플랜트 건설공사의 안전관리 정보시스템 개발 (Safety Management Information System in Plants Construction Work)

  • There are insufficient models that find problems and solutions for accident prevention through risk assessment and suggest safe work process and work instruction from foundation works to finish work for accident decrease. This paper presents a quantitative risk assessment model by analysis of risk factors in each process such as appurtenant works, temporary works, structural works, equipment work, finishing work and etc based on accident examples and investigation on actual condition in plants construction work. In addition, the safety management system was developed to perform risk assessment of plants construction and use it for effective safety training for labor.

  • Assessment of setting process of concrete is important as it provides useful information to schedule concreting work in construction site. Electrical impedance measurement method, which utilizes the change of electrical resistance of concrete, has been applied to assess setting process of cement-based materials. However, the applicability of the method has been demonstrated only for cement paste and mortar. The main purpose of this research is to develop the electrical impedance based setting process assessment for concrete. To this end, electrical impedance response model for concrete should be developed in advance since it is essential to estimate the electrical resistance of concrete from measured impedance response. The electrical resistance of concrete is a key parameter for the setting process assessment. In this study electrical impedance responses of the concrete in setting process are measured and analyzed. Thereby, an electrical impedance response model of the liquid state concrete is developed and schematically validated.

정량적 위험성평가기법을 이용한 화학공정 시스템 구축에 관한 연구 (A Study on the System Design of Chemical Process using Quantitative Risk Assessment Methodology)

  • 화학공장은 위험물질을 다량으로 취급하고 있어 안전시스템의 신뢰성을 확보할 수 있도록 시스템을 구축하는 것은 화학공정 설계 시 고려할 기본적 사항이다. 그러나 화학공정의 안전성을 확보하기 위해 안전시스템의 신뢰성을 지나치게 강조할 경우 상대적으로 생산시스템의 신뢰성은 떨어질 수 있다. 화학공정은 일정한 수준 이상의 안전성을 확보한 상태에서 안전시스템의 신뢰성과 생산시스템의 신뢰성을 균형 있게 유지하는 필요하다. 따라서 본 연구에서는 정량적 데이터를 근거로 화학공정의 안전성과 생산성을 동시에 확보할 수 있는 방안을 제시하고자 화학공장에 널리 사용되고 있는 가열로공정을 선정하여 정량적 위험성평가를 실시하였다. 정량적 위험성평가기법으로는 안전시스템과 생산시스템을 구분하여 각각의 시스템에 대해 신뢰도평가가 가능한 유향그래프 분석기법을 사용하였다. 정량적 위험성평가 결과 가열로공정은 온도감지기(TT)와 압력감지기(PT)를 각각 3개 설치하여 2개가 일정한 값 이상을 나타낼 때 안전시스템이 작동하도록 가열로공정을 구축하는 것이 안전성과 생산성을 동시에 확보할 수 있는 최적의 화학공정 시스템 설계 조건임을 확인하였다.

  • This paper presents an assessment system of safety level of 22.9kV grade high voltage electrical facilities considering environmental factors. The assessment system was developed based on the following procedure. Firstly, assessment structure was determined by consulting standards regarding inspection and diagnosis of electrical facilities. Secondly, contents of items and sub items of assessment system were developed. Thirdly, in order to quantify the importance of the assessment system, the weight was calculated using Analytic Hierarchy Process(AHP). Lastly, assessment table of safety level was developed including environmental factors such as period of use and load factor. The developed system can evaluate the safety level of high voltage facilities in an objective way. Therefore it can be applicable to electrical safety management system based on Internet of Things(IoT).

  • Currently, various research institutes in Korea are conducting research to develop a safety case for deep geological repository for high-level radioactive waste (HLW). In the past, low and intermediate-level waste (LILW) was approved by a regulatory body by performing a post-closure safety assessment, but HLW has different disposal characteristics and safety objectives are different. Therefore, in the case of HLW, safety assessment should be performed based on these changed conditions, and specific procedures are also under development. In this paper, the regulatory status of prior research institutes, feature, event and process (FEP) and scenario development cases were investigated for well-organized FEP and scenario development methodologies. In addition, through the results of these surveys, the requirements and procedures necessary for the FEP and scenario development stage during the safety assessment of repository for HLW were presented. These review results are expected to be used to identify the overall status of previous studies in conducting post-closure risk assessment for HLW repository, starting with identifying regulatory requirements, the most basic element.

항공기 시스템 설계와 안전성평가에 운영경험 반영 사례 연구 (A Study on the Application of Operational Experience in the Stage of Aircraft System Design and Safety Assessment)

  • Airworthiness authorities specify the technical standards of airworthiness that propose minimum requirement of the commercial transport category and apply the rules in the certification process to ensure the safety of the aircraft. The Federal Aviation Administration and other national airworthiness authorities define the fatal accident risk levels for the safety assessment of the aircraft system and establish standard procedures to apply both qualitative and quantitative analysis techniques. However, an accident or incident may occur by the combination of various factors, although the aircraft is designed in accordance with the strict standards and approval by the Airworthiness Authorities. There are some key factors, such as human error, unpredictable complex system failures, degradation of the components reliability, improper maintenance task and intervals. Risk can be reduced by reflecting aircraft operational experience with similar types of aircraft in the process of aircraft development and safety assessment. Result of the root cause analysis for the Airbus A300-600 incident in which the aircraft engine reverser was deployed in the air have been introduced to reflect the design of system and related components. Also, this paper suggests to create a big-database in order to provide a feed-back to the FAR Part 25 transport category design and safety assessment of the operational experience.

  • 최근 아키텍처 프레임워크가 정보관리 시스템 개발에 사용되고 있다. 본 논문은 미국방 아키텍처 프레임워크를 사용하여 철도 안전성 평가에 대한 운용 아키텍처 개발 방법론에 대해 기술한다. 철도 시스템과 같이 안전에 민감한 시스템의 경우는 안전성 평가 업무를 효과적이고, 효율적으로 수행하기 위해 정보관리 시스템의 필요성이 증대되고 있다. 운용 아키텍처를 기반으로 안전성 평가에 대한 정보관리 시스템의 요구사항을 생성하는 것은 필수적이다. 철도시스템에 적용 가능한 안전성 평가 운용 아키텍처를 개발하기 위해 ARP4761이 참고 되었다. 우선, 상용 시스템엔지니어링 도구인 CORE를 활용한 운용 아키텍처 개발 프로세스를 수행하기 위해 스키마 및 템플릿 개발하였다. 운용 아키텍처는 유연한 정보 관리 시스템 구축을 가능하게 할 뿐만 아니라 업무 프로세스의 문제도 해결하는데 도움을 준다.

20인승급 소형 위그선의 안전성 평가 (The Safety Assessment of Small WIG Craft in the 20-Passenger Class)

  • WIG crafts are a high speed vessel with features of dynamic supported craft. These crafts, which are predominantly of light weight and operate any substantially greater speeds than conventional craft such as bulk carrier, tanker, container ship, etc., could not be accommodated under traditional maritime safety instruments. It means that there is the need for risk and safety levels to be assessed on a holistic basis, recognizing that high levels of operator training, comprehensive and thoroughly implemented procedures, high levels of automation and sophisticated software can all make significant contributions to risk reduction. To response this requirement, the Interim Guideline for WIG craft(MSC/Circ.1054) were developed in the view of the configuration of WIG craft, which fall between the maritime and aviation regulatory regimes. This paper reviews a safety assessment process and methodology to be used in the design phase of a new ship. The process and methodology is based on the risk-based approach and is applied to safety assessment in concept development phase of small WIG craft in the 20-person class.

  • The aim of this study is to develop elements for assessing safety management capability of construction clients. To this end, it is investigated theoretical concepts of the organizational safety management and successful construction management factors of construction clients. From which, the elements appropriate to assess the safety management capability of the construction clients are proposed. Questionnaire survey targeting construction safety management experts have been carried out to adjust the proposed model more eligible for field application. Finally, relative importance of each element is analyzed using analytic hierarchy process method. The developed model elements are expected to use effectively for assessment of the safety management capability of the clients.
