Background: The study was conducted to investigate the current status of the occupational health and safety management system (OHSMS) in the construction industry and the effect of OHSMS on accident rates. Differences of awareness levels on safety issues among site general managers and occupational health and safety (OHS) managers are identified through surveys. Methods: The accident rates for the OHSMS-certified construction companies from 2006 to 2011, when the construction OHSMS became widely available, were analyzed to understand the effect of OHSMS on the work-related injury rates in the construction industry. The Korea Occupational Safety and Health Agency 18001 is the certification to these companies performing OHSMS in South Korea. The questionnaire was created to analyze the differences of OHSMS awareness between site general managers and OHS managers of construction companies. Results: The implementation of OHSMS among the top 100 construction companies in South Korea shows that the accident rate decreased by 67% and the fatal accident rate decreased by 10.3% during the period from 2006 to 2011. The survey in this study shows different OHSMS awareness levels between site general managers and OHS managers. The differences were motivation for developing OHSMS, external support needed for implementing OHSMS, problems and effectiveness of implementing OHSMS. Conclusion: Both work-related accident and fatal accident rates were found to be significantly reduced by implementing OHSMS in this study. The differences of OHSMS awareness between site general managers and OHS managers were identified through a survey. The effect of these differences on safety and other benefits warrants further research with proper data collection.

The present management of the domestic and international advanced enterprises is transferring the systems and the regulations to the prevention system management. Expecially, KOSHA (Korea Occupational Safety & Health Agency) in Korea has supported to set up the OSHMS (Occupational Safety & Health Management System) by KOSHA 18001 since 1997. But small & medium enterprises (SMS) has many difficulties to set up the OSHMS system because of limited natural and human resources. In this study, the rating system as a judgment method of an OSHMS based on the certification standard of the OSHMS, which was suggested in previous study, was developed for SMS to adopt voluntarily the OSHMS, certify KOSHA 18001, and improve the safety and health level.

The purpose of this research is to understand the role of safety climate in the safety management system. Based on the 121 responses from facilities got Occupational Health & Safety Assessment Series (OHSAS) 18000 certification, the results of statistic analysis show that there is significant relationship between safety climate, work attitudes and Organizational Citizenship Behaviors (OCB). The most important finding is the relationship between safety climate and organizational commitment will mediate the relationship.

건설현장의 밀착형 안전관리를 위해 중대재해처벌법이 시행됨에 따라서 종합적 안전관리체계가 요구되고 있다. 안전관리수준평가관리는 건설기술진흥법에 따른 안전관리와 산업안전보건법에 따르는 보건위생 관리 체계와 안전경영시스템 등의 종합적 관계분석이 필요하다. 연구목적: 중대재해처벌법에 따른 안전. 보건관리의 종합적 분석 및 관계를 연구하여 보건위생관리의 안전평가수준향상에 궁극적 목적이 있다. 연구방법: 건설현장 전문가와 안전 관리자 대상으로 2차 델파이분석을 통해 설문항목의 타당성을 확인 후 구조방정식 예비모형을 통해 안전경영, 안전관리, 보건관리, 안전점검실행에 대한 잠재변인이 존재하는 회귀계수확인과 경로분석을 통해 총 효과(직접효과, 간접효과)로 매개효과를 확인하였다. 결과 및 결론: 구조모형에서는 안전관리, 보건체계, 안전경영에서 안전점검실행으로 가는 회귀계수(89%) 와 적정한 관찰변수의 람다 값이 확인되었다. 경로분석에서 보건계획수립적절성과 사후점검관리의 관계에서 보건위생을 매개하여 총 효과(.809)를 확인하였으며, 가설구조물안전성의 경로계수(.82)가 확인되었다.

연구목적: 중대재해처벌법 시행에 따른 건설사 안전 관리 시스템 개선 방안을 제시한다. 연구방법: H건설사에서 이행 중인 중대 재해 처벌 법 대응 방안에 대한 안전보건관리체계를 안전보건진단을 통해 실무중심의 재해 예방활동의 효과를 분석하였다. 연구결과: 중대재해처벌법과 안전보건경영시스템의 연계로 재해율 감소 효과 및 안전보건경영 체계의 고도화 등이 분석되었고 중대재해처벌법 시행 전·후의 안전 활동 종합결과 분석을 통한 안전보건경영시스템 개선방안을 제시하였다. 결론: 중대재해처벌법 시행에 따른 사업주의 의식 개선, 재해예방을 위한 투자 확대, 재해예방활동의 정량화 등을 통한 실질적인 성과측정의 효과가 발현되었다.

The Ministry of Employment and Labor implemented the process safety management(PSM) system from 1996 to prevent major industrial accidents caused by chemical substances, but the number of accidents did not drastically decrease. Even in workplaces with excellent PSM ratings, large-scale chemical accidents still occur due to non-compliance with safety work procedures and insufficient safety measures during maintenance and other work. Accordingly, the chemical accident risk warning system was introduced in 2014 to supplement the PSM system and prevent accidents that may occur during regular or unexpected maintenance and repair work. In the meantime, changes in the safety management system have been checked since the introduction of the chemical accident risk warning system at chemical handling workplaces, and based on the results, a plan for upgrading this system has been proposed. The effect of the CARW system was found to directly prevent accidents through wired and on-site consulting and post-management at the workplace and indirectly contribute to the establishment of a safety and health management system at the workplace, such as improving safety culture awareness.

Purpose: It is necessary to prepare more groundbreaking measures to prevent recurrence in order to reduce the number of industrial accidents in Korea that occur steadily. In particular, since workers with disabilities are much more vulnerable to disaster safety than non-disabled workers, there is a great need to build a customized safety environment system suitable for the characteristics of the work in which workers with disabilities work and to promote management efficiency. Research design, data and methodology: Based on the analysis of the actual status of safety and health management of workplaces for the disabled, such as small, medium-sized and major businesses in Korea, an app was designed and developed to improve safety and health management efficiency of workplaces for the disabled. First, it was designed so that managers of workplaces with disabilities can understand at a glance key legal information that managers need to know and it was improved to suit the eye level of disabled workers so that they could self-evaluate the risk of their work by applying the risk assessment model for workplaces with disabilities. In addition, a mobile education environment was created in which safety and health education contents suitable for the characteristics of disabled workers can be learned by themselves. Results: When this app is applied to domestic workplaces, it is possible to check the exact contents of occupational safety and health education and easily search and check various legal information anytime, anywhere, allowing managers and disabled workers to quickly and efficiently manage various safety information. Conclusions: In addition, the establishment of a mobile safety and health management system that can quickly identify and clearly respond to various legal standards and risks of workplaces with disabilities can be expected to help prevent industrial accidents at workplaces with disabilities in Korea.

This study is planned to investigate the attitude toward the safety and health management of contractor company. Under the contract based production system, all of activities including safety and health management in the contractor company are depended upon the contract. How to make contract influence the worker's health of contractor company. Worker's health of contractor company can be protected by efforts of company of contract-out and contractor company, especially their safety managers. The modelling of the effective safety and health management system for contractor company should consider the need of safety manager of each company and employer of contractor company. Data is collected from safety managers of 3 contract out compaines as electronic and electrical manufacturing industry and 55 safety manager, 57 employers of their contractor compaines using self administered survey with structured questionnaire. The most of all respondents want to support from the contract out compaines. The most important items supported from contract out company is the information based on the safety information network between each company. Safety manager and employer of contactor company also itemized safety education and training in the supporting system from contract out company. These results can be generalized to survey on the other industries.
