A Study on Safety Educational Analysis by affecting Industrial Disaster in the case of G construction company (산업재해(건설업)에 따른 안전교육 실태분석에 관한 연구 -G 건설사 사례를 중심으로-)

  • Proper pre-safety training is one of core mandatory in order to reduce injuries at the construction fields. In this study, we investigate the employee's opinions of safety training, safety recognition, the actual conditions of safety through survey. As a result of study, incident factors are roughly divided into technical factor, managerial factor, and educational factor. We confirmed that the educational factor led by deficiency of safety awareness and knowledge was the major factor. It needs to be resettled or revised properly to match with the incident trends and the safety training curriculum should also be improved and drastically revised with special quality. The managerial workers' safety recognition is lower than the site ones regarding the correct understanding of the importance of the training.. It suggest that the education method and system in construction fields might have fundamental problems.

The Change of Housewives' Purchase Behaviors by Food Safety Incidents; in Relation to the Outbreak of 2008 Melamine Incident in Korea (식품안전사건사고에 따른 주부들의 식품 구매행동 변화 -2008년 멜라민 사건을 중심으로-)

  • This study surveyed the change of housewives' purchase behaviors by food safety incidents; the outbreak of 2008 Melamine incident in Korea as for example. 565 housewives in Gunsan were interviewed in March 2009. 52.3% of respondents were regarded as unsatisfactory for food safety management in Korea. Despite the result of scientific assessment for melamine, 74.6% of respondents were yet regarded as health-threatening substance. By the point of before, during and after Melamine-related food safety incident, we were surveyed the level of purchase for melamine-related food items as five scales, the results were $2.47{\pm}0.97$, $1.80{\pm}0.92$ and $1.62{\pm}0.92$, respectively (p < 0.001). After the incident happened, the purchase level was even more reduced. This study also found that there were significance difference (p < 0.05) among the respondents' knowledge for melamine toxicity and food safety management in Korea concerning housewives' purchase behaviors, i.e. the more accurately for melamine toxicity and higher satisfactory of consciousness of food safety, there were less change of purchase behaviors. In conclusion, the consciousness of food safety and accurate knowledge of hazards were significantly affected for the change of housewives' purchase behaviors by food safety incidents. Therefore, it can be suggested that the need for more scientific risk communication strategies with consumer.

A study on the consumption of fishery products in relation with radioactivity-related safety information (방사능 관련 안전정보의 수산물 소비 영향에 관한 연구)

  • This study aims to look at the change in consumer awareness and behavior after Japan's 2013 nuclear power plant's radioactive water leakage and draw implications about them. Findings show that 81% of respondents decreased their consumption of fishery products after the nuclear incident, and kept on showing avoidance of imported fishery products including those from Japan. Also it showed that consumers more importantly considered safety when buying imported fishery products after the nuclear incident. The most common channel of receiving radioactivity safety information on fishery products were TV and online. However, the main reason for decreasing the consumption of fishery products was founded to be based on the inaccuracy of the information provided. However, many people said that they will increase their consumption of all fishery products if provided with accurate radioactivity information. Therefore, if accurate radioactivity information were to be spread effectively to the public, positive consumption rates of fishery products can be shown in the future. The inaccuracy of radioactivity safety information caused the rapid decrease of fishery products consumption in 2013 to be amplified. Therefore, this study showed the importance of the delivery of rapid, accurate and consistent information to consumers.

A Study on the Effective Implementation of a Marine Incident System (준해양사고제도의 효율적 이행을 위한 개선방안에 관한 연구)

  • Standard guidelines for marine accident investigation have been prepared through the enforcement of the Casualty Investigation code as of January 2010. In addition, as the International Maritime Organization (IMO) recommended contracting the state to manage a marine incident system established under this code, Korea also has newly established provisions for a marine incident system in the 'Act on the Investigation of and Inquiry into Marine Accidents' also as of 2010. The Korean Maritime Safety Tribunal (KMST) has made a multilateral effort to prevent marine accidents through the efficient operation of a marine incident system, but this system has not been properly activated. This study examines the operational status and problems of a marine incident system and analyzes the marine incident systems of foreign countries and similar transportation agencies such as railroads and aviation. Options include switching to voluntary reporting of marine incidents, transferring responsibility to a non judicial private organization, expanding incentive systems for a marine incidents, revising regulation and preparing detailed implementation guidelines.

Model Patient Safety Management Activities for Nursing Students with Clinical Experience (임상실습 경험이 있는 간호대학생의 환자안전 관리 활동 구조모형)

  • This study is a structural equation modeling study that describes patient safety incident management activities for nursing students with clinical practice experience and uses Ajzen's theory of planned behavior and safety culture climate-safety behavior model as conceptual bases, proposes a hypothetical model of nursing students' patient safety incident management activities based on the literature review, and verifies the appropriateness of the model and hypotheses through the collected data. Data were collected from 251 nursing students with clinical practice experience using a structured questionnaire. The results of this study confirmed that the model is appropriate and that patient safety management attitude, patient safety culture, and safety motivation are predictors of nursing students' patient safety management activities. Therefore, in order to improve patient safety management activities, it is necessary to provide effective patient safety incident management education programs for nursing students so that nursing students can perform correct patient safety management behaviors from the clinical practice site to the clinical practice site after graduation, and it is necessary to explore how to continuously lead such education programs to the practice site.

Predicting of Fire Characteristics of Flame Retardant Treated Douglas fir Using an Integral Model (적분모델을 이용한 난연처리된 Douglas fir의 화재특성 예측)

  • This study experimentally and theoretically examines the fire characteristics of 100- by 100- by 50-mm samples of flame retardant treated Douglas fir. Samples were exposed to a range of incident heat fluxes 10 to $50kW/m^2$. The time to ignition measurements obtained from the cone heater were used to derive characteristic properties of the materials. A one-dimensional integral model has been used to predict the, time to ignition, critical heat flux and ignition temperature of samples. Ignition data and best-fit curves confirm ${{\dot{q}}_i}^{'}{\rightarrow}{{\dot{q}}_{cr}^{'}\;then\;t_{ig}{\rightarrow}{\infty}$ and when ${{\dot{q}}_i}^'{\gg}{{\dot{q}}_{cr}^'\;then\;t_{ig}{\rightarrow}0$. And Ignition of flame retardant treated samples occurred not at incident heat flux of bellow $10kW/m^2.$. By a one-dimensional integral model, the critical heat flux of each samples was predicted $10.21kW/m^2,\;11.82kW/m^2,\;and\;14.16kW/m^2$ for the D-N, D-F2, and D-F4, respectively. In ignition temperature of each samples, flame retardant treated samples were measured high about $50^{\circ}C$ than non-treated samples. Water-soluble flame retardant used in this study finds out more effect in delay of time to ignition when incident heat flux is low than high.

Analyzing Health Information Technology and Electronic Medical Record System-Related Patient Safety Incidents Using Data from the Korea Patient Safety Reporting and Learning System (환자안전보고학습시스템 자료를 활용한 의료정보기술 및 전자의무기록시스템 관련 환자안전사건 분석)

  • Purpose: At present, there are a variety of serious patient safety incidents related to problems in health information technology (HIT), specifically involving electronic medical records (EMRs). This emphasizes the need for an enhanced electronic medical record system (EMRS). As such, this study analyzed both the nature of and potential to prevent incidents associated with HIT/EMRS based on data from the Korea Patient Safety Reporting and Learning System (KOPS). Methods: This study analyzed patient safety incidents submitted to KOPS between August 2016 and December 2019. HIT keywords were used to extract HIT/EMRS incidents. Each case was reviewed to confirm whether the contributing factors were related to HIT/EMRS (HIT/EMRS-related incidents) and if the incident could have been prevented (HIT/EMRS-preventable incidents). The selected reports were summarized for general clarity (e.g., incident type, and degree of harm). Results: Of the 25,515 obtained reports, 2,664 incidents (10.4%) were HIT-related, while 2,525 (9.9%) were EMRS-related. HIT/EMRS-related incidents were the third largest type of incident followed by 'fall' and 'medication incidents.' More than 80% of HIT/EMRS-related incidents were medication-related, accounting for approximately one-third of the total number of medication incidents. Approximately 10% of HIT/EMRS-related incidents resulted in patient harm, with more than 94% of these deemed as preventable; further, sentinel events were wholly preventable. Conclusion: This study provides basic data for improving EMR use/safety standards based on real-world patient safety incidents. Such improvements entail the establishment of long-term plans, research, and incident analysis, thus ensuring a safe healthcare environment for patients and healthcare providers.

Analysis of the Hebei Spirit Oil Spill Incident and its Aftermath (허베이 스피리트호 유류오염사고와 그 영향에 관한 분석)

  • The Hebei Spirit oil spill incident occurred in December 7, 2007 and caused approximately $12,547k{\ell}$ of crude oil spillage along 370km off the west coast of Korea. Due to the astronomical and irrecoverable damage to the marine ecosystems and the overall living standards of the residents, the oil spill incident has been notoriously named as the "worst oil spill incident" occurred in Korea. Nevertheless, though almost a decade has passed since the tragic incident in Korea, it appears that compensation and recovery efforts seem not close to satisfaction and the local residents are still struggling with various negative impacts incurred by the incident because of critical cleavage among the interests of the relevant parties to the incident. In this paper, the analysis of Hebei Spirit oil spill incident regarding two aspects was carried out; First, meticulously analyze the practical and statistical data of the incident to precisely examine the fundamental causes for its occurrence to further prevent the reoccurrence of such disastrous incident; and the second, comprehensively inspect reasons for the protracted and inefficient damage recovery and victim-oriented compensation. To be specific, this study observed the levels of compensation against damages from the incident, and the adequacy of it in terms of ultimately and inclusively addressing financial, social and ecological aspects based primarily upon the legal verdicts, and statistical and empirical surveys.

Determination of Incident Angle and Position of Optimal Mode Ultrasonic Beam for Flaw Detection in Anisotropic and Inhomogeneous Weldments by Ray Tracing

  • Ultrasonic inspection of austenitic steel weldments is a truly difficult task due to complicated wave propagation phenomena such as beam skewing, splitting and distortion. In order to understand these phenomena and design proper inspection procedures, simulation is increasingly paid more attention to. This article addresses a ray tracing based approach to determine incident angle and position of optimal wave mode ultrasonic beam for flaw detection in anisotropic and inhomogeneous austenitic steel weldments. Specially, the optimal mode of ultrasonic wave wave is selected by ray tracing simulation, and an optimization approach based on ray tracing and bi-section search is proposed in order to find the ray path connecting two given points in weldments. With help of this approach, the optimal incident angle and position of ultrasonic beam can be determined for a given flaw position.
