A Study on the Safety and Improvement of Small Theatres in Korea (소규모 공연장 안전실태 및 개선방안에 대한 연구)

  • The market of performance arts industry such as concert, musical and opera etc is now expanding in Korea. However, the inadequate safety management in theatres often causes some accidents. The guarantee of safety in theatres is very important since the accidents in theaters can lead to many casualties and serious property damages. In particular, the small theatres which have no obligation of safety inspection by law are very vulnerable to safety mattes. This study has done the research into the improvement of safety in small theaters through the inspection and analysis of their safety status. For the purpose, this study has inspected and analyzed the safety status of small theaters over 120 in the field of theater management and operation, fire protection, electrical facilities, ceiling structure and etc. Moreover, this study had investigated the law and technical standards related to theatre safety. This study shows that the essentials to make sure of the safety in small theaters are (1) the education to improve the sense of security of people who work in theaters (2) the training to strengthen the operating skills of the facilities in theaters (3) the cooperation and support of the related organization such as technical research center, central and local government.

  • Korea enacted the occupational safety and health law in order to prevent industrial accidents in 1981. Led by ministry of labor, occupational safety and health support services policy has been built through government-affiliated organizations, research institutions and academic research. Korea's accident rate has remained at 0.7% for last 10 years despite continuous efforts over the last 30 years. These results means that the occupational safety and health support services policy conducted by the government have reached their limits. Therefore, the necessity of assessment about occupational safety and health support services policy is proposed. The main objective of this study, through the IPA analysis, is to grasp the point of worker's needs about occupational safety and health support services policy and to help formulate the efficient policy.

  • ICAO's Universal Safety Oversight Audit Programme (USOAP) was initially launched in January 1995, in response to widespread concerns about the adequacy of aviation safety oversight around the world. The recent reduction in aircraft accidents and effective role that is evaluated on the basis of these results, and in 2013 the existing 'snapshot approach' to 'regular monitoring system (USOAP-Continuous Monitoring Approach)' was converted to. ICAO aviation safety assessment of the state in today's international community 'aviation safety credibility' as objective indicators to judge the enormous impact on the aviation industry, the state is not satisfactory, especially if the results of the evaluation and expansion of code-share airline ban, reduced international air transit passengers, including premium increases business and economic penalties should. In addition, ICAO implementation of the existing laws and regulations(Prescriptive Approach), but based on the Risk-based prevention model, Proactive Approach introduced the concept of aviation safety system, including international aviation safety policy has been to switch paradigms. This new ICAO international aviation safety policy also applies to the Government of the Republic of Korea in line with the aviation safey policies have changed. In particular, the systematic implementation of safety management for the existing laws and regulations in the center of the safety oversight system of risk-based introduction of the concept of proactive safety management, and According to international standards ICAO aviation service providers operate their own Safety Management System was set out in Aviation Law ever. In addition, the aviation safety is at the center of the field of the safety of aircraft operations and maintenance for the promotion is promoting various safety policies. This new paradigm shift in the international aviation safety policy in line with our state in the international community with the most exemplary aviation safety system firmly established itself as a model, the Government will strengthen the competitiveness of our aviation plans to support. To do this, the government, airlines, aviation officials try all the practical effect would be expected.

Development on Evaluation Technique of Stability for Safety Elevation in Fishing(Stow-Neting)Vessel (어선(안강망) 안정성능 향상을 위한 복원성 평가기법 개발)

  • International Maritime Organizatin(IMO) has been chosen some of agreements for regulating the international stability criteria of fishing vessels and recommended that each goverment adopts theirs into the domestic law. As a result, 77/93 Fishing Safety Agreement was ratified. Among the above agreement, contents of stability was not only applied to domestic law, but also strenghten considerably compared with existing stability criteria. And even if the calculation guide of stability with recommendations was regualted, Analysis of stability on domestic fishing vessels never have been used according to such a caculation method. Moreover, the caculation of stability criteria caused by strong wind, rolling effect and deck inflow was not considered in the existing basic design program. Therefore, the development of stability criteria program available for such a caculation has been of vital impotance. This research has developed a stability criteria program under 77/93 Fishing Safety Agreement. Also through development of stability criteria program, the stability performance of fishing vessel with 69ton stow-nesting was evaluated.
