  • Compared to other industries the construction industry experiences more casualties and property damage due to safety accidents. One of the reasons is the increasing number of foreign workers. For this reason, past studies have found that foreign workers at construction sites are more exposed to safety accidents than non-foreign workers. Nevertheless the proportion of foreign workers involved in safety accidents at construction sites is increasing, and there has been a lack of research to predict the risk of safety accidents at construction sites. Additionally, realistic safety management is lacking due to a lack of safety accident risk prediction research. Therefore, in this study, we would like to propose basic research that proposes an AI-based safety accident prediction model framework for predicting safety accidents of foreign workers at construction sites. The framework and results of this study will contribute to reducing and preventing the risk of safety accidents for foreign workers through risk prediction for safety management of foreign workers at construction sites.

소규모 건축공사 중점안전관리항목에 관한 연구 (A Study on the Intensive Safety Management Items of Small-Sized Construction Sites)

  • Almost accidents in construction sites are occurred by unsafe work conditions and failure making safe environment. As recent construction projects become more complex, various and diversified, So the potential of construction-related accidents is increased as well. Comparing the frequency of construction-related accidents in large-sized construction sites, small-sized construction sites are more vulnerable because of lack of workforce and less effective technology system. Furthermore, the absence of safety committee, poor financial condition leads to lack of safety education, installation of safety facilities, and provision of individual protective equipment, which indicates difficulties handling even basic safety management. Therefore, in order to lower the hazard rate at small-Sized construction sites, it is necessary to proceed with more structural and thorough actions for preventing accidents. In other words, it is necessary to analyze the causes of the accidents at small-sized construction sites, set criteria for safety management, and suggest safety management items according to work classification by evaluating the relative importance of the items.

  • 건설재해는 건설업 특성상 외부환경에 직접적으로 노출되어 있으며, 상시 가변적인 공정 과 인력투입의 다양성, 취약계층의 증가, 건설기계 장비의 위험성 등 복합적인 요소들로 인하여 재해발생 가능성이 더욱 높아지고 있다. 특히, 건설재해 중 120억 미만 중·소규모 건설현장의 재해는 전체 건설 재해의 88.9%(사망 73.4%)를 차지하고 있는 바, 이는 관리감독자의 부재로 인한 관리소홀과 사전 안전조치 미흡 등이 문제라 할 수 있다. 또한, 대규모 건설현장과 비교하여 상대적으로 안전관리 인력 및 기술체계가 부족한 중·소규모 건설현장의 안전조직 부재에 따라, 재해 예방을 위한 안전교육 및 안전시설물 설치 등 기본적인 안전관리도 자체적으로 해결하기 어렵기 때문이다. 따라서 건설재해를 저감하기 위해서는 중·소규모 건축공사의 재해예방이 필요하다. 이에 본 연구에서는 중·소규모 건축공사의 재해율 저감을 위해 건설현장 재해사례와 안전관리 문제점을 도출·분석하고 재해다발요인의 중점 위험항목을 제시하여 중·소규모 건축공사 현장의 안전을 확보하고자 한다.

스마트건설안전 비용의 안전관리계획서 계상 현황 분석을 통한 활성화 방안 연구 (A Study on Activation Policy of Smart Construction Safety Cost by Analyzing Actually Estimated Amount in Safety Management Plan)

  • This study analyzed the smart construction safety cost included in safety management plans that are approved before construction. Specifically, it refers to the cost incurred in constructing and operating a safety management system using wireless communication and facilities. Based on the obtained statistical results, an activation policy for the inclusion of the smart construction safety cost in building safety management plans was proposed. The smart construction safety cost must be included in the safety management cost; notably, this is mandated by the Construction Technology Promotion Act. However, there are some problems with the inclusion of smart construction safety costs. To analyze the problems encountered when calculating the smart construction safety cost and including it in safety management plans, in this study, statistical analysis was performed using the data of 1,334 safety management plans received at the Construction Safety Management Integrated Information (CSI) from June to August 2021. The results show that only 50.7% of the safety management plans included the smart construction safety cost although the current law mandates 100% inclusion of these costs. Thus, it is apparent that the smart construction safety costs are only included in a low proportion of sites. In addition, the calculated smart construction safety costs were shown to have a small correlation with the construction cost; moreover, they appeared to be distributed at a constant cost level. In this context, it is believed that perfunctory cost calculations were performed at most sites since the effect of the construction cost on the smart construction safety cost was negligible. Therefore, it is necessary to improve the inclusion of smart construction safety costs by strengthening the authorization process of the approval institute of safety management plans. In addition, institutional support, such as guidelines that promote the calculation and inclusion of appropriate smart construction safety costs according to the characteristics of sites, are needed.

  • Recently, the issue of construction safety is growing. In the construction industry, accidents have continued to increase since 2000. In particular, the number of accident deaths at small and medium-sized construction sites accounts for 72.11% of the total number of accident deaths in the construction industry. For construction safety, prior safety evaluation systems such as Design for safety and safety management plan preparation are in place. However, at construction sites, these systems are recognized as formal legal documents, and their effectiveness is greatly reduced. Therefore, in this study, a linkage model that links design safety review information and safety management plan information was presented so that the safety management plan can be efficiently established. In addition, the effectiveness of the proposed process was verified as an example of actual work. The linkage model will contribute to improving the safety management environment at the site by increasing the productivity of safety management work by enabling easy sharing of risk factor information in the construction stage safety management work. The results of this study will be used as basic information for the development of the integrated safety management system.

A Study on the Application of Smart Safety Technology at Construction Sites in South Korea

  • Among all industries, the construction industry still remains a traditional one with low productivity due to its labor-intensive and field-dependent production system, its supplier-oriented industrial structure, and the disruption of the information flow between participants. In addition, the construction industry in South Korea has recently been required to transform itself according to social trends such as aging, the reduction of skilled workers, and the shortening of working hours, and the disaster and death rates in the industry, which are more than twice as high as those in other industries, are making it more necessary to solve chronic safety problems. Therefore, the purpose of this study is to grasp the actual condition of safety management on construction sites in South Korea and analyze cases of K-smart technology utilization for preventing safety accidents on construction sites. The study investigated and analyzed the following. First, construction sites in South Korea were analyzed by type of safety accident, by type of construction, and by construction contract amount. Second, the current status of accidents on small-sized construction sites with a high fatal accident rate and cases of safety accidents on construction sites were investigated. The results of the study are expected to contribute to the dissemination and spread of smart safety technology for not only identifying major factors in safety accidents that occur on construction sites but also preventing workers from suffering accidents.

  • The small-and-medium sized construction sites are in weak state of safety management because of the variable working environments, the lack of safety techniques and the weak economic conditions, and industrial accidents of these sites were occupied 60% of the total construction accidents. Recently, the safety engineer's number are not to be enough at the small-and-medium sized construction sites. Therefore, the safety engineer's works are addition to more and more. This paper is a development of the integrated program which using composition of construction safety management expenses. It is an management tool which helps to saving time of construction safety engineer. A method of development composition, to used Brain Storming for a place of meeting to construction safety management counselors.

건설현장 안전관리자의 자격기준에 관한 연구 (Improving Qualification of Safety Manager at Construction Site)

  • As shown in the accident analysis from 2007, it has been found that causes of accidents on large-scale projects are different from those found in general construction projects. A 300-question survey regarding systematic and practical aspects of safety problems at construction sites was distributed to ten (10) different companies. Participants were to respond subjectively, so that the results could be used to assemble the first formal questionnaire survey. They were collected and compiled by an advisory committee for this study. The resulting surveys were then sent to the division chiefs of the top 100 construction companies in Korea, in order to improve the response rate. The Department of Safety & Health Direction, and the :Ministry of Labor, ROK sent the same sheets to medium and small construction companies that placed within 101-200th of all Korea construction companies. The above safety engineers were classified into four (4) levels, from 1st to 4th, followed by the project dollar amount and risk level. Formulae were developed to assign safety engineers to construction sites by engineer level, the project dollar amount, and the project risk level. Conclusions are summarized as follows: 1) Reviewing the assignment system of experienced safety engineers to large scaled projects - The more experienced the engineers assigned to a project, the higher the level of accident prevention. 2) Enforcing the assignment of advanced level safety engineers to large-scaled sites - At least one advanced-level safety engineer should be assigned to construction sites with projects valued at $15million USD (15,000,000,000). 3) For assigning safety engineers by risk level - Twenty models have been developed to calculate the number of safety engineers to be assigned by risk level. In the future, risk level for each job should be established by the government (as is now the practice in Germany).

국내 건설회사의 안전관리 수준분석 및 향상방안 (Assessing the Safety Management Performance of Korean Domestic Construction Companies and Improvement Plans)

  • This paper presents the safety performance of Korean domestic construction companies including the characteristic and current status of safety management actions of the firms. Safety performance both at the head office and job sites of each construction companies, which are divided four groups by construction capacity ranking, are investigated. General recognition that there is a wide difference of safety performance among domestic construction companies by construction capacity ranking was confirmed by comparing the safety performance at the head office and the job sites of the companies under the study. Data analysis shows that the safety performance of the group I and II has the largest difference, and this difference of the group II and III and group III and IV are gradually decreased, respectively. This paper presents the safety performance improvement measures, which is applicable to safety management components consisting of both the head office and job sites safety management systems of each group (e.g., I, II, III and IV) suffering the lack of safety performance.

건설현장에서 안전재해예방을 위한 발주자의 안전관리 역할 (A Study of Client's Role for Safety Management at Construction Sites)

  • Larger and more sophisticated building construction requires more input resources such as worker, materials and devices. Growing resource volume brings risks at a construction site. The industry makes an effort to protect probable incidents at the site by organizing a safety management team. conducting a safety instruction and etc, but losses especially in the construction are higher than other industries. Major reason is that the safety management program is conducted only at the step of construction work and a root cause is not eliminated. Conventionally a concerned party shifts the blame to other parties such as constructor and site workers who are direct participants in the construction site. However, the whole causes of incidents go to the all subject of the construction not only the constructor but the client, designer and others related in the construction, and especially the clients are heavily involved in general concerns of the project. Therefore, this study is defined the role of the clients in nations and domestic condition of construction safety management is investigated. And it is analyzed surveys to prevent incidents at construction sites, and suggested the role of the clients which is classified pre and post construction, and in the middle of construction, and also categorized planning and design & construction schedule especially for the pre-construction level.
