Text mining-based Data Preprocessing and Accident Type Analysis for Construction Accident Analysis (건설사고 분석을 위한 텍스트 마이닝 기반 데이터 전처리 및 사고유형 분석)

  • Construction accidents are difficult to prevent because several different types of activities occur simultaneously. The current method of accident analysis only indicates the number of occurrences for one or two variables and accidents have not reduced as a result of safety measures that focus solely on individual variables. Even if accident data is analyzed to establish appropriate safety measures, it is difficult to derive significant results due to a large number of data variables, elements, and qualitative records. In this study, in order to simplify the analysis and approach this complex problem logically, data preprocessing techniques, such as latent class cluster analysis (LCCA) and predictor importance were used to discover the most influential variables. Finally, the correlation was analyzed using an alluvial flow diagram consisting of seven variables and fourteen elements based on accident data. The alluvial diagram analysis using reduced variables and elements enabled the identification of accident trends into four categories. The findings of this study demonstrate that complex and diverse construction accident data can yield relevant analysis results, assisting in the prevention of accidents.

  • Taegu subway fire accident happened on 18th February this year, which was recorded as the 2nd biggest subway accident in the world. The accident was inspected and reviewed by Task Force Team of MOCT and KRRI, which results in the integrated safety plan for subway system. Among the safety plan. this report describes the analysis of the accident causes and safety plan in the field of rolling stock.

Effect of Occupational Health and Safety Management System on Work-Related Accident Rate and Differences of Occupational Health and Safety Management System Awareness between Managers in South Korea's Construction Industry

  • Background: The study was conducted to investigate the current status of the occupational health and safety management system (OHSMS) in the construction industry and the effect of OHSMS on accident rates. Differences of awareness levels on safety issues among site general managers and occupational health and safety (OHS) managers are identified through surveys. Methods: The accident rates for the OHSMS-certified construction companies from 2006 to 2011, when the construction OHSMS became widely available, were analyzed to understand the effect of OHSMS on the work-related injury rates in the construction industry. The Korea Occupational Safety and Health Agency 18001 is the certification to these companies performing OHSMS in South Korea. The questionnaire was created to analyze the differences of OHSMS awareness between site general managers and OHS managers of construction companies. Results: The implementation of OHSMS among the top 100 construction companies in South Korea shows that the accident rate decreased by 67% and the fatal accident rate decreased by 10.3% during the period from 2006 to 2011. The survey in this study shows different OHSMS awareness levels between site general managers and OHS managers. The differences were motivation for developing OHSMS, external support needed for implementing OHSMS, problems and effectiveness of implementing OHSMS. Conclusion: Both work-related accident and fatal accident rates were found to be significantly reduced by implementing OHSMS in this study. The differences of OHSMS awareness between site general managers and OHS managers were identified through a survey. The effect of these differences on safety and other benefits warrants further research with proper data collection.

Research on the Characteristics of Working Conditions and Occupational Safety and Health in the Special form Workers (특수형태근로 종사자의 작업조건 및 안전보건 특성에 관한 연구 - 퀵서비스 등 5개 직종을 중심으로 -)

  • The purpose of this study, the overall occupational safety and health status and identify the characteristics of the workers engaged in the field of quick services, substitute driving services, home delivery, caregiver, film and television arts, to take appropriate measures to prevent industrial accidents, profession and working environment, safety recognition and education, and safety activities, accident experience and job stress survey. Survey using a structured questionnaire, 846 people directly interview research. Safety consciousness level of himself or herself was "fair level" of 3.19 points and those of colleagues and the general public were evaluated to be low as 2.84 points and 2.54 points, respectively. During the last 12 months, 21.3% of total workers in 5 job categories have received an industrial safety health education for job-related accident or disease and 87.6% of workers engaged in caregiver have received an industrial safety health education for job-related accident or disease. The proportions for delivery worker, substitute driving service and quick service/cultural art were 26.4%, 12.1% and below 10%, respectively. Frequency of having received an education was 5.7 days on average and education hour was 9.2. Regarding cases of having experienced job-related accident or having been exposed to job-related disease over the past 1 year, 17.0% of total respondents have experienced accident and 21.3% have experienced job-related disease. Preventive education for occupational safety is required to be expanded and strengthened. Except caregiver, the proportion of having received an information and education for safety rules and hazardous factors. Safety education is urgently required in order to prevent and reduce accident. Safety and health guideline is required to be developed and disseminated in order to prevent accident in advance.

A Comparison of the Occupational Accident Status by Safety and Health Management Type in Workplaces (사업장의 안전·보건관리 유형별 산업재해 발생현황 비교)

  • Objectives: This study is aimed to illustrate the status of the occupational accident rate, fatality rate, and musculoskeletal disorder rate by safety and health management type in workplaces. Methods: In order to analyze the status of the occupational accident rate, fatality rate, and musculoskeletal disorder rate of different safety and health management types in workplaces, selected data from the Occupational Safety and Health Research Institute were used. Results: The occupational accident rate in workplaces where safety and health managers had been appointed was lower than in those where safety and health management was entrusted to other organizations, while the result was the opposite in regards to the fatality rate per 10,000 workers caused by accident. However, the occupational fatality rate per 10,000 workers in workplaces where safety and health managers have other roles was 426% higher than those where safety and health management was entrusted to other organizations. Moreover, the musculoskeletal disorder rate of the workplaces where safety and health managers have other roles was 15% higher than those where health management was entrusted to other organizations. Conclusions: It is necessary to review the effectiveness of systems in which safety and health managers can concurrently engage in other roles.

Accident Characteristics and Prevention in the Electric and Telecommunication Service Industry (전기통신 서비스업의 재해 특성 및 예방)

  • Accident analyses are used to identify common factors contributing to occupational accidents and to give recommendations for accident prevention. This study concerns with the accident characteristics and prevention in the telecommunication service industry. To investigate the accident characteristics, we used workers' compensation reports and employers' accident analysis reports. Three hundred and forty-five injury accidents which results in more than 4 days absence were surveyed. These data were used to investigate the accident characteristics in terms of company size, injured person's age, work experience, accident time, activity at time of accident, accident type, injured body part, and accident agency. We propose the accident prevention policy based on the accident characteristics. These results can be used to develop more effective occupational safety management policies in the telecommunication service industries.

Development of an Operator Aid System For The Nuclear Plant Severe Accident Training and Management

  • Recently KAERI has developed the severe accident management guidance to establish Korea standard severe accident management system. On the other hand the PC-based severe accident training simulator SATS has been developed, and the MELCOR code is used as the simulation engine. SATS graphically displays and simulates the severe accidents with interactive user commands. The control capability of SATS could make a severe accident training course more interesting and effective. In this paper the development and functions of the electrical hypertext guidance module HyperKAMG and the SATS-HyperKAMG linkage system for the severe accident management are described.

  • As preventive measures have received tremendous attention to prevent any possible accident in advance, many work places have introduced safety and health management systems. However despite of this government's effort, the industrial accident rate of small-scale businesses with less than 50 employees does not decline, which is mainly because the projects are not differentiated according to the risk level of individual business. To evaluate the risk level of small-scale businesses with less than 50 employees and then establish effective safety and health management systems according to the risk level, this study has conducted the following processes. The small-scale businesses with less than 50 employees were evaluated through accident type, and potential accident risk factor was evaluated through location, business type, and business size. The results of this analysis are expected to make contribution to improving the effectiveness of the safety and health management supports to small-scale businesses with less than 50 employees.

The Influence of Safety Leadership on Safety Behavior, Safety Climate and Accident: Meta Analysis (안전 리더십이 안전 행동, 안전 분위기, 사고에 미치는 효과: 메타 분석)

  • This study examined the influence of safety leadership on safety behavior, safety climate and accident using meta analysis. Specifically, safety leadership model which incorporated both transformational and active transactional leadership styles was tested using meta analysis. The results showed that both transformational and active transactional leadership had a positive relationship with safety compliance and participation behavior, and organizational safety climate. However, both leadership styles had a negative relationship with accident. In addition, transformational leadership had significant greater effects on safety behaviors and accident than transactional leadership. In contrast, although there were no significant differences, transactional leadership has a greater effect on the safety climate. These findings suggest that active transactional leadership is important in establishing perceived safety climate of employees, whereas transformational leadership is more related with improving employees' safety behaviors. Therefore, in line with the previous studies of safety leadership, a combination of both transformational and transactional styles will be most beneficial for developing organizational safety management program. Based on these results, practical implications and further research in terms of development for safety leadership program are discussed.

An Estimation of the Consequence Analysis for Asphyxiation Accident in Confined Space using C.F.D. (CFD를 활용한 밀폐공간 가스질식사고의 피해 영향 평가)

  • Recently, various engineering approaches have been widely used in the accident investigation field to identify the cause of the accident and to predict damage by accident. Computational analysis is the most commonly used method of accident investigation technique. This technique is mainly used to identify the mechanism of the accident generation and to determine the cause when it is difficult to reproduce the situation at the time of the accident or when it is impossible to perform a reproduction experiment. In this study, The computational fluid dynamics analysis for nitrogen asphyxiation accident generated by defect of building structural between diffusion outlet and cooling tower was performed to determine the inflow path of the suffocation gas, death possibility by concentration of suffocation gas and predicted the time of death due to the accident using 3D modeling and FLACS program. We can quantify diffusion concentration of asphyxiation gas and predict mechanism of death occurrence by accident and evaluate the consequence Analysis through this study. In the future, This method can be widely used in the field of gas safety by improving the reliability and validity of the analysis.
