  • The construction industry has the most safety accidents among domestic industries. Special care must be taken because disasters in the construction industry lead to social problems caused by huge property losses and casualties. As a result of this, there is a growing awareness of disasters occurring in the construction industry, and government departments are tightening regulations on safety management. In particular, the OSHA (Occupational Safety and Health Agency) focuses on the expansion of protection targets and the clarification of responsibility in the full amendment OSHA. As a result, a study that focuses on safety management by client's responsibility is needed. In this study, the project performance capability assessment of construction project management contractors, which is being carried out with uniform assessment criteria without considering the characteristics of the construction project, is considered and all the amendments to the OSHA are considered, and the factors were derived for improvement measures.

  • The railway safety in Koreaisthreatenedduetotherestructuring of the railway industries, introduction of the Korea Train eXpress (KTX) and electrification of the conventional lines. Many technical backgrounds are required to control railway accidents as low as reasonably practicable, such as a railway safety act, safety standards, and safety assessment infrastructures. Korean government and the Korea Railroad Research Institute (KRRI) are conducting an integrated R&D program for improvement of the railway safety, where the target is to reduce the accident fatalities by half. The program is composed of three parts; the safety system engineering and the program management, the establishment of a safety management system, and the development of techniques for assessing and preventing major railway accidents. Details of the research programs are explained in this paper, where risk is used as the major control measure.

  • Each method for economic evaluation has its own characteristics. Therefore adoption of each of them in evaluation production investment project results in many problems. Hence combination & modification of them are required to perform more accurate evaluation about investment project. This paper discuss evaluation method of investment projects expansion and replacement investment on each line or individual in the production. Generally investment evaluation method has add to a few method by Subsidiary means with use a especial method. And then in this paper, a Taguchi Techniques is presented, which may be effective to the facilities appraisal or improvement. We propose a decision model to incorporates the values assigned by a group of experts on different factors in production. Using this model, SN ratio of taguchi method for each of subjective factors as well as values of weights are used in this comprehensive method for reducing production rate in production management.

Identification Method for Hazardous Road Sections Based on Black Spot Distribution (교통사고잦은곳 발생분포를 활용한 개선사업 구간선정 방안)

  • Even though the efficiency of a point based black spot improvement project has been low, none of solid methodology, which is based on section not point, and is considered as one of the promising substitute, has not been come up with yet. Thus, this research aims at proposing the adequate length of a hazardous section and a method to set segment length over which the project needs to be performed on rural highways by analyzing the distances from project-conducted sites to new black spots in the following year and distances between project needed but not conducted sites and new black spots in the following year. According to the analysis, the probability of being a new black spot near the project conducted intersection is higher than that of a non-conducted intersection within 2km, however, no strong relationships between project types and distance distribution have been found. Based on those findings, a method to determine the target segment including adjacent black spots within 2 kilometers-range was proposed.

Estimating Traffic Accident Reduction Effect of Road Safety Facilities in Intersesctions (교차로에서의 도로·교통안전시설물의 교통사고 감소효과도 추정)

  • Accident Black Spot Improvement Project is the representative road safety intervention to eliminate environmental risk factors on the roadway by installing road safety facilities. Although it is one of the main road safety projects in Korea, there has been a lack of effort analyzing the traffic accident reduction effects of this project. In this study, therefore, we selected 4,171 road black spots from 2004 to 2013 and investigated the traffic accident reduction effects of 5 road safety facilities by using "Comparison Group(C-G)" method. Through the analysis, it was found that the number of traffic accidents were lowered by 4.45% with traffic islands, 32.17% with road paved markers, and 24.13% with speed cameras, respectively. However, 0.61% with pedestrian fencing and 1.67% with skid resistant pavement were increased on the other hand. In addition, we also analyzed traffic accident reduction facilities' performance on specific types of collision mentioned in manual on road safety facilities by Ministry of Land, Infrastructure and Transport. It was shown that the number of bad weather traffic accidents were reduced by 52.96% with road paved markers, pedestrians accidents were reduced by 62.77% with pedestrian fencing and rear-end collisions were reduced by 26.00% with skid resistant pavement.

Accidents involving Children in School Zones Study to identify the key influencing factors (어린이보호구역내 어린이 교통사고 발생에 미치는 영향요인 분석)

  • PURPOSES: This study aims to analyze the impact of the implementation of a school zone traffic safety improvement project on the number of accidents involving children in these zones. METHODS : To analyze the correlation between school zone traffic safety features of roads in the zone and the number of accidents involving children, we developed an occurrence probability model of traffic accidents involving children by using a binary logistic regression model with SPSS 23.0 software. Two separate models were developed for two zones: interior block and arterial road. RESULTS :The model depicted that in the case of the interior block, shorter sidewalk width, speed bump, and an elevated crosswalk were key factors affecting the occurrence of accidents involving children. In the case of arterial roads exceeding a width of 12 m, the speed limit, roadside barriers, and red paving of road surfaces were found to be the key factors. CONCLUSIONS:The results of this study can serve as the elementary research data to help improve the effectiveness of school zone traffic safety improvement projects and school zone road repair projects in future.

Institutional and Technical Improvement Measures to Facilitate the Use of Smart Construction Safety Technology (스마트 건설안전 기술 도입 촉진을 위한 제도적⋅기술적 개선 방안에 관한 연구)

  • Efforts to reduce on-site safety incidents have expanded, leading to active research in this domain. However, a systematic analysis to improve the utility of technology is lacking. In this study, we conducted a survey on the various institutional and technical improvement measures to promote the application of smart construction safety technology over three years after the implementation of the "Smart Safety Equipment Support Project." The results showed that financial constraint was the primary obstacle in the adoption of this innovation. Fostering a flexible environment in the utilization of management fees and financial support of projects was determined to aid in the extensive application of the technology. Ensuring cost efficiency and user-friendliness were principally necessary for technical enhancements in the smart construction safety technology. Technologies, such as VR/AR safety education, real-time location tracking, wearable devices, and innovation on streamlining safety-related work efficiency, had been anticipated to contribute to on-site safety. Operating a smart safety control center was expected to be beneficial in the systematic securing of data and reduction of safety blind spots. Effective methods had been suggested to overcome the barriers that hindered the development and application of smart construction safety technology. This study facilitates in the technological improvements in this field.

Three-dimensional numerical modelling of geocell reinforced soils and its practical application

  • This paper proposes a new numerical approach to model geocell reinforced soils, where the geocell is described as membrane elements and the complex interaction between geocell and soil is realized by coupling their degrees of freedom. The effectiveness and robustness of this approach are demonstrated using two examples, i.e., a geocell-reinforced foundation and a large scale retaining wall project. The first example validates the approach against established solutions through a comprehensive parametrical study to understand the influence of geocell on the improvement of bearing capacity of foundations. The study results show that reducing the geocell pocket size has a strong effect on improving the bearing capacity. In addition, when the aspect ratio maintains the same value, the bearing capacity improvement with increasing geocell height is insignificant. Comparing with the field monitoring and measurement in the project, the second example investigates the application of the approach to practical engineering projects. This paper provides a practically feasible and efficient modelling approach, where no explicit interface or contact is required. This allows geocell reinforced soils in large scale project can be effectively modelled where the mechanism for complex geocell-soil interaction can be explicitly observed.

  • According to the recent trends which are the diversity of customer requests and the multi-function of buildings, A construction company's business has converted from the producer-oriented approach to the consumer-oriented approach. Therefore, each construction company is continuously trying to improve the quality level as a way of corresponding to customer needs in these changing situations. The quality is one of the main management targets which judge the success of a project along with the schedule, the cost and the safety. As construction companies execute the quality management which they aimed at, it should be completed within the optimum schedule and the limit of the budget. Accordingly, the importance of the construction site management to complete a project is continuously increasing. The construction site management is the systematic method to perform the project goals such as the quality improvement, the cost saving and the safety management, which organically operate one another, by procuring the manpower, the material and the machine in the right time. Specially, as the construction industry has based on the construction site, the establish of systematic construction site management, which can effectively correspond sudden changes of the construction business environment, is essential to maximize the construction productivity. On top of that, the necessity of the quality management method is increasing to accommodate customer needs more spontaneously in the construction site. These endeavors could guarantee their competitive power.
