Improvement of Reliability in Cause Analysis of Industrial Accidents (산업재해 원인분석의 신뢰도 제고방안 연구)

  • Safety certification and inspection of dangerous machines and equipments used in industries are to save lives of workers and properties involved. Cause analysis of industrial accidents is essential to prove the effectiveness of such certification and inspection. This study focuses on suggesting systematic method for cause analysis of industrial accidents associated with dangerous machines and devices. Incorporating transition from the current user-oriented indirect regulations to more manufacturer and user balanced direct regulations, suggested method coupled with safety certification, safety inspection, safety management and safety education will guarantee more effective prevention of industrial accidents.

A study on characteristics of accidents involving working platforms at construction sites (건설현장 작업발판에서의 재해 특성에 관한 연구)

  • Construction victims have increased year by year. Disaster proportion is also increasing continuously. Looking over the causes of disasters by each type of work, fall from working platform indicate the highest rate above all so that it is urgently required to set up safety measures. This study is to grasp the present status of construction accidents, to identify areal characteristics of the top 20% accidents on the basis of working platforms with the highest accident rate, to grasp the causes of accidents after their analyses, and to present methods to reduce casualties related to working platforms. As measures to reduce construction disasters, this study proposes to improve safety management and training on working platforms, to complement safety regulations, and to better performance including the development and expansion of certified products suitable for safety regulations.

Comparison of Safety Culture Awareness between Client and Subcontractors' Employees according to the Experience of Accidents and Near Misses (사고와 아차사고 경험에 따른 원청과 협력업체 근로자 간 안전문화 인식 비교)

  • This study analyzes the impact that accidents and near misses have on clients' and contractors' awareness of safety culture. Due to the unique characteristic of employment structure in Korea, the occurrence of accidents differs by company size, which has relevant implications for the establishment of safety culture. Attention has been drawn to the importance of the management of accidents and near misses, with safety awareness acting as a core factor. A positive effect on the prevention of accidents could be achieved by noting the difference in safety awareness between clients and contractors and suggesting an associated suitable safety management system. In support of this study, a survey was distributed to workers in the automobile manufacturing industry (May-August 2020), and data from a total of 574 workers was collected and analyzed, including 399 clients' worksers and 175 contractors' workers. The questionnaire addressed participants' experiences of accidents and near misses as well as 50 items from the Nordic Occupational Safety Climate Questionnaire. Analysis of the responses was conducted using the methods of frequency analysis, Fisher's exact test, t-test, correlation analysis, and regression analysis. The results demonstrated that clients had more experiences with accidents and near misses compared to contractors. Additional differences between clients and contractors were noted in terms of the safety culture factors of learning, communication, and trust. A correlation was observed between the experience of accidents and safety justice management: for clients and contractors who experienced accidents, safety justice management was 9.4 times higher. Furthermore, clients' and contractors' awareness of employees' commitment to safety was determined to be 28.5 times higher in those who had experienced near misses This study concludes that, in order to improve accident prevention through the management of accidents and near misses, clients must focus on overseeing safety justice management and aspects of safety culture factors, while contractors must focus efforts on managing employees' commitment to safety. In further applications, this study could provide baseline data for health and safety activities in terms of the safety culture of clients and contractors. Further study on the establishment of safety culture as related to employment structure is proposed for future research.

Types and Characteristics of Patient Safety Accidents among Hospitalized Children (입원아동의 안전사고 유형과 특성)

  • Purpose: This study was conducted to identify and analyze the types, characteristics, and frequency of patient safety accidents among hospitalized children. Methods: The data were collected from patient safety reports for 0-19-year-old patients from the National Health Insurance Corporation (NHIC) from January 1, 2016 through December 31, 2017. Using Excel software, a pivot table was used to classify and analyze the safety incidents, severity frequency, and characteristics of hospitalized child patients. Results: A total of 254 accident cases were reported involving child patients. The types of reports included medication accidents, falls, test errors, and others. Medication accidents accounted for 47.2% of the total reported cases. Regarding the severity of reported risk, there were no complications nor sequelae in 80.4% of the cases. Conclusion: This study is significant for systematically analyzing and reporting data reported about safety accidents among hospitalized children. These results will contribute further to preventing safety accidents in hospitalized children and to creating a desirable patient safety culture.

The Characteristics of Electric Shock Accidents and Their Countermeasures for Portable Electrical Tools (이동형 전기기기의 감전재해 특성 및 그 대책)

  • According to the data of Korea Occupational Safety and Health Agency, electric shock accidents during recent 11 years exceeded more than 60% in architecture/other and construction work, the countermeasures for safety are required in the harsh environment of a construction site where moving electric machines and equipments are widely used. The establishment of countermeasure for insulation degradation and defect is required, in consideration of increasing trend for accidents caused by defective insulation among low voltage electrical installation each year. The aim of this study is to propose the policy about portable electrical tool standards and/or worker's safety standards for preventing electric shock accidents on safety workings, and is to develop the technology and the safety device to prevent electric shock for accident prevention reduction through experiments. It obtained the followings through this study; statistical data analysis of late about 10 years of electric shock-related industrial accidents analysis and portable electric tools; safety device development of 'device for testing continuous grounding and power shut-down' to prevent electric shock from portable electric tools. Furthermore, developed results and proposal in this study will help to prevent the electric shock accidents from portable electric tools and will be expected the utilization of policy formulation, educational data and field supplement of the safety device, and etc.

A Factor Analysis of Traffic Accidents Through Traffic Safety Diagnosis Results - Driver Factor - (교통안전진단 결과분석을 통한 교통사고 요인분석 - 사고자 요인을 중심으로 -)

  • Traffic accidents occur due to complex influences of transportation companies, drivers, and road environment. This study found that education and surroundings for transportation companies, driving habits of drivers, and road safety facilities and accessory facilities were main factors that affected strongly traffic accidents. Also, it found that driving habits of drivers could affect accidents heavily more than two other factors. Road safety and accessory facilities were analysed that they affected traffic accidents independently with transportation companies and their own drivers. Therefore, in order to achieve a traffic accident prevention as our main target, those companies need to produce atmosphere that their own drivers can have safety awareness, and related institutions for the above target should run parallel with policy assistance and strict traffic enforcement. In the end, this study suggests that transportation companies should secure manpower wholly being charged with traffic safety and financial resources investing in it.

Development of Educational Content for Nurses to Prevent Safety Accidents of Hospitalized Children: Delphi Approach

  • Purpose: The purpose of this study was to develop content for safety education to prevent hospital safety accidents among hospitalized children and to investigate the status of safety education performed by nurses. Methods: First, the Delphi method was used, with 18 experts, to develop educational contents for preventing safety accidents. Second, an exploratory survey was performed of the actual status of safety education for preventing safety accidents among hospitalized children using a questionnaire developed based on the Delphi method. The participants of this study were 159 nurses with at least 6 months of work experience. Results: The educational content developed through the Delphi method for preventing safety accidents among hospitalized children contained seven domains (falls, injury, electric shocks/burns, suffocation/aspiration, poisoning/abuse, kidnapping, medical devices) with 44 topics. The item mean of nurses'perceptions of the importance of child safety education was 4.18, and the actual performance score was 3.72, which was a statistically significant difference (t=11.58, p<.001). Conclusion: These seven comprehensive domains of accident prevention education for hospitalized children are expected to be useful for interventions to support the safety of hospitalized children.

Revision of Safety Standards through Analysis of Fatal Accidents Related to Mobile Scaffold in Construction Sites (건설현장 이동식 비계의 사망사고 분석을 통한 안전기준 개선 방안)

  • Mobile scaffold is used as a work platform in construction sites. According to industrial accident data, 10 fatalities occur annually on average due to falling from mobile scaffold in construction sites. To prevent such fatal accidents, safety standards must be improved by analyzing the causes of fatal accidents related to mobile scaffold. Accordingly, we analyzed domestic and international safety standards for mobile scaffold and analyzed the fatalities (117 persons) caused by mobile scaffold accidents in domestic construction sites during 2011-2020 and found that fall, overturn, and collapse accounted for 88% (103 persons), 10.3% (12 persons), and 1.7% (2 persons) of fatalities, respectively. The main causes of fatal accidents were found to be non-installation or insufficient installation of safety rails and outriggers and incorrect sequence of work. Based on the analysis results, we proposed strategies for improving the safety standards, such as the use of advanced guard rails and wheel-attached outriggers, to enhance the safety and field applicability of the mobile scaffold. Technology development and improvements in the safety standards for the use of mobile scaffold will aid in the prevention of fatal accidents caused by mobile scaffold.

An Evaluation Model for Human Attributes of Industrial Accidents (인적 요인을 중심으로 하는 산업재해 평가 모델에 대한 연구)

  • The intensity of industrial accidents has been increased while the number of industrial accidents has been decreased in theses days. It represents that we need safety guidelines based on personal attributes as well as physical attributes. This study tries to identify major causative factors for industrial accidents and to suggest an evaluation model based on personal attributes. Specifically, relationship between self-efficacy belief associated with industrial safety and other relative personal attributes has been analyzed. First, FGI(Focus Group Interview) was conducted to identify important personal attributes of industrial accidents. The questionnaire was prepared based on the results of FGI and was applied to identifying personal attributes. The relationship between personal attributes identified in this study and self-efficacy belief was assessed using fuzzy logic and fault tree analysis. The results of the assessment showed that self-efficacy belief was closely associated with industrial accidents. Specifically, workers with accident experience had higher level of self-efficacy beliefs than workers without accident experience.

Measures to Reduce Tower Crane Accidents During Operation by Improving Signal System and Education for Signalmen (신호체계와 신호수 교육 개선을 통한 양중 작업 중 타워 크레인 사고 저감 대책)

  • As the tower crane accident emerged as a social issue in 2017, various government measures were prepared. Most of the measures are focused on erecting, climbing, and dismantling phases. Analyzes of 84 serious accidents related to tower cranes from 2000 to 2018 and 104 near misses accidents from 2016 to 2018 revealed that 50% of the serious accidents occurred during the operating phase. The main occupation influencing operating phase accidents was signalman(81.6% of serious accidents), whose communication and competency were governing causes. This result was the same in 294 questionnaires to signalmen. Signal systems and education policies for tower crane signalman in Korea and foreign countries were analyzed, and standardization of wireless signal system and improvement of education system were propose.
