A Study on Prevention Measure Establishment through Cause Analysis of Chemical-Accidents (화학사고 원인분석을 통한 예방대책 수립에 관한 연구)

  • Even if several chemical accident prevention systems such as PSM(Process Safety Management), RMP(Risk Management Plan), etc. have been carried out, many chemical accidents have still occurred at industrial plants in Korea. We describe the status of chemical industry and the trend of occurrence of chemical accidents in Korea. And this paper analyzes the recent chemical accidents in eight ways. These ways include chemical accident forms, ignition sources, sources of chemical equipment, human vs equipment/material causes, worker's working situation, employee scale, hazardous substances, week & time, fatalities of manufacture & contractor's workers. Finally we proposes the four representative prevention measures brought to result of cause analysis by accident statistics.

The Relationship Between Safety Climate and Safety Performance, and the Moderating Effect of Age (안전분위기와 안전성과의 관계 및 연령의 조절효과)

  • With Zohar(1980)'s research on safety climate and industrial safety, occupational safety and health literatures begin to emphasize the influence of organizational context. Based on this research trend, this paper tried to review the relationship between individual/ organizational factors and occupational accidents. Based on the responses from 294 manufacturing workers, this paper reviewed the relationships among safety climates, safety performance, and age. The results of statistical analysis showed that all safety climate factors have affirmative effects on safety participation and safety attitudes negative effect on accident number, and job load affirmative effect on accident number. Job load and management commitment showed interactive effects on accident number with age.

  • Korea has performed strategies for the third industrial accident prevention in order to minimize industrial accident. However, the occupational fatality rate and industrial accident rate appears to be stagnated for 11 years. Therefore, this paper forecasts the occupational fatality rate and industrial accident rate for 10 years. Also, this paper applies regression method (RA), exponential smoothing method (ESM), double exponential smoothing method (DESM), autoregressive integrated moving average (ARIMA) model and proposed analytical function method (PAFM) for trend of industrial accident. Finally, this paper suggests fundamental strategies for industrial accident prevention by forecasting of industrial accident rate in the long term.

  • The elevator is an essential part of the transportation means in modern society. It has become the convenient movement means of vertical and horizontal mobilities for vulnerable citizens including the disabled or elderly in skyscrapers and the multi-purposes facilities. After the 1990s, the number of newly installed elevators have increased because of the establishment of large scale public houses which need an increase of means of transportation. Thus, the safety accident in the elevator has been currently in an increasing trend as years passed by because that the elevator is always exposed to the risk of accident. Most of the elevator accidents occur in the escalator and moving walkway. This study investigated the current usage situations of users at multi-purpose shopping spaces, the sub way, and the airport about the escalator including moving walkway. Moreover the accident types were analyzed for the escalator based on 10 years of statistics. And the methods for the accident prevention were proposed on the equipment, management and user side.

  • Since it's first adaptation in Germany in 1884, the industrial accident compensation insurance system has been on the most widely used social security systems, and in was first enforced in Korea in 1964. Today's society has been industrialized and number of business places for workers accident. As the welfare of workers improves in korea, the number of beneficiaries of industrial accident compensation insurance is increasing. Even though such trend is desirable in many respects, there is a growing social problem caused by abnormal insurance claims.

Trend Analysis by Risk Observation: How the German Statutory Accident Insurance Prepares for the Future in Occupational Safety and Health

  • Background: The risk observatory (RO) of the German Social Accident Insurance (DGUV) provides strategic support to the German Social Accident Insurance Institutions (GSAII) in proactive prevention. It does so by identifying future challenges and opportunities for occupational safety and health (OSH) resulting from new trends and developments that affect employees as well as children in elementary education, pupils, and students. Methods: The core of the RO is an online survey that relies on a pool of new trends and developments identified via internet and literature research. 865 prevention experts of the GSAII and the DGUV participated in the survey. They rated trends and developments regarding their sector-specific risks and opportunities for OSH in the 5 years to come. Results: Sector-specific and over-all results show that besides well-known OSH risks such as musculoskeletal stress and noise, developments relevant for OSH come to the fore that do not have their origin in work itself, but are strongly influenced by political, social, economic, environmental, or technical developments that accident insurance can only peripherally influence. Shortage of skilled staff was identified as a threat to OSH in almost all sectors. Conclusions: Prevention must find ways to address repercussions of such OSH risks. Cooperation and political awareness are therefore gaining in importance. Also, implementing a prevention culture in society and strengthening individuals' health and safety literacy, e.g., by target-group-specific communication and sensitization, as well as early safety and health education, help to counteract those OSH risks.

Establishment of Zero-Accident Goal Period Based on Time Series Analysis of Accident Tendency (재해율 예측에 근거한 사업장별 무재해 목표시간의 설정)

  • If zero-accident movement is to be successful, the objective goal period should be surely obtainable, and much more in our country where frequency rate of injury are remarkably fluc-tuating. However In our country, as far as we know, no method to establish a reasonable zero-accident goal period is guaranteed. In thls paper, a new establishing-method of reasonable goal period for individual industry with considering recent accident trend is presented. A mathematical model for industrial accidents generation was analyzed, and a stochastic process model for the accident generation inteual was formulated. This model could tell the accident generation rate in future by understanding the accident tendency through the time-series analysis and search for the distribution of numbers of accidents and accident interval. On the basis of this, the forecasting method of goal achievement probability by the size and the establishment method of reasonable goal period were developed.

  • The safety should be primarily considered for air vehicle, such as helicopter, which is not easy to cope with when out of order or loss of control that followed catastrophe. The U.S National Transportation Safety Board (NTSB) investigated and analyzed for 34 years rotorcraft accidents that occurred from 1963 through 1997. This paper handles intensively the relative investigation and analysis of recent 10 years domestic civil helicopter accidents to those of the United States in order to increase the safety of helicopter transportation and to consider the main design parameter before we develop Korean Civil Helicopter. To understand the overview of civil turbine helicopter accident, it uses the NTSB's accident investigation results and the overall accident trend for U.S civil single and twin turbine engine helicopter according to category, cause, activity, and phase of operation.

  • The construction accidents which had been on the downward trend for the past decades have increased for five consecutive years since 2008. In order to let the increasing trend of construction accident slow growing or switching to decline, various efforts are required of all members in construction industry such as government, employers, construction engineers, safety managers, construction workers, etc. Although the criteria for appointment of safety managers in construction site introduced in 1982 have contributed to prevent construction accident as a forefront for the past 30 years, it has not been a remarkable improvement in the safety manager's status and roles which have been required to change according to the changes of circumstances and environments. In associated with a newly introduced the criteria for appointment of health managers in construction site in the year 2015, the problems such as role, status, number of safety and health managers are needed to be considered comprehensively and improved widely. In this study, we propose several improvement plans which will improve the current criteria for appointment of safety and health managers in construction sites.

The Impact of Safety Communication at Workplaces Employing Foreigners on Industrial Accident Awareness: The Relationship between Safety Communication and Industrial Accident Awareness Mediated by Foreign Workers' Skill Level (외국인 고용 사업장의 안전 소통이 산재인식에 미치는 영향: 외국인 근로자의 숙련도가 매개하는 안전소통과 산재인식의 관계)

  • In recent years, there has been a growing trend of occupational accidents involving foreign workers. As the number of foreign workers continues to increase, the risk of occupational accidents is also on the rise. Therefore, it is crucial to take proactive measures to prevent occupational accidents among foreign workers. To establish a common safety culture among foreign workers with varied backgrounds and educational experiences, and which is harmonized with Korean workplace. Safety communication, which includes culture respect and participation in the workplace, plays a significant role in shaping and developing the safety culture of foreign workers. Therefore, this study aims to assess the level of safety culture in workplace employing foreign workers by analyzing the reliability and validity of factors such as 'occupational accident awareness' and 'safety communication,' which constitute the safety culture at these workplace. Additionally, the mediating effect of 'work proficiency' on the relationship between 'safety communication' and the level of improvement in 'occupational accident awareness' using the validation method proposed by Baron & Kenny(1986). As a result of statistical analysis, The influence of'safety communication'on'occupational accident awareness'is 𝛽=0.339, and it has been found that this influence decreases to 𝛽=0.113 when'work proficiency'is introduced, indicating partial mediation.
