institutions was enacted and amended, the guidelines and laws on information security were focused, contracted and realized with focus on specific institutions. Mutual laws and guidelines have been applied and realized for the dual purpose of securing both the asset of macroscopic information and the asset of personally identification information, which are mutually different media information. However, in a bid to present the definition and direction of the fourth industrial revolution in 2017, a variety of products and solutions for security designed to ensure the best safety line of the 21st century, and the third technology with the comprehensive coverage for all these fields, a number of solutions and technologies, including IOT(: Internet of Things), ICT Internet of Things(: ICT), ICT Cloud, and AI (: Artificial Intelligence) are pouring into the security market as if plastic doll toys were manufactured in massive scale into the market. To inactivate the microorganisms on the surface of blueberries after harvest and to secure microbial safety, a bubble-aqueous chlorine dioxide washing system was developed. After treating the freshly prepared blueberries with the bubble-aqueous chlorine dioxide washing system, the changes in the microbial populations and quality of the blueberries were determined during storage $4{\pm}1^{\circ}C$. Microbiological data indicated that the populations of total aerobic bacteria, yeast and mold decreased by 1.4 and 1.3 log CFU/g at the treatment of 20 ppm aqueous chlorine dioxide with the system, respectively. There was no significant difference in color change and weight loss during storage among treatments. In addition, this washing system could handle approximately 60 kg of blueberry per hour, resulting in labor-saving. Therefore, these results clearly suggest that the bubble-aqueous chlorine dioxide washing system could be useful in improving the microbiological safety of fresh blueberries after harvest.

At the present, planning and installation of parking space sections and lane width are implemented in accordance with the installation standard and parking lot structure by the enforcement regulations of the Parking Act. While large and RV (Recreational Vehicle) vehicles have increased in number recently, parking is complex with improper installation standards. It causes serious problems, including vehicle vandalism, increased civil complaints, travel inconveniences for parking lot users, management and maintenance issues for parking lots, and so forth. The study, therefore, determined that the practical and appropriate realignment of parking unit adjustment and lane width regulations are essential. The study conducted prior review on domestic parking sections and change cases of composition by vehicle types, including the component ratio of domestic and foreign vehicles, width of vehicle by types in order to examine the parking problems that account for a increasing social issues, and provided parking plan methods by types of vehicle, as well as reform and reaction plans for parking unit adjustment and lane width considering security and smooth traffic flow. After comparing and analyzing between estimated installation of parking space and lane width and internal and external cases, the study suggests the improvement that considers expenses and convenience of a driver. Also, it shows installation of parking space that considers traffic safety, improvement of lane width, and parking way depends on vehicle types. By providing estimation for parking planning and parking planning methods that secure safe and smooth traffic flow within a parking lot, the study will contribute to the development of improved alternatives for cost-effective traffic safety and set-up structure, including installation standards of parking lots.

Low-flow mortar injection method grouting technology was selected and the traffic area was preserved as much as possible in order to secure safety for road traffic when the outflow and subsidence of landfill occurred due to ground-water, and etc. In particular, the current existing method was newly improved since there are risks of damage such as hydraulic fracturing at the lower part of the road, spilling of soil particles on steep slopes, and bumps on the road due to excessive injection pressure during construction. This study was carried out at the site of reinforcement work on the road as a maintenance work for the danger zone for collapse of the steep slope of the 00 hill, which was ordered from the 00 city 00 province. The improved low-flow mortar type grouting method adopted a new automated grouting management system and especially, it composites the method for grouting conditions decision by high-pressure pre-grouting test and injection technology by AGS-controlled and studied about grouting effect analysis by using new technology. By applying the improved low-flow mortar type grouting method, it was possible to lay the groundwork for road maintenance work such as the prevention of subsidence of old roads, uneven subsidence of buildings and civil engineering structures, and of soil leakage of ground-water spills. Furthermore, the possibility of application on future grouting work not only for just construction that prevents subsidence of old roads but also for various buildings and civil engineering structures such as railroads, subways, bridges, underground structures, and boulder stone and limestone areas was confirmed.
Background : Ginseng has traditionally been used in oriental countries to recover vital energy from Qi deficiency, and has shown various biomedical effects in the scientific literature. Recent reports suggest that ginseng could regulate blood pressure (BP), but much controversy still remains. Therefore, we intended to assess the anti-hypertensive effect of several ginseng types frequently used in clinics. We also investigated the anti-hypertensive effect on Koreans and Chinese, and by the body type according to Sasang Constitution Medicine (SCM). Methods : The study subjects were recruited from mildly hypertensive patients who exhibited pre-hypertension(120/80 to 139/89 mmHg) and stage I hypertension (140/90 to 159/99 mmHg) in Korea and China. After assigning the subjects into a Korean, a Chinese, a red, and an American ginseng group by randomization, we prescribed ginseng at a dose of 4.5 g per day for 4 weeks. To assess the anti-hypertensive effect, we compared the mean of systolic and diastolic BP between before and after ginseng medication using a 24-hour ambulatory blood pressure monitor (24 hr ABPM. We also monitored adverse effect and laboratory findings to secure the subjects' safety. In addition, all of the subjects in Korea consulted a specialist of Sasang Constitution Medicine to identify their constitutional type. Results : There were 64 subjects treated with Korean ginseng, 58 treated with Chinese ginseng, 33 treated with red ginseng, and 64 treated with American ginseng. Korean, Chinese, and American ginseng all reduced subjects' BP; Korean and Chinese ginseng showed more effect. The secondary analysis on the subjects' nationality revealed that all of the ginseng types showed more significant anti-hypertensive effect in Chinese patients than in Koreans. The third analysis on the constitutional type of SCM showed there was no significant difference in the effectiveness and the safety of ginseng among the constitutional types. Conclusions : We suggest ginseng, especially Panax ginseng without any steaming-drying process, could be useful for mild hypertension. Further, ginseng is safe regardless of subjects' constitutional type or type of ginseng within a dosage of 4.5g per day.

High-rise buildings and complex facilities are a representative urban system for the masses, and it requires an increasing role of commodity and safety. Smoke and toxic gasses can cause accidents due to fire in these systems. The purpose of this study is to develop a fiber screen material for emergency evacuation passages that can be avoided quickly and safely in cases of disasters. The fiber screen material is applicable to folding devices for emergency evacuation passages. The material is different from general steel material in that it is lightweight with less burden during storage for a long time in a roll form in a folding device. It also has an excellent secondary function in that it is less affected by radiant heat. Three kinds of fiber screen materials were selected that have good flame retardancy and post-processing characteristics. A performance evaluation was performed by a heat shrinkage test, contact heat test, combustibility test, flame retardancy test, tensile strength test, and tear strength test. As a result, the lightweight fabric shows excellent performance through post-processing, and silicone resin coating can secure safety of the pizza by the fiber screen material performance and radiant heat. The optimum post-treatment conditions were evaluated by performing a burning test after coating two kinds of glass fibers and four types of flame-retardant silicone resins with different weight and thickness.

With the development of IT Info-Communications technology, the vehicle with a combination of wireless-communication technology has resulted in significant research into the convergence of the component of existing traffic with information, electronics and communication technology. Intelligent Vehicle Communication is a Machine-to-Machine (M2M) concept of the Vehicle-to-Vehicle. The Vehicle-to-Infrastructure communication consists of safety and the ease of transportation. Security technologies must precede the effective Intelligent Vehicle Communication Structure, unlike the existing internet environment, where high-speed vehicle communication is with the security threats of a wireless communication environment and can receive unusual vehicle messages. In this paper, the Vehicle Identification number between the V2I and the secure message communication protocol was proposed using hash functions and a time stamp, and the validity of the vehicle was assessed. The proposed system was the performance evaluation section compared to the conventional technique at a rate VPKI aspect showed an approximate 44% reduction. The safety, including authentication, confidentiality, and privacy threats, were analyzed.
