Regulatory Compliance for the Working Environment Measurement System in Korea (작업환경측정제도 규제 순응 실태)

  • The regulatory recognition, regulatory approval, and observance for employer, inspector, and worker groups were investigated for the Korean measurement system in working environments. The employer, worker, and inspector showed an agreement of 90~97 % for the measurement of working environments. This survey showed that the measurement system of working environments has been settled in Korea. However, this survey showed an agreement of 81~87 % for reporting the results of working environment, involvement of worker representative, improvement of working environment, and holding presentations for working environment measurement. The employer recognized well for the measurement of working environments, involvement of worker representative, improvement of working environment, and holding presentations for working environment measurement, but the employee did not recognize well them as much as the employer did. Thus, the improvements for the recognition for involvement of worker representative, improvement of working environment, and holding presentations for working environment measurement by the employee are needed.

Research on the Cognition and Education of Safety for Children (아동의 안전에 관한 인식과 교육 실태 조사 연구)

  • It is necessary to examine from primary school children's viewpoint to perception of safety as to how they cope with a condition threatening safety at the realistic world with risky environment and whether knowledge obtained through education is transmitted to action in a correct way. For this, this study explored and analyzed children's perspective to safety felt in life, their achievement of education to safety as trainees, and their perception extent to safety. As a result of it, following conclusion could be obtained. First, as for safety on their way to school and home, the lower grade they were, the more they felt safe, but the higher they were, the more they felt uneasy, which was examined that they generally had uncomfortable mind. Second, as for whether safety education was performed or not, it was indicated that safety education was generally executed, but lower graders responded that safety education was executed, but high graders responded that it was not executed. Third, as for observance of traffic rules, it was examined lower graders kept them well, but higher graders did not do so. Fourth, as for safety of play, it was indicated lower graders wore protective equipment by parents' concern, but higher graders did not wear them since they were full of confidence counting on their capability. Fifth, as for life safety, it was indicated the area most preferentially educated from parents' viewpoint was traffic safety, and the next ones were gas and fire safety. Sixth, as for fire safety, it was indicated they did not play with fire, but higher graders compared to lower ones, played with fire as the means of curiosity and play. Thus, curricula for children's safety education executed from adults' viewpoint should be established, and assessment of children's safety education should get out of the limitation of execution of safety education to habituated action by the transmission of children's knowledge. Also it is urgent to develop programs with which to perform children;'s education at the level of children, establish and operate safety education facilities for practice education that teachers and children can receive safety education through experience by building up children's safety education related entities. And it is thought that safety should not left to only children, but their safety would be kept by developing and training safety education programs to all organizations and individuals related to safety.

A Study on the FTA Analysis of Blasting Accidents (FTA기법을 이용한 발파사고 분석에 관한 연구)

  • The industrial explosives in Korea have been made and used since 1952. The blasting accidents have increased gradually with the use of explosives. Based on the Police Department and Guns & Explosives Safety Technology Association's researching materials, the blasting accidents between 1988 and 1997 have been investigated and analyzed in this paper. FTA method was applied for the analysis of the blasting accidents which occurred in the tunnels, roads, subways, and various kinds of building construction area. The results show that the majority of the accidents, about 45.7% of the total, are due to the fly rocks. It is similar trend in Japan. The FTA analysis performed on the accidents by fly rocks shows that the major source of the accident is human factors such as non-observance of the safety rules, less knowledge of the safety and so on. The results of the study ate expected to provide basic data for making and observing the safety rules, making and amending the laws concerned and planning the security project. It will be helpful in preventing the blasting accidents and in reducing the loss of valuable lives and the financial damage.

Sensing of the Insecticide Carbofuran Residues by Surface Plasmon Resonance and Immunoassay (표면플라즈몬공명과 효소면역분석법을 이용한 살충제 카보후란 잔류물 검출)

  • The pesticide is raising public interest in the world, because it causes damage to an environmental pollution and the human health remaining agricultural products and an ecosystem, in spite of the advantages. Particularly, each country restricts the residual pesticide and induces observance about the safety and usage standard so that they can control the amount of pesticide used and defend the safety of agricultural products. The habitual practice for the analysis of the residual pesticide depends on GC (gas chromatography), HPLC (high performance liquid chromatography) and GC/MS (gas chromatography/mass spectroscopy), which triturate the fixed quantity of samples, abstract and purify as a suitable organic solvent. These methods have the highly efficient in aspects of sensitivity and accuracy. On the other hand, they need the high cost, time consuming, much effort, expensive equipment and the skillful management. Carbofuran is highly toxic by inhalation and ingestion and moderately toxic by dermal absorption. As with other carbamate compounds, it is metabolized in the liver and eventually excreted in the urine. The half-life of carbofuran on crops is about 4 days when applied to roots, and longer than 4 days if applied to the leaves. This research was conducted to develop immunoassay for detecting carbofuran residue quickly on the basis of surface plasmon resonance and to evaluate the measurement sensitivity. Gold chip used was CM5 spreaded dextran on the surface. An applied antibody to Immunoassay was GST (glutathione-s-transferase). The association and the dissociation time were 176 second and 215 second between GST and carbofuran. The total analysis time using surface plasmon resonance was 13 minutes including regeneration time, on the other hand HPLC and GC/MS was 2 hours usually. The minimum detection limit of a permissible amount for carbofuran in the country is 0.1 ppm. The immunoassay method using surface plasmon resonance was 0.002 ppm.

Deriving AR Technologies and Contents to Establish a Safety Management System in Railway Infrastructure (철도 인프라 안전 관리 시스템 구축을 위한 AR 기술 및 콘텐츠 도출)

  • With the recent growing importance over safety management the need for advanced and technical approaches for on-site safety inspection methods has increased. Railway construction is subject to its own particular set of temporal and spatial challenges due to its unique facilities and equipment. This study aimed to investigate the field characteristics of railway infrastructure and improve the conventional field safety management methods by identifying the most appropriate features of AR technology. Group interviews and surveys were conducted with field safety experts to derive the major problems and inspection needs. Subsequently, various features of AR, such as BIM model projection, and remote conferencing, were investigated to determine their applicability to address safety issues. As a result, four problems in the current safety management process, such as 'lack of time due to the conventional inspection method and inspection of areas that are difficult to access', and three major inspection types, such as 'observance of work procedures, status of installation, adequate dimensional spacing', were identified to be improved when adopting AR based techniques. Furthermore, AR technology utilizing plans to solve safety inspection problems and effectively manage major inspection types were proposed, and a follow up survey was conducted with the same field safety experts to derive the priority of technology development.

A Study about Legal Issues of Ship Crash in Open Ports Act (개항의 항계 안에서의 선박충돌에 따른 법률상의 쟁점 -해양안전심판원의 재결사례에 대한 분석을 중심으로-)

  • Open port has the designated course and traffic jam of ships happens often. This fact may connect to ship crash easily. And the accident happens due to violation of navigation mainly. In ship crash between Neoblue and Shinkwang 7 at incheon open port, the Korean incheon maritime safety tribunal shows that the violation of navigation and duty of attention at the open port would produce ship crash directly. Wherefore, the interpretation and application of navigation are important to protect future ship crash accident. The points of navigation as objects of study are divided into two categories, interpretation and application of navigation on crashing between the ship which navigate the designated course and the ship which enter into the designated course from the another course or outside the course, interpretation and application of navigation on crashing between two or more ships, which navigate violating the navigation every ships and violating agreement rule each other. And as conclusion, I refer the legal responsibility both Neoblue and Shinkwang 7 in detail. The results of this study as follows : First, in case of crashing between the ship which navigate the designated course and the ship which enter into the designated course from the another course or outside the course, public order in open port act can be applied by priority. However, in applying the public order the principle of trust and reasons of crew, cause and effect, the time of navigation application are mandatory considerations. Second, in case of crashing between two or more ships, which navigate violating the navigation every ships and violating agreement rule each other, we should focus on the reasons of crew. Also, the reasons of crew need strict conditions. These means that the awareness of crash danger and recognition of special circumstance including limit state of ships, existence of emergency danger, non escaping crash danger by only observance of navigation. And in case of this state the public order the principle of trust and reasons of crew, cause and effect, the time of navigation application should be considered by priority, too.

A case Study on Collapse Causes and Restoration of Retaining Wall with Vegetated Concrete Block (식생블록 옹벽의 붕괴원인 및 복구방안에 관한 사례 연구)

  • This paper describes a restoration of retaining wall, which was collapsed by rainfall. The failure causes was analyzed by field case, and then the countermeasure was suggested. The failure causes confirmed that observance of design and construction criteria was insufficient. It also was the climate condition like a rainfall and inappropriate construction management. The stability analysis for retaining wall, soil improvement and reinforced earth wall was conducted to confirm validity of the countermeasure. The analysis results showed that the suggested construction method satisfied in required safety factors. Therefore, it should be secured the stability of the structure based on the application of appropriate design method and construction management, when structure was constructed.

Biosafety of Microbiological Laboratories in Korea (우리나라 미생물 실험실의 생물안전현황)

  • Objectives : The biosafety level (BSL) practiced in microbiology laboratories in Korea according to the laboratory biosafety manual published by the World Health Organization (WHO) was evaluated using the data obtained by a survey. Methods : Under the advise of Clinical Laboratory Physicians, 144 types of microorganisms were screened based on the guidelines of biosafety in microbiological and biomedical laboratories published by the US Center for Disease Control and Prevention and classified into 1-4 risk groups. A questionnaire containing 21 questions in 5 areas was developed using the biosafety manual by published WHO. Of the 1,876 different organizations sent the survey, 563 responded to the survey (response rate: 30.0%). The species of microoganisms handled by as well as the biosafety level in microbiology laboratories were analyzed. Results : There were 123 species of microorganisms handled in microbiology labs in Korea. The BSL required in 512 microbiology labs was answered by the survey responders as the first grade in 33 labs (6.4%), 2nd in 437 (85.4%), 3rd in 42 (8.2%), and 4th in none. The average number of items satisfied was 12.2, showing only a 57.9% satisfactory rate and normal distribution. Conclusions : The state of overall observance of BSL in most microbiology labs of Korea was evaluated as lagging compared with the standard set up by WHO. Therefore, the Korean government need to produce and distribute a biosafety manual in microbiology laboratories and make efforts to prevent this threat through measures such as training in biosafety in microbiology labs.

Improvement plan and factual survey for weirs, drop structures and bridges in medium scale streams of Kyonggi province (경기도 지방하천에서의 보, 낙차공 및 교량 시설물의 실태 및 개선 방안 제시)

  • Weirs are to secure amount water of streams and drop structures are to enhance stabilization of stream bed and bridges are to connect isolated region, which are called stream crossing structures. In the stream design criteria, directions for minimum size of structures are suggested to secure stability of stream crossing structures. However the sizes of almost all existing weirs and drop structures are not satisfied with the stream design criteria and only 22 percent of the peirs of bridges are satisfied. To enhance hydraulic stability of existing weirs and drop structures, it is required that the ratio of bed protection to apron should be above 3.3. According to factual survey of structures in the sample streams, it has been shown that the longitudinal slope of rapid works with 1:20 is the most reasonable to design velocity if existing weirs and drop structures are rehabilitated into rapid works. It has been known that violating freeboard and span length of piers should make existing bridges reconstructed or removed. However, comprehensive review including deterioration level of bridges, special regulation for span length, etc. should be considered to determine rehabilitation plan of bridges. In this study, a procedure has been suggested to improve hydraulic stability of weirs, drop structures and piers of bridges. Sound environment of stream and reduction of natural disaster could be achieved by improving stability of cross structures, which could be obtained by governmental budget and active stream management including observance of design criteria.

Defining the Core Competencies of the Nurses in A Tertiary Hospital and Comparing Different Units based on Their Respective Characteristics (일 종합전문요양기관 간호사의 핵심역량 도출 및 근무지 특성별 중요도 인식 비교)

  • Purpose: The purpose of this study was to define the core components required of nurses to provide quality nursing care to patients and analyze the significance of these components in the hospital's various units to maintain a high level of competence among nurses. Method: The study evaluated 3 categories included 35 subcategories with 148 core components that were derived from literature review and interviews of nursing professionals. The nursing professional category included 18 subcategories with 98 components, the organizational culture category included 4 subcategories with 16 components, and the temperament-attitude category included 13 subcategories with 34 components. The study included 335 nurses with more than one year of hospital experience and measured disparities among different hospital units. The data was analyzed with SPSS-Win 10.0, differing perceptions of the importance of general traits among the participants were measured using standard deviation, and differing perceptions of the importance of professional traits among the participants were assessed using ANOVA and subsequently with the Bonferroni Test. The reliability of the aforementioned research tools were evaluated using the Cronbach's ${\alpha}$. Result: The results of the study were as follows: 1. Among the three categories, temperament-attitude category was perceived to be the most important, followed by nursing professional category and organizational culture category. Among the ten most important subcategories within the three categories, safety and infection prevention as well as responsibility were perceived to be the most important, followed by promotion of physiologic adaptation, document management and presentation, self-control, ethics, observance law, coping with emergency, humanity, and medication. 2. The relative importance of category associated with the core competencies within the hospital unit were as follows : 1) The units that rated nursing professional category as being the most significant were: internal medicine, surgical unit, mother-child unit, emergency room, intensive care unit, and operating room, in that order. 2) The units that rated the organizational culture competencies as being the most significant were: mother-child unit, internal medicine, surgical unit, emergency room, operating room, and intensive care unit, in that order. 3) The units that rated temperament-attitude category as being the most significant were: internal medicine, surgical unit, emergency room, mother-child unit, operating room, and intensive care unit, in that order.
