Procedure of Quantitative Safety Assessment for Risk Management System (위험관리시스템 구축을 위한 정량적 안전평가 절차)

  • The risk management case is an organization's formal arrangement to ensure the safety of its work activity within risk management system. It allows an organization to demonstrate its capability in achieving its safety objectives and in meeting regulatory requirements. This paper presents how the safety assessments are described, prepared and maintained to meet the criteria specified by the upcoming safety regulations. We propose the elements of risk management system that include arrangements for the ongoing identification of hazards, assessment of risks and the implementation of necessary control measures.

Development of Hazardous Materials Management Standard for Decoction Type of Personalized Herbal Medicine

  • Objectives: This study was conducted to development of hazardous materials management standards for the decoction type of personalized herbal medicines (PHMs). Methods: This study was conducted in two stages. We searched documents about criteria to use words such as 'Herb', 'Herbal medicine', and 'Botanical Drug' and summarized the results. We organized the committee consisted of seven experts, and held two meetings to reach an agreement on hazardous management standards of the decoction type of PHMs. Results: The seven documents were presented in the literature review and six items related to hazardous management standards of decoction were identified. The second expert meeting brought that a total of six items, including heavy metal, pesticide residues, sulfur dioxide, benzopyrene, mycotoxin, and micro-organism limits, were selected for safety management of decoction type of PHMs. Also, the criteria and test methods for each standard were suggested for monitoring the decoction type of PHMs. Conclusion: The study suggested hazardous material management standards and criteria for the decoction types of PHMs. In the future, it would be necessary to conduct a pilot test to ensure the validity and credibility of the safety management standard and criteria. Furthermore, the government level safety management system should be introduced to verify the safety of decoction medicines.

  • Safety Management of Korean railway industry has been rapidly changed into a risk-based approach adopted by developed countries since Railway Safety Act 2004, Rolling Stock Risk Assessment Guidance and its following regulations came into force. The fundamental requirements for the risk-based safety management is to carry out a systematic hazard identification and quantified risk analyses including cost-benefit analyses, but there has been rare a serious discussion over risk acceptance criteria and value of life in order to be able to judge the results of risk analyses and carry out cost-benefit analyses. This study presents the results of a review of risk acceptance criteria and value of life which may be adoped to Korean railway industry through the analyses with comparison of risk accepatnce principles and risk accepatnce criteria which have been already applied to other countries or other railway operators.

Investigation of EU, UK and USA's Laws and Standards related to Safety Criteria for Commercial Kitchen Machines (유럽연합, 영국 및 미국의 주방 기기 안전 기준 관련 법령 및 규격 조사)

  • The purpose of this study is to investigate EU, UK and USA's laws and standards related to safety criteria for commercial kitchen machines. The study was based on literature survey and web surfing. The results revealed that EU has relevant directives by kitchen machines and harmonized standards according to the directives. The directives and harmonized standards are translated into the laws and standards of EU member countries, respectively. The kitchen facility relevant legal systems of UK and USA do not prescribe the safety devices or measures, but only the basic health and safety requirements. The requirements were forcefully implemented through the certificate systems such as CE(Confommite European), UL(Underwriters Laboratories), etc. Only products with CE, UL or NRTL(ationally Recognized Testing Laboratory) certificate marking can be placed on the market of EU and USA, or put into service. For achieving the certificates, all requirements regulated in the relevant standards should be met. The standards of UK and USA were presented by kitchen machines or by standards themselves, respectively. Safety devices required by the standards were also summarized by kitchen machines and their risk factors.

  • Slips and falls are associated with many public injuries in Korea. It is also estimated that slipping are major contributors to slip, trip and fall injury burden. The primary purpose of the present study is to determine if, and to what extent, the standard could be improved in present environment. In order to fulfill our objective, the regulations in Korea and foreign countries were investigated and reviewed. Many kind of standard, mandatory documents and guideline were also reviewed. And then, regulations, standard, guideline etc. reviewed were compared with each others. Also, some criteria was developed in this study. Standard and criteria developed in this study will help to prevent slip, trip, and fall injuries.

  • Owing to a reliance on imported products from Europe and Japan, the use of logistics equipment with poor energy efficiency coupled with high maintenance costs can lead to high operating costs for some domestic logistic centers. To lower their operating costs, the logistic centers use motorized roller conveyors. In order to commercialize this process, it is necessary to establish the test criteria and assess the reliability of the process. Currently, there exists no standard verification method to test the reliability of motorized roller conveyors. In this study, we propose reliability assessment criteria for a: i) reliability test, ii) environmental test, iii) safety test, and iv) lifetime test.

  • We have endured a lot of social and economic loss due to the industrial calamities. A study for the government policies to reduce the loss in the field of industrial safety and health leaves much to be desired. The practical one on the government policies industrial safety and health policies, however, hasn't been accomplished as much expected. The purpose of this study is to suggest a research framework fir the execution process analysis, which is needed to find out the desirable or undesirable elements of industrial safety and health policies. The focus of the analysis lays on a policy problem of the industrial safety and health criteria. And based on this paper, it will proceed to the practical research for the industrial safety and health policies.

A Study on the Recommendation of the Candidate Substances and Methods for an Additional Designation of Special Management Materials in Occupational Safety and Health Act(OSHA) (산업안전보건법 특별관리물질의 추가 지정방법 및 후보물질 권고에 관한 연구)

  • Objectives: This study was performed in order to devise a procedure for supplementing the Special Management Materials in the Occupational Safety and Health Act and recommend candidate materials. The results are expected to be used as fundamental data for classification and criteria necessary to manage Special Management Materials in workplaces. Also, they are expected to be used as a basis for selecting target materials to nominate as additional Special Management Material. Methods: We investigated the selection standards for candidates and review ranges of data sources to nominate Special Management Materials. The substances classified as GHS(Globally Harmonized System of classification and labeling of chemicals) category 1A(known to have carcinogenic potential and reproductive toxicity for humans) or 1B(presumed to have carcinogenic potential and reproductive toxicity for humans) carcinogens and reproductive toxicants among the Controlled Hazardous Substances of the Regulation on Occupational Safety and Health Standards and substances with OELs(Occupational Exposure Limits) were inspected as the candidates for Special Management Materials. Conclusions: A seven-step procedure for selecting candidates to designate as Special Management Materials was suggested, including the setting of target chemicals for evaluation, classification of CMR(Carcinogens, Mutagens or Reproductive toxicants) by GHS classification and criteria, suggestion and selection of the candidates, and more. This study recommends 58 chemicals as qualified candidates to supplement the Special Management Materials.

  • The biggest difficulty the small and small business currently face is not to have the effective cusomer management system that is the computerization of management. This suggests their will to introduce data marketing in order to differentiate 'Customer Marketing' and 'One to One Marketing'. The potential needs as well as visible needs of customer should be considered in order to research and analyze the customer data. At this point mayor enterprises are paying much attention to Customer Segmentation and their related markets are expanding rapidly. I'll give a brief introduction to the Multi Criteria Importance-Performance Analysis and go into the problems that should be considered and which phase to emphasize when building this system.

  • Disaster and safety budget can be characterized as a large-scale public asset on which the government has a significant role. It is of a crucial importance to properly allocate the limited national budget to various areas as necessary. Higher investment efficiency of the budget related to disaster and safety management requires distribution criteria based on relevance and efficiency. Currently, the budget related to disaster and safety management is orchestrated through the prior consultation system. However, there is still no clear framework for reviewing the investment direction and setting the priority investment areas by prior consultation. This study analyzes the status and characteristics of disaster and safety management projects by damage type and proposes a structured system for prioritization. This framework can be useful in selecting the areas that need priority investments by damage type of disaster and safety management projects, thereby contributing to improving investment efficiency.
