The Various Factors which Should Be Considered in Classifying Toxic Substances in Water and Deriving Their Effluent Limits: Focusing on the Reduction of Risk (수질유해물질의 지정 및 배출허용기준 설정 시 고려해야 하는 복합적 요인에 대한 고찰: 위해성 저감을 중심으로)

  • The use of toxic chemicals was extended as the industry in Korea has grown dramatically during the last three decades. However, list of toxic substances and limit concentrations in the water environment are not consistent within management of ambient water, drinking water and industrial effluent. This article suggests the systematic framework to classify toxic substances in the water environment and deriving their effluent limits. The most important factor for decision-making to classify toxic substances is whether their concentrations in the water environment are higher than the reference concentrations, estimated by considering human health risk and ecological risk. Using a risk-based reference concentration, the ambient water quality criterion, it is possible to derive the regulatory limit concentrations of toxic substances in drinking water and in industrial effluent. The goal concentrations in the effluent, which guarantee the human and ecological safety, should be determined with scientific investigation, balancing environmental benefit and economical effect, considering availability of treatment technology and identifying characteristics of wastewater from different industries.

A Study on Color Reliability of New Combat Uniform Fabrics through Quantitative Analysis of the Color and Color Fastness to Washing (색상 및 세탁견뢰도의 정량적 분석을 통한 신형 전투복 원단의 색상신뢰성 연구)

  • A new combat uniform is improved for added combat safety with various functions such as survivability, battle conformity and a camouflage performance system. Camouflage performance is an important factor in terms of combat survivability since it makes identification difficult and provide security. The combat uniform is worn under extreme conditions (exposure to ultraviolet light, sweat and friction) and an excellent color fastness to repeated washing is required. In this study, we investigated the color management, durability and discoloration of new combat uniform fabric with a digital pattern for camouflage performance to provide preliminary color management data. We examined color differences between standard fabric and mass-produced combat uniform fabrics, color differences between each military supply contract firm and color changes in combat uniforms after 60 washing cycles. The slight color differences between standard fabric and mass-produced combat uniform fabrics were tolerable under quality criteria of Republic of Korea Ministry of National Defense. However, the differences between the military supply contract firms were recognizable to the naked eye and increased with repeated washing. Continuous research on color fastness under repeated washing and color management is required to standardize reliability from each military supply contract firm for the daytime performance of a combat uniform's camouflage.

  • Favorable policies for freight vehicles (i.e., trucks), such as exclusive "Truck-ways," have been proposed, and at the same time restricted policies for freight vehicles have been suggested because transportation of goods by truck aggravates traffic congestion and environmental conditions in urban areas. This study discusses the limitations of assessment processes for freight vehicle route management systems which have been carried out from limited perspectives such as physical distribution efficiency and traffic circulation. The objective of this study is to propose an assessment method of truck route management systems in urban areas which includes more varied criteria. This research modified the two existing assessment indices of physical distribution efficiency and traffic circulation. In addition two new assessment indexes are proposed: (i) exposure indices for population directly influenced by nitrous oxide, a representative pollutant, and (ii) a friction index between trips for attending elementary school and freight vehicle trips. It was found that from the perspective of physical distribution efficiency and traffic circulation, the "before" alternative is better than "after". However, from the aspect of traffic safety and environmental impacts the "after" alternative is better than "before". It is expected that the proposed evaluation method in this study would be useful when identifying reasonable policies for truck route management in urban areas.

Development and Validation of an Analytical Method for Quinoxyfen in Agricultural Products using QuEChERS and LC-MS/MS (QuEChERS법 및 LC-MS/MS를 이용한 농산물 중 살균제 Quinoxyfen의 잔류시험법 개발 및 검증)

  • An analytical method was developed for the determination of quinoxyfen in agricultural products using the QuEChERS (Quick, Easy, Cheap, Effective, Rugged and Safe) method by liquid chromatography-tandem mass spectrometry (LC-MS/MS). The samples were extracted with 1% acetic acid in acetonitrile and water was removed by liquid-liquid partitioning with $MgSO_4$ (anhydrous magnesium sulfate) and sodium acetate. Dispersive solid-phase extraction (d-SPE) cleanup was carried out using $MgSO_4$, PSA (primary secondary amine), $C_{18}$ (octadecyl) and GCB (graphitized carbon black). The analytes were quantified and confirmed by using LC-MS/MS in positive mode with MRM (multiple reaction monitoring). The matrix-matched calibration curves were constructed using six levels ($0.001-0.25{\mu}g/mL$) and the coefficient of determination ($R^2$) was above 0.99. Recovery results at three concentrations (LOQ, 10 LOQ, and 50 LOQ, n=5) were in the range of 73.5-86.7% with RSDs (relative standard deviations) of less than 8.9%. For inter-laboratory validation, the average recovery was 77.2-95.4% and the CV (coefficient of variation) was below 14.5%. All results were consistent with the criteria ranges requested in the Codex guidelines (CAC/GL 40-1993, 2003) and Food Safety Evaluation Department guidelines (2016). The proposed analytical method was accurate, effective and sensitive for quinoxyfen determination in agricultural commodities. This study could be useful for the safe management of quinoxyfen residues in agricultural products.

  • We have developed standards based on international criterions for the quality control of dose tested by the measurement institutions of individual exposure doses through improving the reliability of data on the exposure dose of individuals working in radioactive environment and securing the accuracy and reliability of individual dose measurements. Laws related to radiation dose applied to domestic institutions refer to ANSI N13.11.1993, but currently, in U.S. and some other countries the measurement of radiation doses is based on ANSI N13.11.2001 that reduced test categories and tightened the standards. We made efforts to simplify the standards and to reduce the number of dosimeters required in experiment, and avoided preventing or hindering the use of future technologies not approved under the current law such as glass dosimeter and optical stimulation dosimeter. The Quality Management Manual of Radiation Dosimetry Service, Assessment Manual of Radiation Dosimetry Service Accreditation Program, and the Personnel Dosimetry Performance. Criteria for Testing are documents applicable in supervising laboratories.

  • To evaluate radiological impact from the operation of a low- and intermediate-level radioactive waste disposal facility, a logical presentation and explanation of expected accidental scenarios is essential to the stakeholders of the disposal facility. The logical assessment platform and procedure, including analysis of the safety function of disposal components, operational hazard analysis, operational risk analysis, and preparedness of remedial measures for operational safety, are improved in this study. In the operational risk analysis, both design measures and management measures are suggested to make it possible to connect among design, operation, and safety assessment within the same assessment platform. For the preparedness of logical assessment procedure, classification logic of an operational accident is suggested based on the probability of occurrence and consequences of assessment results. The improved assessment platform and procedure are applied to an operational accident analysis of the Korean low- and intermediate-level radioactive waste disposal facility and partly presented in this paper.

  • The purpose of this study is to check the priority control status of the current operation process alarm by comparing the priority of the alarm set up in PV high trip point, which is being installed and operated in the domestic petrochemical industry, with the criteria presented in ISA 18.2 International Standard or EEMUA 191 Guidelines. In the event of a process problem, excessively set high alarm is provided to the driver in a short period of time, making it difficult to identify the alarm that needs to be handled first. As a result, it is likely that the operator will not be able to carry out appropriate actions within the specified time frame, and many cases have been reported leading to unexpected process shutdowns or process accidents. Therefore, this study aims to introduce international standards related to alarm management and identify the level of alarm control used at the domestic petrochemical industry site to inform potential risks that may occur in the petrochemical process of the national industrial complex in the future and suggest ways to reduce risk factors.   • The purpose of this study is to suggest objective evaluation model as a plan to utilize as opportunity in establishing judgment standard of mutual inspection criteria and to upgrade inspection ability by reviewing and analyzing level of danger and importance in advance based on inspection results of inspection institutions regarding tower cranes used in construction fields. Tower crane is a mechanical device transporting construction supplies and heavy materials to places over 20~150M high from the ground for the period ranging from a short time of 2~3 months to two years after being installed in construction sites in vicinity of buildings or structures and is an important facility indispensable for construction sites. However, since use period after installation is short and professional technical ability of technicians working on-site about of tower crane is poor, systematic and quantitative safety management is not carried out As a part of researches on procedure of RBI(Risk Based Inspection) possible to apply to Knowledge Based System based on knowledge and experiences of experts as well as to tower cranes for solving these problems, quantitative RPN(Risk Priority Number) was applied to RPN utilizing technique of FMEA(Failure Mode and Effect Analyses). When general RBI 80/20 Rule was applied parts with high level of risks were found out as wire rope, hoist up/down safety device, reduction gear, and etc. However, since there are still many insufficient parts as risk analyses of tower crane were not established, it is necessary for experts with sufficient experiences and knowledge to supplement active RBI techniques and continuous researches on tower cranes by sharing and setting up data base of important information with this study as a starting point.

A Measurement of Sea Ice Properties at Chukchi Borderland During the Summer (여름철 Chukchi Borderland 부근 해빙 재료특성 계측)

  • Sea ice properties have been considered a key indicator in the structural design criteria of icebreaking vessels and arctic offshore platforms to estimate design ice load and resistance for their safety management in Arctic Ocean. A measurement study of sea ice properties was conducted during July to August of 2011 with the Korean icebreaking research vessel "Araon" around Chukchi Borderland. The sea ice concentration appears to be rapidly decreasing during this cruise. Ice condition seems to be thick second-year ice and multi-year ice and then, a lot of melt ponds were observed in the surface of ice floe. Calculated flexural strength of sea ice was about 250~550kPa, ice thickness was roughly 1.3~3.0m. In this research we performed field experiment to measure ice temperature along the depth, thickness, density, salinity, brine volume ratio and crystal structure. Apparent conductivities derived with the electromagnetic induction instrument were compared to drill hole measurement results and accuracy of sea ice thickness estimation formula was discussed.

A Study on Complication factors between foreign and domestic chefs (국내외 조리시간의 갈등요인에 관한 연구)

  • This study attempts to identify the level of conflicts occurring between foreign and domestic chefs, and to suggest the way of controlling those conflicts in order to well manage human resources, foreign chefs. Based on the empirical research, the research findings shows that in terms of targeting and achieving objectives different level of conflicts are experienced when age, hotel type, position varies. For example. purchasing excessive foreign foods may cause undesirable stock which will lead to considerable loss. In order to overcome this problem the advantages of the chain-operated and the independent hotel's food purchasing system must be incorporated. Secondly, another conflicts arise when the architecture and system of a kitchen is different from what foreign chefs are familiar with. Kitchen architecture and system should be well-designed in terms of delivery channel, sanitation, safety, food control, banquet etc.. In developing menu, chefs often have different criteria in the scale of sweet and salt of a particular dish. Foreign chefs often blame his subordinates for not meeting his requirements without proper training or education. Finally, because of the different culture, communication as well as the lack of mutual understanding problem occur. Even though today is called global town. some chefs do not seem to open their minds to learn other developing countries' culture. In diversity management aspect, chefs need to put much effort to be aware of other countries' culture, history, political and economic situation. In prior to employing foreign chefs, the job enrollment and description must be prepared so as to minimize the conflicts, which otherwise will create poor job performance.
