Risk Assessment of 5-Chloro-2-Methylisothiazol-3(2H)-One/2-Methylisothiazol-3(2H)-One (CMIT/MIT) Used as a Preservative in Cosmetics

  • The mixture of 5-chloro-2-methylisothiazol-3(2H)-one (CMIT) and 2-methylisothiazol-3(2H)-one (MIT), CMIT/MIT, is a preservative in cosmetics. CMIT/MIT is a highly effective preservative; however, it is also a commonly known skin sensitizer. Therefore, in the present study, a risk assessment for safety management of CMIT/MIT was conducted on products containing 0.0015% of CMIT/MIT, which is the maximum MIT level allowed in current products. The no observed adverse effect level (NOAEL) for CMIT/MIT was 2.8 mg/kg bw/day obtained from a two-generation reproductive toxicity test, and the skin sensitization toxicity standard value for CMIT/MIT, or the no expected sensitization induction level (NESIL), was $1.25{\mu}g/cm^2/day$ in humans. According to a calculation of body exposure to cosmetics use, the systemic exposure dosage (SED) was calculated as 0.00423 mg/kg bw/day when leave-on and rinse-off products were considered. Additionally, the consumer exposure level (CEL) amounted to $0.77512{\mu}g/cm^2/day$ for all representative cosmetics and $0.00584{\mu}g/cm^2/day$ for rinse-off products only. As a result, the non-cancer margin of safety (MOS) was calculated as 633, and CMIT/MIT was determined to be safe when all representative cosmetics were evaluated. In addition, the skin sensitization acceptable exposure level (AEL)/CEL was calculated as 0.00538 for all representative cosmetics and 2.14225 for rinse-off products; thus, CMIT/MIT was considered a skin sensitizer when all representative cosmetics were evaluated. Current regulations indicate that CMIT/MIT can only be used at concentrations 0.0015% or less and is prohibited from use in other cosmetics products. According to the results of this risk assessment, the CMIT/MIT regulatory values currently used in cosmetics are evaluated as appropriate.

친환경연료 선박의 가스누출 피해저감을 위한 연구 (A Study on Safety Assessment for Low-flashpoint and Eco-friendly Fueled Ship)

  • 선박의 온실가스 감축을 위한 다양한 환경규제가 발효되었고, 이로 인해 액화 천연 가스(Liquid natural gas, LNG), 액화 석유 가스(Liquefied petroleum gas, LPG), 암모니아 그리고 바이오 연료 등 여러 대체 연료를 선박에 적용하고 있다. 대안 연료의 대부분이 액화가스형태의 저인화점 연료가 많이 거론되고 있고 그 사용량은 지속적으로 늘어날 것으로 예상된다. 이에 따라, 이러한 저인화점 연료를 선박 연료로써 이용하기 위한 표준이나 지침서가 필요한데 아직까지 미비한 실정이다. LNG의 경우, 벙커링과 관련하여 ISO 표준이 마련되었고 비영리민간기구(NGO)인 선박가스연료협회(Society for Gas as a Marine Fuel, SGMF)에서도 LNG 벙커링에 대한 지침서를 마련하여 발간하였다. 이와 더불어, 선급에서도 안전한 벙커링을 위해 벙커링 방법과 절차에 따라 안전관리구역을 지정하도록 하고 있다. 따라서, 연료에 따른 안전관리구역을 설정하기 위한 절차를 마련하고 절차 수립을 위해 벙커링 환경조건과 가스 누출 시나리오를 분석하고 이를 토대로 수치해석적 방법으로 검증이 필요하다. 본 연구에서는 이러한 절차 수립을 위한 초기 연구로써, 산업계의 적용 현황과 표준을 살펴보고 선급 지침서와 기존 선행 연구를 분석 및 조사하였다. 이를 바탕으로 국내 항만에서 벙커링을 위한 안전관리구역 설정을 위한 절차를 마련하고자 한다.

  • Despite of safety issues related to radiological hazards, 31 countries around the world are operating more than 450 nuclear power plants (NPPs). To operate NPPs safely, safety regulations from radiation protection organizations were developed and adopted in many countries. However, many cases of radionuclide releases at foreign NPPs have been reported. Almost all commercial NPPs routinely release radioactive materials to the surrounding environments as liquid and gas phases under control. These releases are called 'planned releases' which are planned, regularly monitored, and well documented. Meanwhile, the releases focused in this review, called 'unplanned releases', are neither planned nor monitored by regulatory and/or protection organizations. NPPs are generally composed of various structures, systems and components (SSCs) for safety. Among them, the SSCs near reactors are closely related to safety of NPPs, and typically fabricated to comply with stringent requirements. However, some non-safety related SSCs such as underground pipes may be constructed only according to commercial standards, causing the leakage of radioactive fluids usually containing tritium ($^3H$). This paper discusses SSCs of NPPs and introduces several cases of unplanned releases at foreign NPPs. The current regulation on the environmental radiological surveillance and assessment around the NPPs in South Korea are also examined.

Research Trends for Performance, Safety, and Comfort Evaluation of Agricultural Tractors: A Review

  • Background: Significant technological development and changes happened in the tractor industries. Contrariwise, the test procedures of the major standard development organizations (SDO's) remained unchanged or with a little modification over the years, demanding new tractor test standards or improvement of existing ones for tractor performance, safety, and comfort. Purpose: This study focuses on reviewing the research trends regarding performance, safety and comfort evaluation of agricultural tractors. Based on this review, few recommendations were proposed to revise or improve the current test standards. Review: Tractor power take-off power test using the DC electric dynamometer reduced human error in the testing process and increased the accuracy of the test results. GPS signals were used to determine acceleration and converted into torque. High capacity double extended octagonal ring dynamometer has been designed to measure drawbar forces. Numerical optimization methodology has been used to design three-point hitch. Numerous technologies, driving strategies, and transmission characteristics are being considered for reducing emissions of gaseous and particulate pollutants. Engine emission control technology standards need to be revised to meet the exhaust regulations for agricultural tractors. Finite Element Analysis (FEA) program has been used to design Roll-Over Protective Structures (ROPS). Program and methodology has been presented for testing tractor brake systems. Whole-body vibration emission levels have been found to be very dependent upon the nature of field operation performed, and the test track techniques required development/adaptation to improve their suitability during standardized assessment. Emphasizes should be given to improve visibility and thermal environment inside the cab for tractor operator. Tractors need to be evaluated under electromagnetic compatibility test conditions due to large growing of electronic devices. Research trends reviewed in this paper can be considered for possible revision or improvement of tractor performance, safety, and comfort test standards.

  • The government announced that it would ask the contractors not only the supplier but also the contractors to take the same responsibilities if they did not observe industrial accident safety measures from 2019. The semiconductor manufacturing process belongs to the representative disaster industry group in which the facility is directly located inside a closed space called clean room. According to previous studies, the semiconductor industry group used checklists for safety management of their suppliers. This study has developed a model for assessing suppliers by constructing a quantitative checklist item through the risk assessment methodology, laws and regulations. The evaluation model of the supplier set up through this study becomes the safety management standard in the semiconductor industry. Furthermore, it is applied to the partner companies in the operation of ISO 14001, 45001, I would like to apply it as a measure of performance management for CSR (Corporate Social Responsibility).

축방향철근의 겹침이음길이에 따른 원형 RC교각의 내진성능평가 (Seismic Performance Assessment of Existing Circular Sectional RC Bridge Columns according to Lap-splice Length of Longitudinal Bars)

  • The plastic hinge region of RC pier ensures its nonlinear behavior during strong earthquake events. It is assumed that the piers secure sufficient strength and ductility in order to prevent the collapse of the bridge during strong earthquake. However, the presence of a lap-splice of longitudinal bars in the plastic hinge region may lead to the occurrence of early bond failure in the lap-splice zone and result in significant loss of the seismic performance. The current regulations for seismic performance evaluation limit the ultimate strain and displacement ductility considering the eventual presence of lap-splice, but do not consider the lap-splice length. In this study, seismic performance test and analysis are performed according to the cross-sectional size and the lap-splice length in the case of longitudinal bars with lap-splice located in the plastic hinge region of existing RC bridge columns with circular cross-section. The seismic behavioral characteristics of the piers are also analyzed. Based upon the results, this paper presents a more reasonable seismic performance evaluation method considering the lap-splice length and the cross-sectional size of the column.

근골격계부담작업 유해요인조사 이행 실태 파악을 위한 심층 면담 조사 (An in-depth Interview Study to Examine the Performance Status of the Legal Risk Assessment of Musculoskeletal Disorders)

  • The purpose of this study is to investigate the performance status of the ligal examination of risk factors of musculoskeletal disorders(MSDs). The study was based on in-depth interviews with the persons in charge of the examination in 63 sampled companies, which are various in location, type of industry and size. The interviews were carried out based on detail questions as well as a predefined checklist. The main findings are as follows: 1) More than half of the companies did not properly comply with the laws in performing the examination of MSDs risk factors; 2) In about 60% of the companies, the examination has been carried out by their own persons; 3) 38% of the companies conducting the survey of musculoskeletal symptoms did not diagnosed musculoskeletal symptoms based on the survey; 4) Most companies performed the prevention activities for MSDs such as education/training, stretching, etc.; 5) It was revealed that the 11 high-risk tasks were not considered to be properly defined by the people in the industries, which results in some difficulties such as ambiguity in defining the 11 tasks and unit tasks; 6) The period of the examination of risk factors, classification of periodic and occupational examinations and legalization of employers' obligation for preventing MSDs are considered to be acceptable or desirable, while it was pointed out that regulations for the method of the risk assessment and the person who in charge of the examination need to be modified.

분사형 소비자 제품 중 나노 물질의 흡입 노출 평가 방법 (Methodologies for Inhalation Exposure Assessment of Engineered Nanomaterial-containing Consumer Spray Products)

  • Objective: This study aimed to review the methodologies for evaluation of consumer spray products containing engineered nanomaterials (ENM), particularly focusing on inhalation exposure. Method: Literature on the evaluation methods for aerosolized ENM exposure from consumer spray products were collected through academic web searching. Common methodologies used in the literature, including research reports and academic articles, were also introduced. Results: The number of ENM-containing products have shown a considerable increase over recent years, from 54 in 2005 to 1,827 in 2018. Currently there is still discussion over the existing regulations with regard to product safety. Analysis of both ENM suspensions in the products and their aerosols is important for risk assessment. Comparison between the phases suggests how the size and concentration of particles change during the spray process. To analyze the ENM suspensions, dynamic light scattering, electron microscopy techniques, and inductively coupled plasma with mass spectrometry were used. In the aerosol monitoring, direct-reading instruments have been used to monitor the aerosols and conventional active sampling is used together to supplement the lack of real-time monitoring. There are also some models for estimating inhalation exposure. These models may be used to estimate mass exposure to nanomaterials contained in consumer products. Conclusion: Although there is no standardized method to evaluate ENM exposure from consumer products, many concerns about ENM have emerged. Every potential measure to reduce exposure to ENM from spray product use should be implemented through a precautionary recognition.

암모니아 연료추진 선박의 벙커링 누출 영향에 관한 연구 (A Study on the Hazard Area of Bunkering for Ammonia Fueled Vessel)

  • 국제해사기구의 온실가스 감축 노력으로, 해운 산업에서는 저탄소 연료로서 액화천연가스와 메탄올, 그리고 무탄소 연료로서 수소와 암모니아가 대두되고 있으며, 환경 친화적인 연료로 평가되고 있다. 특히 암모니아의 경우 화물로써 운반선을 통한 상당 기간의 운항 경험을 보유하고 있으며, 24년 하반기에는 암모니아 선박 엔진이 공급 예정으로, 상용화가 상대적으로 용이한 연료 중 하나로 간주되고 있다. 그러나 암모니아를 연료로 사용하기 위해서는 독성의 문제점을 극복해야할 필요가 있다. 5ppm 수준의 농도에서 후각으로 판단이 가능하며, 300ppm 이상을 30분 이상 흡입할 경우 회복이 불가능한 상태에 이를 수 있는 독성물질이다. 화학물질안전원에서 제공하는 KORA 프로그램을 사용하여 암모니아 벙커링시 누설시 발생할 수 있는 위험성에 대하여 평가하였으며, 1분간의 누설로 인해서 반경 약 7.5km에서 5ppm의 영향이 있을 수 있으며 이는 부산시 주요지역에 해당하며, 인체에 치명적일 수 있는 300ppm의 경우 벙커링 인근 인구밀집지역 및 학교등에 심각한 영향을 미칠 수 있음을 확인할 수 있었다. 따라서 암모니아 벙커링 관련 법제도가 부재한 상태로 작은 누설에도 광범위한 지역에 독성의 영향이 미칠 수 있기 때문에 지자체, 소방, 환경관서 등과의 유기적인 체계 구축이 마련될 수 있도록 법제도 개발이 필요하다.

ACC(Adaptive Cruise Control) 평가프로그램 개발 (Development of Evaluation Programs for Adaptive Cruise Control System)

  • 치관 국제적으로 전방차량을 따라 순항하거나 전방 장애물을 인식해 경고를 주는 등 교통 및 도로 상황에 대응하여 운전자에게 안전운전을 지원하는 기능을 갖춘 첨단안전차량(Advanced Safety Vehicle: ASV)이 개발되어 시판되고 있다. 국제표준기구(ISO) ITS기술위원회(TC2O4)의 도로/차량 경고 및 제어시스템(Vehicle/Roadway Warning and Control System) 분야(WGl4)에서는 ASV의 각종 기능과 관련한 국제표준을 제정하기 위한 작업이 활발히 진행되고 있다. 또한 각 국가들은 ASV 핵심기능들을 대상으로 그 나라의 도로 및 교통 환경 하에서 실차 주행시험을 통해 기능의 안전도 및 적합성을 평가하는 연구개발을 진행하고 있다 우리나라에서도 건설교통부 ITS 연구개발사업을 통해 ASV 핵심 기능의 하나인 감응식순항제어(Adaptive Cruise Control: ACC)에 대한 국내의 주행 적합성을 평가하기 위한 종합 시험평가 프로그램이 개발 제시되었다. 본 논문에서는 진행중인 국제표준을 근거로 국내의 도로/교통조건에 따른 차량주행 시나리오를 통해 개발된 ACC 종합시험평가 프로그램을 소개하고 이에 따라 실시된 시험결과를 분석한다 이를 통해 결과적으로 ACC의 곽내 주행을 위한 안전기준의 필요성을 제시한다.
