RAIM - A MODEL FOR IODINE BEHAVIOR IN CONTAINMENT UNDER SEVERE ACCIDENT CONDITION

  • Following a severe accident in a nuclear power plant, iodine is a major contributor to the potential health risks for the public. Because the amount of iodine released largely depends on its volatility, iodine's behavior in containment has been extensively studied in international programs such as International Source Term Programme-Experimental Program on Iodine Chemistry under Radiation (EPICUR), Organization for Economic Co-operation and Development (OECD)-Behaviour of Iodine Project, and OECD-Source Term Evaluation and Mitigation. Korea Institute of Nuclear Safety (KINS) has joined these programs and is developing a simplified, stand-alone iodine chemistry model, RAIM (Radio-Active Iodine chemistry Model), based on the IMOD methodology and other previous studies. This model deals with chemical reactions associated with the formation and destruction of iodine species and surface reactions in the containment atmosphere and the sump in a simple manner. RAIM was applied to a simulation of four EPICUR tests and one Radioiodine Test Facility test, which were carried out in aqueous or gaseous phases. After analysis, the results show a trend of underestimation of organic and molecular iodine for the gas-phase experiments, the opposite of that for the aqueous-phase ones, whereas the total amount of volatile iodine species agrees well between the experiment and the analysis result.

A Study for Influence of Sun Glare Effect on Traffic Safety at Tunnel Hood (직광에 의한 눈부심 현상이 터널 출구부 안전성에 미치는 영향 연구)

  • PURPOSES : In Korea, over 70 percent of the land consists of mountainous and rolling area. Thus, tunnels continue its upward trend as road network are extended. In these circumstances, the importance of tunnel has been increased nowadays and then its safety investigation and research should be performed. This study is focus on confirming and improving the safety of tunnel. On tunnel hood, sunglare effect can irritate driver's behavior instantly and this can result in incident. METHODS : The study of this phenomenon is rarely conducted in domestic and foreign papers, so there is no proper measure for this. This study analyzes the driving environment of the effect of sunglare effect on tunnel hood. RESULTS : Traffic accidents stem from complex set of factors. This study build the Traffic Accident Prediction Models to find out the effect of sunglare effect on tunnel's hood. The independent variables are traffic volume, geometric design of road, length of tunnel and road side environment. Using these variables, this model estimates accident frequency on tunnel hood by Poisson regression model and Negative binomial regression model. Although Poisson regression model have more proper goodness of fit than Negative binomial regression model, Poisson regression model has overdipersion problem. So the Negative binomial regression model is used in this analysis. CONCLUSIONS : Consequently, the model shows that sunglare effect can play a role in driving safety on tunnel hood. As a result, the information of sunglare effect should be noticed ahead of tunnel hood so this can prevent drivers from being in hazard situation.

Strategic Identification of Unsafe Actions That Characterize Accidents on Ships

  • Seafarers are one of the main engines driving economic growth in the maritime sector. The International Maritime (IMO) Organization estimated that there were approximately 1.5 million seafarers around the world engaged in international trade in 2012. Data have shown that human casualties in maritime accidents around Japan have shown an increasing trend over the last ten years. One cause is human error, which is inseparable from the human element that influences mariner's decisions and actions. The Personal Identification (PIN) Safe method is one way to systematically identify substandard and unsafe actions by considering the error taxonomies associated with various scenarios for a maritime system. The results are based on analysis of the role of the human element in commonly reported unsafe actions when interacting with equipment and other systems. Furthermore, patterns of influencing shaping factors were observed on the basis of data processing; the aim of this study was to promote safety culture and provide an opportunity to improve safety at sea.

  • The injury accidents in fishing vessels account for $67.2\%$ of all marine injury casualties$(1997\~2001)$ and is on an increasing trend every year. Also, it is remarkable for the injury accidents to be basically caused by human errors. This study aims to investigate the human error of injury accidents in fishing vessels and presents the injury preventing program in them. Human errors were analysed by the methods such as SHELL & Reason Hybrid Model, GEMS Model adopted by International Maritime Organization(IMO). Based on the analysis, the following propositions were made to reduce the fishing vessels accidents by human errors : improvement of hazard awareness and quality of personnel, establishment of safety management system, and enforcement of vessels inspection.

Assessment of Temporal Trend of Radiation Dose to the Public Living in the Large Area Contaminated with Radioactive Materials after a Nuclear Power Plant Accident (원전사고 후 광역의 방사성 오염부지 내 거주민에 대한 시간에 따른 피폭방사선량 평가)

  • It has been about 5 years since the Fukushima nuclear power plant accident, which contaminated large area with radioactive materials. It is necessary to assess radiation dose to establish evacuation areas and to set decontamination goal for the large contaminated area. In this study, we assessed temporal trend of radiation dose to the public living in the large area contaminated with radioactive materials after the Fukushima nuclear power plant accident. The dose assessment was performed based on Chernobyl model and RESRAD model for two evacuation lift areas, Kawauchi and Naraha. It was reported that deposition densities in the areas were $4.3{\sim}96kBq\;m^{-2}$ for $^{134}Cs$, $1.4{\sim}300kBq\;m^{-2}$ for $^{137}Cs$, respectively. Radiation dose to the residents depended on radioactive cesium concentrations in the soil, ranging $0.11{\sim}2.4mSv\;y^{-1}$ at Kawauchi area and $0.69{\sim}1.1mSv\;y^{-1}$ at Naraha area in July 2014. The difference was less than 5% in radiation doses estimated by two different models. Radiation dose decreased with calendar time and the decreasing slope varied depending on dose assessment models. Based on the Chernobyl dosimetry model, radiation doses decreased with calendar time to about 65% level of the radiation dose in 2014 after 1 year, 11% level after 10 years, and 5.6% level after 30 years. RESRAD dosimetry model more slowly decreased radiation dose with time to about 85% level after 1 year, 40% level after 10 years, and 15% level after 30 years. The decrease of radiation dose can be mainly attributed into radioactive decays and environmental transport of the radioactive cesium. Only environmental transports of radioactive cesium without consideration of radioactive decays decreased radiation dose additionally 43% after 1 year, 72% after 3 years, 80% after 10 years, and 83% after 30 years. Radiation doses estimated with cesium concentration in the soil based on Chernobyl dosimetry model were compared with directly measured radiation doses. The estimated doses well agreed with the measurement data. This study results can be applied to radiation dose assessments at the contaminated area for radiation safety assurance or emergency preparedness.

An Analysis of Gas Accident between 1995 and 1998, and Suggestion of Accident Reduction Countermeasures. (1995 ${\~}$ 1998년 가스사고 분석 및 사고감소대척 제시)

  • It is required that gas accidents should be managed carefully as the consumption of fuel gas increases and high pressure gas process becomes more complex, which may cause a catastrophic accident. Factors to cause accidents were investigated through a systematic analysis of gas accidents between 1995 and 1998, which could be applied to prepare countermeasures to reduce gas accidents. As a result, it was suggested that the effective countermeasures to gas accidents should be kept applied, while new countermeasures were suggested in the field of increasing or not-decreasing number of accident. Totally 2,027 of accidents were reported during this term, and were found to decrease by about $12\%$ every year from 1996. The number of fuel gas such as LPG and city gas accident took up $96\%$, and most of accidents occurred at end-user's facility such as residential house and restaurant business. According to the kind of gas and facility, trend of accident by cause varies, while dominant causes are defective installation, appliance failure, or user's carelessness. Intentional accidents by fuel gas was excluded in this study because of its occurring mechanism and will be analyzed further elsewhere, although it took up $15\%$ and increased by $38\%$ every year.

Trend Analysis of Industrial Accidents in Manufacturing Industry (제조업 분야의 산업재해에 관한 경향 분석)

  • Records of industrial accidents are essential to maintain efficient and successful safety programs. The objective of this study is to examine the trends of industrial accidents in manufacturing industry, based on the national statistics. From 1972 to 1994, statistics of industrial accidents were extracted from the annual publications of Ministry of Labor. The results show that there are significant characteristics and trends in the records of industrial accidents. These findings identified in this study can be used to manage the accident prevention efforts.

Improvement Plan of Implementing Condition Assessment in Process Safety Management (PSM) System (공정안전관리(PSM)제도의 이행상태평가 개선방안)

  • Process Safety Management (PSM) system was introduced since 1996 and it makes voluntarily organizing and managing chemical accident prevention system by company itself that contributes to reduce the chemical accidents. However, large or small scaled chemical accidents had occurred frequently in these days. This trend is brought up the necessity to analyze and improve PSM system. In this study, it was conducted by the questionnaire survey and workshop for prevention of major industrial accidents in PSM sites in order to collect extensive opinions from all walks of life and identify overall operation condition. It was proposed to establish improvement plan of implementing condition assessment in PSM system. By results of the study, company's voluntary safety management will be induced by improved PSM system and management plan and it expects to prevent the major industrial accidents.

The Characteristics of Electric Shock Accidents and Their Countermeasures for Portable Electrical Tools (이동형 전기기기의 감전재해 특성 및 그 대책)

  • According to the data of Korea Occupational Safety and Health Agency, electric shock accidents during recent 11 years exceeded more than 60% in architecture/other and construction work, the countermeasures for safety are required in the harsh environment of a construction site where moving electric machines and equipments are widely used. The establishment of countermeasure for insulation degradation and defect is required, in consideration of increasing trend for accidents caused by defective insulation among low voltage electrical installation each year. The aim of this study is to propose the policy about portable electrical tool standards and/or worker's safety standards for preventing electric shock accidents on safety workings, and is to develop the technology and the safety device to prevent electric shock for accident prevention reduction through experiments. It obtained the followings through this study; statistical data analysis of late about 10 years of electric shock-related industrial accidents analysis and portable electric tools; safety device development of 'device for testing continuous grounding and power shut-down' to prevent electric shock from portable electric tools. Furthermore, developed results and proposal in this study will help to prevent the electric shock accidents from portable electric tools and will be expected the utilization of policy formulation, educational data and field supplement of the safety device, and etc.

Discernment Model of Traffic Accident for an Age-old Driver's License Management (고령운전자 면허관리를 위한 교통사고발생 판별모형 개발)

  • The weight of elderly people in Korea has been increasing. Statistics show that the percentage of the elderly people in Korea was 3.1% in 1970; 3.8% in 1980; 5.1% in 1990, and 7.2% in 2000. Based on this trend, thus, the number of elderly people could be estimated to be 14% of the whole Korean population in 2018. This reveals that Korea is entering a super-aging society with remarkable fast pace. In such a change, the statistics related to elderly people driving license and the occurrence of traffic accidents are showing a noticeable numerical value. The number of traffic accident fatality in Korea ranks the highest value in OECD Countries. However, the research on old drivers in the nation is going on partially centering on system improvement and management scheme. Thus, first of all, researches about the linkage & characteristics between the driving behavior of old drivers and traffic accident should be implemented, in order properly to draw system improvement and management scheme for the old drivers. Therefore, the focus of this study is the influence model for discerning the severity of the age-old-caused traffic accidents by inquiring into the relation between the Driving Aptitude Test items that make it possible to measure their behavioral characteristics and influential factors by age group on the basis of the data on traffic accidents. The analysis results can be used as basic data for suggesting the behavioral research and countermeasure for traffic safety and its management for old driver in preparation for the aging society.
