A Study on the Interior Environmental Planning Factors for Improving Safety and Security in Early Children Facilities (안전성 향상을 위한 유아시설 실내환경 계획요인에 관한 연구)

  • Recently in most homes, children are mostly cared in early childhood education facilities. However, the increased number of safety accidents on children cared in such facilities has become a social issue. For that, the purpose of this study is to suggest interior environmental planning elements to improve safety level of early childhood education facilities. This study was carried out by performing literature review analysis and survey. First, in total of 42 environmental planning elements that can be applied domestically were derived from analyzing safety related guidelines for children facilities located both domestically and internationally then a survey was carried out targeted for teachers and staffs in the facilities on importance of the factors. The results of this study are as followings. First, it is required to intensify the level of safety related training for teachers and staffs in the facilities including better treatment for them. Second, the necessity of safety environment by each space in such facilities is required to be approached upon the level of child activities. Third, facilities planning and finalizing planning are important for improving safety of early childhood education facilities. Forth, from factor analysis on the extracted environmental planning elements that are considered as important by the teachers from both day care centers and kindergartens, they were categorized in 5 groups including 'collision and fall prevention plan', 'physical characteristic consideration plan', 'evacuation safety plan', 'lock security plan' and 'outer control plan'. It is fair to say that constructing a better safety environment for children can be achieved by the environmental planning factors by this study.

A Study on Actual Conditions of Outdoor Facilities Safety in Kindergarten Playground (유아교육기관 실외놀이 시설 설비 실태와 안전평가에 관한 연구)

  • This study examined the actual conditions of outdoor facilities and evaluated safety evaluations levels in playgrounds based on types of kindergartens. The samples for the survey were 100 kindergartens in Seongnam city Gyeonggi-Do province. Most outdoor facilities consisted of playgrounds with sand area and complex playing equipments, while wood-working area, sensory playing area, and mud playing area were less equipped than other facilities. In the case of outdoor playing facilities there were meaningful environmental differences within kindergartens. The public has less diversity in play areas and equipments and providing safety guidelines in playgrounds than privates. The score for the safety evaluations in the outdoor play environment was higher than average. As the range outdoor playing facilities increased, safety was dually considered, while kindergartens with a higher ratio of child-teacher numbers exhibited less consideration to playground safety.

  • This study proposes to suggest a direction hereafter which is the most suitable operating system of electrical safety management agency for electrical facilities to enhance electrical safety considering our domestic conditions. It was designed to prevent electrical disasters which are increasing due to environmental changes in the electrical industry, and the diversification and complication of the electrical facilities. And the strategy of this research is based on conditions of safety management agency for the electrical facilities, with the analysis on conditions of electrical disasters, and with a questionnaire investigation for owner of electrical facilities, safety management agency. Results of this research are expected to be used to prevent electric fires and shocks effectively by reinforcing the electrical safety management agency of electrical facilities having danger of large-scaled accidents. It is expected to enhance the nation's competing power against foreign countries by reducing the human and physical loss, resulted from the development of reasonable operating system for electrical safety management agency.

Developing organizational system for safety management of sport facilities: Focusing on cases in Japan and Germany

  • In spite of importance of safety issues in community sport, little concerns have been paid to the sport safety policy. Governing bodies and individuals involved with the facility management have a responsibility to manage the risks at acceptable levels. For sports injury prevention interventions, the safety policy of sport facilities should be made to provide a structured framework which can be implemented at community sport. Hence, the current study is to identify the safety issues and to generate the policies that assist to conduct the systematic safety management at sports facilities. For this, the current study analyzed two cases from Japan and Germany. The study reviewed multiple pieces of literature including journal publications, political reports, and media coverage. Through review, the study analyzed the organizational structure, legal systems, and political stance of the safety management of sport facilities in Japan and Germany. The results proposed the following issues. First, law needs to be enacted to establish the control tower where has a responsibility to develop the safety manual and system. Second, local organizations need to be established to educate individuals working in sport facilities and inspect the facilities. Further political issues were discussed for safety management in Korea sport facilities.

  • There is no safety accident of the class 1 and 2 facilities that have been managed by the 'Special Act on Safety Management of Facilities' in the last 22 years. Safety accidents of the small sized facilities are increasing every year because of the lack of systematic management of the facilities. The government plans to enact a small portion of small sized buildings into the class 3 facilities, enabling them to enact a safety check. In this paper, we analyze the safety management status of the class 3 facilities of buildings and propose a plan for improving the safety of small sized buildings.

  • In this research, safety requirements for guard rail, buffer stop, car stop scotch block, protection device, fire protection facilities, safety siding, escape facilities and inundation protection facilities are studied to establish a standard. First, various kinds of guard rails and their construction methods are investigated. Researches on the level difference of main track and guard rail, joint, length, and fastening force of guard rail are done. Second, the classification of buffer stop and car stop scotch block and its characteristics are examined, and the impact force, speed limit and capacity of buffer stop are summarized. Details of protection device, fire protection facilities, safety siding, escape facilities and inundation protection facilities are also investigated. From this fundamental research results, basic data on the safety facilities of railroad system are established.

A Case Study on the Safety of School Zones (학교주변 어린이보호구역 안전실태 사례조사 연구)

  • Backgrounds: The objective of school zones was to define protective areas and to keep children vulnerable to traffic accidents from the risk. The current "Rules on the Designation and Management of School Zones" included provisions on the installation of traffic safety facilities and road facilities, but they were not sufficient for children's traffic safety and there were many difficulties in applying standards to the fields. Purposes: With these problems to be solved, the present study surveyed the current state of safety facilities in school footpaths and school zones around elementary schools and suggested plans to improve them. This study studied various factors like the physical environment and the safety facilities in the school zone. Methods: The present researcher visited four elementary schools selected for this study, and surveyed safety facilities in the school zones around the elementary schools using a schedule prepared by the researcher. Results: According to the results of the case study, all of the four schools were designated as school zones, but the designation appeared nominal without sufficient safety facilities that can ensure children's safety. Based on the results of the survey, suggestions were made to improve traffic facilities in school zones and school footpaths as well as safety guidance.

  • A great deal of development has been made in the field of railroad control in Korea. Like the recent High speed railroad (KTX) and the intercity light rail train (LRT) are being vigorously promoted. Therefore, in concert with the new railroad development projects, improved train control technics are being applied. Along with the focus on these newly developed advanced technologies the need for a reliable safety system for the safety of the passengers and railroad control personnel alike is being intensified. New safety facilities are continuously being developed in order to safely introduce and develop these new technologies. There is an urgent need for research and development of safety facilities for the implementation of the presently developed facilities as well as for the presently being used. Therefore, this research will study the safe operation of Korean railroad and the implementation situation of the class, functionality, ensured safety range etc. of the safety facilities for users and operators. In studying the material of the kinds of implemented safety facilities and technologies being used abroad we have researched into the most suitable direction of development of safety facilities for the Korean railroad environment.

  • Recently a rolling stock has been requiring more convenience facilities for passenger as well as satisfied the basic functions. The convenience facilities design take into consideration safety factor, convenience and easy accessible for disable passenger. In a point of view, convenience facilities should be considered and designed as well as related safety. Development and Application of Hygiene Safety Quotient (HSQ) and Nutrition Quotient (NQ) Management Web & App Program for Efficient Foodservice Management of Children's Foodservice Facilities (어린이 급식소의 효율적인 급식관리를 위한 위생·안전지수·영양지수 관리 웹 & 앱 프로그램 개발 및 적용)

  • The Center for Children's Foodservice Management periodically visited children's foodservice facilities for hygiene, safety and nutrition management, and the 'HSQ (Hygiene Safety Quotient) and NQ (Nutrition Quotient) Management Web & App Program' was developed and applied to improve the health, safety, and nutrition management status of children's foodservice facilities. The HSQ is a comprehensive hygiene and safety index consisting of six categories from the hygiene and safety checklist for children's foodservice facilities provided by the Ministry of Food and Drug Safety. The NQ is a nutrition index for foodservice facilities consisting of five categories from the nutrition checklist. First, this program can be used to efficiently understand the actual conditions of children's foodservice. Foodservice facilities are provided with the result report prepared by the center without restrictions on time or place. Second, it can be used as "a channel for comfortable communication with foodservice facilities". Foodservice facilities are provided with a route where questions and resolutions can be communicated to the center. Third, it is easy to compare and review the results of foodservice facilities by institution and number of visits while downloading the results data at the same time, as the result report is written based on hygiene, safety, and nutrition visits. Through such programs, it is believed that standardized work and integrated management will improve the work efficiency of the center's employees. It is also thought that these programs will promote healthier life-styles in children by establishing a safe food environment for children's foodservice.
